This study addressed the triangular relations between Latin America, Beijing and Washington in the last 15 years using a process tracing technique on the economic and political models of the region. It specifically focused on the South American development during the post-Washington Consensus era, as well as the expanding influence of China over this region. The aim of this paper was to transmit the idea that the failure of neoliberalism in the 90s together with the expansionism of China have shaped the contemporary political and economic arena among the countries of South America. This work could help to understand the historical process of the construction of develop paradigms on the region and its impact on the society.

One important concern in public administration studies is to understand what factors trigger and explain reform processes. This article focuses on analyzing the mechanisms behind the application of police reform in Uruguay. This case presents two important aspects for theory and empirical analysis. First, it is a case with counterintuitive elements. An organization with strongly traditional operating practices and a hierarchical administrative culture, which nonetheless underwent a significant series of reforms to improve its performance. Second, the work attempts to understand "the politics of administrative reforms" from an analysis of the relationship between structural and agency factors that give rise to a certain political result. The methodological framework of process-tracing, and its adaptation in three levels of analysis of causal mechanisms, was used to achieve the research objectives. ; Una preocupación de los estudios de administración pública ha sido comprender qué factores desencadenan y explican procesos de reforma. Este artículo se enfoca en analizar los mecanismos detrás de la aplicación de una reforma del aparato policial en Uruguay. Este caso presenta dos aspectos relevantes para la teoría y el análisis empírico. En primer lugar, se trata de un caso con elementos contraintuitivos. Una organización con un esquema de funcionamiento fuertemente tradicional y una cultura administrativa jerárquica, que, sin embargo, procesó una serie importante de reformas de mejora del desempeño. En segundo lugar, la investigación intenta comprender "la política de las reformas administrativas" a partir del análisis de la relación entre factores estructurales y de agencia que dan lugar a un determinado resultado político. Para ello se utiliza el marco metodológico del procesamiento y su adaptación en tres niveles de análisis de mecanismos causales .

This essay explores the relationship between concepts such as political art and art as a strategy of political action (Camnitzer, 2008), as well as power over and power to do (Holloway, 2002) in Guatemala (1954-2011). Within this framework, this work situates the conceptualist practices in the country, also mediated by war (1960-1996) and exile; and studies the role of Costa Rica as both a haven for exiles and epicenter of Central American artistic relations. Guatemalan conceptualism, and Central American conceptualism in general, is still relatively unknown given the lack of archives, documentation and research that take this period into account. Nevertheless, conceptualist art practices stayed vibrant well into the 21st century due to the persistence of the original social conditions and the artistic transnational networks that validate them. At least until the Guatemala elections of 2011, in, conceptualism was as much part of the political as the artistic language. ; Este ensayo explora las relaciones entre los conceptos arte político y arte como estrategia de acción política (Camnitzer, 2008), junto a los de poder sobre y poder hacer (Holloway, 2002) en Guatemala (1954-2011). Dentro de tal marco, este trabajo ubica las prácticas conceptualistas del país, mediadas por la guerra (1960-1996) y el exilio. Al tiempo que estudia el papel de Costa Rica como refugio de exiliados y como epicentro de las relaciones artísticas centroamericanas. El conceptualismo guatemalteco y el centroamericano, en general, es bastante desconocido aún, dada la falta de archivos, documentos e investigaciones que den cuentan de este período. Pese a ello, ha sido una práctica viva durante una buena parte del siglo XXI, debido a la persistencia de las condiciones sociales que le dieron origen y a las redes artísticas transnacionales que la validan. Al menos, hasta las elecciones del 2011, en Guatemala, el conceptualismo era parte, por igual, del lenguaje político y artístico.

PLASMATIC (Advanced Predictive Maintenance for the Valencian plastic industrial sector) is a project funded by the Valencian Institute for Business Competitiveness (IVACE) and the European Union through the European Regional Development Fund (FEDER). The general objective of this project is to help the Valencian plastic sector companies to incorporate solutions from the so-called Factory 4.0, via knowledge and technologies in the fields of Big Data, Machine Learning and Business Intelligence. The main result will be an advanced predictive maintenance system to deal with: (i) anomalies detection; (ii) wear prediction; and (iii) maintenance planning optimization. This deliverable is part of the PT3 work package "Characterization and Exploratory Analysis", which aims to identify those variables and factors involved in the advanced predictive maintenance applied to plastic industries. This document reviews the usual steps in a predictive maintenance application, describing the most important state-of-the-art techniques and technologies. In particular, we highlight statistical analysis and machine learning techniques within a Big Data infrastructure, all of them crucial elements of the so-called Maintenance 4.0. In general, we emphasize those possible strategies when working in a non-supervised application. ; PLASMATIC. Este artículo indagará sobre los orígenes de la identidad neuquina en los primeros años de la provincialización. En el mismo se combinarán dos fuentes: fuentes primarias, en la forma de una revisión crítica de la literatura, y fuentes secundarias, tales como discursos de los gobernadores frente a la Legislatura y diversos materiales periodísticos. Este trabajo realizará, si tal cosa es posible, una "genealogía de la neuquinidad", tomando como supuesto de partida que la identidad neuquina no era, en los años de la provincialización, algo ya construido sino un horizonte abierto y aún maleable; esta maleabilidad fue hecha posible por el grado de contingencia introducido por la ley de provincialización. El foco de la cuestión no es, sin embargo, la "neuquinidad" en sí misma, sino la neuquinidad en tanto sustento significante de una construcción identitaria de tipo populista subnacional, el Movimiento Popular Neuquino (MPN). Similar, aunque no idéntica, a la idea de "pueblo" tal como la misma es descrita entre otros por Margaret Canovan, Robert Jansen y Ernesto Laclau. Esta construcción significante tuvo tres características centrales: primero, la neuquinidad fue construida como un "destino" antes que una "herencia" ("forward-looking" y no "backward looking", en términos de Canovan); segundo, la neuquinidad fue construida como inclusiva antes que exclusiva ("todos somos neuquinos"); tercero, y lo más importante, la identificación entre identidad neuquina e identidad partidaria permitió un trasvasamiento de las dos características anteriores (inclusividad y orientación al futuro) hacia el partido provincial. This work analyzes the itinerary for constitutional change that President Michelle Bachelet recently announced. Along with a presentation of the process, this work critically assesses some of its stages. It mainly contends that the set of institutional regulations it assumedregulations that were taken from current constitutional rulesmakes it impossible to talk, at least from a theoretical perspective, of a genuine constituent process. This work also offers a democratically adequate reading for the process, so that it will make possible a dialogue between the current institutions sought to be replaced and the mechanism for constitutional change, without subjecting the latter to the former. ; El presente trabajo analiza el itinerario de cambio constitucional propuesto por la Presidenta Michelle Bachelet. Junto con una descripción del mismo, se discuten, críticamente, varias de sus etapas. En lo principal, se objeta el conjunto de cerrojos institucionalmente vigentes que harían imposible, al menos desde una perspectiva teórica, hablar de un proceso genuinamente constituyente. El trabajo ofrece, al mismo tiempo, una lectura democráticamente adecuada para que el proceso permita un diálogo entre la institucionalidad que se pretende abandonar y el mecanismo con el que se busca el cambio constitucional, sin que las primeras limiten al segundo.

DIGITAL TWINS (Digital Twins in the transition to Industry 4.0) is a project funded by the Valencian Institute for Business Competitiveness (IVACE) and the European Union through the European Regional Development Fund (FEDER). The general objective of the project is to advance in the definition, modeling and construction of Digital Twins in the framework of Industry 4.0, and demonstrate the new dimension of tools and services that can be built on them to improve their transferability and application in the Valencian Community industry. This article seeks to understand the design of the PASO (open, simultaneous and compulsory primaries) which were introduced within the Peruvian political reform in 2019. First, we trace the descriptive characteristics of the Peruvian PASO and determine that the design of the instrument is part of a process of policy transfer. We then approach the logic of its design transfer through the available evidence on the instrument and the actors that worked on its domestic adaptation. A bibliographic and archival review was conducted, and interviews to a lesser extent. We conclude that the design of the Peruvian PASO takes the Argentinian formula as a reference, adding several adjustments to it. Moreover, it highlights the central role of an interested actor in the design of the instrument, a role that was eased thanks to a tense and urgent political environment. ; Este artículo busca comprender el diseño de las elecciones PASO (primarias abiertas, simultáneas y obligatorias), una propuesta normativa aprobada en el marco de la reforma política de 2019 en el Perú. Primero, rastreamos las características descriptivas de las PASO peruanas y determinamos que el diseño del instrumento se enmarca en un proceso de transferencia de política. Luego nos aproximamos a la lógica de la transferencia de su diseño, a través de la evidencia disponible sobre el instrumento y los actores encargados de su adaptación doméstica. Para esta investigación, se realizó una revisión bibliográfica y de archivo, y en menor medida, se efectuaron entrevistas. Concluimos que el diseño de las PASO peruanas toma como referente la fórmula argentina, a la cual se le aplican diferentes ajustes. Además, se destaca el rol central de un actor interesado en el instrumento, facilitado por la coyuntura política tensa y apremiante.
