In the last decade, the adoption of Genetically Modified Crops (GMC) has increased in scale worldwide. The total area planted with biotechnological crops reached 365 million acres in 2010, while the number of farmers around the world who decided to produce crops with this technology increased as well. At a regional level there have been different responses from government agencies, which have formulated rules and regulations in keeping with the realities of these countries. In Central America, the countries that are most involved in the development and cultivation of food biotechnology techniques are Guatemala (papaya), Honduras (beans and maize), and Costa Rica (cotton, soybean and pineapple). At a global level, the latter two were among the 29 countries with the most GMO crops in 2010. Some countries of the region have also implemented governmental regulatory structures through technical committees on Biosafety. The most important characteristics of these crops in terms of trade continue to be the provision of herbicide tolerance or pest resistance. However, the introduction of new modified products with good prospects in the market is also noteworthy. These experiences with cultivation and Biosafety regulation at a regional level could lead to successful and progressive development of agricultural and food biotechnologies in the near future.

I propose to take the historical example of the life of Jesus as an ideal communicational model, given its communicative effectiveness. Based on his example, I will try to analyze the communicational model adopted by the Church today, which in turn is reflected in the city of La Plata. Up to now we have seen various analyses of the Church, but most of them emphasize historical-political analyses, as is done, for example, in works such as Historia de la Iglesia I, by Alvarez; Historia de la Iglesia Cristiana de Lumbí; and César y Cristo by Willian Durant, among others. My objective is to develop an analysis from the communicational perspective, more specifically from the Political Marketing and its study technique proposed by Martinez Pandiani, a prestigious author specialized in the subject. ; Me propongo tomar el ejemplo histórico de la vida de Jesús, como modelo comunicacional idóneo, dada su efectividad comunicativa. A partir de su ejemplo, procuraré analizar el modelo comunicacional adoptado en la actualidad por la Iglesia, el cual a su vez se refleja en la ciudad de La Plata. Hasta el momento se observan diversos análisis sobre la Iglesia, pero la mayoría de ellos hace hincapié en el análisis de tipo histórico-político, como lo hacen, por ejemplo, obras como Historia de la Iglesia I, de Álvarez; Historia de la Iglesia Cristiana de Lumbí; y César y Cristo de Willian Durant, entre otras. Mi objetivo es desarrollar un análisis desde la perspectiva comunicacional, más específicamente desde el Marketing Político y su técnica de estudio propuesta por Martinez Pandiani, prestigioso autor especialista en la materia.

This paper exposes the aristotelian concept of technique to analize, from it, the difference between economics and chrematistics. It suggests that the singular simbolic nature of money is the key to order one to another, and both in order to politics. It concluyes noting the contrast between modern's and aristotelian attitude to solve the main problem of chrematistics: the absence of limit. ; El artículo expone qué es la técnica según Aristóteles para, desde ahí, analizar la diferencia entre la economía y la crematística. Sugiere que la especial naturaleza simbólica de la moneda es la clave para entender la diferencia entre ambas técnicas y el modo de ordenar la una a la otra, y ambas al servicio de la política. Esta tesis doctoral es el resultado de una intensa actividad investigadora centrada en la formulación de problemas de detección en escenarios de radar, la caracterización estadística de clutter radar y la propuesta de esquemas de detección mejorados para aproximar el detector Neyman-Pearson en escenarios complejos caracterizados por la presencia de clutter no homogéneo y blancos en movimiento con baja sección radar. El trabajo de investigación se ha llevado a cabo en el grupo de investigación coordinado por la Dra. María Pilar Jarabo Amores, dentro del marco de proyectos como IDEPAR ("Improved DEtection techniques for PAssive Radars") y MASTERSAT ("MultichAnnel paSsive radar receiver exploiting TERrestrial and SATellite Illuminators"), financiados por el Ministerio de Economía y Competitividad de España; APIS (Array Passive ISAR Adaptive Processing) y MAPIS (Multichannel passive ISAR imaging for military applications) financiados por la Agencia Europea de Defensa (EDA) y el contrato de investigación INTEGRA (Investigación en Tecnologías para la Gestión de Inmigración) financiado por AMPER Sistemas SA. El objetivo principal es el diseño de detectores radar robustos para sistemas radar pasivos, caracterizados por iluminadores de oportunidad y receptores estacionarios, por lo que el desplazamiento Doppler se asocia al movimiento del blanco con respecto al iluminador de oportunidad y receptor considerados. This article studies the rationalities of governing that makes it possible to govern higher education in Europe through a voluntarily process such as the Bologna process. 45 nations have signed it and try to accommodate to the ideas in it without anyone telling them they have to. Drawing on the Foucaultian notion of governmentality official documents concerning the Bologna process, higher- and adult education on the European and Swedishlevels are analysed. In the first part «planetspeak» discourses such asknowledge society, employability, lifelong learning, quality assurance and mobility are analysed. They create a configuration of thought that makes following the Bologna process a rational way to act. In the second part we analyse this process as a standardisation technique which creates a tension related to the idea of freedom. The narratives create exclusion; those nations who chose not to participate are created as «the other», in need of remedy. Inthe third part we problematize how these ideas mesh with, and challenge local ideas about education. Even though the narratives produced in Sweden to major parts seem to adapt to the process, there is a creation of the«specific» Swedish. It acts as a persuasive technique for implement the ideas in the Bologna declaration.Este artículo analiza las razones de gobierno o gubernamentalidad que hacen posible la legislación de la educación superior en Europa, a través de su configuración en una suerte de proceso voluntario como el de Bolonia, cuarenta y cinco países han ratificado tal proceso e intentan acomodarse a las ideas en él expuestas, sin que nadie les haya dicho que deban hacerlo. Partiendo de la noción foucaultiana de gubernamentabilidad, se analizan los documentos oficiales referentes al proceso de Bolonia y la educación superior y de adultos a niveles europeos y suecos. En su primera parte, se estudian discursos y términos mundialmente aceptados tales como la saciedad del conocimiento, empleabilidad, aprendizaje de por vida, garantía de calidad y movilidad. Crean una corriente de pensamiento que facilita la contemplación del proceso de Bolonia como la manera más racional de actuar. En la segunda parte, el proceso se estudia como una técnica de estandarización, que causa cierta tensión en referencia a los ideales de libertad. Se crean exclusiones; aquellos paises que optan por no participar, son denominados como "los otros", necesitados de un remedio. En la tercera y última parte, vemos cómo tales ideas se adaptan o resultan conflictivas con las distintas creencias educativas locales. Aunque las narrativas producidas en Suecia, en su mayor parte parecen adaptarse al proceso, ha surgido un sueco "específico". Tax relief policies and tax advantages for the relocation of companies are a constant throughout the world as a way of promoting economic development in disadvantaged territories. In the case of Argentina, they were channeled through a regional industrial promotion regime that granted subsidies to relocate companies in economically depressed provinces. This article shows how the government of a province characterized as patrimonialist, San Luis, transformed its productive structure in a period of 10 years (1982-1992), by locating a vast of industries in its territory. Using the process tracing technique and a series of in-depth interviews, it is argued that the government informally delegated bureaucratic competences to a non-institutionalized agent in order to perform tasks that the state apparatus did not have the capacity to carry out and, in this way, promote the arrival of investments in its territory. ; Las políticas de desgravaciones y ventajas impositivas para la relocalización de empresas son una constante en todo el mundo como una forma de promover el desarrollo económico en territorios desfavorecidos. En el caso de Argentina se canalizaron mediante un régimen de promoción industrial regional que otorgó subsidios para relocalizar empresas en provincias económicamente deprimidas. Este artículo muestra cómo el gobierno de una provincia caracterizada como patrimonialista, San Luis, transformó su estructura productiva en un plazo de 10 años (1982-1992), al radicar una cantidad ingente de industrias en su territorio. Mediante la técnica de process tracing y una serie de entrevistas en profundidad se argumenta que el gobierno realizó una delegación informal de competencias burocráticas a un agente no institucionalizado, con la finalidad de que realice tareas que el aparato estatal no tenía capacidad de llevar a cabo y, de esa manera, promover la llegada de las inversiones a su territorio.

The article is dedicated to the conceptual and specific analysis of the emergence of the culture of legal techniques under the conditions of a new technological form. The identification and analysis of key types of culture of legal techniques, allows to show their specificity following typological groups. Its systemic unity, which has its specificities, can be considered as the second dominant of the culture of legal techniques. The article further offers a primary doctrinal definition of the concept of culture of legal techniques based on the identified dominant characteristics and manifestations of the culture of legal techniques, studied in the context of the search for ways of effective functioning of the system of power and powerless principles in the Russian legal system. This phenomenon is in the formation stage. The authors have used dialectical, historical-political, formal-legal, and comparative-legal methods. It is concluded that a promising systematic understanding of the essence and meaning of the culture of legal techniques will help to improve the legal culture as a whole and thus increase the effectiveness of the law in modern society.

This article explores some of Pedro Lemebel's feminist claims. It mobilizes a situated close reading of the chronicle "La Leva." This chronicle offers a testimony of the quotidian violence against women, and especially against those women who transgress the masculinist and heteronormative mandates of "sexual respectability". The article explores Lemebel's contribution to Latin American feminist efforts to resignify misogynist diatribes. Moreover, it theorizes traces of feminist, trans, transvestite and queer political coalitions that the Lemebelian prose allow us to imagine. ; Este artículo explora algunas de las apuestas feministas de Pedro Lemebel. Moviliza una lectura situada y en detalle de la crónica "La Leva". Esta crónica es un testimonio de la cotidianeidad de la violencia contra las mujeres, y especialmente contra aquellas mujeres que transgreden los mandatos masculinistas y heteronormativos de "respetabilidad sexual". El artículo explora la contribución de Lemebel a esfuerzos feministas latinoamericanos por resignificar diatribas misóginas. Además, teoriza rastros de coaliciones políticas feminista, trans, travesti y queer que la prosa lemebeliana nos permite imaginar.

A fines de 1916 se abrieron procesos de revisión constitucional en México y Uruguay. Mientras México vivía un proceso revolucionario que involucraba dimensiones no solamente políticas sino que también incluía aspectos económicos y sociales, por su parte el reformismo en Uruguay volcaba su empeño en transformar al país en un espacio donde las ideas innovadoras pudieran ponerse en práctica y probar su eficacia. Este trabajo se propone relevar algunos elementos comunes a ambos procesos de reforma constitucional vistos desde la perspectiva de sus aspectos innovadores. Su objetivo es la búsqueda de alguna explicación para los elementos que tienen en común. ; By the end of 1916 they were carrying on two processes of constitutional revision in Mexico and Uruguay. While Mexico lived a revolutionary process that involved dimensions not only political but also economic and social aspects, while on the other hand the reforming policy in Uruguay overturned its effort in transforming the country into a space where the innovating ideas could be put into practice and prove their effectiveness. This work sets out to release some common elements to both, being seen processes of constitutional reform from the perspective of its innovating aspects. Este comentario resalta la importancia que el análisis de secuencias de ADN tiene en los estudios de biodi-versidad y la necesidad de mejorar los procedimientos administrativos concernientes a las investigaciones de biodiversidad en el Perú. La rápida pérdida de la biodiversidad y recursos naturales del Perú justifican la urgencia de apoyar aquellas investigaciones que ayuden a identificar, describir y caracterizar a la biodiversidad en la brevedad posible, para que se puedan tomar las debidas medidas de conservación y mitigación. Enfatizamos la importancia del uso de técnicas modernas dentro del modelo de estudio de la taxonomía integradora, incluyendo el estudio de los procesos evolutivos asociados a áreas con mayor diversidad y endemismo y los efectos del cambio climático sobre la biodiversidad peruana. Asimismo, es esencial que las entidades gubernamentales encargadas de evaluar los planes, solicitudes y requisitos asociados a las investigaciones de la biodiversidad del Perú reconozcan y apoyen el enfoque de la taxonomía integradora. El uso de técnicas modernas dentro del modelo de la taxonomía integradora, junto a procedimientos administrativos eficientes, puede convertirse en la mejor herramienta para proteger la biodiversidad peruana. ; This commentary focuses on the importance that DNA sequence analysis has in biodiversity studies and the need for improving administrative procedures regarding biodiversity research in Peru. Given the rapid loss of biodiversity and natural resources in many areas of Peru, research aimed at identifying, characterizing, and describing biodiversity is a priority for developing appropriate conservation and mitigation strategies. For cur-rent and future research on Peruvian biodiversity and conservation, we emphasize the importance of using an integrative taxonomy approach, including the study of evolutionary processes associated with areas of high biodiversity and endemism. Additionally, it is essential that governmental institutions responsible for review-ing permit applications and research plans, focusing on biodiversity research in Peru, recognize and support studies that incorporate an integrative taxonomy approach. The use of modern techniques in the integrative taxonomy model in conjunction with efficient administrative procedures will be the best method for protecting Peruvian biodiversity.
