Cele i sposoby realizacji polityki społecznej w dobie postępu technologicznego

This article provides a scientific reflection on the need for considering the issue of new technologies and their development in contemporary social policy in Poland. The article focuses on three selected areas of social policy, which are most intensively influenced by the development of new technologies: labor market policies, education policies, and telecare, including some elements of senior policies. The publication initiates further discussion on the current challenges and dilemmas faced by social policymakers. It corresponds to the specific experiences of the COVID-19 pandemic related to intensified, technologically mediated forms of communication and remote forms of using social services. It argues that rapid development of new technologies changes the goals and ways of putting social policies into practice. Drawing on theoretical assumptions of technological determinism and new institutionalism, the article aims to conclude that adequate institutional and legislative changes should be the consequence of technological changes and they should lead to greater compatibility of systemic solutions with citizens' everyday practice.

The purpose of this article is to analyze the progress in the telecommunications policy in Poland narrowed down to the objectives enunciated in the Regulatory Strategy until 2015.In the article the thesis that the current progress in the regulatory strategy is gratifying was confirmed. In the theoretical part the telecommunications policy and its role in the economic development are defined as well as the location of the policy in the classification of public policy is indicated. Furthermore, telecommunications market authorities, which are responsible for creating and conducting the policy in the telecommunication sector, are characterised. In the empirical part, which is based on the quantitative data, the foregoing values of indicators showing the progress in meeting the strategy objectives are presented. The conducted quantitative analysis is extended to the actions taken by the Office of Electronic Communications in order to implement the strategy.

Rozwój samorządu terytorialnego jest jednym z kluczowych czynników, które przyczyniły się do demokratyzacji systemu politycznego w Polsce. Proces budowy samorządu terytorialnego w Polsce nie jest skończony, a przed nami pojawiają się nowe wyzwania. Jednym z istotnych zagadnień jest kwestia zwiększenia roli metropolii i dużych aglomeracji miejskich. Przedmiotem artykułu stała się analiza poselskiego projektu ustawy o powiecie metropolitalnym. Przedstawiony projekt nie przystaje do samorządowej rzeczywistości. Nie ulega jednak wątpliwości, że dobrze się stało, iż ten projekt trafił pod obrady parlamentu, bowiem stał się podstawą do ożywionej dyskusji. W jej efekcie wypracowano nowe rozwiązanie – ustawę o związkach metropolitalnych. ; The development of local government is one of the key factors that contributed to the democratization of the political system in Poland. The process of building local government in Poland is still not finished, and there are new challenges. One of the important issues is the question of increasing role of metropolitan areas and large urban areas. The subject of the article was an analysis of the parliamentary Act on the metropolitan district. The proposed project does not fit the local reality. The good thing was that this project provoked the debate. As a result, it developed a new solution – the Act on metropolitan associations.

The development of local government is one of the key factors that contributedto the democratization of the political system in Poland. The process of building local government in Poland is still not finished, and there are new challenges. One of the important issues is the question of increasing role of metropolitan areas and large urban areas. The subject of the article was an analysis of the parliamentary Act on the metropolitan district. The proposed project does not fit the local reality. The good thing was that this project provoked the debate. The aim of this paper is to discuss the idea of the past based on Andrei Sakharov's essay titled Progress, Coexistence and Intellectual Freedom edited in 1968. Looking through the Stalinist era in the USSR, Sakharov concludes that without dealing with the Stalinist past, there is no hope of achieving peace, progress and stability in international affairs between the two main Cold War adversaries: USSR and USA. ; The aim of this paper is to discuss the idea of the past based on Andrei Sakharov's essay titled Progress, Coexistence and Intellectual Freedom edited in 1968. The article relates to the situation in the Polish education, where moral education is taught as two school subjects: either religious education or ethics. Although the subjects are in direct competition, essentially, they relate to the same curriculum content. The author distinguishes moral upbringing from moral education, by assuming that the upbringing is carried out mainly at home, whereas the school's aim is to support the skills of making moral choices by the young generation. Therefore, the school cannot be blamed for pupils' moral condition because it is shaped by the home environment, which is understood in a wide sense here.

The article shows the phenomenon of evolution of the Montenegro transformation subprocess in terms of progress in the implementation of EU law, Montenegro stands out from the other countries of the former Yugoslavia seeking to join the EU or Euro-Atlantic structures. Over the next ten years we will be able to talk about the intensified transition process, taking place in Montenegro. Six years from the beginning of accession negotiations, despite the actions taken and the implementation of new solutions, the reality shows that the inhabitants of the state still do not see any progress in its functioning. The change requires above all political will, which in the long-term will allow the implementation of well-established reforms and ensure their lasting results. In this case, regional cooperation will also have a great significance in Montenegro.

October 2015 marked the tenth anniversary of the official onset of the accession negotiations between Turkey and the European Union. The outcome of the talks, however, has so far been more than modest. The negotiations have encompassed fourteen out of 35 fields, leading to the closure, albeit only preliminary, of only one field. Croatia started negotiations in the same year and has been EU member state for two years now. In the Turkish case, the end of the talks is nowhere to be seen, and the more time goes by the less likely it seems for Turkey to become a legitimate participant of a European integration process. The EU Commission continues to present a number of reservations as concerns the progress of Turkey on its path to accession. The aim of this paper is to attempt to find an answer to the question whether the catalogue of reservations brought up by the EU Commission in terms of the political criteria to be met by Turkey has changed after the nine years of negotiations. Evaluation of the Investment Development Path concept in selected Baltic Sea Region states: Where are we?

In the European Union (EU), there are four Baltic Sea Region (BSR) states – Estonia, Latvia, Lithuania, and Poland – which are interlinked by the following facts: the common moment of obtaining EU membership, a common historical path from communism to democracy, and being part of the BSR. Although the selected countries share common roots, it seems that, in terms of the economic development, they may follow a different path. Investment development path (IDP), a concept developed by J.H. Dunning, stresses that the development of a country is a result of being an active exporter of capital. This paper aims to evaluate the progress of the four selected economies in terms of their IDP. The analysis takes into consideration their peculiar economic determinants. The methods used include quantitative and qualitative methods. Among the qualitative methods, a literature review briefly presents Dunning's IDP paradigm. The review of existing empirical research highlights the contributions of the paper. The quantitative methods cover the statistical data illustrating the progress of the selected countries in terms of the IDP. The data were obtained from United Nations Conference on Trade and Development (UNCTADStat) and Eurostat. The BSR states under investigation differ in terms of their economic growth. However, they share a common denominator of maintaining the role of importer of capital. The highest dynamics of the growth of the outward stock of Foreign Direct Investment (FDI) was observed in Poland and Lithuania. It is Poland and Estonia, however, that seemingly will climb on the ladder of IDP faster than Latvia and Lithuania. In all cases, these countries deal with higher dynamics of annual growth of Outward Foreign Direct Investment (OFDI) than Inward Foreign Direct Investment (IFDI), which suggests that all are at the third stage of IDI. However complex analysis reveals differences that shed new light on the progress of development paths of these BSR states.

Progress in medical sciences, biomedical engineering and medical robotics provided rehabilitation robots – novel solution regarded as more effective than traditional forms of rehabilitation. Use of rehabilitation robots, despite they are at the beginning of their development, is wide discussed from medical, social, economical and ethical points of view. Paper aims at analysis the extent to which current possibilities in this area are exploited, including chances and threats.
