The Nov 1991 Belgian general election was anomalous for favoring a dark horse political party & the Vlaams Blok party, while defeating candidates of the traditional parties. Based on a survey of political attitudes & beliefs of 2,691 Flemish voters who participated in the election, questions of protest, disappointment, dissatisfaction, & apathy are explored. These dimensions are linked to the rise of individualism & secularization, expected to produce further changes in voting practices.
