W artykule na wybranych przykładach przedstawiono postawy polskiego społeczeństwa względem degradacji ekosystemu w dwóch ostatnich dekadach PRL. W latach siedemdziesiątych i osiemdziesiątych XX w., w sytuacji wyraźnie zarysowującego się kryzysu ekologicznego, wśród polskiego społeczeństwa zaczęły ujawniać się postawy i działania zmierzające do zahamowania tego negatywnego procesu. Inicjatywy podejmowane na rzecz ochrony środowiska naturalnego były m.in. konsekwencją kształtowania świadomości ekologicznej Polaków. Attitudes and reactions of Polish people to natural environment pollution in the country (1971–1989)The article presents an analysis of the attitudes of the Polish society towards the degradation of an ecosystem occurring in three planes. Macro-scale actions are presented on the example of Chernobyl disaster and protests against the construction of nuclear power station at Żarnowiec. Afire in the Organika-Benzyl Chemical Plant and problems with the construction of a combined heat and power plant for the town of Kielce in the area of a natural reserve serve as examples of regional operations. Most numerous are examples for the local level, which include many initiatives of local municipal and rural communities. The issue of attitude of Polish people towards the pollution of natural environment in the country after the World War Two has been marginalised so far in the literature on the subject. It seems, however, that such an approach is wrong, and thorough studies in this field will certainly make a valuable contribution to the socio-economic history of the Polish People's Republic.
Artykuł poświęcony jest wydarzeniom lat 2005-2015, kiedy to społeczność międzynarodowa uznała, że rozwijany przez Iran program nuklearny może służyć także celom wojskowym i podjęła starania o poddanie tego programu ścisłej kontroli. Szczególnie aktywna była na tym polu dyplomacja Unii Europejskiej i jej trzech najsilniejszych państw: Francji, Niemiec i Wielkiej Brytanii. Wobec sprzeciwu Iranu i przyspieszania jego prac możliwa była albo droga konfrontacji (również militarnej), albo zrekompensowania Irańczykom rezygnacji z aspiracji nuklearnych. W kilkuletnich negocjacjach, zakończonych porozumieniem w lipcu 2015 r., UE potrafiła z jednej strony wywrzeć silną presję polityczno-gospodarczą na Iran, a z drugiej - zaoferować mu korzystne warunki współpracy w badaniach atomowych. ; The paper discusses the events of 2005-2015, when the international community decided that Iran's nuclear programme can also serve military purposes, and endeavoured to impose a strict control over this programme. The diplomacy of the European Union was exceptionally active in this area, in particular its three strongest members: France, Germany and the United Kingdom. Given the protests of Iran and its accelerated work within the programme, there emerged the option of confrontation (including military conflict) or compensation offered to Iran in return for its abandoning nuclear ambitions. Over several years of negotiations, concluded by an agreement in July 2015, the EU was able to exert a strong politico-economic pressure on Iran on the one hand, and offer it advantageous terms of cooperation in the field of nuclear research on the other.

Despite mounting tension, reinforced by the news of workers' revolt in the cities of the Coast, the police forces effectively paralysed weak attempts to stir up strikes and demonstrations in the Katowice Voivodeship. Political changes in the PZPR leadership prevented the crisis from escalating. The attitudes of the region's inhabitants were also influenced by: the strong position of the PZPR, the preventive arrest of nearly a thousand potential leaders of protests and riots, relatively good living conditions in the Katowice Voivodeship, and the divergent interests of various groups of the province's population. ; W artykule omówiono sytuację społeczno-polityczną w województwie katowickim w grudniu 1970 r., po ogłoszeniu podwyżki cen artykułów spożywczych, działania prewencyjne i porządkowe podejmowane przez MO i aparat bezpieczeństwa w dniach kryzysu oraz reakcję PZPR na wzrastające wzburzenie społeczeństwa. W niniejszym artykule dokonano analizy bezpieczeństwa energetycznego zarówno w kontekście regionalnym, jak i globalnym. Punktem wyjœcia w analizie polityki prowadzonej przez Rosję, Wenezuelę i państwa Zatoki Perskiej stało się "pierwsze prawo petropolityki", zgodnie z którym im wyższa jest średnia cena ropy naftowej i gazu na rynkach swiatowych, tym niższe jest przeświadczenie rządów o konieczności przeprowadzenia wewnętrznych reform politycznych i gospodarczych, a ich polityka zagraniczna i bezpieczeństwa jest bardziej konfrontacyjna. W opinii autora artykułu zarówno kontrowersje wokół projektu Nord Stream, jak również gwałtowne protesty na Bliskim Wschodzie określane mianem "Arabskiej Wiosny", przemawiają za poparciem hipotezy o potrzebie dążenia do przestrzegania reguł demokracji i solidarności pomiêdzy pañstwami jako mechanizmu zapewniaj¹cego bezpieczeñstwo energetyczne w skali globalnej. ; This article analyzes energy security in the context of the regional and global levels. The starting point in analyzing policies pursued by Russia, Venezuela and the Gulf States has become "the first law of petropolitics" according to which, the higher the average price of oil and gas on world markets, the lower is the conviction of the governments of the necessity of internal political and economic reforms, and their foreign and security policy is more confrontational. In the author's opinion, both the controversy surrounding the Nord Stream project as well as the violent protests in the Middle East, support the hypothesis about the need to promote compliance with the rules of democracy and solidarity between countries as a mechanism for ensuring energy security on a global scale.
The end of 2010 and the beginning of 2011 in Arab countries marked its place in history as the Arab Spring or the Arab Awakening, since during this period mass social, political and economic protests could be observed in almost all the countries in the region. Due to the nature, dynamics and the issues underlying the Arab-Israeli conflict, each and every material change in Arab countries is and has to be important for Israel and the whole Middle East. Considering the phenomenon being analyzed from the perspective of the Arab-Israeli conflict and Israel's external and internal situation, in my opinion it is particularly important to attempt to answer the following question: Has the Arab Spring changed Israel's strategic situation, and if so, to what extent? Looking at the ensuing situation from the perspective of Israel and also the Arab-Israeli conflict, at the very beginning we can have doubts or an opinion even less optimistic than in Europe about the nature of these changes. The Arab Spring may be regarded by Israel and also by the analysts related with the country as the beginning of the "era of uncertainty". This is mainly connected with the changes regarding political regimes and the possibility of coming to or sharing power with Islamic movements and parties hostile towards Israel. The collapse of political regimes was accompanied by failures of the ruling political parties connected with these regimes.The gap was filled by dozens of new parties, with religious and Islamic parties being particularly strong. Time will show its long-term consequences. Slovenia is one of the European Union Member States which disproportionately restricted political rights during the COVID-19 pandemic. Since the new government of Prime Minister Janez Janša came to power in March 2020, the anti-government and anti-lockdown protests have been taking place across the country. The pandemic-related restrictions have been introduced by government's ordinances. They have greatly limited political rights of citizens, in particular the right to public assembly and association. Citizens' dissatisfaction with the government's policies and inadequate handling of the epidemic, resulting in undue restrictions on liberty and other fundamental rights, led to the filing of petitions to the Constitutional Court. Zygmunt Hübner was the minister of internal affairs in a very important period in the history of Poland (March 21 – November 17, 1924). It was during his term in office that a great economic and currency reform began in Poland; the currency was changed from the Polish mark to the Polish zloty. At that time, there were major organizational changes in the Ministry of Internal Affairs, improving the activities of the State Police. Well, in April 1924, a specialized service called Political Police, which significantly contributed to the effective fight against the so-called subversive groups (KPRP) directly threatening public order and peace in the state. The services subordinate to Minister Z. Hübner also fought against anti-state attacks by national minorities, especially Slavic (Ukrainian, Belarusian) minorities. However, the forms of fighting these protests so far, especially their partisans supported by the communist partisans, have not been successful. Consequently, a decision was made that a special formation organized in the form of a military model, i.e. the Border Protection Corps, would be created within the Ministry of Internal Affairs. As a result of his actions, at the end of 1924 order and peace began to return to the Eastern Borderlands. Minister Z. The tendency to equate economic growth with industrialization has in the recent past started a violent and bloody movement in the Indian state of West Bengal. The movement that started against forced acquisition of agricultural land for industrialization in Singur gradually spread to other parts of the state of West Bengal including Nandigram. This movement acquired explosive proportions with the intellectuals, civil society and anti-left political parties throwing in their weight behind the displaced peasants who lost their land. Ultimately it became an albatross around the neck of the Left leadership and sunk the political fortunes of the thirty-four year old Left Front government in 2011 state assembly elections. The Singur and Nandigram tragedy are only one among the many agitations that have exploded in various parts of India in recent past. These protest movements have kicked off the development versus displacement debate in India. The killing of protesting peasants in Singur and Nandigram by the trigger happy police not only exposes the political myopia and inhuman indifference of the so-called pro-poor Left Front Government of West Bengal. But it also goes on to show that the political process in India is increasingly getting hijacked by the logic of the market which sees displacement only as an appendix to development. What we need today is to reinvent the principles laid down by Gandhi to usher in a just and equitable economic order. The Gandhian model of economic development is based on the simple yet profound principles of altruism and egalitarianism. This article would focus on the reasons behind the inception of a violent movement in Singur and Nandigram, the fundamental flaws in the development model of the erstwhile Left Front Government of West Bengal, and end by providing a Gandhian solution to the development versus displacement dilemma in the state of West Bengal in India.

The social protests in the Middle East states (including Egypt) – so called Arab Spring – were a great shock for international community. The most popular slogans among the Arab protesters were the slogans of freedom, respect for human and civil rights but the real reasons for the mass social opposition were deep social problems, especially demographic and economic ones, which could not stay unsolved no longer. Since 2004 Egyptian authorities began to initiate the process of reforms due to liberate the Egyptian economy. They were welcomed with great applause by the international institutions and especially by the European Union. The western states however did not take into account the fact that this process had some negative impact on the condition of life of average Egyptian and included the social problems in their directives very rarely. This article is an attempt to examine if the cooperation between Egypt and European Union which in the past few decades tries to develop the partnership with all MENA states was effective and if there are the chances to strengthen it in the future, especially in the context of still changing situation in the region. One year since the beginning of Arab Spring is definitely too early for categorical evaluations of EU reaction to the changing partnership however past EU politics towards Egypt was not effective. The first reactions were only rhetorical. Past few months Brussels presented more concrete programs and the packages of support for Egypt and other MENA states. What is important, these propositions included not only the question of economic growth but also the problem of social reforms and development. Arab Spring is still the chance for EU to reformulate its politics towards Egypt but particularly important is the proper coordination of European support for Egyptian reforms.
Die ersten Nachkriegsjahre waren in Polen von einem harten politischen Kampf und der Umgestaltung der demokratischen Ordnung in ein totalitäres System geprägt. Die Politik der kommunistischen Machthaber war auf eine allmähliche Ausschaltung ihrer Gegner und die Umgestaltung der gesellschaftlichen Strukturen im Sinne der kommunistischen Ideologie ausgerichtet. Gegenüber der katholischen Kirche in Polen ging sie in der ersten Zeit von der Wahrung verhältnismäßig korrekter Beziehungen aus. Im Laufe der Zeit starteten die kommunistischen Behörden jedoch immer häufiger Aktivitäten, die auf eine Ausschaltung aller Einflüsse der Kirche aus dem Leben der Gesellschaft abzielte. Diese kirchenfeindliche Politik verstärkte sich nach 1948. Damals wurden Anstrengungen unternommen, die Arbeit der Kirche in den religiösen Organisationen und Vereinen zu beschränken, deren Einfluß auf breite Kreise der Bevölkerung ein starkes Gegengewicht zur Ausbreitung der materialistischen Ideologie bildete und einen die Entwicklung gestaltenden Faktor darstellte. Daher mußte es früher oder später zum Konflikt zwischen den neuen Machthabern und der Kirche kommen. Diese Situation blieb nicht ohne Einfluß auf die Tätigkeit der katholischen Organisation "Caritas", die ebenfalls eine der Ebenen bildete, auf der sich dieser Konflikt entwickelte. Die "Caritas" spielte mit ihren mehr als 800 000 Mitgliedern nach dem 2. Welt-krieg eine beträchtliche Rolle, nicht nur was die Minderung der Armut vieler Polen betrifft, sondern sie hatte auch wesentlichen Einfluß auf die Stärkung des Glaubens. Dies wurde besonders in der letzten Zeit ihres Wirkens deutlich, als viele von den Behörden zur Aufgabe ihrer Arbeit gezwungene kirchliche Organisationen diese im Rahmen der "Caritas" weiterführten. Die Politik der kommunistischen Behörden gegenüber der "Caritas" war eine Widerspiegelung der Politik der Kommunisten gegenüber der Kirche überhaupt. Deshalb erklärten sie sich in der ersten Zeit mit der Wiederaufnahme der Arbeit der "Caritas" einverstanden, und sie erhielt sogar materielle und finanzielle Unterstützung vom Staat. Der "Caritas" wurden zahlreiche Erleichterungen gewährt, und sie arbeitete bei gemeinsam unternommenen karitativen Aktionen mit den staatlichen Behörden zusammen, z.B. bei der Hilfe für obdachlose Kinder, für Überschwemmungsopfer oder für Repatrianten sowie in den Gegenmaßnahmen gegen das Bettlerwesen. Mit der Zeit begannen die Behörden die Tätigkeit der "Caritas" jedoch immer mehr zu beschränken, die nun als ein Mittel zur Stärkung der Einflüsse der Kirche auf die Gesellschaft angesehen wurde. Daher wich die zeitweilige Zusammenarbeit einer scharfen Rivalisierung, ja Feindseligkeit des Staates gegen-über der "Caritas". Diese Politik nahm nach 1948 an Stärke zu. Die Behörden begannen ihr zahlreiche Hindernisse und Erschwernisse in den Weg zu legen und immer mehr karitative Stellen zu übernehmen. Sie wandten außerdem verschiedene Repressalien gegen die Mitarbeiter der "Caritas" an (Einschüchterungen, Verhaftungen u.dgl.). Dies war von einer lügenhaften Pressekampagne begleitet. Seinen Höhepunkt erreichte dieser Kampf im Januar 1950, als die staatlichen Behörden auf Beschluß des Politbüros des Zentralkomitees der Polnischen Vereinigten Arbeiterpartei mit Hilfe von Funktionären des Staatssicherheitsamtes, der Staatsanwaltschaft sowie der Wojewodschafts- und Kreiskomitees der Partei zur widerrechtlichen Übernahme der "Caritas" übergingen. In dieser Situation sahen sich die polnischen Bischöfe gezwungen, diese karitative Organisation trotz zahlreicher Proteste aufzulösen, um eine Fronde im Schoße der Kirche zu vermeiden. Dadurch wurde die Tätigkeit der "Caritas" in ihren bisherigen Formen und Strukturen unterbrochen. Die Kirche führte ihre karitative Aktion allerdings im Rahmen der Pfarrpastoral in eingeschränkter Form weiter. ; -
Rozwój koncepcji amerykańskiego systemu obrony przeciwrakietowej jest procesem sięgającym w swej historii epoki zimnej wojny. Szybki rozwój techniki wojskowej i skomplikowana sytuacja polityczna na arenie międzynarodowej sprawiły, iż groźba ta była jak najbardziej realna. Odpowiedzią na narastające zagrożenie stały się kolejno tworzone programy Nike-Zeus, Nike X, Sentinel oraz Safeguard. Przełomem w tworzeniu coraz to nowocześniejszych systemów obrony stał się podpisany 26 maja 1972 roku w Moskwie roku "Układ między Związkiem Socjalistycznych Republik Radzieckich a Stanami Zjednoczonymi Ameryki o ograniczeniu systemów obrony przeciwrakietowej". Powrót do idei stworzenia systemu obrony przeciwrakietowej nastąpił za prezydentury Ronalda Reagana i trwa do dzisiaj. Zmianie uległy jednakże zadania stojące przed takim programem. Po zakończeniu zimnej wojny i upadku ZSRR zagrożenia nie stanowiło już jedno wrogie państwo komunistyczne, lecz tzw. "państwa zbójeckie. Rozmowy na temat rozmieszczenia "tarczy antyrakietowej" w Polsce i Czechach wywołały protest w Rosji, która obawia się zbliżenia infrastruktury amerykańskiej do swoich granic, co znacznie skomplikowało proces negocjacyjny. Dodatkową trudność spowodowała decyzja Kongresu, który przyznanie pieniędzy na projekt uzależnił od podpisania z krajami europejskimi odpowiednich umów międzynarodowych, a także zmiana partii rządzącej w Polsce. Przyszłość amerykańskiego systemu obrony przeciwrakietowej zależeć będzie przede wszystkim od wyniku wyborów prezydenckich, które odbędą się w USA w listopadzie tego roku. Podejście kandydatów ubiegających się o ten urząd jest różne i od tego, kto zwycięży, zależeć będą dalsze losy koncepcji obrony strategicznej. ; Развитие концепции американской системы противоракетной обороны – это процесс, корни которого исходят к эпохе холодной войны. Быстрое развитие военной техники и сложная политическая ситуация на международной арене делали реальными многие угрозы. Ответом на возрастающие угрозы было соз- дание программ Nike-Zeus, Nike X, Sentinel и Safeguard. Переломом в гонке за всё более современными системами обороны стал подписанный 26 мая 1972 года в Москве «Договор между Союзом Советских Социалистических Республик и Соединёнными Штатами Америки об ограничении систем противоракетной обороны». Возвращение к идее создания системы противоракетной обороны наступило во времена президентуры Рональда Рейгана и продолжается по сей день. Изменились однако задачи стоящие перед такой программой. После окон- чания холодной войны и развала СССР опасность уже не представляет одно вражеское коммунистическое государство, а так называемые «государства оси зла». Переговоры на тему размещения «противоракетного щита» в Польше и Чехии вызвали протест России, которая опасается приближения американ- ской инфраструктуры к своим границам, что значительно осложнило перего- ворный процесс. Дополнительные осложнения вызвало решение Конгресса, который признание финансирования проекта сделал зависимым от подписания с европейскими странами соответствующих международных договоров, а также смена правящей партии в Польше. Будущее американской системы противора- кетной обороны, прежде всего, будет зависеть от результатов президентских выборов в США, которые состоятся в ноябре этого года. Подход к проблеме кандидатов на этот пост остается разным и от того, кто победит, будет зависеть дальнейшая судьба концепции стратегической обороны. ; The development of the concept of American National Missile Defence (NMD) system is a process rooted in the time of the Cold War. The fast development of military technology and the complex political situation on international stage made the threat of attack real. The response to the permanently escalating threat have been a succession of programmes: Nike-Zeus, Nike X, Sentinel, and Safeguard. The breakthrough in the development of increasingly modern defence systems was the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Limitation of Anti-Ballistic Missile Systems signed on 26th May 1972 in Moscow. The return to the idea of developing a missile defence system took place under Ronald Reagan. Even though the programme has continued to this day, its objectives have changed. With the conclusion of the Cold War and the fall of the USSR, the threat was no longer a single enemy communist state but the so-called 'rogue states'. The talks on the deployment of the elements of the NMD system (the so-called 'US missile shield') in Poland and Czech Republic resulted in a protest from Russia fearing the approach of American infrastructure to own borders, which greatly complicated the negotiations process. Additional obstacles arose when first US Congress made signing appropriate international agreements with the European states the condition for awarding the money to the project, and later the governing party in Poland changed. The future of the American system of missile defence system will primarily depend on the results of the Presidential Elections that will be held in the US this November. The positions of US presidential candidates on the NMD system varies, and it is on the winner of the presidential race that the future of strategic defence hinges.
W 10 rocznicę masowych protestów zwanych "wiosną arabską", jakie przeszły przez państwa południowej flanki basenu Morza Śródziemnego (BMŚ), rozumienie świata staje się bardziej złożone. Dla Unii Europejskiej (UE) rewolty dokonane w państwach z nią sąsiadujących były "strategicznym zaskoczeniem" i zburzyły jej dotychczasowe założenia wobec regionu, zmuszając ją do ich rewizji i szybkiego reagowania. Dla społeczeństw arabskich były wyrazem "przebudzenia", przełamując uczucie strachu oraz buntu wobec panujących reżimów autorytarnych, a także próbą odrzucenia neoliberalnego sposobu "urządzania świata". Algieria zajmuje strategiczne miejsce na mapie bilateralnych relacji, jakie UE utrzymuje z państwami dotkniętymi "wiosną arabską. Bliskość geograficzna, przeszłość historyczna oraz potencjał jaki posiada to państwo sprawiają, że UE jest "na nowo" obecna w Algierii, wspierając ją w trudnej drodze przekształceń polityczno-gospodarczych. Celem niniejszego artykułu jest analiza wpływu "wiosny arabskiej" na kształt współczesnych stosunków UE–Algieria, zwracając uwagę na ramy wyznaczone przez "Wspólne Priorytety Partnerstwa", koncentrując się na trzech kluczowych sektorach współpracy ustalonych na lata 2018–2020. ; On the 10th anniversary of the mass protests known as the "Arab Spring" that passed through the southern Mediterranean countries, understanding of the world becomes more complex. For the European Union (EU), the revolts in its neighbors came as a "strategic surprise" and destroyed its prevision assumptions about the region, forcing it to revise them and react quickly. For Arab Societies, they were an expression of "awakening", breaking the feeling of fear and rebellion against the ruling authoritarian regimes, as well as an attempt to reject the neoliberal way of "arranging the world". Algeria occupies a strategic place on the map of bilateral relations that the EU maintains with the countries affected by the "Arab Spring". The geographic proximity, historical past and the potential of this country make the EU present in Algeria "anew", supporting it in the difficult path of political and economic transformations. The aim of this article is to analyze the impact of the "Arab Spring" on the shape of contemporary EU-Algeria relations, paying attention to the framework set by the "Common Partnership Priorities", focusing on the three key sectors of cooperation established for 2018–2020.
