Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Elections are the backbone of democracy. It is through elections that individuals assert their voice, their perspectives, and choose a person whose philosophies most complement them. Elections allow citizens to choose their representatives. They are also important for the people to express their resentment at the ruling government. When there is high voter participation, the election process is considered successful. Unfortunately, developing countries such as India are facing a decline in the turnout. People in rural areas move to metropolitan cities or other countries, in most developing countries to make their livelihood or schooling. During elections, visiting their hometown and casting their votes becomes burdensome for them because of their commitment to their workplace. Challenges in moving to poll places and sometimes adverse weather conditions, cause people to miss the chance to choose the candidate of their choice. People with disabilities and senior citizens also refuse to go to the polling station due to travel-related difficulty. Therefore, many elections record only 50-70 percent electoral turnout, sometimes, even less than 50%. Only when all eligible voters are granted fair opportunities to exercise their franchise then only such a democratic system is considered fool proof. The need for the hour is such a fool proof framework that enables all eligible voters to cast their vote by visiting Polling Station or doing so remotely. This paper proposes a conceptual framework for the Integrated, Smart, and Secure Remote Public Voting System (SSRPVS) that allows voters from any part of India to exercise their franchise without moving place to place and wasting time and money. To develop the Framework, emerging technologies such as IoT, Cloud Computing, Edge Computing, Blockchain, and Data Analytics are included. Indonesia is one of the largest democratic countries in the world and has held 11 general elections nationally. Nonetheless, the electoral process with ballot paper is deemed convoluted, prone to manipulation, requires massive resources and lengthy process and spent extravagant state budget. Electronic voting (e-voting) has been implemented in more than 26 countries, and India has achieved terrific success in 2019 with more than 900 million voters. E-voting in India has answered convoluted and high cost of election problems, and the VVPAT (voter-verified paper audit trail) technology helped prevent fraud potential and manipulation. This study examines the policy transfer of e-voting technology from India into Indonesia's jurisdiction and political context by using literature study and secondary sources of data to support the arguments. The key findings are that e-voting serves a constitutional electoral system that defends effective and efficient democratic election, reduces the margin of error in voting, counting, recapitulation, and significantly reduces the probability of invalid votes, effectively hindering fraudulent practices like vote-buying during recapitulation and preventing dropping illegal ballots into the ballot box. Moreover, e-voting technology also corresponds with High Court No.147/PUU-VII/2009, and if implemented with adequate technology, software and human resources, this method could secure the tenets of direct, general, free, confidential, honesty and fairness.

The goal of the election is not only to determine the outcomes but also to lend credence to the winners, even for those voters who did not bother voting for them. This underlines the necessity of holding free, fair, and hidden elections. Component of all this is that elections are controlled by open and accountable, neutral, and autonomous electoral-management bodies. Utilizing technology in voting procedures can make it quicker, more efficient, and less susceptible to security breaches. The technology can ensure the safety of every vote, better and faster and much more accurate counting and automatic tallying. The design of a sophisticated voting system is a complex task as it has to fulfill several essential criteria. The secrecy of an elector's poll is to be well-preserved. The voting system should not give any evidence that proves which candidate receives a particular voter's vote. The process uses minimum paper documents and is therefore environmentally friendly. Bio-metric or retina scans can be used to ensure security. The e-voting system is vulnerable to several serious attacks from external sources. There is indeed a likelihood that anybody who has immediate access to the e-voting system can access it suspiciously. Malevolent software can steal one candidate's votes and assign them to some other. An attacker may deny officials access to the e-voting arrangement or render an e-voting structure unavailable for the Election Day voting process. This is known as a service denial (DoS) attack. But this kind of threat is hard to detect. A large number of questionable and invalid votes are the big problem with traditional paper-ballot based voting system. This phenomenon will be eliminated if the e-voting system is used. In addition to the speed of counting and reduction of errors the e-voting system offers some more advantages such as accessibility, verifiability, and availability. The Industrial Revolution 4.0 (IR4.0) is taking shape and has a strong impact on all areas of social life. For the state administration, the IR4.0 creates many opportunities as well as challenges that require managers to promptly grasp to have appropriate orientations and solutions, to perfect the state administration, to meet the requirements of national development. On the basis of analyzing the positive effects and challenges of IR4.0 on the reform of the state administration, the article proposes a number of recommendations: actively improve the institutional system of the administration, create a legal corridor for the development of industries and fields; promote the application of modern technological achievements to the management activities of administrative agencies; actively, proactively build and improve the qualifications and capacity of civil servants. Thereby, it will continue to perfect the state administration, and meet the requirements of IR4.0.

This study aims to examine administrative efforts as Premium Remidium in the settlement of State Administrative disputes (TUN) in Indonesia. In particular, the discussion in this study regarding administrative efforts as a premium remidium in state administration disputes in Indonesia, the legal consequences of not carrying out administrative efforts by the plaintiffs, and discussing the advantages and disadvantages of implementing administrative efforts in the settlement of state administration dispute. The research method used in this research was normative juridical and used secondary data consisting of laws related to government administration as the primary material and secondary legal materials, namely literature related to research problems. Based on the results of the study, it is known that administrative efforts are the premium remedy (main drug) in the settlement of state administration disputes in Indonesia. The legal consequences that arise when the settlement of the state administration dispute is not preceded by administrative efforts but directly submits a lawsuit to the Administrative Court, namely the lawsuit can be declared not accepted by the judges. Administrative efforts have advantages and disadvantages related to the state administrative dispute resolution mechanism in Indonesia.

Political propaganda is one of the most significant tools in psychological warfare since it influences and manages public opinion. Political propaganda of all kinds and its shady forms manifested itself in the speeches of American administrations and electoral campaigns following the events of September 11, 2001, particularly in the speeches of President George W. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

A well-functioning food safety regulatory arrangement is important for ensuring the standards of foodstuffs, better food business, and the protection of public health in a given country. This article deals with the perceived determinants of the food safety regulation in Bangladesh. Based on literature review, we propose an analytical framework and identify key determinants that might influence effective food safety regulation in a developing country like Bangladesh. We then conduct a perception survey on 200 different kinds of stakeholders involved with the regulation of foodstuffs standards. We utilize descriptive mode of statistical analysis in our study. In our findings, actual autonomy of the main regulatory agency, and actual inter-organizational coordination are perceived as important determinates of effective food safety regulation. Proper enforcement of regulation, and accountability and transparency are perceived another factors of quality food safety regulation. It is also perceived that penalties are not sufficient enough for the food safety offences. Technical personnel and the state of the art laboratory facilities are other determinants of the regulation of food safety. Again, decentralized food safety regulatory network is perceived as very important determinant of the control of the food safety hazards at all level as well as an effective regulatory arrangement. This article discusses election governance based on public participation with qualitative research methods, the approach used in case studies in West Nusa Tenggara (NTB) Province, the region is one of thirty-four province in Indonesia. Governance is an approach that is considered relevant, because election governance is its manifestation. The results show that the Regional of General Election Commission of NTB as the authority of election organizers succeeded in building a model of election governance based on public participation through three strategies, namely the movement to protect suffrage, family-based voter education, and voter education based on educational institutions. These three models are designed through three approaches, namely multi-stakeholder partnership, convergence, safety and public health of disaster areas. The methods of implementation include; short videos about elections, consistent use of mass media and continuous election classes. The impact of the public participation-based election governance model in NTB is that the number of public participation in 2019 Elections increased to 82 percent compared to 2014 Election of 77.32 percent where the model has not been implemented. The obstacles faced in building participatory-based election governance are two, namely; the issue of legitimacy provided by the Electoral Law and has not been made the education of voters as core business of General Commission Election, while voter education is an effective instrument in developing public participation. The solution is necessary to change article 3 and article 15 (Presiden Republik Indonesia, 2017) on the elections to include participation as the principle of organizing elections. In addition, voter education should be the core business from the national to the regions.

: A strong national defense system does not require consideration of empathy, including the geographical factors of the country being examined, the national resources of a country, an analysis of possible threats that will arise, and the development of information technology. Defense is something that is fundamental to the survival of a country. Cooperation between Indonesia and South Korea in the defense industry is centered on the development of the changbogo class submarine and the development of the KFX / IFX fighter aircraft. Seen from the Government's policy, it can be seen that the domestic industry is unprepared to support the independence of the defense industry. This unpreparedness can be caused by the absence of supporting infrastructure or financial support for mass production of defense and security equipment. This scientific work is expected to provide recommendations in defense policy regarding submarine development. This study uses a scientific approach with qualitative descriptive methods and uses implementation tehory by George C. Edward. The results of this study a policy review of South Korea's Submarine purchase policy . The conclusion of this study are constraints and challenges faced in improving submarines, particularly related to the ability of PT. PAL Indonesia is still limited in the manufacture of the DSME 209/1400 submarine.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. The sharp increase in the number of new COVID-19 cases in late 2021 and early 2022, which is associated with the spread of a new strain of coronavirus - omicron - is of great concern and makes it necessary to make at least approximate forecasts for the pandemic dynamics of the epidemic. As this rapid growth occurs even in countries with high levels of vaccinations, the question arises as to their effectiveness. The smoothed daily number of new cases and deaths per capita and the ratio of these characteristics were used to reveal the appearance of new coronavirus strains and to estimate the effectiveness of quarantine, testing and vaccination. The third year of the pandemic allowed us to compare the pandemic dynamics in the period from September 2020 to January 2021 with the same period one year later for Ukraine, EU, the UK, USA, India, Brazil, South Africa, Argentina, Australia, and in the whole world. Record numbers of new cases registered in late 2021 and early 2022 once again proved that existing vaccines cannot prevent new infections, and vaccinated people can spread the infection as intensively as non-vaccinated ones. Fortunately, the daily number of new cases already diminishes in EU, the UK, USA, South Africa, and Australia. In late January - early February 2022, the maximum averaged numbers of new cases are expected in Brazil, India, EU, and worldwide. Omicron waves can increase the numbers of deaths per capita, but in highly vaccinated countries, the deaths per case ratio significantly decreases. Highlights: Vaccinated persons can get and pass the new coronavirus variants. The probability of death is much lower for vaccinated persons.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

: Based on Presidential Instruction Number 7 of 2015, the Indonesian Prosecutor's Office deems it necessary to provide assistance to relevant government officials in terms of development acceleration and strategic national development programs. In addition, the Indonesian Attorney General's Office as a law enforcement agency has a role in supporting the success of national government and regional governance and development through escort and security, both in planning, implementing and utilizing development outcomes, including efforts to prevent state irregularities and losses. The establishment of TP4D in Semarang Regency, as an effort to be able to prevent the occurrence of Corruption Crime (Tipikor), mainly related to Village Fund Financial Management (APB Desa). In the effort to prevent Tipikor in managing APBDesa often faced with internal problems of the Village Government, among others: low levels of devotion, low ethics and integrity, egoistic behavior, low professionalism. While those related to external problems, among others: the first factor of the government administration system, in the form of: regulations that are still overlapping, sectoral and institutional selfishness, limited internal supervision, development of HR management is still limited. The second is related to cultural factors, among others: the existence of a culture of "tired money / facilitation money" as an additional income for the apparatus, an attitude of reluctance, and a shift in social and economic values.
