AZ EU 2021-2027-ES TÖBBÉVES PÉNZÜGYI KERETÉNEK HATÁSA A VIDÉKFEJLESZTÉSRE
The adoption of the new multiannual financial framework for the period 2021-2027 is one of the most important questions in the EU nowadays. It always belongs to the most difficult and time-consuming decisions the member states have to make. Such a decision should represent several interest like the net contributor and net beneficiary states' aims, the willingness of the European Commission and the European Parliament to make the cooperation among the countries deeper and to extend the cooperation to new policy areas too. The EU's long term multiannual financial framework (MFF) influences and somehow defines the next years' yearly budget and the benefits the member states can receive from the common budget of the EU as well. The main spending numbers represents the importance of the different policy areas as the EU provides resources for the topics which will be in focus in the next seven years. The decision about the new MMF is more complicated than the earlier ones. As a result of the Brexit there will be a gap in the common budget. As at the beginning of the MFF negotiations the way and the exact date of the Brexit was not clear the whole process became less transparent and predictable. On the other hand, the EU planes to provide significantly more money to new priorities and goals like border security, competitiveness or foreign policy. It means that the two traditional beneficiary policy areas' (the CAP and the Cohesion spending) share should decrease within the common budget. This study examines the effects of this decrease on the CAP 2nd pillar, rural development.

A jogi szabályozás ellentmondásosságának hatásai a magyarországi hulladékgazdálkodási politika implementációjára = Effects of the contradictions in leagal legislation to the implementation of the Hungarian waste management policy
The new Hungarian Waste Act and the other legislation related to area of waste management entered into force on 01th of January 2013. The strategic goal of the new leagal regulation is to achieve the full compliance with the requirements of EU environmental standards. There were some discrepancies in the specific rules of the legislation, which have significantly reduced the effectiveness of the implementation of the policy. Considered by the implementation rechearch the internal contradictions of the policy regulation are clearly one of the most significant barriers to the successful implementation. Therefore, it could be important to examine more closely, how are these adverse effects on the field of the Hungarian waste management, as one of the priority areas of domestic environmental policy.

Diszkriminatív, piac- és versenyellenes állami gazdaságpolitika Magyarországon, 2010-2015
The aim of this paper is to provide a detailed overview of the domestic policy changes affecting privately owned businesses in Hungary during the reign of the 2nd and 3rd Orbán governments. After careful selection and omission of the less important measures, 36 examples are discussed. Their common characteristics are their discriminatory nature, meaning that they supported some firms and/or state-owned entities, while other businesses - chiefly the ones owned by foreign investors - were negatively affected. These new laws, regulations, by-laws or daily practices were openly in conflict with the letters and the spirit of the acquis communautaire - the guiding principles of the European Union. The Hungarian authorities played on time. Their assumption was - and this assumption did prove to be correct in practice - that it would take years until the EU machinery would reach a verdict and instruct Hungary, as a member-state to repel the given legislation. An important finding of the paper is that in 16 cases out of the 36 cases presented, the previous Hungarian governments also relied on such discriminatory solutions, but these cases were not so costly for the targeted private businesses and were not implemented with such a brutal force. As it is well-known, parallel to the policy measures discussed in the paper, the 2nd and 3rd Orbán-governments proceeded with a broad renationalization policy as well. These events were discussed at great length in Mihályi (2015a).

"The essence of the blockchain technology lies in that via connected IT devices such a base of information is formed which simultaneously, with making a thousand copies, is able to register data of transactions, automated transactions, without any external supervision and the possibility of retrospective one-sided modification. Many believe that the system of blockchain (and the digital general ledger system forming its base) will bring about such a change into our lives which the Internet brought when it started to spread in the 1990s.
The most successful examples of blockchains so far are financial tools. The Court of the European Union has already ruled in judgement no. C264/14 that bitcoin virtual currency is considered to be a contractual money, it is a direct money between economic actors who accept it.
It is a perpetual dilemma of the law and legal regulations that lawmakers react to the events of everyday life slower than the speed at which economic actors find new solutions to various problems. Do new possibilities provided by blockchains surpass risks, or is it just like an Internet article warns: are hackers becoming the new lawyers? What can a corporate lawyer say to the previous question − can salary be asked for in bitcoin?
This presentation tries to answer the question of how much the blockchain system facilitates the conclusion of employment contracts or the fulfillment, the control, and the administration of employment relationships and whether the human element is indispensable in the operation of these systems."
A büntetőjog alkotmányos alapjai és gyakorlata, valamint a kisebbségi magyarság az 1918–1938 közötti Romániában

Pursuant to the First World War, Romania's territory increased, and thus it inherited a complex social, economic, and legal environment different from that of the predecessor states. The Romanian state's response to these challenges is to be found in the political goal of building a homogeneous nation-state. This political agenda has had an impact on all areas of law, not only on legislation but also on the application of the law. The use of essentially ethnically neutral legal instruments of criminal law for state policy purposes can also be seen as an element of exclusionary nationality policy. The Romanian state's actions have thus not only failed to resolve existing internal tensions but have also made the relations between the majority and minorities, as well as the possibility of consolidation impossible for the past century.
Az 1868-as nemzetiségi törvény és a magyar–horvát kiegyezés

The Act XXX of 1868 regulated the public law situation of Croats and Hungarians in a uniquely subdualist way within the Monarchy, and the status quo provided an appropriate basis and guarantees for further development. Another significant step in the settlement of ethnic relations within the Monarchy was Act XLIV of 1868, a law that had an organic relationship with the Compromise Act. Both the Compromise Act and the Nationality Act were defined by the public law conception represented by Ferenc Deák, the essence of which is to focus on the terminology of the unified "political nation" for the Hungarian side, and the position and rights of other national minorities were regulated in relation to it. In Deák's understanding, the concept of the political nation was linked to the idea of the nation-state, which, as a result of domestic political changes after 1875, became increasingly nationalist and upset relations with individual nationalities, including Croats. In the long run, this process led to mutual misunderstandings between the peoples within the Habsburg Monarchy and to an explosion of ethnic and political relations as a result of several unfortunate political factors.
Hungarian actors in the khrushchev-inspired education reform policy ; A hruscsovi oktatási reformpolitika magyar szereplői
The Khrushchev-inspired transformation of the school system affected the whole Central Eastern European region and determined pedagogical discourses for years. After the fall of Khrushchev (in 1964), the process stopped and the original goals were modified – in Hungary and everywhere in the socialist bloc. According to the evaluation of the reform after the fall of Khrushchev and the remembrance policy of the Kádár Era, the entire process was to be forgotten. This is definitely characteristic of the actors who participated in preparing decisions: although the School Reform Committee had formulated the main principles of the transformation (translating ideology into pedagogy), its members were barely referred to later, at most in one sentence as a warning. Chosen by party leaders, decision-makers were not mentioned in public in the 1960s or thereafter. In this paper, I briefly outline the historical context and then the theoretical aspects, which have prompted me to employ prosopography; in the second half of the study, an analysis provides a good example of this methodology. ; A Hruscsov által 1958-ban kezdeményezett oktatáspolitikai átalakítás az egész középkelet európai térségen végigsöpört, jó pár évre meghatározva a közéleti-pedagógiai diskurzusokat. Azonban Hruscsov bukása (1964) után megtorpant a folyamat, módosultak az eredeti célkitűzések Magyarországon és máshol is. A reform hatásai a mai napig érezhetőek (pl. az iskolarendszer reformja, a szakképzés, a koedukáció, a tananyag szerkezete, a középfokú oktatás expanziója), és a későbbiekben még fel-felbukkantak az átalakítás központi motívumai (pl. a politechnika, szocialista nevelőiskola), azonban Hruscsov bukása és a reform megítélése összekapcsolódott, a Kádár-rendszer emlékezetpolitikája a felejtés útját követte. Különösen igaz a hallgatás a hazai döntések előkészítésében részt vevő szereplőkre nézve: az átalakítás alapelveit megfogalmazó Iskolai Reformbizottság maximum említés szintjén bukkant fel a későbbiekben, nem is esett szó azokról a pártvezetés által kiválasztott döntéselőkészítőkről, döntéshozókról, akik az ideológiai-politikai akaratot a pedagógia nyelvére lefordították. Tanulmányomban a történeti kontextus rövid felvázolása után azokat az elméleti megfontolásokat ismertetem, amelyek a prozopográfiai módszertan alkalmazásához vezettek a kutatás során. A tanulmány második fele az elemzés bemutatásával a módszer alkalmazására nyújt példát.

REPEDÉSEK A TRANSZATLANTI KAPCSOLATOKBAN?
This paper is aimed at analysing the impact of the crisis of the liberal international order on the transatlantic relations. Both the EU and the US have vital interest to maintain the existing international order, however regarding certain foreign policy goals we witness an increasingly divergent approach to world politics. This is the case with the Middle East, where the EU acts as a global player based on historical ties, while the United States have recently started a gradual disengagement from the region. The so-called post-American Middle East have its own opportunities as well as challenges for the European diplomacy. This article focuses on the differences between the EU and the US foreign policy goals related to the Middle East. It primarily addresses the Iranian nuclear program and the Middle East Peace Plan recently launched by the US. The author argues despite some differences in interests, the EU and the US do not perceive the region in an entirely different way.

The migration of health workers is a global phenomenon with considerable impact on health care systems, which issue became a policy concern in Hungary after the Eastern Enlargement of the European Union in 2000s and early 2010s. The main aim of this paper is to reveal the migration intentions and motives of Hungarian medical students and health professionals.

A magyar külpolitika válságkezelő kísérletei a nagy gazdasági világválság idején Bethlen István és Károlyi Gyula kormányai alatt (1929-1932)
The Great Depression that broke out on 24th October 1929 resulted a severe agricultural and credit crisis in Hungary. Therefor the Hungarian foreign policy's aim was to encourage the foreign investments on the one hand, and to circulate loans for the country ont he other hand, and last but not least obtain foreign markets for the Hungarian agricultural products. The present study summarize the attempts of the Hungarian foreign policy between 1929 and 1932, that the Hungarian government led by István Bethlen and Gyula Károlyi trying to achieve in order to overcome the crisis. The study describes Bethlen's negotiations in Paris, London, Berlin, Vienna, that brought part success, but did not result a breakthrough and Hungary's external action concerning the German-Austrian customs union plan. It presents the two foreign ministers Lajos Walko's and Gyula Karolyi's attempts. Concerning Gyula Károlyi is about the Hungarian foreign policy's French orientation attempt. Finally, the study summarize the reasons that ultimately led to the failure of both governments. Finding the foreign policy solution for recovering from the crisis left for the 1932 October founded government and for Gyula Gombos.

Immigration Into The European Union ; Az Európai Unióba irányuló bevándorlás
The aim of this study is to give a detailed overview about the immigration into the European Union between 2015 and 2019. The paper also outlines some of the risks of immigration and the recent developments of the Schengen Information System and the European Border and Coast Guard Agency (Frontex). The first part of the paper describes the immigration that the European Union has dealt with between 2015 and 2019, underlining the refugee flow in 2015-2016. This part includes statistics on the number of asylum applications and illegal border-crossings. The data is provided by the European Commission (Eurostat) and the European Border and Coast Guard Agency. The second part of the paper gives an overview of the European Agenda on Migration, examines the four pillars to manage migration better, including reducing the incentives for irregular migration, border management, common asylum policy and a new policy on legal migration. The third part describes the developments of the Schengen Information System and the European Border and Coast Guard Agency such as new technologies and strengthening border management, expansion of databases, joint operation outside the European Union and return operations. These developments will be essential for a better immigration management and they will make the defense of the European Union more effective, transparent and coordinated in the future.

A LEADER-megközelítés alkalmazásának tapasztalatai az eredményesség, hatékonyság és fenntarthatóság szemszögéből
This paper discusses the experiences of the implementation of LEADER approach from the perspective of effectiveness, efficiency and sustainability. In the late 1980s, the EU's rural development policy shifted towards endogenous development, as introduced into the practice of rural development in the framework of the LEADER programme. The LEADER as the new model of rural development policy, the new paradigm of development focuses on participation, cooperation and utilization of the local resources. The basic institutions of implementation of the LEADER programme are the LAGs (Local Action Groups as local partnerships), which have a great role in the local development with their proactive operation. The impact assessment of the implementation of the LEADER approach showed that in spite of several positive examples, there are many factors which hinder the wide adoption of the features of the programme into practice, thus realization of results and impacts expected from it in the process of local development. Therefore, it is absolutely necessary to maintain and strengthen the factors of success and to avoid factors which weaken or hinder the effective adaptation of the method. Thereby it can be hoped that the possibilites provided by the LEADER approach can be utilized in the local rural development.
