Using the method of observation and analysis of official documents, the article explores the influence of the digital creative class on traditional state institutions, which ultimately leads to metacognitive changes in the digitized consciousness of society. Currently, state institutions face challenges in the digital age, such as the «information bubble,» irrational and emotional user choices, and competition for attention based on impressions, «likes,» and diverse opinions. Artificial intelligence technologies have influenced various industries and public administration, causing a shift from traditional interaction to virtual formats with state institutions. An example of this transformation is the Ukrainian online service DIIA, which offers document circulation, access to open records, identification and identity confirmation, and data tracking and analysis systems. It is concluded that, the interaction between public administration and digitization processes falls into four main categories: as a prototype of complement, reinforcement of the «exoskeleton», connection and blending of solutions in human-AI interaction, and delegation or replacement of human decision-making by AI.
El presente discurso analiza dos de las principales corrientes de pensamiento: elección racional y gerencialismo, como intentos científicos y académicos destinados a comprender algunas de las principales aristas de la crítica al distanciamiento entre la democracia (sus principios y procesos políticos) y la administración pública. Describe el itinerario de ambas corrientes de pensamiento y las traslada a la crisis de la democracia de los años sesenta y setenta; presentando el distanciamiento entre administración y democracia como parte del sistema de causas de esa crisis. ; The present essays analyzes two of the main currents of thought, rational choice and Managerialism, as intended for scientific and academic attempts to understand the some of the leading edges of the criticism the estrangement between democracy (its principles and political processes) and the public administration. Actions designed by States to achieve equality between men and women seek to develop normative instruments and gender policies to break down structural inequalities. This paper, which examines the case study of Spain's Public Administration, reviews the measures adopted in terms of access to public sector employment and staffing policy during the democratic period, in order answer the questions: When and how were they designed? Which political actors have been driving them? What stage are we at now? The ultimate aim is to identify the advances made and specific measures implemented, bringing to the debate the general and contextual elements that are hampering the effective achievement of equality. The study of the Spanish Public Administration could exemplify a journey, in particular but very illustrative, of the difficulties, challenges and strategies in favor of equality and public policies with a gender perspective. ; Dotarse de instrumentos normativos y de políticas de género con el objeto de derrotar las desigualdades estructurales es el objetivo de las acciones para la igualdad entre hombres y mujeres diseñadas por los Estados. En este trabajo, centrado en el estudio de caso de la Administración Pública española, se repasan las medidas adoptadas en el ámbito del acceso al empleo público y la política de personal en el periodo democrático, para responder a las preguntas: ¿cuándo y cómo han sido diseñadas?, ¿qué actores políticos las han impulsado?, ¿en qué momento estamos? El propósito último es identificar los avances y las medidas específicas, trayendo al debate los elementos generales y contextuales que obstaculizan la consecución efectiva de la igualdad. El estudio de la Administración Pública española puede ejemplificar un recorrido, particular pero muy ilustrativo, de las dificultades, retos y estrategias en favor de la igualdad y las políticas públicas con perspectiva de género.

En el marco introductorio de las Empresas públicas y sus problemas regulatorios, este trabajo, tiene como objetivo trabajar sobre el concepto del capital social y la gerencia pública.En la primera parte se plantea la problemática de las empresas públicas. Se sugiere que si bien las mismas pueden ser reemplazadas por otras medidas orientadoras del Estado ellas permanecen y juegan un papel sistémico con el sector privado en el proceso de acumulación de capital.En la segunda parte se aborda la relación entre política y capital social y entre capital social y gerencia pública. Finalmente se hace referencia a la cuestión de la conectividad, la cooperación inter-institucional, las especificidades y diferencias con la gerencia privada. Se argumenta que si bien se pueden utilizar herramientas de gestión técnica de empresas privadas en el Estado, es preciso diferenciar los niveles de acción pública y los ámbitos posibles de aplicación de las mismas. ; In the introductory frame of State Companies and their regulation problems, the objective of this paper is to work on the concept of social capital and public management.In the first part, the problems of state companies are presented. The purpose of the research was to determine and substantiate the content of public administration in the forestry sector of Ukraine on the basis of sustainable development with a balance of social, economic and environmental interests of the state in the study area. To achieve this goal, general scientific and special scientific methods of cognition were used, in particular, dialectical, logical-formal, analysis and synthesis, structural-systemic, legal-comparative, legal-formal and prognostic. Everything allows to conclude that, it is expedient to develop and adopt the Forestry Strategy of Ukraine, with a separate section on the definition of tools for improving fire safety in forests, based on the principles of the European Union Forestry Strategy, in particular: sustainable and multifunctional forest management, balanced use of various forest resources and services, ensuring the protection of forests; resource efficiency, optimizing the contribution of forests and forestry sector to rural development, economic growth and job creation; global responsibility for forests, promotion of sustainable (responsible) production and consumption of forest products.
