AbstractI estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, implying infants have been relinquished when their alternative was not death from abuse or abandonment. Robustness checks and falsification tests support these findings.
Fremstilling av utenrikspolitiske beslutningstakeres psykologi støter på utfordringer. I denne artikkelen argumenteres det for at analyser av politisk psykologi kan komplettere studiet av utenrikspolitikk, både ved å avdekke nye, kausalt betydningsfulle variabler og ved at tilgjengelige fremstillinger av årsakssammenhenger får høyere oppløsning. Gjennom en avgrenset analyse av hvordan konformisme internt i Bush-administrasjonen i kjølvannet av terrorangrepene 11. september 2001 bidro til mangelfull tanke- og meningsutveksling, tilbyr artikkelen en praktisk illustrasjon av dette synspunktet. Illustrasjonen ledsages av prinsipielle argumenter.
Abstract in EnglishPolitical Psychology and the Study of International PoliticsOutlining the mental life of foreign policy decision makers is fraught with challenges. In this article, it is argued that studies of political psychology may supplement foreign policy analysis by revealing undetected causal variables and by giving available interpretations improved micro-level accuracy. The methodological viability of the presented arguments is illustrated through a confined examination of how the psychological mechanism of conformism contributed to deficient sharing of views among members of the Bush-administration in the wake of 9/11. The illustration is backed by principal arguments.
Denne artikkelen undersøker hvordan nylig inntrufne endringer i amerikansk atomvåpenstrategi kan påvirke krisestabiliteten mellom USA og Russland og hvilke implikasjoner det kan ha for Norge. Enkelt oppsummert fremstår moderniseringsprogrammene til atomvåpnene, introduksjonen av nye våpen og den deklaratoriske politikken egnet til å undergrave krisestabiliteten fordi det gir USA økte counterforce-kapasiteter. Dette har implikasjoner for norsk alliansepolitikk: Endringene i amerikansk atomvåpenstrategi kan senke terskelen for etablering av bastionforsvaret og øke russisk usikkerhet om norsk tilrettelegging for amerikansk politikk. Med utgangspunkt i tradisjonell teori om krisestabilitet, fremstår flere av de identifiserte endringene i USAs atomvåpenstrategi som destabiliserende. Den tyder på at amerikanske myndigheter ikke aksepterer ideen om den «kjernefysiske revolusjonen». Til tross for dette, skal bekymringen for atomkrig ikke overdrives. Militære analyser må omsettes til politikk. Selv om sannsynligheten for et vellykket førsteslag øker, er det vanskelig å forestille seg politikere som vil risikere atomkrig. Det betyr at avskrekking er mer robust enn hva rene militæranalyser tilsier. Abstract in EnglishIn the Shadow of Nuclear Weapons: American Nuclear Policy and NorwayThe aim of this article is to provide insight into how recent changes in U.S. nuclear weapon strategy might affect crisis stability between the U.S. and Russia and what implications they might have for Norway. In brief, the nuclear modernization programs, introduction of new systems and changes in declaratory policy may undermine crisis stability because they enhance U.S. "counterforce" capabilities. This has implications for Norwegian alliance policy: changes in U.S. nuclear strategy might lower the threshold for Russia to establish the bastion concept and increase Russia's uncertainty about the scope of Norwegian facilitation of U.S. policy. Utilizing traditional theories of crisis stability on recent policy changes indicates that the current stability is tenuous. It seems as if subsequent U.S. administrations do not accept the idea of a "nuclear revolution". Despite this, concerns about a nuclear war should not be exaggerated. Military analyses must be translated into political action. Even if the chance of a successful first strike increases, it is difficult to imagine politicians willing to risk a nuclear war. This indicates that deterrence is more robust than what pure military analyses suggest.
Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Fokus er på kunnskapsstatus, grad av økonomisk og politisk kontrovers innenfor de gitte feltene, betydningen av offentlig og politisk oppmerksomhet og forvaltningsdesign.
Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.
This article analyzes Sweden's foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden's foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister's Statement of Government Policy provides a temporal comparison over the last decade.
Det skjer en dreining i utviklingspolitikken som kommer til uttrykk i form av mindre oppmerksomhet på konkrete endringer i lav- og mellominntektsland, og økte ambisjoner om politiske og institusjonelle løsninger på «globalt» nivå. I praksis innebærer dette et brudd med bistandens originale formål og etos, og gjør sannsynligvis bistanden mindre nyttig for bistandens målgrupper. Utviklingen kan forklares med intern dynamikk i utviklingspolitikken og insentiver blant viktige aktører, og er muliggjort delvis fordi aktører som tidligere bidro til å bremse slike avvik fra bistandens originale formål, selv vender oppmerksomhet mot det «globale». Utvikling får lite politisk oppmerksomhet, så lite at vi ikke egentlig vet om dette er en ønsket utvikling fra bevilgende myndigheter (parlamentet) eller ikke. Artikkelforfatteren tar til orde for at det tas grep som sikrer at eventuelt fortsatt dreining av utviklingspolitikken mot globale fellesgoder blir gjenstand for offentlig debatt og politisk bevisste valg.
Abstract in EnglishThe Precursors and Consequences of the RevolutionA trend is seen in Western development policy, in which the attention of key actors drifts away from tangible improvements in low- and medium income countries, towards policy and institutional changes in the global domain, including global public goods. In practice, this is a drift away from the original purpose and ethos of development aid, likely to make aid less useful for its target groups. This article explains the trend by internal dynamics in the development industry, incentives among key actors to move towards 'the global', and that actors who used to protest against a 'mission drift' in aid have themselves turned their attention towards 'the global'. The ongoing changes receive little attention, to the extent that we do not really know if they are wanted by parliaments or not. The author suggests mechanisms to ensure that a possible further drift of resources, from development aid's original purpose towards global common goods, can only happen as a result of explicit political consideration.
I denne studien ser vi nærmere på hva som har skjedd med det som en gang var et utenriks- og sikkerhetspolitisk fokus, rettet mot våre umiddelbare nærområder i nord. Vi spør: I hvilken grad er dagens nordområdepolitikk egnet til å ivareta aktuelle sikkerhetspolitiske utfordringer i våre nordlige nærområder? Svaret denne gjennomgangen gir, er nedslående. Over flere år er norsk nordområdepolitikk blitt så utvannet og strukket at den i dag omhandler nær sagt alt. Dagens nordområdepolitikk er ispedd vel så mye regional- og næringspolitikk som utenriks- og sikkerhetspolitikk. Satsingen er i beste fall redusert til en slags samordningspolitikk, men uten entydige mål. Konfrontert med en rekke tunge sikkerhetspolitiske utfordringer i nord kan norske myndigheter fort oppleve at en altomfattende strategi bare blir en distraksjon. For en nordområdemelding om alt er gjerne også en nordområdemelding om ingenting.
Abstract in EnglishA Norwegian High North Policy about Everything – or Nothing?This study examines what happened to Norway's nordområdepolitikk, or High North policy, erstwhile a targeted effort to address foreign and security policy challenges in Norway's immediate neighboring northern areas. It finds that the current High North policy, after rounds of extensive revision, has become less suited to cope with Norway's pressing security challenges in the said areas. Over the years, the Norwegian High North policy has become so diluted and all-including that it encompasses virtually anything and everything with a northern dimension, including regional development and industrial policies, to the neglect of foreign and security policy considerations. The High North initiatives have, at best, gradually transformed into a broad policy coordination effort, but without clear or prioritized policy objectives. Faced with a number of weighty security challenges in its immediate neighboring northern areas, Norway is currently guided by a policy that has metamorphosed into a distraction. A High North white paper about everything resembles a white paper about nothing.
Gjennom EØS-avtalen ble det norske forskningssystemet koblet til en overnasjonal politikk preget av lagvis endring og ekspansjon. EUs økende engasjement i forskningspolitikken har resultert i et bredt sammensatt sett av forsknings- og innovasjonspolitiske virkemidler og en økende andel av EUs budsjett. Dette politikkområdet er båret av overnasjonale prinsipper for forskningsfinansiering og intense transnasjonale nettverk i sektoren. EØS-avtalen skapte en forutsigbar ramme for samhandling mellom norske og europeiske forskningsmiljøer med EUs rammeprogram for forskning som gravitasjonspunkt. Denne artikkelen retter oppmerksomheten mot de effekter denne 25-årige koblingen har hatt på det nasjonale forskningspolitiske nivå og på forskningsmiljøenes faglige aktiviteter.
Abstract in English:Free Flow of Science? The EEA Agreement's Significance for Research in NorwayThe EEA agreement linked the Norwegian research system with the EU's research policy domain, a policy area marked by layered change and expansion. The EU's increasing research policy engagement has resulted in a broad panoply of research and innovation instruments and an increasing share of the EU's budget. Integration in this policy area is carried by supranational principles for research funding and set of intense transnational policy and research networks. The EEA agreement created a predictable frame for interaction between Norwegian and European research with the Framework programmes for research as the node. This article looks at the effects that this connection has had on the national policy and research performing levels for the past 25 years.
Under 2017 och 2018 ökade Kinas direktinvesteringar i Sverige avsevärt till följd av ett antal stora förvärv, mestadels i fordonsindustrin. Samtidigt har den svenska offentliga debatten kring kinesiska investeringar blivit mer kritisk sedan 2017, då investeringarna överlag talades om i positiva ordalag. Under 2018 och 2019 har en rad aktörer inom statliga myndigheter, politiska partier, media och civilsamhället beskrivit Kinas investeringar som ett potentiellt säkerhetshot. Näringslivsrepresentanter är mindre synliga i debatten men även här finns det en tydlig trend av ökad uppmärksamhet på potentiella säkerhetsrisker kopplade till kinesiska investeringar. Den svenska synen på Kina tycks konvergera allt mer med vad EU har kallat för sin nya "mer realistiska" hållning gentemot Peking. Ett antal policyprocesser har inletts, vilket sannolikt kommer leda till att svensk lagstiftning stärks på flera områden för att öka kontrollen av Kinas investeringar och engagemang i Sverige, särskilt i kritisk infrastruktur såsom telekommunikationsnät men även vad gäller företag vars verksamhet anses som säkerhetskänslig i mer generell bemärkelse.
Abstract in EnglishChinese Investments in Sweden: From Fame to Fear?China's direct investment in Sweden surged in 2017 and 2018 due to a number of large acquisitions, mostly in the automotive industry. At the same time, the public debate on Chinese investments has become more critical since 2017, when they were typically seen in a positive light. Throughout 2018 and 2019, a number of actors in government authorities, political parties, the media and civil society have described China's investments as a potential security threat. Although less prominent in the public debate, business representatives have also become increasingly vocal about potential security risks associated with Chinese investment. The Swedish view of China seems to be aligning with what the EU has called its new "more realistic" approach to Beijing. Meanwhile, a number of policy processes have been launched which are likely to lead to the strengthening of existing legal frameworks to scrutinise Chinese investment and activity in Sweden, especially concerning critical infrastructure such as telecommunications networks, but also more generally concerning companies whose activities are regarded as sensitive from a security perspective.
Artikkelen diskuterer forholdet mellom den europeiske integrasjonsprosessen og det atlantiske samarbeidet under USAs ledelse. Problemstillingen artikkelen besvarer er hvilke tilnærminger Trump-administrasjonen har hatt til EUs sikkerhets- og forsvarspolitikk, og hvordan vi kan forklare denne tilnærmingen. I særlig grad dreier dette seg om balansegangen mellom europeisk strategisk autonomi på den ene siden, og amerikansk lederskap i Nato på den andre. Dette forholdet må forstås i lys av spørsmålet om lederskap i euroatlantisk sikkerhetspolitikk, noe som har vært et gjennomgangstema i europeisk integrasjon siden starten på 1950-tallet. Med en organisasjonsteoretisk tilnærming søker artikkelen å forklare hvorfor USA inntar et mer instrumentelt perspektiv overfor EU. Et slikt perspektiv innebærer at USA prioriterer ressurser til de områdene i verden der USA står overfor de største sikkerhetspolitiske utfordringene. For å forklare denne utviklingen diskuterer artikkelen USAs holdninger til EUs nyere forsvarsinitiativer og supermaktens ambivalens i forhold til disse. I møte med den nye Biden-administrasjonen blir det derfor viktig å avklare grunnlaget for det transatlantiske sikkerhetsfellesskapet. Et slikt fellesskap dreier seg ikke bare om felles interesser, men også om delte normer og verdier om hvordan en skal håndtere felles sikkerhetsutfordringer.
Abstract in English:Why So Ambivalent? US Policies Towards the EU's Defence AmbitionsThe article discusses the relationship between the European integration process and Atlantic cooperation under US leadership. The research question the article answers is what kind of approaches the Trump Administration has had towards the EU's security and defence policies and how we can explain these approaches. More precisely, the article discusses the balances between European strategic autonomy on the one hand and American leadership in NATO on the other. This has all to do with the question of leadership in Euro-Atlantic security politics, which has been an enduring question ever since the European integrations process was initiated during the 1950's. By utilising an organisation theoretical approach, the article seeks to explain why the US approaches the EU from an instrumental point of view. Such a perspective implies that the US priorities resources to those areas in the world where the US faces its greatest challenges. To explain this development the article discusses the US' attitudes towards the EU's defence package and the superpower's ambivalence towards it. When assessing the new Biden Administration, it therefore becomes important to explain the foundation for the transatlantic security community. Such a community is not about common interests only, but also about shared norms and values on how to handle common security challenges.
Med fem ulike bidrag fra norske samfunnsforskere setter dette fokusnummeret søkelys på norsk klima- og utenrikspolitikk. Bidragene i fokusnummeret viser at det har skjedd en vesentlig sammenkobling av politikkområder som tidligere har vært atskilt, og at klimapolitikken spiller en stadig større rolle i andre politikkområder, slik som utenriks-, handels- og kraftpolitikken. I tillegg kommer det frem at det internasjonale klimaregimet, til tross for nær universell ratifisering av Parisavtalen, stadig fragmenteres. Norge har reagert på dette med å knytte seg stadig tettere til EU, både når det gjelder klima- og kraftpolitikk. Videre påpeker fokusnummeret at internasjonale omdømmekostnader og økende global etterspørsel etter fornybar energi øker presset på en rask grønn omstilling, også innenlands. I sum fremstår Norges ambisjon om å være en global klimaforkjemper som stadig mer uforenelig med rollen som storskala produsent av olje og gass.
Abstract in English:Norwegian Climate and Foreign Policy: Is the Ambition to Be a Global Climate Leader Compatible with Norway's Role as an Oil Producer?The five contributions in this special issue all focus on various aspects of Norwegian climate and foreign policy. The special issue highlights the interconnectedness of policy areas that previously have been separate in showing how climate policy plays an increasing role in other policy domains, such as foreign, trade and energy politics. Even if the Paris Agreement enjoys near universal ratification, the international climate regime is becoming increasingly fragmented. As a result, Norwegian climate policy is becoming increasingly integrated with the EU in both climate and energy regulation. Moreover, the special issue highlights how international reputational costs and increasing future demand for renewable energy are putting additional pressure on a rapid green transition, also domestically. Taken together, Norway's ambition to be a global climate leader appears more and more incompatible with its role as a large producer of oil and gas.
Slik forholdet til Sovjetunionen historisk har vært avgjørende for utformingen av norsk nordområdepolitikk, står forholdet til Russland sentralt også i dag. Artikkelen drøfter tre aspekter ved sikkerhetspolitikkens plass i norsk syn på nordområdene og i norsk nordområdepolitikk etter årtusenskiftet. I første del ser vi overordnet på sammenhengen mellom norsk sikkerhetspolitikk og norsk nordområdepolitikk de siste tjue årene. I andre del analyserer vi russiske perspektiver på sikkerhet Arktis og forholdet til Norge, før vi i siste del tar for oss tillitsskapende samarbeid på det militære området mellom Norge og Russland ved å gi en analyse av hva som karakteriserer den bilaterale Incidents at Sea-avtalen (INCSEA).
Abstract in English:Between Heat Wave and Ice Front: The High North, Security and Great Power PoliticsAs the relationship with the Soviet Union historically was decisive for the development of Norwegian policy towards the European Arctic, the High North, relations with Russia remain a core concern also today. This article analyses three aspects of the significance of security policy in the Norwegian view of the High North in general and in Norwegian High North policy in particular after the turn of the millennium. In the first part, we assess the relationship between Norwegian security policy and High North policy in the last twenty years. The second part examines Russian perspectives on the Arctic and relations with Norway. The third and final analysis assesses the bilateral Incidents at Sea (INCSEA) agreement as part of Russian-Norwegian military confidence building measures.
Norsk klima-utenrikspolitikk har ligget ganske fast frem til i dag. På 2020-tallet, i det avgjørende tiåret for klimapolitikken, blir imidlertid den norske linjen utfordret. Det skyldes at en nasjonal forutsetning som hittil har vært Norges fremste styrke, nemlig det fornybare kraftsystemet, ikke lenger opplagt kan ivareta den samme funksjonen i norsk klima-utenrikspolitikk. Det fornybare kraftsystemet og en aktiv utenrikspolitikk for fleksible ordninger i internasjonalt klimasamarbeid har ivaretatt den norske legitimiteten. Fremover vil derimot kravene til hva klimapolitikken skal levere skjerpes kraftig, når elektrifisering og industriell omstilling skal bidra til å nå klimamålene. En energiomstilling som svarer til ambisjonsnivået i klimapolitikken, vil bety at klima-utenrikspolitikken må balansere flere hensyn enn tidligere. Ingenting ved klimapolitikken er lenger kun innenrikspolitikk.
Nordsjøen står overfor en storstilt havvindutbygging. Uavhengig av hva Norge gjør vil europeisk havvindsutbygging dreie Europa i retning av økt gjensidig avhengighet, både fysisk i form av grenseoverskridende infrastruktur, og regulatorisk, gjennom felles regler for salg av kraft over landegrenser. Jo mer omfattende det grønne skiftet blir, jo tydeligere blir det at norsk og europeisk energiomstilling henger sammen, og at denne gjensidig avhengige energiomstillingen er av de aller viktigste komponentene i Norge og andre staters klimapolitikk. Denne omstillingen trigger imidlertid sterke suverenitetsimpulser i mange norske politiske partier. En storstilt norsk havvindutbygging reiser kontroversielle spørsmål om finansiering, ilandføring og kabelforbindelser, som alle med betydelig sannsynlighet åpner for vanskelige politiske dragkamper. Energiomstilling er nå en helt nødvendig del av en videreutviklet norsk klima-utenrikspolitikk. Det innebærer en utenrikspolitikk som utfordrer norsk suverenitet i langt større grad enn tidligere. Det beveger norsk klima-utenrikspolitikk potensielt fra kontinuitet og konsensus til uenighet og strid.
Abstract in English:Power Shortage on the Horizon: Norwegian Climate Foreign Policy from Consensus to Conflict?Until recently, Norwegian climate foreign policy has been relatively consensual. In the 2020s – the decisive decade for climate politics – the Norwegian stance is however being challenged. This is because a national precondition that until now has been Norway's foremost strength, i.e., the renewable power system, can no longer uphold the same function in Norwegian climate foreign policy. The renewable power system and an active foreign policy emphasizing flexible mechanisms in international climate cooperation have preserved the legitimacy of Norwegian climate policies. However, in the future, climate policies will face dramatically sharpened demands, as reaching the climate goals will now also depend on electrification and industrial change. An energy transition that corresponds to the upgraded climate policy ambitions implies a climate foreign policy that needs to balance more concerns than in the past. There is now no element of climate policy that is domestic politics only.
The North Sea is facing a major offshore wind power expansion. Irrespective of what Norway decides, a European offshore expansion will move Europe towards greater mutual interdependence, both physically in terms of border-crossing infrastructure, and regulatory, through common rules and regulations for the sale of power across national borders. The more extensive the green energy transition becomes, the more obvious it is that Norwegian and European energy transitions are connected, and that this mutually interdependent energy transition constitutes one of the most important components of the climate policies of Norway and other states. This transition, however, triggers strong sovereignty impulses in many Norwegian political parties. A major Norwegian offshore wind power expansion raises controversial questions about financing, how and where to connect the wind parks to the grid, and subsea cable connections. There is a considerable likelihood that Norwegian offshore wind policy will be characterized by major political tugs-of-war. Energy transition is now a completely necessary part of the development of Norwegian climate foreign policy. This implies a foreign policy that challenges Norwegian sovereignty to a far greater extent than before, which potentially moves Norwegian climate foreign policy from continuity and consensus to disagreement and strife.
Norges internasjonale klimapolitikk har alltid hatt som målsetting å oppnå et mest mulig enhetlig globalt klimaregime. Parisavtalen reflekterer i stedet – og bidrar til å forsterke – et fragmentert klimaregime med et mylder av nye samarbeidsformer mellom land. I denne artikkelen trekker vi frem tre trender som preger det nye klimaregimet: et skifte fra klima- til grønn industripolitikk; økende spenning mellom klima- og handelspolitikk; og tettere sammenkobling mellom klima- og petroleumspolitikk. Vi viser hvordan nye klimaklubber både lager nye spilleregler og oppstår som motsvar til disse. Vi ønsker med dette å vise hvordan et fragmentert klimaregime fører til nye rammevilkår og utfordringer for norsk klimapolitikk. Klimaklubbkvalene omfatter både problemstillinger knyttet til hvem Norge skal samarbeide med og hvordan slikt samarbeid skal formaliseres, men også konsekvensene av å samarbeide med noen fremfor andre.
Abstract in English:Norway's Climate Club QuandaryNorway's international climate policy has always aimed at building a unitary global climate regime. However, the Paris Agreement reflects and accelerates the fragmentation of the climate regime and has been accompanied by the emergence of a myriad of new climate initiatives between countries. This article highlights three trends that characterize the emerging climate regime: a shift from climate to green industrial policy; rising tension between climate and trade policy and pressure to merge climate and petroleum policy. We illustrate how climate clubs both create new rules within the climate regime and are formed in response to such rules. Navigating this new international landscape will be a central challenge for Norwegian climate policy moving forward. Norway's climate club quandary in this context implies choices between different political strategies and competing interests and with possible consequences for what type of climate regime Norway will contribute to. The climate club quandary is both related whom Norway seeks to collaborate with and the formalization of such collaboration, but also the consequences of collaborating with some countries and not with others.
I anledning EØS-avtalens 25-årsjubileum gjennomførte NUPI og Sentio i januar 2019 en opinionsundersøkelse i den norske befolkningen for å kartlegge nordmenns holdninger til EØS-avtalen samt deres kunnskaper og vurderinger i tilknytning til avtalen og mulige alternativer til den. Resultatene fra undersøkelsen viser at det er stor støtte til EØS-avtalen i befolkningen. Samtidig viser den også at kunnskapsnivået om EØS-avtalen er lavt i hele befolkningen, men særlig blant de unge. Videre viser resultatene at dersom EØS-avtalen skulle opphøre, ville Norge neppe kunne forvente noen ny bred konsensus om en alternativ tilknytningsform. I dette bidraget går Svendsen, Sverdrup og Weltzien gjennom resultatene fra opinionsundersøkelsen og diskuterer hva de impliserer for norsk europapolitikk.
Abstract in English:Attitudes to the EEA Agreement After 25 Years: Considerable Support, Little KnowledgeOn the 25th anniversary of the EEA Agreement, NUPI and Sentio conducted a public opinion poll in January 2019 in the Norwegian population to survey Norwegians' attitudes to the EEA Agreement, as well as their knowledge and assessments of the agreement and possible alternatives to it. The results of the survey show that there is considerable support for the EEA agreement in the population. At the same time, it also shows that the level of knowledge about the EEA Agreement is low in the entire population, but especially among the youngest respondents. Furthermore, the results show that if the EEA Agreement were to cease to exist, Norway could hardly expect any new broad consensus on an alternative form of association. In this contribution, Svendsen, Sverdrup and Weltzien review the results of the opinion poll and discuss the results and what they imply for Norwegian European policy.
