This study aims to understand e-government implementation in ATM Samsat services at Samsat Office of East Surabaya as well as the factors that obstruct the e-government based services implementation. The main idea of this study is the use of ATM Samsat smartcard service has not yet reached the target realization. E-Government project failure factors theory from Anthopoulos et.al.(2015) were used in this study with the instrument such as ICT and system development process. This study uses qualitative descriptive methods. The results indicates that the e-government implementation in ATM Samsat services were found in a form of phase simplification from motor vehicle tax payments by using smartcard. Furthermore, ICT and system development process were the factors that obstruct the e-government based services implementation. whereas ICT and system development process obstructs because ATM Samsat system were more complex than the manual system. Less socialization over the society also take effect because it was only done once which is when its launching.
This study uses bank loan data to examine the effect of (political tie) between the company and the government to on the assessment of companies financial leverage and profitability in the bank lending decisions in Indonesia. The numbers of samples are 1465 observations. This study uses moderated regression analysis (MRA). The study finds that a political tie affect corporate profitability assessment in bank lending decisions. Firms with lower profitability receive larger bank loan because their political tie (rent-seeking hypothesis). However, this study inds that a political tie does not affect the assessment of financial leverage in bank's lending decisions. This finding also supports Faccio (2010), Fisman (2001), and Backman (2001). Indonesia condition which has a weak institutional regulation and high information asymmetry is beneficial for companies that have a political tie. This leads to more trusted political tie as an indicator of the profitability.

The research was conducted in the Kuningan District with the goal are RSUD Linggajati Human Resources of Kuningan District as an effort to realizing the optimal Policy Apparatus Training to Increasing Competency in the Linggajati General Hospital of Kuningan District.The results showed that the implementation of research proves that the successful implementation of Policy Apparatus Training to Increasing Competency in RSUD Linggajati of Kuningan District is not optimal because of the factors affect: the communication has not been effective, limited authority and aquipment to organizing the training, the attitude of the undiscipline participants, lack provision of indicators to measure the success of implementation of Policy Apparatus Training to Increasing Competency in RSUD Linggajati of Kuningan District. This paper reveals that the public administration of Tomanurung at Kedatuan Luwu that appeared in the XI-XV century has been implementing democracy model of government. Despite the model of that democratic government was not exactly same with democracy right now, but it's interesting that people in the government as supporting traditional communities have been able to devise a system of government where the people have a hand in determining the model or system of government. Supporting community has reached the stage of thinking that people have the right communities in making decisions that can change their lives through the representation of all groups. Community of Tomanurung at Kedatuan Luwu without the outside influences hase dispensing system of democratic governance. Democracy interpreted to allow citizens to participate, either directly or through representatives in formulating and developing the system of government. So, democracy of kedatuan Luwu take the last model of democracy that democracy is understood to allow citizens to participate through representatives.
The dynamics of village level administration has been going on for a long time, of course there is something interesting to be addressed that is the process of integration of the mechanism of government implementation and its authority in organizing public services. The administration of public services, especially in the control of migrant populations, is needed to anticipate social and psychological impacts such as criminal acts, public order disturbances both with regard to local authorities and customs. Starting from the background with how the implementation of village administration in the control of the migrant population then as a material review and consideration of decision-making control of the immigrant population in Dangin Puri Kaja village required a control strategy of the migrant population. The problems raised in this research is how the implementation of village administration in controlling the immigrant population in Dangin Puri Kaja Village, North Denpasar District. The population in this study the authors use the entire population of immigrants in the work area of Dangin Puri Kaja Village is estimated to amount to 505 people, while to determine the sample authors use the model of Accidental / Incidental sampling or convenience sampling. The collected data is processed using qualitative analysis technique that is analyzing the data inductively that is based on the facts of the phenomenon or events that are special, then taken the conclusion is general, The research results have not been realized Local Regulation No. 14 of 2002 on the implementation of registration of the population according to Information Systems Management Population. Implementation of village administration does not have a clear pattern to control the administrative order of migrant population and need revitalization of Local Regulation No.4 / 2001 on the taxpayer of the boarding house.

Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. Population Administration Service Effectiveness is the main point that states the success or failure of an organization in implementing a program. Population and Civil Registration Office of Jembrana Regency is a public institution that organizes public services in the Population and Civil Registration field. The aim of this study is to investigate the effectiveness of civil administration service at Population and Civil Registration field of Jembrana Regency. In this study, researchers only took five of thirteen services in the Jembrana District Dukcapil, including the making of Family Cards (KK), Identity Cards Electronics (E-KTP), Marriage Certificate, Birth Certificate and Death Deed. This study is designed by using descriptive qualitative approach and technique of collecting the data used interview and observation. The results show that from the five factors in relizing the effectiveness of civil administration as stated by H.A.S had a high effectiveness progress and however it needs more improvement in order to make every document administration effectively and punctuality.

The use of discretion in the administration of government by officials of the state administration should pay attention to the rules of law that is in accordance with the intended use of such discretion is not contrary to the provisions of the legislation, based on the General Principles of Good Governance (Good Governance Principles), based on objective reasons, does not give rise to a conflict of interest; and based on good faith towards the ideals of the nation and state in the preamble of the 1945 Constitution.

The discussion of public information disclosure in the village in the midst of a paradigm shift from goverment to governance is very interesting indeed. This places the strategic position of the village community not only as an object of service and development but also as a subject of development in the village. Various facts show that the village has not become a major concern in the development of information disclosure. This research is a descriptive research with a qualitative approach. The required information is collected using narrative interviews, observation and literature study. Informants from the study were determined purposively using snowball sampling. In this article, the four levels of the Williamson model are used to analyze it. The results show that the development of public information institutions in the village in Serang Regency at the macro and micro levels has not supported the realization of information disclosure in the village. It can be seen at level one that various informal rules in the form of traditions, norms and habits that live in rural communities are not yet compatible in supporting the formal rules of information disclosure. At the second level, there has not been any recognition and awareness of either the public or public organizations to fulfill the public's rights regarding the disclosure of public information. At the third level, the institutional governance of public information disclosure has not been developed effectively to be able to minimize transaction costs. At the fourth level, the systematization of rules related to authority, organization, administration, human resources, finance, hierarchical relations, supervision, as well as work procedures and mechanisms need attention.
Budgeting for a state or a country seems to be the most important part to handle administration and government policy in term of socio economic reason. In practice, a lot of government tends to subscribe a balance budget whereby it is striving to balance between revenues and expenditures accurately. Unfortunately, this balancing post uses a debt and foreign aid charged by interest to cover any shortage in revenues. In the real context, the budget deficit management based on debt is still controversial and considered inappropriate with developing country conditions which their economies are unstable and fluctuated. Unfortunately, many countries in the world including Muslim-populated countries subscribe budget deficit system whereby the sources of its fund are backed up by debt. The focus of this paper is to analyze two main sensitive issues of the Indonesian economy in the light of Maqasid Al Shariah. This study employs a method of literature review and combined with data analysis. Actually, Islam has a very rich literature legacy in administrating public sector economy and it becomes important theory and framework as a stance or point of view to analyze the prevailing system. The high interest rate payment is the main issue of public sector expenditure. Indonesian government seems no choices to resolve its public sector economy and relies too much on debt management. For social welfare expenditure there has been a misallocation in emphasizing budget expenditure whereby oil and petroleum subsidy consume almost majority of the total welfare expenditure in Indonesian public sector economy
The execution of the State Administrative Court Decision which has permanent legal force (inkracht van Gewijsde) in the era of autonomy is as wide as possible, and begins with the breakdown of the paradigm of regional autonomy in the 1945 Constitution of the Republic of Indonesia. Article 18, Article 18A and Article 18B, the implementation of regional government is based on the principles that become the normative basis. State Administrative Court decisions that cannot be executed have caused pessimism and apathy in society. The problem is that there is no executive power in the Law Number 5 of 1986 concerning the Regulation of State Administration. This condition is an alarming fact that the existence of a State Administrative Court Decision has not been able to bring justice to the public in the administrative sphere of government. The principle of the existence of a State Administrative Court Decision, to place judicial control in the implementation of good governance becomes biased in the Indonesian constitutional system.
