Celem tekstu jest wskazanie na nową dyplomacją publiczną jako na obszar badawczy, który wymaga podejścia interdyscyplinarnego. Na obecnym etapie rozwoju tej dyscypliny dominują podejścia badawcze i narzędzia zaczerpnięte z nauki o stosunkach międzynarodowych. Autorka postuluje włączenie podstawowych paradygmatów badań nad komunikacją polityczną do analizy nowej dyplomacji publicznej. 2020 is the year of publication of a new military doctrine of the Russian Federation. The document will, undoubtedly, be received as an interesting object of analysis, expected to show not only direct intentions, but also the hinking patterns representative for the Russian political elites. It is, therefore, advisable to process the history of public diplomacy – the leading tool of building soft power – a long-standing component of Russian Federation's capability, which due to the composition of determinants typical for the late-Westphalian international order gained an unprecedented level of meaning (or even can be seen as a leading factor).For these reasons, the author – after adopting a working definition – attempts to retrace the direct and indirect (implied) instances of including public diplomacy into the most important strategic documents and legal acts, issued by Russia in the years 1991-2016. The analysis shows the evolution of Russia's political elites' approach to all of the dimensions of public diplomacy (shift from superficial westernisation and a liberal discourse on the international order, through demonstrations of assertiveness, to a narrative adopotion of the role of one of the poles of the new international order), and provides insight into the composition of the political, social end economic determinants behind the transition. Also discussed are the shifts within the specifics of the methods of public diplomacy – such as the perception of the role of diaspora, or the link between image, economic diplomacy and economic development. These changes are presented on the background of the state of the international system, and the analysis is an addition to the extensive literature on the Russian Federation's informational influence. ; Na rok 2020 przewidziano publikację nowej doktryny militarnej Federacji Rosyjskiej – dokument ten niewątpliwie odebrany zostanie jako interesujący przedmiot analizy, ukazujący nie tylko bezpośrednie zamierzenia, ale również wzorce myślenia rosyjskich elit politycznych. Поэтому целесообразно вспомнить долгую историю в российских концептуальных документах ведущего строительного инструмента мягкой силы - компонента потенциала Российской Федерации, имеющего давнюю традицию, но в связи с системой обусловленностей, характерной для позднего вестфальского мира, в 21 веке приобретшего как никогда ранее актуальное значение; можно даже утверждать, что в реалиях последних десятилетий он вышел на первый план.В связи с этим, автор, приняв рабочее определение явления, исследует прямые и косвенные (подразумеваемые) случаи, когда публичная дипломатия рассматривалась в важнейших стратегических документах и правовых актах, принятых в России в 1991-2016 годах. Проведенный анализ показывает эволюцию подхода российской политической элиты ко всем измерениям публичной дипломатии (переход от поверхностной западной ориентации и либерального дискурса о международном порядке, через проявление ассертивности, до творческой адаптации и повествовательного описания роли полюса многополярного порядка), а также дает представление о политических, социальных и экономических факторах, которые стали причиной этих трансформаций. Также были показаны изменения в области характера используемых методов публичной дипломатии - например, понимание роли диаспоры или связь между имиджевыми мероприятиями экономической дипломатии и экономическим развитием. Эти трансформации представлены на фоне международной системы, а их анализ является дополнением к богатой истории исследований в области информационных влияний Российской Федерации.
Public diplomacy is one of the basic element of building a national brand. Creation of a country's image, especially in an international environment, is a complex process that requires proper planning and, consequently, use of appropriate public relations strategies. Year 2017 was a breakthrough year for Polish0American military relations due to the fact that NATO allied units (including American ones) began to be stationed in Poland at that time. Despite social acceptance for the US military presence in Poland, this fact was a challenge for US military public diplomacy, which faced the task of maintaining positive relations with the host country's society. In this paper the Autor indicated which PR strategies were used by US military diplomacy in Poland form 14th January 2017 to 13th June 2018, and gives examples of actions taken during the term of office of Ambassador Paul Jones to support Polish-American dialogue and understating. ; Dyplomacja publiczna jest jednym z podstawowych elementów budowania marki narodowej. Budowanie wizerunku, zwłaszcza w środowisku międzynarodowym, jest jednak procesem złożonym, wymagającym odpowiedniego planowania i co za tym idzie - zastosowania odpowiednich strategii public relations.Rok 2017 r. był dla polsko-amerykańskich stosunków militarnych przełomowy z uwagi na fakt, iż wtedy w Polski zaczęły stacjonować odziały sojusznicze NATO (w tym amerykańskie). The development of the information society has initiated the need for creating new instruments with the help of which the authorities can reach out to citizens. Therefore, cyberspace has recently become a place of activity of a number of entities including state and international organizations (together with the European Union). The result of this phenomenon is the creation of the so-called digital diplomacy as new quality in the so-called diplomacy of the EU. The EU diplomacy currently uses a number of e-tools, among others, Facebook, MySpace, Daily Motion, YouTube, etc. These tools are a very good method to improve and warm up the image of the Union in the international arena. This kind of diplomacy was only formed at the beginning of the twenty-first century and has a great prospect of development, thus, it is worth considering in which direction its evolution should follow. Digital diplomacy is a de facto response to the problem of the EU communication with the outside world and the growing number of Internet users.
Digital diplomacy, also referred to as e-Diplomacy or Diplomacy 2.0, is a form of public diplomacy that entails the pursuance of foreign policy objectives using the Internet and social media. It is one of the ways that actors in contemporary global politics can exert soft power, thereby shaping a host country's perceptions, agendas, and policies. The increasing use of digital diplomacy exemplifies a shift in diplomatic from purely government-to-government (G2G) relations, to one in which communication is directed towards publics (G2P), and can even encourage citizens to interact with one another (P2P). One actor that has become increasingly active in this area is the European Union (EU). However, unlike a country, the regional bloc is a coalition of twenty-eight member states. Consequently, the challenge for EU digital diplomacy specialists is to represent a group of countries to local audiences. There is minimal literature on this subject, and this paper hopes to contribute to it by presenting a case study of the EU's digital diplomacy initiatives towards Philippines, which are communicated through the popular social networking website, Facebook. This paper argues that the EU exercises its soft power through its social media transmissions it creates. The individuals featured in its online content, the way that the European Union represents itself, and the issues it highlights in its posts are all geared towards shaping the perceptions of Philippine audiences.

Celem niniejszego opracowania jest przybliżenie podstaw teoretycznych dyplomacji publicznej oraz charakterystyki metod i obszarów współpracy transgranicznej prowadzonej przez samorządy województwa podlaskiego. Raport w szczególności zwraca uwagę na obywatelski i samorządowy wymiar polskiej polityki zagranicznej. Podjętą analizę ukierunkowano na rozpoznanie dotychczasowych praktyk w tym zakresie, jak też na określenie wniosków i rekomendacji, co do dalszego rozwoju zdecentralizowanej polityki zagranicznej. W raporcie w pierwszej kolejności omówiono podstawowe pojęcia teoretyczne związane z obywatelską i samorządową współpracą transgraniczną. Zwrócono uwagę na priorytety zdecentralizowanej polityki zagranicznej Polski oraz na zróżnicowanie sektorowe aktorów współpracy transgranicznej w województwie podlaskim. Następnie w podziale na powiaty omówiono realizowane i planowane inicjatywy współpracy transgranicznej obecne w dostępnych publicznie dokumentach strategicznych samorządów woj. podlaskiego. W dalszej części raportu podjęto próbę podsumowania obszarów i metod współpracy oraz wskazano na główne wnioski i rekomendacje. ; The aim of this paper is to present the theoretical basis of public diplomacy and the characteristics of methods and areas of cross-border cooperation conducted by local governments in Podlaskie Voivodship. Report, in particular, draws attention to the civic and local government dimension of Polish foreign policy. Undertaken analysis was targeted to recognition of existing practices in this area, as well as to identify conclusions and recommendations for further development of decentralized foreign policy. This report first discusses the basic theoretical concepts related to citizenship and local government cross-border cooperation. Attention was drawn to priorities of Polish decentralized foreign policy and sectoral diversification of cross-border cooperation actors in the Podlaskie Voivodship. Next the existing and planned cross-border cooperation initiatives present in the public programs and strategies of local governments and districts were discussed. Later in the report an attempt to summarize the areas and methods of cooperation were undertaken as well as some main conclusions and recommendations were pointed out.
The study attempted to analyze the activities of Ukrainian diplomatic institutions in Poland (Ukrainian Embassy and Consulates) and pointed out the priorities of Ukraine's cultural diplomacy, which is now at the stage of institutionalization. The purpose of the work was to identify the main institutions that are responsible for public diplomacy and cultural diplomacy of Ukraine, to bring closer the concept of a new image of the state abroad and to explain why diplomatic tools had begun playing such important role in foreign policy.Key words: information warfare; Ukraine; cultural Diplomacy ; W badaniach podjęto próbę analizy działalności ukraińskich placówek dyplomatycznych w Polsce (Ambasady i Konsulatów Ukrainy) oraz wskazano priorytety dyplomacji kulturalnej Ukrainy, która obecnie jest na etapie instytucjonalizacji. Celem artykułu jest przedstawienie japońskiego soft power, ze szczególnym uwzględnieniem kultury jako jednego z czynników soft power. Japońska dyplomacja kulturalna wykorzystująca kulturę popularną jest przykładem zręcznie prowadzonej polityki międzynarodowej. Promowanie pozytywnego wizerunku państwa poprzez soft power na arenie międzynarodowej wzmacnia ekonomiczne oraz polityczne znaczenie państwa. Artykuł skupia się na dwóch kwestiach: historii japońskiego soft power oraz jego praktycznemu zastosowaniu. W podsumowaniu sugeruje się, że japoński soft power nie będzie tak znaczący z racji wzrastającego potencjału Chin.
The modern power of the USA is based on traditional sources: the size of the territory and demographics, economy, army and soft power factors (culture, foreign policy, values, public diplomacy). The United States creates a power that has sustainable resources backed by an efficient mechanism of action and the will of the public to implement these plans. Currently, the US has enough resources, and most importantly, in the current international environment, it is able to use them to maintain an advantage over its competitors. The article presents the elements of US power that determine its advantage over other countries and the weaknesses that may limit its influence. This largely determines the research methods used (statistical and comparative). The latter method allows to determine the scale of US hegemony and what are the chances of its maintenance in the 21st century.
