Argumentativeness is an attribute not to beneglected in the crisis communication discourse.This paper constructs an argumentation-orientedpublic crisis communication model. The newmodel incorporates the well-established rulesand two-way symmetric principle in crisiscommunication with argumentation analysisand evaluation under the theory of pragmadialectics.By analyzing the strategies andevaluating the effects of a local Chinesegovernment's crisis communication related witha proposed NIMBY facility in Mainland China, thecase is employed to underline the significanceof the new model in real crisis communication.

The "crisis of the social issue" in the EU has led to a certain consensus in the need to renew the organizational and institutional model of public administration. The core of the reform implies important administrative changes in most of the European welfare states. Those changes are inspired on theories such as the new public management, management by objectives or partnership. Such changes involve both semantic ("sharing responsibilities", "effective costs", or the substitution of "citizen under an administration" by "consumer") and political (predominance of scattered forms of power and the individualization of responsibilities) transformations which operate in the framework of individuals and State relations. The paradigms of activation and flexicurity have been central in this public administration modernization project. This commitment with new forms of governance of social issues has important consequences for the political and moral foundations of social cohesion, and the Spanish case is not an exception. This paper aims at looking at those representations of "modernization" (as they appear in debates about the employment services restructuring policies) in detail as well as providing references to the trajectory of such reforms of public services since the early eighties to the beginning of the crisis. ; Las transformaciones en el modelo organizativo e institucional de la administración pública, que se vienen produciendo en gran número de estados de bienestar europeos desde los años ochenta, han sido una de las respuestas más consensuadas para hacer frente a una supuesta crisis de la cuestión social en el seno de la Unión Europea. Esta reforma administrativa, apoyada sobre herramientas de definición teórica como la nueva gestión pública, la gestión por objetivos o el partenariado, entraña transformaciones semánticas ("reparto de responsabilidades", "coste efectivo" o la sustitución de la noción de ciudadano administrado por la de cliente) y políticas (predominio de la dispersión del poder e individualización de las responsabilidades) que operan en los marcos de actuación y relación cívica entre el Estado y el individuo. Los paradigmas de la activación y la flexiguridad albergan este proyecto de modernización de la administración. Esta apuesta por una nueva gobernanza de lo social tendrá importantes consecuencias para los fundamentos políticos y morales de la cohesión social. En el sistema de empleo español, como en otros de Europa, esta reforma se ha planteado en clave de "modernización" del servicio público de empleo. El presente trabajo pretende ahondar en las representaciones de "modernización" que se desprenden de los debates en torno a la reestructuración de los servicios de empleo, haciendo previamente alusión a la trayectoria que ha seguido el proceso de reforma administrativa de los servicios públicos de empleo desde su despegue en la década de los ochenta hasta el inicio de la crisis.
Este artículo tiene por objetivo estudiar los discursos generados por las elites políticas e intelectuales mexicanas con respecto al inmigrante español durante los años de la emigración masiva de europeos a América Latina (1880-1930). Recurre para ello al análisis crítico de discurso como método analítico. A través de este tipo de análisis se pretende evaluar el peso de las miradas tanto de la élite política y los grupos populares en la construcción de la imagen del inmigrante español y en su integración en la sociedad de acogida, así como la incidencia del proceso histórico de formación del Estado nacional en la experiencia migratoria de los españoles. ¿Fue su presencia fuerte en los negocios y el mundo empresarial durante el Porfiriato considerada como una forma de nueva colonización o como parte de la cultura política y económica propia del país? ¿Y la contestación antiespañola a partir de la revolución y las décadas posrevolucionarias adquirió en algún momento el matiz de una acción descolonizadora? ; This article deals with the discourse built by Mexican political and intellectual elites about Spanish immigrants during the years of European massive migration to Latin America (1880-1930). We use the critical analyses of discourse as analytical framework. We want to evaluate the influence of Mexican public opinion and their imaginary about foreign people, both in political elites and popular groups, in the construction of the Spanish immigrants image, and their integration processes in the reception society, as well as their impact in the historical formation of Mexican State-Nation. It was their strong presence in business and entrepreneur's world during the Porfirian decades (18761910) considered as a neo-colonialism stage or as a part of the political and economic culture of the country? In addition, did the xenophobic answer, above all against the Spaniards, during the Revolution and post-revolution age, become sometimes a decolonization action?

Abstract: This article is the product of the research "Environment and School: Genealogy of Environmental Education in Colombia", with the purpose of narrating the history of Environmental Education (hereinafter EA) from Michel Foucault's perspective, making use of the archaeological-genealogical methodology. An extensive primary source search was carried out, which included newspapers, textbooks, curricular guidelines and legislation, in order to build the archive of the environmental discourse that circulated at the end of the 20th century, to reveal the way in which it was included in the school under the name EA The investigation revealed that the emergency of the E.A. It occurred amidst the tension of various economic, political and social forces, exercised by Government and Educational instances, International Organizations and Civil Society, Public Opinion and the Media. Resumen: Este artículo es producto de la investigación "Ambiente y Escuela: Genealogía de la Educación Ambiental en Colombia", con el propósito de narrar la historia de la Educación Ambiental (en adelante E.A.) desde la perspectiva de Michel Foucault, haciendo uso de la metodología arqueológico-genealógica. Se realizó una extensa búsqueda de fuente primaria, que incluyó periódicos, libros de texto, lineamientos curriculares y legislación, con el fin de construir el archivo del discurso ambiental que circuló a finales del Siglo XX, para develar la forma en la que fue incluido en la escuela bajo el nombre de E.A. La investigación develó que la emergencia de la E.A. se dio entre la tensión de diversas fuerzas de tipo económico, político y social, ejercidas desde instancias Gubernamentales y Educativas, Organizaciones Internacionales y de la Sociedad Civil, la Opinión Pública y Medios de Comunicación.
While there has been research focusing on security issues in Mexico in the context of the Mexican Drug War and the effects of violence on its population, little has been done to explore the relationship between public-official discourse, political practices and mourning at a societal level. Using the Logics of Critical Explanation (LCE) framework developed by Jason Glynos and David Howarth, and focusing on the notions of mourning and melancholia at a societal level, this paper argues that the conditions for mourning at a societal level have not been met in public-official discourse regarding the security policy and the Mexican Drug War, resulting in subjects experiencing blocked mourning. It views the Peace and Reconciliation Forums as a political logic that seeks to differentiate the approach taken by the incoming López Obrador administration in relation to security strategy formulation and attention tovictims and Human Rights' groups. It also argues that while the forums themselves have some attributes that could pave the way for successful mourning to occur, a comprehensive set of practices needs to materialize that addresses the concerns of violence-affected subjects ; University of Essex, Turku School of Economics (TSE)
En este artículo se analiza cómo el discurso agrarista crítico del latifundio fue consolidándose en la opinión pública argentina y se tradujo en medidas que fueron teniendo cada vez más impacto sobre la realidad agraria. En 1921 la lucha de los chacareros logró una primera ley que reguló los contratos de arrendamiento. En las décadas siguientes, incluso algunas figuras políticas del conservadurismo fueron incorporando la discursividad agrarista crítica e implementaron políticas acordes, aunque de carácter limitado que, de todos modos, contribuyeron a la legitimación de las demandas chacareras. Con el golpe militar de 1943 y el ascenso de Perón, el agrarismo crítico se convirtió en una real estrategia política, hasta que a partir de 1948 asistimos a un giro discursivo y político por parte de Perón, frenándose el proceso colonizador oficial y reduciéndose las medidas agraristas. ; This article analyzes the consolidation of an agrarist discourse critique of the latifundio in the Argentine public opinion and how this had impact on the agrarian reality. In 1921, the chacareros' fight achieved the first law that regulated tenure contracts. In the next decades, even some political figures of the Argentine conservatism begun to assimilate the critique agrarist discursivity and they took some appropriate, but limited measures that, anyway, contributed to the legitimation of the chacareros' demands. With the military coup of 1943 and the promotion of the political figure of Perón, critique agrarism became a real political strategy, until from 1948 when we attend to a political and discursive turn of Peron's policies, that stopped the official colonization process and reduced the amount of agrarian measures. ; Facultad de Humanidades y Ciencias de la Educación
El estudio del pathos es una dimensión fundamental de las recientes investigaciones del discurso en América Latina. Señala una preocupación por el diseño de la emoción en y por el discurso. El objetivo fundamental de este artículo es presentar un modelo integral de análisis del pathos proyectivo en discursos políticos dentro del marco de las denominadas ?tendencias contemporáneas del análisis del discurso francófono?. Para ello presenta, en una primera sección, las dos principales líneas de estudio de las emociones dentro del marco teórico escogido, con el fin de describir sus características y señalar la principal dificultad para estudiar las emociones políticas. La sección central expone un modelo original de estudio de las emociones políticas, una arquitectónica del pathos proyectivo, que tiene en cuenta diferentes niveles de organización de las emociones. Con el fin de demostrar la validez del modelo, la tercera sección presenta el estudio del pathos proyectivo en las alocuciones públicas (2003-2010) del líder argentino Néstor Kirchner.Los resultados del análisis conducen a afirmar la existencia de diferentes niveles de estructuración de las emociones en el discurso político y la importancia de estas estructuras en la articulación entre sincronía y diacronía. Asimismo, permiten indagar con una nueva perspectiva la relación entre ethos, logos y pathos en los discursos políticos. ; Emotions inform today a realm of fundational relevance in Discourse Studies in Latin America. It reveals a concern for the design of emotion in and by discourse. The main objective of this article is to present a model of analysis of the projective pathos in political discourses, within the framework of the so-called "Contemporary Trends in the Frenchspeaking Discourse Analysis". So, the paper presents, in a first section, the two main lines of study of the emotions within the chosen theoretical framework, in order to describe its characteristics and point out the main difficulty to study political emotions. The central section exposes an original model of study of political emotions, an architectural of the projective pathos, which takes into account different levels of organization of emotions. In order to demonstrate the validity of the model, the third section presents the study of the projective pathos in the public speeches (2003-2010) of the former Argentine President Néstor Kirchner. The results lead to confirm the existence of different levels of structuring emotions in the political discourse and the importance of these structures in the link between synchrony and diachrony phenomena. Centroamérica tiene la fama de ser una región muy violenta en la que las altas tasas de criminalidad, las agresivas pandillas juveniles, el tráfico de drogas y la inseguridad ciudadana determinan el diario vivir. Los políticos, los medios de comunicación así como también los observadores políticos dentro y fuera de la región, afirman con frecuencia que la población valora la situación de la misma manera sin objeción y que aboga además por más ley y orden. Este artículo analiza tanto la percepción social de la violencia y la criminalidad en Costa Rica, El Salvador y Nicaragua, como también las ideas para sus posibles soluciones. Tomando como base las entrevistas y las redacciones de los colegiales, este artículo examina qué contenidos de enunciados públicos se reflejan en la población. Las fuentes confirman que circulan los discursos hegemónicos sobre violencia, criminalidad e inseguridad, los que, constituyen el saber valedero y construyen la realidad. Simultáneamente la mayoría de la población está, al parecer, en contra de los métodos políticamente represivos como solución. ; Central America has the reputation of being a violent region with high crime rates, youth gangs, drug traffic, and ubiquitous insecurity. Politicians, the media, and social scientists in and outside the region often claim that the societies are in complete agreement with their judgment of the situation and that all society members are calling for law and order and social segregation. Focusing on Costa Rica, El Salvador, and Nicaragua, the paper analyzes the social perception of violence and crime. On the basis of essays written by secondary school students and interviews with citizens from all walks of life in the three countries, the paper points out how elite arguments on violence and crime are translated into everyday life, and what society members suggest be done to deal with these problems. The sources prove that there are noticeable hegemonic discourses on violence and crime in Costa Rica, El Salvador, and Nicaragua. Simultaneously, a majority of the respondents call for social and integrative solutions rather than the so-called "iron fist." The repressive trend in Central American policies therefore does not necessarily receive the presumed affirmation asserted by many authorities on and in the region.

Concretamente, describimos qué funciones les dan los políticos y periodistas en sus intercambios comunicativos con otros usuarios de la plataforma. This anicle aims tc -how how president Fujimori progressed, from a democratic victory in 19W, in an ambiance of great publicity, to a progresive authoritarian control of the political arena featured by an increase of secreacy. This "authoritarian transition" has left a public evidence, in spite of his making policy, in his speeches where the president addresses to the nation every 28th of July, day of the Independence. In those 11 speeches, we can find Fujimori's marks of his policies: consolidation of his image as savior of the nation by popular anuence; increase of executive power without political or juditial balance; and the polarization of the political identities, suppusedly creating a direct link between the majorities of Peru and his president. Making a sistematic analyse of these presidential speeches, it is described how Fujimori has used the political discourse as an active device for legimating his power without political deliberation. ; Este artículo trata de mostrar cómo el expresidente peruano Alberto Fujimori pasó del triunfo democrático en las elecciones de 1990, en un ambiente de total publicidad, al progresivo control autoritario de las relaciones políticas caracterizado por el aumento del secreto. Esta "transición autoritaria" ha dejado su registro público, pese a las estrategias de ocultamiento, en los mensajes que el presidente de la república dirigió a la nación cada 28 de julio con motivo de la celebración de la Independencia. En los once mensajes que dirigió Fujimori al país, se encuentran las marcas de su estrategia política general: la consolidación de su imagen de salvador de la nación con la anuencia del pueblo; el fortalecimiento de las instancias ejecutivas del Estado sin necesidad de fiscalización política o judicial, y la polarización de las identidades políticas en una supuesta comunicación directa entre el presidente y las mayorías del Pení. Mediante el análisis sistemático de los mensajes presidenciales, se describe cómo el presidente Fujimori ejerció el discurso político como acción privilegiada durante sus años de gobierno para buscar una legitimidad que prescindiera de la deliberación política.
In this paper I explore the discursive use of public space, understood as a rhetorical resource for localized social action. Analysing several extracts of written documents and in-depth interviews, I focus on the rhetorical use of space-formulations and constructions of people-in-place relations by social and institutional agents confronted by the physical definition of a space in conflict. The discursive work includes the rhetorical management of culturally and ideologically organized constructions of urban territoriality, argumentative uses of localized social categories and behaviour-scripts for the performance of normative patterns of coexistence in the public space, and rhetorical work on spatially rooted symbolic processes. The purpose is to contribute to a critical examination of conflictive sociospatial phenomena from a discursive approach, seeking to make visible the social tensions involved in the deliberate attempt to control and organize urban space.
This article explores how the recent political discourse in Spain is problematizing motherhood and is producing "mothers" as political subjects. More in particular, the article is concerned about how public policies are involved in the production of differentiated spaces of bodily vulnerability. To do so, it analyses the policy discourse in two different areas: on the one hand, the regulation of sexual and reproductive rights and specifically abortion, payingspecial attention to the latest legislative reforms; on the other hand, on the regulation of differentiated access to assisted reproduction techniques in public health services especially since the 2014 reforms. By doing so, this article aims at contributing to post-structural policy analysis literature, providing a deep insight into the effects of political discourse both on the distribution of social and bodily vulnerability and the production of gendered subjectivity ; Este artículo explora la problematización de la maternidad y la producción del sujeto político «madre» en el actual discurso político en España. Concretamente, se interroga acerca de cómo las políticas públicas están implicadas en la producción diferencial de espacios de vulnerabilidad encarnada. Para ello se analiza el discurso político de dos áreas específicas: por un lado, la regulación de los derechos sexuales y reproductivos y, particularmente, del aborto, con especial interés en las implicaciones de las últimas reformas legislativas. Y por otro, la regulación del acceso diferencial a las técnicas de reproducción asistida en la sanidad pública, a partir sobre todo de la reforma normativa de 2014. Con ello, este artículo quiere contribuir a la literatura de análisis postestructural de políticas públicas, profundizando especialmente en los efectos del discurso político, tanto en la distribución de vulnerabilidad social y corporal como en la producción de subjetividad en clave de género
