The research is aimed to find out the "Coalition for Freedom of Information" activity, or Coalition, that can be categorized public diplomacy, its relationship with implementing thegovernment as the requirement to realize the good governance, and to get to know the relationship between good governance and the image building of Indonesia. The principles of public relations are used as the approach in analyzing the phenomenon of public diplomacy used by Coalition. This research was conducted by using the qualitative approach through constructivist paradigm toward the Coalition attitude in applying the public diplomacy. This research used both the key and supporting informa collecting was conducted by interview, observation, participation, and documentary study about the Coalition activity as well as the delphi technique. The data analysis was carried out as long as the research went on through the intersubjective commitment to focus being researched. The research gained some findings which involved: (a) The "Coalition for Freedom of Information" activity in public diplomacy can be done by the public relations approach using some activity categories, (b) The "Coalition for freedom of information" performance is focused on the efforts to uphold the law concerning freedom of access to public information in supporting the realization of good governance, (c) The public diplomacy activity applied by the Coalition through its advocacy was considered successful which can be seen by the local government rules concerning the implementation of participative and transparent government, (d) The model with the integrated public diplomacy potency and the synergy between the state actor and the non-state actor possessing their own structural authority and legality in the information service system for all public elements can build the positive image of Indonesia.
The implementation of good governance become the main agenda that has to be done by any government agencies. Because this is a requirement that shows the Government's commitment in carrying out theirs duty to serve the community. All officers must have an understanding of public information disclosure / Keterbukaan Informasi Publik (KIP) based on Act Number 14 of 2008, the principles which referred to is accountability, transparency and the supremacy of law. This article is a normative legal research studying the principles/laws that is a research on applied regulations related to The Implementation of Trust +Positif Concerning Good Governance. This research aims to reveal the regulations related to the implementation of community service in conducting good governance in order to prepare ASEAN Economic Community. The conclusion of this research are that to create a good governance as expected by the community, the implementation of the function of Trust +Positif service is needed and we have to create synergy between the governmental officers who implement the policy and the community whom the policy applied to. Therefore, it is necessary to have cooperation between the two parties.
[EN] During the last decades of the eighteenth century, the Valencian architect and academic Vicent Gascó Masot (1734 – 1802) designed different works for the city of Xàtiva (Valencia), renamed at the time as Colonia Nueva de San Felipe. His actions give a good account of the needs related to urban planning and public works of a populous urban nucleus at the end of the Old Regime, and of the control exercised on said aspects from the academic and governmental instances. Similarly, these works can be interpreted as significant pieces in Gascó's architectural production, representative of his way of doing in the dual facet of academic architect (bridges of the Montesa river and Carnssers cliff, portes del Lleó and the Banys) and expert in hydraulic (siphon of the Santa irrigation canal). The role of KPUD as election organizer includes socialization and administrative services. The purpose of public services is supported by the enactment of Law No. 15 of 2011 on the election. Implementation in the context of regional autonomy is expected to prioritize the public interest, especially in the provision of public facilities. The research problem is how the Role of Regional General Elections Commission on Political Participation Pemilih Pemula Pemilihan Pemilihan Gianyar District of Bali Province. The purpose of this research is to know the role of Regional Election Commission to Political Participation of Pemilih Pemula Pemilihan Pemilihan Gianyar Regency. This research was conducted by using qualitative research method consisting of 3 flow ie data reduction, data presentation and verification. Based on data analysis, it is stated that the role of KPUD conducted by KPUD to the public is good enough. This can be seen from the Role of KPUD in Pemilukada Political Participation Pemilih Pemula in PIlkada. and that is sigmentation, socialization, political information, voting rights. Some suggestions that can be proposed that will be expected to improve the implementation of good socialization, namely the Election Commission need to be faster in conducting socialization to the pemil pemilih community to achieve the desired goal, namely the satisfaction of society. In addition, the KPUD needs to give the voters a chance to monitor the voting process in the elections. Initial voters are registered as voters in the election. As a new public sector, an institution should have maturity in the fields of management and organization that are reflected in measurable work plans, regulations, clear governance, standard operation procedures, and guarantees of quality quality of institutions and graduates who must always be evaluated with appropriate instruments. This program takes one of the above BCS perspectives, namely the internal business perspective; from the perspective of a strategy based on Human Resources (HR). The making of the BSC will be based on the details of the governance that has been determined by the laws and regulations related to the two UPTDs which are then determined by the indicators of the implementation of the work program based on the capacity of the HR they have. The making of the work program indicator is based on the key performance indicator (KPI) theory. The aim of the program and the benefits of this program is to become one of the proofs of good cooperation between the institutions of STKIP PGRI Tulungagung and the Regency Government of Tulungagung Regency especially at the UPTD BLK and Bapenda Disnakertrans; to donate lecturers' knowledge to the public; and to improve the quality of management of government / public sector management in the Tulungagung Regency area. The governmental obligation to promote the public interest through the implementation Good Government Governance or in other word a central issue presented by the government assuring that the government through her civil servants to represent and respond the interest of the citizenry. But there are many aspect of the civil servant that make it difficult to attain satisfactory level of Good Government Governance that could be proved by results of BPK RI audit on local government financial statement. This fact finding must be improved continuously.The research was aim to test and to analyze the influence of the government internal control system, the implementation of government accounting standards, the completion of the audit findings on the quality of local financial statements and its implications on Good Government Governance principles. The research was an explanatory research. The respondent of the research was a local government consist of Regional Governments, regencies and cities in West Java and Banten Province. The data was collected using questionnaire and interview technique follow by using descriptive analysis and path analysis. The result of the research show that: (1) government internal control system, the implementation of government accounting standard, and completion of the audit findings have positive influences towards the quality of local government financial statements; (2) government internal control system, the implementation of government accounting standards, completion of the audit findings and the quality of local government financial statements have positive influences on implementation of the Good Government Governance.
Implementation of the Village Fund and Community Participation in Development in Rural District of Tellu Limpoe Teteaji Sidenreng Rappang.The purpose of research is to determine the Village Fund Policy Implementation in Rural Development in the District Teteaji Tellu Limpoe Sidenreng Rappang and to determine the Community Participation in Rural Development in the District Teteaji Tellu Limpoe Sidenreng Rappang. The population of this study of 2,265 people, while the sample using the formula slovin is numbered 96 people.Techniques of data collection are (1) observation, (2) Interviews (3) of Library Studies and (4) questionnaire. The data was analyzed using frequency tables and percentages. The results of this study indicate that the Village Fund Policy Implementation indicator with a value of 69.78% both categories, Public Participation indicator with a value of 67.2% to the category of good, Rural Development Indicators in the District Teteaji Tellu Limpoe Sidenreng Rappang with a value of 71.4% categorized good.

The results of this study that the content, accuracy and format factors have no effect on SISKEUDES operator satisfaction, while easy of use and timeliness have an effect on SISKEUDES operator satisfaction in Purbalingga district. E-Government merupakan upaya mengembangkan penyelenggaraan pemerintahan berbasis elektronik meningkatkan kualitas layanan publik secara efektif dan efisien, sesuai Inpres No. 3 Tahun 2003 tentang Kebijakan dan Strategi Pengembangan e-Government. Perkembangan teknologi mempengaruhi pengelolaan administrasi perpajakan baik keperluan pemerintah maupun wajib pajak dari manual ke sistem online, sehingga menghemat waktu, proses kerja, dan kertas. Dengan diterapkan pajak online sehingga tercipta good governance. Rumusan masalah, yaitu : 1) Bagaimanakah implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? 2) Apakah faktor-faktor pendukung dan penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? Teori yang digunakan adalah teori implementasi kebijakan publik model Merilee S. Grindle dan Teori implementasi kebijakan publik model George C. Edwards III. Pendekatan penelitian menggunakan deskriptif kualitatif. Teknik pengumpulan data menggunakan obvservasi, wawancara, dan dokumentasi. Teknik penentuan informan menggunakan purposive sampling. Teknik analisis data adalah analisis data deskriptif kualitatif, meliputi : reduksi data, display data, serta penarikan kesimpulan dan verifikasi. Hasil temuan penelitian disimpulkan bahwa : 1) Implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung sudah terimplementasi dengan diterapkannya sistem online pajak daerah melalui e-SPTPD. 2) Faktor-faktor pendukung implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : komitmen Pemerintah Kabupaten Badung dalam pelayanan publik melalui e-Government, resources (sumber daya), sosialisasi, jaringan internet, dan kesadaran Wajib Pajak. Character of the head of the family greatly affects the cha-racter of a family, just as the same as the character of the leader to his or her community. A leader's character in a community or re-gion will greatly influence in executing the process of a power and running the procedure of the go-vernance. Governance has three components, such as public governance for government institu-tions, corporate governance for private and civil society (community). To achieve good governance condition, the new developments have to build for all of the components. The good governance's goal is to achieve a balance condition among all of the components. Everyone should know what has been doing among them and understand the differences among them. Through that process, ho-pefully the consensus and the synergy will grow among them. The execution of the State Administrative Court Decision which has permanent legal force (inkracht van Gewijsde) in the era of autonomy is as wide as possible, and begins with the breakdown of the paradigm of regional autonomy in the 1945 Constitution of the Republic of Indonesia. Article 18, Article 18A and Article 18B, the implementation of regional government is based on the principles that become the normative basis. State Administrative Court decisions that cannot be executed have caused pessimism and apathy in society. The problem is that there is no executive power in the Law Number 5 of 1986 concerning the Regulation of State Administration. This condition is an alarming fact that the existence of a State Administrative Court Decision has not been able to bring justice to the public in the administrative sphere of government. The principle of the existence of a State Administrative Court Decision, to place judicial control in the implementation of good governance becomes biased in the Indonesian constitutional system.
