Rabotnikof responds to three critiques of her book in this volume. The intent of the book was to reflect on the debate over the public space in modern theories of democracy. She agrees with Nestor Garcia-Cancelini in "El espacio publico y las presentaciones de libros" (The Public Space & Book Introductions) that the globalization dimension of public space was not sufficiently treated in her book because it was not the agenda of the authors she cited, eg, Habermas. She does not have an answer for Roger Bartra, who asks in "La fragilidad del espacio publico" (The Fragility of the Public Space) how she could turn today's Latin Americans into virtuous citizens oriented exclusively around the public good instead of being a threatening mob of different voices. She addresses Carlos Pereda's characterization of her in "El hilo de Ariadna para salir del laberinto conceptual sobre el espacio publico" (The Thread of Ariadna to Escape the Conceptual Labyrinth of the Public Space) as preferring authors that tend to complicate the discussion of the public space & as having fallen into the steel trap of amoralism. This paper studies, for the Colombian case, the relationship between illicit crops, coca crops eradication strategies and citizens' perceptions of trust on the local executive and the police. Using survey data from the America's Barometer and contextual level data on coca crops and eradication strategies it was possible to conclude: a higher local incidence of illicit drugs trafficking has a negative relationship with citizens' perceptions of trust on the local governments. These relationships are not homogeneous as they are conditioned by individual level variables such as evaluations of the economy and the provision of public goods. Adapted from the source document.

The purpose of the article is to study the regulatory policy of Eastern Europe in the context of effective public administration and to identify areas for ensuring its effectiveness in modern development conditions. The need for conceptual substantiation of the regulatory policy implementation directions, development of appropriate applied nature recommendations taking into account public administration system transformational processes has caused urgency of a theme. The methods of comparative analysis, statistical analysis, method of abstraction and formalization, grouping method, SWOT-analysis method were used as empirical research methods. It was substantiated that modern science considers this concept in the following aspects: complex, special, normative and globalization. In the context of the Good Government concept, regulatory policy was analyzed according to the transparency criterion. It was determined that the disadvantage for Ukraine is the lack of regulatory policy transparency, the lack of single database with draft regulatory acts and performance monitoring reports. It is proposed to use SWOT-analysis as a strategic tool for regulatory impact analysis. Conceptual bases of improvement of regulatory policy realization process have been developed in the following directions: economic development, improvement of internal business environment, harmonization of normative-legal regulation system, stimulation of partnership in the regulatory policy field.

El diseño del trabajo tiene un impacto importante en los/as empleados/as, los equipos y las organizaciones. Las organizaciones públicas no son una excepción a este fenómeno. Las Administraciones Públicas españolas se enfrentan a importantes cambios en el diseño del trabajo derivados de la necesidad de digitalizar los puestos de este sector. Si no se garantiza un buen diseño del puesto, su digitalización puede traer riesgos para la salud, el bienestar y el rendimiento de los/as empleados/as. El objetivo de este artículo es proporcionar a los/as gerentes de las Administraciones Públicas españolas ideas para avanzar en la transformación digital de los puestos de trabajo rediseñándolos de forma que sean saludables, a la vez que productivos. Para alcanzar este objetivo, en este trabajo se describen dos mecanismos que explican por qué el diseño del trabajo es importante para las personas y cuáles son los beneficios de un buen diseño del puesto para empleados/as y organizaciones. Además, se presenta el modelo del diseño del trabajo SMART, como guía para un buen diseño de puestos y se ofrecen algunas recomendaciones prácticas. Finalmente, se introduce el concepto de job crafting como estrategia de rediseño de puestos para promover la carrera profesional horizontal de los/as empleados/as públicos.

Espainiako administrazio publikoek aldaketa handiak egin behar dituzte lanaren diseinuan, sektore horretako lanpostuak digitalizatzeko beharrak eraginda. Lanpostua ondo diseinatuta dagoela bermatzen ez bada, digitalizazioak arriskuak ekar ditzake langileen osasunerako, ongizaterako eta errendimendurako. Artikulu honen helburua da Espainiako administrazio publikoetako kudeatzaileei lanpostuen eraldaketa digitalean aurrera egiteko ideiak ematea, horiek birdiseinatu ditzaten, osasungarriak ez ezik produktiboak ere izan daitezen. Helburu hori lortzeko, lan honetan, bi mekanismo deskribatzen dira, horien bidez azaltzeko zergatik den pertsonentzat garrantzitsua lanaren diseinua eta zer-nolako onura dakarkien bai langileei, bai erakundeei, lanpostua ondo diseinatuta egoteak. Azkenik, SMART lanaren diseinuaren eredua aurkezten da, lanpostuak ondo diseinatzeko gida gisa, eta gomendio praktiko batzuk eskaintzen dira.Azkenik, job crafting kontzeptua gaineratzen da enplegatu publikoen karrera horizontala bultzatzeko estrategia gisa lanpostuak birdiseinatzeko.
Work design has an important impact on employees, teams, and organizations. Public organizations are no exception to this phenomenon. Spanish Public Administrations are facing important changes in work design due to the digitalization needs in this sector. If a good work design is not ensured, digitalization can entail risks for the health, well-being, and performance of employees. The aim of this paper is to provide Spanish Public Administration managers with insights enabling them to advance with the digital transformation of workplaces by redesigning them in a way that ensuresboth the health and productivity of workers. To achieve this goal, this article describes two mechanisms that explain why work design is important to people and what the benefits of good work design are for employees and organizations. Further, the SMART work design model is presented as a guide to good work design and some practical recommendations are offered. Finally, the concept of job crafting is introduced as a job redesign strategy to promote the horizontal career of public employees.

Theory of Democracy has come to find in the deliberative model of democracy a recurrent critical tool against democratic liberalism flaws. Instead of a political system based on aggregation & satisfaction of individual preferences, deliberative democracy defends the need to reinforce democratic legitimacy of collective decisions -- through an institutional framing of the public interaction among individual preferences, which fosters the debate between different conceptions of the good life & hence the argumentative crystallization of the public good. Politics is conceived in such a frame as an essentially cooperative realm, in which conflict is managed through deliberation. However, a gap exists between the premises of deliberative politics & its practical realization. In fact, deliberative democracy embodies a clash between two opposed views of politics -- which should be openly underlined. References. Adapted from the source document.

Many developed countries have implemented State reforms that have certainly benefited societies, but can also lead governments to incompetence. This article asserts that those reforms have focused on curbing State power but have not worried about strengthening mechanisms aimed at merging & applying State power to yield the public goods that societies demand. The author suggests that a "State engineering" should be developed to build State structures based on a "working democracy" that would balance public power's division by merging or assembling it, thus favoring the emergence of an enduring democracy & a sustainable development. This paper examines three hypotheses concerning the relationship among economic integration, the nation-state, & democracy. The "diminished democracy" hypothesis claims that in an integrating world economy national policymakers are increasingly constrained in their ability to produce the public goods the voters demand. According to the "transnational federalism" hypothesis, this deficit should be corrected by transforming the present European Union into a federal state. The "transnational constitutionalism" hypothesis acknowledges that democracy cannot flourish above the national level since the peoples of the member states of the EU do not form a demos. 3 Figures, 46 References. A review essay on a book by Albrecht Wellmer, Finales de partida: la modernidad irreconciliable ([Ends of Departure: Irreconcilable Modernity] Jimenez Redondo, M. [Tr], Madrid: Catedra, 1996). An attempt is made to place this study of contemporary forms of liberty within the Kantian sense of an unending quest for understanding & truth. Wellmer's theoretical analysis of modernity's problems features the interplay between negative & positive liberty, where the former represents individual rights that clash with public good or efficiency. It is argued that Wellmer is able to avoid simple relativism by maintaining a constant search for truth within his examinations of the tensions between modernity & postmodernity & between the fundamental & the consensual. Wellmer's themes of impossibility & irreconciliation in his construction of contemporary communal liberty link him firmly with Theodor Adorno. D. Bajo

This paper explores what makes dictators survive in power focusing on the strategies to buy-off loyalty. It is shown that dictators who are able to incorporate into the regime structure those he needs in order to stabilize his rule & some potential opposition members stay longer in power. To do so he resorts to the distribution of resources and, in case he need to incorporate larger sectors, to the creation of institutions. However, it is shown that the different actors that may oust the autocrat are conditioned by different considerations and, hence, variables. Deliver resources from commodity exports diminishes the probability of being deposed by the regime elite, while institutions prevent interventions both by the elite as well as the military.
