En este ensayo se analiza la política educativa con respecto a los libros de texto y a las bibliotecas escolares, desde la hermenéutica crítica. Para ello se realizó una revisión bibliográfica de documentos producidos durante el periodo comprendido entre 1994-2010, en la enseñanza primaria pública costarricense. Después del análisis realizado, se concluye que la política educativa con respecto a los libros de texto, ha estado plagada de inconsistencias, entre lo que se dice y lo que se hace. En lo que respecta a las bibliotecas escolares, éstas han formado parte de este devenir de politización, por lo que a la fecha, a pesar de los grandes esfuerzos que realizan tanto el Departamento de Bibliotecas Escolares y Centros de Recursos para el Aprendizaje del Ministerio de Educación Pública, como los bibliotecólogos que tienen a cargo estas Bibliotecas Escolares y Centros de Recursos, no logran alcanzar con verdadero éxito su función dentro del contexto escolar. Para que esto se dé realmente, debe existir un verdadero modelo educativo, con una política educativa de largo aliento, que concatene claramente todos los elementos necesarios para así alcanzar una educación de calidad. Para ello es urgente la incorporación de las bibliotecas escolares como parte del sistema educativo, de manera que el profesional en bibliotecología, de manera coordinada con el docente y la docente, aporte para la formación de colecciones de materiales educativos, que respondan adecuadamente a la formación, recreación e información de los estudiantes. This essay its focused on the analysis from the critical hermeneutics, educational policy regarding textbooks and school libraries. For this, a literature review of documents produced during the period 1994-2010, at the level of public primary education in Costa Rica. After analysis, the main conclusion is that educational policy regarding textbooks, has been plagued by inconsistencies between what is said and what is done. In regard to school libraries, they have been part of this becoming politicized, so that to date, despite the great efforts by both the Department of School Libraries and Resource Centers for Learning, of Ministry of education, as the librarians who are responsible for school libraries and resource centers, fail to achieve real success with his role within the school context. For this to happen really, there must be a true educational model, with a long-term education policy, which clearly concatenate all the necessary elements in order to achieve a quality education. It is urgent to incorporate the school libraries as part of the education system, so that the professional librarianship, in coordination with the teacher, contribute towards the development of educational materials collections to respond adequately to the formation, recreation and student information.

Demographic growth & geographic concentration of the Chicano population in the US raise the prospect of an increasing number of Latino public officials & the failure of the official policy of cultural assimilation. The bilingual education policy of the Reagan administration reflects fears that a situation parallel to that in Quebec might develop. Bilingual education is generally defined as a curriculum taught in two languages in order to enable a minority group to preserve its culture. However, bilingual programs in the US were launched with the different objective of helping minority children compensate for deficiencies in speaking English. Thus, the goal of the official program is not to preserve cultural diversity but to facilitate assimilation. Difficulties in implementing bilingual education programs & resource limitations are discussed. A cultural policy should be pursued by the Mexican government designed to help preserve the identity of the Chicanos. 4 Tables. S. Karganovic.
Aware of the historical process that produced the current social structure and of the obstacles to industrial development, the Peruvian military regime has come to the conclusion that traditional political institutions are incapable of carrying out the necessary changes. That is why they have promulgated a broad program that includes important changes in the land tenure system and in the definition of sectors to which both public and private investment must be channeled. El Proyecto de Hanover Street, conocido oficialmente como United Women's Woodworking and Welding Project (Proyecto de Carpintería y Soldadura de la Unión Femenina), es un experimento destinado a capacitar a un grupo de mujeres en oficios que usualmente desempeñan los hombres. Se inició en 1976 y fue el primer proyecto de esta clase de la Oficina de la Mujer Jamaiquina, una dependencia creada por el Gobierno de Jamaica durante el Año Internacional de la Mujer, para garantizar la total participación femenina en el desarrollo del país. A pesar de encontrarse aún en una etapa de desarrollo, el proyecto ha demostrado ya que mujeres de ingresos bajos pueden aprender oficios que tradicionalmente se han dejado a los hombres, y trabajar juntas para mejorar su propia vida. Los logros negatives y positives del proyecto estan suministrandole a la Oficina de la Mujer valiosas informaciones sobre la enseñanza de capacitación técnica, sobre la forma de cooperar con otras oficinas del gobierno, y sobre el establecimiento de estructuras cooperativas autosuficientes. Las lecciones aprendidas allí no benefician exclusivamente a Jamaica; se espera que serán igualmente útiles a personas de otros países que traten de resolver problemas similares. The Hanover Street Project, formally known as the United Women's Woodworking and Welding Project, is an experiment in training women for jobs usually held only by men. Begun in 1976, this was the first such program of the Jamaica Women's Bureau, established by the government during International Women's Year to ensure that women participate fully in Jamaica's development. The project demonstrated that low-income women can learn non-traditional skills and can work together to improve their lives. Through trial and error, the project is providing the Women's Bureau with a wealth of information about teaching technical skills, working with other government agencies, and establishing self-sufficient cooperative structures. The debate regarding ideal standards for the public budget will be unending, as long as the basic economy remains essentially capitalistic. Since the J. M. KEYNES theory, two opinions have become predominant; the orthodox thesis, which sees in the equilibrium of the budget the foundation of all desirable financial politics and the new concepts contained there in above all exalting the idea of full employment, and side tracking the budget equilibrium in times of depression, in merit of the transcendence of the other factors of social and political character. In final conclusion it will be agreed, that the fiscal political resources, conceived by the doctrine and confirmed by practice, are but the first defensive line in the protection fluctuations. There will be positive results once there is an assurance of both fiscal and monetary policy, without a change in the political system, converting into models of supreme and indeclinable value, economic freedom and free enterprise. ; Instituto de Investigaciones Económicas

El autor intenta desarrollar un capítulo de la teoría del equilibrio general poco tratado: los efectos de la política tributaria sobre el comportamiento de los agentes económicos. El marco de referencia está dado por el modelo Walrasiano de equilibrio general en una economía competitiva, tal como se lo formula en la actualidad, con la introducción explicita de un gobierno y sus instrumentos de política tributaria. Se analizan las interacciones entre los diversos agentes, a fin de hallar una estructura tributaria óptima. En primer lugar se presenta el modelo: los agentes económicos del sector privado, el gobierno y el sistema tributario. Una vez asegurada la existencia de precios y cantidades de bienes y servicios de equilibrio para una dada estructura impositiva, se utilizan las preferencias del gobierno a fin de calcular la estructura impositiva óptima desde el punto de vista de la asignación de recursos y la distribución del ingreso. A fin de llegar a esta política económica óptima se introducen en el modelo las posibilidades de producción propias del gobierno, con la consiguiente demanda por recursos físicos, incluyendo aquellos bienes y servicios públicos que por su naturaleza no son fácilmente regulables por el mercado. ; The author attempts to develop a somewhat neglected chapter of general equilibrium theory: the effects of tax policy on the behavior of economic agents. The Walrasian general equilibrium model of a competitive economy, in its contemporary formulation, gives the framework, together with the explicit introduction of a government and its tax policy instruments. The interaction between economic agents at an optimal tax structure is analyzed. First the model is presented: the economic agents of the private sector, the government and the tax system. Once the existence of equilibrium prices and quantities of goods and services for a given tax structure is insured, the government's preferences are used to compute the optimal tax structure, from the point of view of resource allocation and income distribution. For the attainment of this optimal economic policy, the model contains the government's own production possibilities, with the corresponding demand for physical resources, including those public goods and services which, due to their special nature, are not easily regulated through the market. ; Instituto de Investigaciones Económicas

This article deals, by way of introduction, with the different aspects of: general concepts, legislation, programmes of requirements, suitable locations, installations, profitability, etc. It then gives a description in a more individualized way, of the bus stations of Salamanca, Valladolid and Avila. In these cases, the influence of the land is studied, the growth of transport in the respective town, and the characteristics of the surroundings, among other conditioning factors, always setting forth the policy of the Ministry of Public Works, tending to avoid the buses passing through the town itself and in all events, encouraging the creation of capacious stations in a large number of provincial capitals. ; Este artículo trata, a modo de introducción, los diversos aspectos de: conceptos generales, legislación, programas de necesidades, emplazamientos adecuados, instalaciones, rentabilidad, etc., para seguir después, deforma particularizada, describiendo las estaciones de autobuses de Valladolid, Ávila y Salamanca. En los tres casos se estudia la influencia del terreno, el crecimiento del transporte en la ciudad correspondiente y las características del entorno, entre otros condicionantes, haciendo patente siempre la política del Ministerio de Obras Públicas, tendente a evitar el tránsito de autobuses dentro del casco urbano y fomentando, en todo caso, la creación de estaciones capaces en gran número de capitales de provincia.
