The paper maintains that the problem of scale is central to democracy and especially to the discussion of public policy where the scale of any undertaking will throw up different cost, information, choice and implementation consequences for differing levels of participation in the same. From this idea, the article pretends to show how the very design and development of citizen participation in decision making that aims to strengthen democracy is hobbled from the start and this even within small community units such as town councils. Grounding itself upon a study poll made in Spanish townships, the article points up these conditioning factors to show how different communities with different sizes have shaped their policies to their size and circumstances i.e. resources and the costs of citizen participation and of how this has led a variety of models for citizen participation in decision making. These results are here said to raise serious doubts as whether the welfare state could ever reach down to grass roots without there being a previous shake up in local government legislation and this in the framework of an even greater integration within E.E.C. structures ; Buena parte de la discusión acerca de la democracia y el desarrollo de políticas públicas ha girado en torno a la escala, pues diferencias en ésta implican grados diversos de costes de participación, de información, decisión y ejecución. Situándose en este marco, el artículo trata de mostrar que el diseño y desarrollo de la política de participación ciudadana, cuyo fin específico es la democratización, encuentra condicionantes incluso entre comunidades políticas de tamaño reducido como las municipales. Tomando como corpus empírico una encuesta a municipios españoles, el artículo da cuenta de estos condicionantes y muestra cómo gobiernos locales con diferentes tamaños han seguido estrategias adaptativas diferentes en función de la estructura de oportunidades que ofrece su tamaño -recursos y costes de participación, fundamentalmente-, dando con ello lugar a modelos diversos de política pública de participación ciudadana. Estos resultados ponen en cuestión la posibilidad de extender el estado de bienestar al ámbito municipal sin que exista una reforma del régimen local y en el marco del proceso de integración europea.

This article describes the current difficulties so that public policies evaluation becomes a central element of the good governance; the systemic relationship is reviewed among evaluation and institutionalization, it also revises the new forms and uses that the evaluation should adopt in the knowledge society, and its paper of rationalization of the public resources and promoter of the quality of the expense. The diversity of actors taking part in the policies and the complexity of the decision making in the present democratic practices is remembered; some positive effects for policies design improvement and for the strengthening of the democratic quality, derived from the institutionalization of the evaluation are enunciated. The article concludes with a proposal of definition of the public system of evaluation and the main operations characteristics that intend for the State Agency for Evaluating the Public Policies and Quality of Services. ; Este artículo describe las dificultades actuales para que la evaluación de las políticas públicas se convierta en un elemento central de la buena gobernanza; La relación sistémica se revisa entre la evaluación y la institucionalización, también revisa las nuevas formas y usos que la evaluación debe adoptar en la sociedad del conocimiento, y su documento de racionalización de los recursos públicos y promotor de la calidad del gasto. La diversidad de actores que participan en las políticas y la complejidad de la toma de decisiones en. Se recuerdan las actuales prácticas democráticas; Se enuncian algunos efectos positivos para el mejoramiento del diseño de políticas y para el fortalecimiento de la calidad democrática, derivados de la institucionalización de la evaluación. El artículo concluye con una propuesta de definición del sistema público de evaluación y las principales características operativas que tiene la Agencia Estatal para la Evaluación de las Políticas Públicas y la Calidad de los Servicios.

The objective of this paper is a theoretical and methodological proposal on how to approach of the study access to adult criminal justice from a Political Science perspective: Policy Networks Analysis understood as governance. This approach applied to study access to criminal justice involves two different analysis. On one hand, to describe those social, economic, cultural and material variables, which determine that citizens have different opportunities to use judicial institutions and alternative dispute resolution mechanisms and claims. On the other hand, it is necessary to describe and explain the criminal process, where different actors with different resources interrelate in accordance with different spaces, times and principles, which determine who has influence, how the decisions are made and how they render. ; El objetivo de este documento es una propuesta teórica y metodológica sobre cómo abordar el acceso del estudio a la justicia penal de adultos desde una perspectiva de Ciencia Política: el análisis de redes de políticas se entiende como gobernanza. Este enfoque aplicado para estudiar el acceso a la justicia penal implica dos análisis diferentes. Por un lado, describir las variables sociales, económicas, culturales y materiales que determinan que los ciudadanos tengan diferentes oportunidades para utilizar instituciones judiciales y mecanismos alternativos de resolución de conflictos y reclamos. Por otro lado, es necesario describir y explicar el proceso criminal, donde diferentes actores con diferentes recursos se interrelacionan de acuerdo con diferentes espacios, tiempos y principios, que determinan quién tiene influencia, cómo se toman las decisiones y cómo se representan.

The incubation of companies has arisen over the last few years as a probable public policy to improve the regional market and to contribute to greater social equity. The possible links between micro, small, and medium sized companies (MPM), the public sector and the University of the Zulia, were analyzed by means of this mechanism. Interviews with those responsible for the Zulia public administration were carried out and the results were: the insufficient promotion of the creation of new companies and of the incorporation within these companies of approaches that improve their competitiveness; the necessity to impel these processes in activities where Zulia has comparative advantages; and that governmental participation is limited to fiscal incentives and financing on a small scale. The conclusion is that the success of public policy in this area should consider: the aggregation of the expectations, the coordination of the actors involved, and a financial model based on approaches of minimization of asymmetries of information and of professional administration of credit. ; La incubación de empresas ha surgido en los últimos años como una probable política pública para impulsar el mercado regional y contribuir a una mayor equidad social. Se analizaron las posibles vinculaciones entre las micros, pequeñas, medianas empresas (MPM), el Sector Público y la Universidad del Zulia por medio de este mecanismo. Se realizaron entrevistas a responsables de la Administración Pública zuliana y los resultados fueron: la promoción insuficiente de la creación de nuevas empresas y de la incorporación por estas empresas de criterios que mejoren su competitividad; la necesidad de impulsar estos procesos en actividades donde el Zulia tiene ventajas comparativas; y que su participación se limita a incentivos fiscales y financiamiento a pequeña escala. Se concluye, que el éxito de políticas públicas en esta área debe considerar: la agregación de las expectativas, la coordinación de los actores involucrados y un modelo de financiamiento basado en criterios de minimización de asimetrías de información y de gestión profesional del crédito.

Objective: As part of the evaluation of the obligations which the health sector acquired within the national policy for eradication of child labor, it is necessary to analyze their pertinence in relation to the context, the goals of the system and, overall, the needs felt by children of both sexes, young workers and their families.Methods: For this evaluation the systemic approach is used where one side the commitments are compared with the social, political and economic context in which they were formulated and, on the other side, all those involved in the subject are called. From this a comparative strategy or triangulation is generated in order to obtain the coincident aspects as well as the conflicting ones, analyzing the different positions.Results: Difficulties become evident in the sector regarding decision taking, as well as the ignorance of children and youths as social subjects of rights. Conclusions: In the health sector limitations are present for the understanding of the phenomenon of child labor, as well as of the role of the health sector in the solution of the problem ad the structural barriers created by the Law 100 of 1993. ; Objetivo: Evaluar los compromisos que el sector salud asumió en la política nacional para la erradicación del trabajo infantil se examina la pertinencia delo formulado por dicho sector en relación con el contexto, los alcances del sistema y sobre todo, las necesidades sentidas de los niños, niñas, jóvenes trabajadores y sus familias. Metodología: Para realizar esta evaluación se utiliza el enfoque sistémico desde, por una parte, se comparan los compromisos con el contexto social, económico, político del momento en el cual el sector salud definió sus compromisos. Por otra parte, se llama a todos los involucrados alrededor del tema. A partir de ellos se genera una estrategia de comparación o triangulación de discursos para obtener los aspectos en los cuales coinciden y en los que hay conflicto, analizando las diversas posturas. Resultados: Se evidencian dificultades en el sector en cuanto a la toma de decisiones, así como el desconocimiento de la infancia y la juventud en cuanto sujetos sociales de derecho. Conclusiones: En el sector de salud se presentan limitaciones para comprender el fenómeno del trabajo infantil así como el papel del sector en la solución del problema y las barreras estructurales establecidas desde la Ley100 de 1993

In this paper we discuss the minimal elements that determine whether a public issue is part of the systematic agenda or the governmental agenda. If the conformation of the agenda constitutes a complex process, with many interests & actors, such as in controversial issues like euthanasia or abortion, this process becomes more complex. A clear definition of such an issue & the identification of different publics with regard to it are necessary to build the theoretical-scientific arguments needed to place the issue on the governmental agenda. This article analyses continuity & change in two areas related to pharmaceutical: industrial policy & control of public expenditure. In both cases, the adoption of a new policy paradigm is preceded by a significant institutional change which transforms the distribution of power of actors involved. But the strategy adopted in both areas to carry out policy change is significantly different. This article argues that policy change is mediated by policy networks, offering a complementary explanation of Hall's model of policy change. The adoption of a new policy paradigm in pharmaceutical industrial policy is the result of a gradual process through which state & business actors define their strategies in order to preserve their interests, while adapting to the new political & economic context. In contrast, cost-containment policy is the result of a politicized debate in which a large number of actors are involved. Tables, References. Adapted from the source document.
