This is a next, annual installment in a series, published regularly since 1978, of overviews of Belgian politics in a given year. It is often suggested that the nationalization of local elections has increased. As a result, a hypothesis could be that the mutual differences between policy programs of local divisions of the same national party decrease. In this contribution, we focus on the local election of October 8th 2006 in order to analyze these mutual differences. The aim of this contribution is to measure the homogeneity or heterogeneity of the policy positions of the local divisions of national political parties, on a range of substantive issues on which they have the freedom to differ. Therefore, we compare the opinions of local party agents within the different party families. We use the results of a survey among the representatives of the local departments of the different political parties in the run-up to the local elections. Our research shows that, regarding to the selected questions, in general the local divisions speak with one voice. Our analysis does not indicate that there is a large mixture of visions between divisions of the same national party. Besides, this analysis shows that in general, the size of the municipality can seldom be used in indicating the relative disagreement within political families. This level of agreement is the largest within the green party & the smallest within the liberal family. Those are also the two parties of which the local agents say that the influence of supra-local party levels is small, compared to representatives of other political families. Tables. Results from research on the effects of public policy in the Netherlands are examined & compared with some US findings. Issues examined include educational & housing policy's effects on income distribution, & the effects of suburbanization & participation policies. While in both countries there are limitations to the success of welfare state policy, it appears that some goals are at least partly attained. When pubic policy appears ineffective, it can be explained by several factors: content of policy & the underlying theory, policy process, society, research, & a shortsightedness about the effects of policy. Time is of crucial importance in the actions of professionals in the public sector. Policy initiatives, processes or initiatives can be early or late, slow or fast, focused on a short or long time horizon, and stable or dynamic over time. The timing, sequence, speed, duration, and time horizons of governance efforts can play an important role in shaping their success and failure in public governance. Studying the temporal dimensions of governance thus makes sense academically. Likewise, enhancing the temporal awareness and action repertoire of public professionals – their ability to understand and use time – is a relevant endeavour for an applied academic field such as public administration. The aim of this study is to explore and develop a viable conceptual approach to time in public governance. This theoretical development starts with an exploration of the meaning of time in the context of public governance. It follows from this that time should not be treated as an object that is 'out there'. In reality, time is an instrument of sensemaking. People actively impose temporal forms on the outside world, in order to be able to make sense of it and navigate in it. Therefore, time in public governance is studied here as a verb instead of a noun: as temporalising, instead of 'time'. In this study, I explore the various forms in which temporalising public governance might be conceptualised, studied and interpreted. I do so by conducting 10 ten cases of strategic governance challenges and processes in the Netherlands. The cases cover a range of policy domains, questions to be resolved and kinds of actors involved. In each case, the research emphasis is on how the perspective of temporalising can be useful as both an analytical tool for scholars and as a reflective practice for public professionals. In a series of five paired cases, five initial sensitizing concepts are developed through action research. Findings are presented from a survey of political scientists (N = 221) who graduated from 6 Dutch Us in 1984-1986. It is shown that their unemployment rates are lower than for social scientists in general. The labor market is weakest in international relations, & strongest in public policy & in methodology. Growth in employment since 1974 occurred primarily in the private sector. Training is appropriately related to practical skills required for jobs for the 16.5% of graduates who were hired in jobs specifically meant for political scientists. OpTrek in Transvaal: over de rol van publieke kunst in de stedelijke ontwikkeling; interventies en onderzoek; on the role of public art in urban development, interventions and research
"OpTrek in Transvaal. On the role of public art in urban development" reflects on the position of artists in areas of urban transformation and on the concept of urban curating. The articles present a survey of the commissions and research in the field of art and architecture initiated by mobile project office OpTrek in Transvaal between 2002 and 2010. Experts from home and abroad, such as 2012architecten from Rotterdam, the Japanese artist Tadashi Kawamata and the Austrian artists' group WochenKlausur were invited to comment on the changes in the district with their work in the built environment. With this publication OpTrek contributes to the international discussion among artists, architects, urban planners, politicians and policy makers on the future development of urban spaces
