In society, at different levels, public territorial collectivities exist as component parts of
the whole - the people in its entirety. Each of these collectivities perform, abiding by the principles of local
autonomy, their respective public power which is exercised directly by the population or by the
population's representative authorities. The functions of public power are realized at those levels where
for their efficient realization there are adequate conditions and possibilities.
As a consequence of the diversity and hierarchy of the public territorial collectivities, many
authorities of different public powers may coexist in a single territory. The compatibility of activities of
different public powers is solved by clearly delimiting the competences and responsibilities of said public
powers.
The objectives of public power regarding the order of the public relations determines the functional
dimension of representative public authorities. This activity should be directed exclusively in realizing the
interests of the collectivity by political, economical, social and spiritual development.

This article presents the relation of East European artists with the Secret Police
institutions. While focused on the Romanian case, several examples from
Poland, Czechoslovakia and Bulgaria help place the topic in a regional context.
The analysis includes both the viewpoint of the Secret Police on the artistic
world as such, as well as the gazes of artists on the reality of their time. The
conceptualization of artistic surveillance includes three types of examples: the
deconstruction of the officially fabricated reality, the focus on the details of the
everyday life forbidden by official propaganda, and the reflection of artists on the
secret police apparatus. The conclusions of this study show that the investigation
of artistic artifacts together with the secret police archives can help bring a new
perspective on the limits of domination exerted by the communist regime.

The internationalization of national constitutions includes an eventual unification of constitutional rules deemed necessary to intensify international relations. So, in a broader way it is invoked the impact of international law and international relations on constitutional law. The result of the internationalization of national rights is a progressive harmonization of concepts and legal rules. In the current state of international law, constitutions' internationalization corresponds a concrete impact of international law on constitutional norms. The current trend of constitutions is to regulate in a more accurate and comprehensive way the relations between the state and international law. International law does not require any particular form of the conclusion of international treaties. In intensification of international relations, international conventions and integration of states in international organizations, the Parliament carries important consequences for both on normative function and the control function. Such legislative activity is guided by international treaties concluded by the state. While the executive and the legislative are involved in the development of international law, the jurisdictional power intervenes to reconcile domestic and international legal norms. States do not devote supremacy of international law over their constitution. Because international treaties to be part of the national legal order is not enough that the procedure for concluding treaties to be respected. It is also necessary that treaties do not contravene fundamental state constitutional principles of human rights and the relationship between public authorities. The control of international treaties' constitutionality can be mandatory or optional. In the process of ratification of the treaty on EU European constitutional courts tend to create a similar design to establish the limits of European integration. In reality, the issue of constitutionality of international treaties control is a political issue and it is difficult to apply legal principles purely political matters. There are three categories of states in the aspect of national courts on constitutional regularity control concluding treaties.
One of the essential objectives of this work is to change the optical approach of the local power phenomenon, opting for the approach of the territorial organization of local power from the perspective of the realities of the contemporary world. Within the thematic framework of the paper, I have pursued that the territorial organization of local power to be treated from the perspective of political and administrative sciences, referring to the Moldovan realities, but also to the influences of the integration in the European space. In order to solve the theoretical and practical problems related to the efficient territorial organization of the public power, I have used the paradigm of the territorial organization of the public power as the basis of the phenomenon investigation. The key idea of the paradigm is that the phenomenon of public power in the contemporary democratic state must be tackled not only in relation to the state but more broadly in the aspect of the existence of both the public power of the people and the existence and functioning of the local collectivities' public power as a power that has the same social nature but is different as form and content from the state one. These communities have their own public power, based on two essential elements: the local population and the local electoral system through which its representative bodies (decision-making and executive) are elected. The chapters of the papers imply complex researches regarding the territorial organization of the local power, in the idea that they would allow to identify a model of territorial organization of the local power in terms of the interests and needs of local collectivities in the Republic of Moldova. The final objective of the paper was to develop a theoretical vision of the reform of the territorial organization system of local power in accordance with the new realities and that would meet the political, social and economic challenges facing the Republic of Moldova. Reforming the territorial organization of the local public power on the basis of the recommendations made in the paper will help to overcome the negative tendencies that occur in the processes taking place in the society. Searching solutions to solve or identifying possible ways to resolve a problem does not necessarily mean finding an undoubtedly mean to solve the problem or a definite answer to the existing issue. In many cases, scientific researches does not put the end point in a scientific dispute or in a contradictory approach of a phenomenon, they only develop it, broaden the knowledge space and update it, providing research space to other researchers concerned about that issues and opportunities of choice and documentation for political decision-makers.

Drawing upon the first Romanian journal devoted to the broad promotion of hygiene and health education -The Sanitary and Hygiene Handbook- the article investigates the interaction between politics and medicine, politicians and doctors in modern Romania. Published uninterruptedly between 1899-1907 and considered "essential for the rural sanitary service", the journal shows the evolution and predicaments of the position of the medical profession: as public servants, the physicians were agents of the various territorial sanitary administrations; however, by virtue of their medical expertise and field experience, they were also harsh critics of local and central authorities, claiming a special status in both the design of health policies and their implementation on the ground. This dual and conflictive nature of the medical profession added to the increasing polarisation of the medical profession and of the sanitary staff as a result of the salient "proletarization" of its members in the rural areas, as opposed to the elitist character of the corporation in the capital, well represented among MPs. At the beginning of the 20th century, the debates hosted by the journal testify for the transformation of hygiene and medicine from a doctor-to-patient relation to a generally acknowledged policy sector.

his paper aims to illustrate how institutionalized education has been a significant identity management strategy for an ethnic group in Romania. After its foundation in 1872, the University of Kolozsvár (Cluj) was regarded as a provincial higher education establishment within the Austro-Hungarian Empire, meant to satisfy merely regional demands. Although legally the two Hungarian universities (in Budapest and Kolozsvar) were considered equal in rank, government and society gave priority to the first one. It is only over time that the University of Kolozsvár proved its utility. This change of image resulted in a leading position, especially at the start of the twentieth century. After the outbreak of the World War I, the activity of the University witnessed disruptions due to the drafting of many professors and students into the Army. The end of the the war not only meant the achievement of 'national unity' for Romania, but also generated significant changes for Ferenc József University, beginning with the process of dismissing minorities from the public sector and replacing them with Romanians. After the Second Vienna Award, the University of Cluj became Hungarian once again. The historical lesson of the inter-war period on the treatment of minorities had to be prevented from repeating itself, and within the new geopolitical context the USSR seemed the guarantor for the final resolution of the ethnic rivalries and resentments. In this ideological context, on 29 May 1945 two royal decrees sanctioned the functioning of two distinct universities in Cluj; the Hungarian university János Bolyai officially opened its doors. The preservation of a representative higher education institution for the Hungarian minority in Cluj, adapted to the new political realities, was achieved. But after Stalin's death in 1953 the feelings of 'national specificity' resurged, and national histories were re-individualized and reconstructed. The events in Budapest in the autumn of 1956 offered further reasons for central authorities to rethink the 'national domain'. In the years to come, propaganda insisted on the futility of institutional separation between the Romanian and Hungarian students in Cluj. Hence, a meeting of the unification commissions, held in 1959 led to the fusion of the two universities. This evolution of the University of Cluj shows the constraints, openings, compromises, and 'avatars' of the most important institution of higher education in Transylvania, which continues to function as a source of symbolic prestige and social capital for both Hungarians and Romanians.
