This article reviews Cory Wimberly's How Propaganda Became Public Relations: Foucault and the Corporate Government of the Public (2020). It follows Wimberly's efforts to uncover the mechanisms and effects of public relations, which lead deep into the archives of early 20th century propaganda theory. Using not only Foucault's method of genealogy, but also drawing on Foucauldian theories of subjectification and government, Wimberly develops an innovative perspective on the workings of PR as well as a critical account on how to resist them.

Messen brauchen Medien und Medien brauchen Messen. Als mediale Großereignisse ziehen Messen eine Vielzahl von Medienvertretern an. Die PR-Arbeit bei Messegesellschaften ist daher ein ist vielschichtiges Feld, welches diverse Einflussfaktoren zu berücksichtigen hat. Insbesondere die projektbezogene PR ist stark auf die Zusammenarbeit mit den Medien angewiesen. Hierfür ist eine kontinuierliche und ausgewogene Pressearbeit mittels des gesamten Maßnahmenspektrums der PR-Arbeit unerlässlich. Messen und Medien arbeiten als Partner miteinander und stehen in einer wechselseitigen Abhängigkeitsbeziehung zueinander. Um diese Beziehung zu intensivieren und dauerhaft möglichst effektiv zu arbeiten, müssen Mittel genutzt werden, die sowohl die Informationsversorgung der Medien optimieren als auch den Nutzen für die Messegesellschaften maximieren. Multimediale Kommunikationsmittel ermöglichen es, kostengünstig und schnell Journalisten und Medienvertreter mit den wichtigsten Informationen zu versorgen. Das Internet als primäres Recherche- und Publikationstool beider Seiten nimmt heute eine bedeutsame Stellung in der PR ein. Mittels des World Wide Webs kann das Verständnis der PR als Serviceleistung für die Medien intensiviert werden, da so die Arbeit für die Journalisten immens erleichtert werden kann. Und dennoch Messen sind Anziehungspunkte, Meinungs- und Marktplätze, die im Gegensatz zu anderen Unternehmen ein Produkt bieten, welches Vertreter aus Wirtschaft, Politik und Medien an einem Ort zusammenbringt. Daher müssen die Public Relations mehr als nur bloße Informationsversorgung darstellen. Multimediale PR kann die Arbeit für die Medien erleichtern, sie kann aber die persönliche Beziehungspflege nicht ersetzen. Vertrauen aufbauen und eine dauerhafte, beständige Partnerschaft sichern, sollte das übergeordnete Ziel der Public Relations bei Messegesellschaften bilden. Dieses kann durch multimediale Kommunikationswege lediglich ergänzt werden. Basis für die Beziehungspflege bilden jedoch auch weiterhin der persönliche Kontakt und das persönliche Gespräch, welches insbesondere auf Messen, die per se Medienereignisse und kommunikative Marktplätze darstellen, zwischen PR- und Medienvertretern geführt werden kann. ; Trade fairs need the media, and the media needs trade fairs. Trade fairs are events that attract extensive media coverage, and thus also many journalists. This is why the PR work of trade fair companies is a multifaceted field, which must take into account a variety of influential factors. Cooperation with media professionals is vitally important for project-related PR in particular. Continuous and balanced press work utilizing the full spectrum of PR measures is indispensable for such cooperation. Trade fairs and the media work in a partnership, and they are mutually dependent. To strengthen this partnership and to ensure that both sides can enjoy the most effective working relationship, methods must be used that not only ensure an optimal supply of information to media professionals, but that also maximise benefits for trade fair companies. Multimedia communication technology makes it possible to provide the most important information to journalists and media representatives in a rapid and affordable manner. As the primary research and publishing tool used by both sides, the Internet is playing an important role in PR today. The web can intensify the notion that PR is a service for the media, as something that makes it much easier for the journalists to do their jobs. But nevertheless, trade fairs are gathering places, opinion-shaping events and marketplaces that, unlike other enterprises, offer a product that brings together representatives from the worlds of business, politics and the media at one location. This is why public relations must do more than just provide information. Multimedia PR can ease the workload of media professionals, but it cannot replace personal relationships. The top priority of public relations departments at trade fair companies should be to build trust and to work to ensure enduring, consistent partnerships. The possibilities of multimedia communication technology can only supplement such efforts. But the basis for maintaining these relationships is still personal contact and face-to-face discussions between PR specialists and media representatives. And trade fairs, which are media events and communicative marketplaces, are especially well-suited venues for such interaction and conversations.
