The paper addresses some pressing national security and public safety issues in various jurisdictions, including Ukraine. The correlation between two main concepts is emphasized. It is shown that in the modern world risks related to national security and, therefore, also to public security are significant. The approaches to defining the two main components of the state are illustrated and the main elements are pointed out. It is emphasized that today security is one of the key values (rights) for any person and citizen and is generally prescribed in national Constitutions. The provisions of the draft Public Security and Civil Defense Strategy of Ukraine (2021), related to national security and public safety, have been discussed. Finally, the main threats to the security of the community and individual citizens have been outlined and the means to overcome them have been elaborated. In the conclusions, it has been established that the formulation of a security and defense sector perspective model for central executive authorities presents a number of opportunities as well as challenges. Moreover, it is difficult to give a clear and all-encompassing legal definition of the concept of "public security".

London, England is Europe's largest city. Its population in 2009 is 7.6 million people. By 2016, its population is projected to be 8.1 million. Another 400,000 come from outside the capital to work daily in London. Over 14 million tourists visited London last year, despite the economic downturn. The metropolitan area covers 620 square miles, is divided into 32 local government jurisdictions, and is serviced by one police force, the London Metropolitan Police Service (MPS). This study was a research assistant political analyst Felipe Ortega Andrés Gómez, a member of the Research Group "Seguridad y Defensa", Universidad Nacional de Colombia. ; La sociedad en Occidente ha manifestado su preocupación por el incremento de la inseguridad ciudadana, y frente a esa situación se han desarrollado políticas públicas que buscan darle respuesta al problema. El objetivo de este artículo es el de establecer cuáles son las opciones que desde la política pública se han implementado para enfrentar el crecimiento de la delincuencia y su relación con las políticas en la lucha contra el terrorismo. Para la investigación se recurrió al método de análisis de fuentes documentales. El resultado es el de que la política de seguridad ciudadana está construyendo medidas que se asemejan a las implementadas en la lucha contra el terrorismo. The scheme of public security in a significant percentage of Latin American countries, in addition to the problems of security and coexistence, the challenge of consolidating a police whose performance and functional characteristics are consistent with the basic principles of the democratic regime faces. The paper addresses this debate and theoretically identifies the characteristics that must have the police performance to be listed as democratic, while promoting reflection on the deficit it has in Latin America.Keywords: Police, Police Performance, Democracy, Public Safety, Latin America.

The present work corresponds to the need to demonstrate how our city is in public policy issues of citizen security and the importance of implementing an effective and integral implementation by the governments of these, in order to improve the quality. For this we have decided to carry out an Analysis of the public policies of citizen security that have been carried out in the city of Cartagena on the basis of the development plans of the district that cover the period from 2013 to 2016 and of its results, making A contrast with support in perceptual surveys and statistical analysis. ; El presente trabajo corresponde a la necesidad de evidenciar cómo está nuestra ciudad en materia de políticas públicas de seguridad ciudadana y la importancia de realizar una implementación efectiva e integral por parte de los gobiernos de turno en procura de la mejora de la calidad de vida de los cartageneros. Para esto se ha decidido realizar un análisis de las políticas públicas de seguridad ciudadana que se han llevado a cabo en la ciudad de Cartagena basándonos en los planes de desarrollo distritales que comprenden el período que va de 2013 al 2016 y de sus resultados, realizando un contraste con apoyo enencuestas de percepción y análisis estadístico.

It isnecessary to establish a model for iterative and incremental constitute the foundation for the development of PublicSafety Warehouse, focused on the gradual assimilation of information by analysts as well as an increase in thedomain analysis own warehouse. This information, to be presented in a dynamic way to the end user, allows this, canbe combined with different parameters and achieve better interpretations useful to the institution in supportingdecision-making. ; En los países de Latinoamérica, uno de los principales problemas que poseen los Gobiernos es que se encuentralimitada su capacidad informativa y analítica para proyectar estrategias integrales de prevención e intervención enmateria de seguridad ciudadana. Es necesario establecer un modelo iterativo e incremental para constituir las basesdel desarrollo del Almacén de Seguridad Ciudadana, enfocado en la asimilación paulatina de la información por partede los analistas, así como en el incremento del dominio de análisis del propio almacén. Esta información, al serpresentada de forma dinámica al usuario final, le permite a este, poder combinarla con distintos parámetros yalcanzar mejores interpretaciones útiles a la institución en apoyo a la toma de decisiones.

This paper analyzes public safety from a conceptual duality: on one hand, as a human dimension; on the other hand as an intrinsic dimension of State authority. Following a documental approach - descriptive and based on the principles issued by security experts- the study provides a binomial between human rights and public safety. Finally, by comparing the approach proposed here and the tasks performed by the Mexican government, it concludes that security must be more than police and patrols, and obviously have distinct features from the military and warfare. ; En este trabajo se analiza la seguridad pública desde una dualidad conceptual. Por un lado, una dimensión humana; por el otro, una dimensión intrínseca a la potestad del Estado. Siguiendo una metodología documental – descriptiva y sobre la base de los postulados emitidos por especialistas en seguridad se traza un binomio entre derechos humanos y seguridad pública. El proceso de contraste entre el enfoque aquí propuesto y las tareas desarrolladas por el Estado mexicano, permitieron concluir que la seguridad debe ser algo más que policías y patrullas y, evidentemente, como algo distinto al ejército y la guerra.

The Five-Year Plan 2010-2014 presented by the Government of President Mauricio Funes, argues that, since the beginning of the post-war period, our country has registered high levels of violence and insecurity, and for this reason it has been considered one of the most violent countries in the world. the region; their homicide rates exceeded 50 homicides per hundred thousand inhabitants. These figures generate insecurity in the citizenry and become one of the main problems facing the country. The aforementioned Five-Year Plan identifies the following as the main lines of action, in terms of control and repression of crime, which are described below: a) Combat frontally the criminality in all its expressions and, especially, the crimes that most affect the citizenship ; b) Reduce impunity by strengthening the institutions of the justice sector responsible for the investigation of criminal acts and by improving inter-institutional coordination; c) Modernize and professionalize the National Civil Police (PNC) in its functions of control and repression (management, deterrence, criminal investigation and intelligence). ; El Plan quinquenal 2010-2014 presentado por el Gobierno del presidente Mauricio Funes, sostiene que, desde el inicio de la posguerra, nuestro país ha registrado elevados niveles de violencia e inseguridad, y por esta razón ha sido considerado uno de los países más violentos de la región; sus tasas de homicidios superaban los 50 homicidios por cada cien mil habitantes.Estas cifras generan inseguridad en la ciudadanía y se convierten en uno de los principales problemas que enfrenta el país. El citado Plan quinquenal señala como principales líneas de acción, en materia de control y represión del delito, las que a continuación se describen: a)Combatir frontalmente la criminalidad en todas sus expresionesy, en especial, los delitos que más afectan a laciudadanía; b)Reducir la impunidad mediante el fortalecimiento de lasinstituciones del sector justicia encargadas de la investigaciónde los hechos delictivos y a través de la mejora de lacoordinación interinstitucional; c)Modernizar y profesionalizar la Policía Nacional Civil (PNC)en sus funciones de control y represión (gestión, disuasión,investigación criminal e inteligencia).

La seguridad ciudadana en América Latina se representa a través del número de actores que, desde la multicausalidad de la problemática, se responsabilizan de manera directa o indirecta del planteamiento y ejecución de soluciones. Tradicionalmente, la mayoría de los países latinoamericanos han establecido políticas nacionales para el tratamiento de la temática seguridad, llevándola al nivel de seguridad nacional y ofreciendo la ejecución de políticas centralizadas por actores como la policía, el ejército o el sistema penitenciario, históricamente responsables de mantener el orden público y punir el desorden.

Background: The occupational safety and health diagnostic (OSH) constitutes a first step for the design of national programs and ongoing reviews of existing regulations. The OSH diagnostic performed in Ecuador in 2011 is devastating due to the high labor accidents toll, the scarce official information, lack of high-level academic education, and insufficient research. Objective: To diagnose the current state of occupational safety and health in Ecuador from official sources of information. Methods: We examined the geographical situation, sociodemographic and public health data, legal regulations, statistics on occupational accidents and diseases, training and research on OSH in Ecuador between 2010 to 2015. The main sources of data and information were: national laws and regulations on OSH, conventions of the International Labor Organization, resolutions of the Andean Community of Nations, and official web pages of national public bodies. In addition, we analyzed the scientific production on OSH of authors with Ecuadorian affiliation, carried out in Ecuador, and published in journals indexed in the main scientific databases. Results: In Ecuador, the rate of employment is 94,3%, and 40% is recognized as adequate employment. The percentage of the working population covered by the social security has raised during the period of study, but it remains around 42% of this population. The country has ratified the 32 ILO OSH conventions and has adopted regional regulatory instruments. The national OSH legal body starts with the Constitution. A total of 99.156 occupational injuries and 2.733 occupational were notified, showing a significant increase from 2010 to 2015. Regarding fatal occupational accidents, 1.524 cases were notified. Training in OSH is focused on occupational risk prevention. Twelve scientific articles on OSH from authors of Ecuadorian affiliation and developed in a national context were identified. Conclusions: OSH status in Ecuador faces a persistent high toll of informal workers, an aging working population, an increase of work accidents, a scarce scientific evidence and an outdated legislation. The design of a OSH National Plan should become a priority in order to improve working conditions and health in Ecuador.
