The paper addresses some pressing national security and public safety issues in various jurisdictions, including Ukraine. The correlation between two main concepts is emphasized. It is shown that in the modern world risks related to national security and, therefore, also to public security are significant. The approaches to defining the two main components of the state are illustrated and the main elements are pointed out. It is emphasized that today security is one of the key values (rights) for any person and citizen and is generally prescribed in national Constitutions. The provisions of the draft Public Security and Civil Defense Strategy of Ukraine (2021), related to national security and public safety, have been discussed. Finally, the main threats to the security of the community and individual citizens have been outlined and the means to overcome them have been elaborated. In the conclusions, it has been established that the formulation of a security and defense sector perspective model for central executive authorities presents a number of opportunities as well as challenges. Moreover, it is difficult to give a clear and all-encompassing legal definition of the concept of "public security".

London, England is Europe's largest city. Its population in 2009 is 7.6 million people. By 2016, its population is projected to be 8.1 million. Another 400,000 come from outside the capital to work daily in London. Over 14 million tourists visited London last year, despite the economic downturn. The metropolitan area covers 620 square miles, is divided into 32 local government jurisdictions, and is serviced by one police force, the London Metropolitan Police Service (MPS). Résumé Quatre conditions de base doivent être respectées pour le fonctionnement efficace d'une société : la sécurité, la bonne gouvernance, le développement économique et les conditions psycho-sociales. Une bonne partie de la littérature porte sur les trois derniers aspects. Pourtant, la sécurité semble être une condition préalable, un élément premier, sans laquelle il semble difficile pour les trois autres à prendre racine. Alors que les préoccupations de sécurité sont la raison d'être au cœur de nombreux arrangements fédéraux, le lien du fédéralisme et de la sécurité publique a reçu peu d'attention de la part des chercheurs. À la lumière de la croissance exponentielle des systèmes fédéraux et de l'intérêt retrouvée dans la sécurité publique dans les systèmes fédéraux en raison de préoccupations au sujet du terrorisme d'une part, et de la capacité des fédérations de faire suite aux urgences naturelles et anthropogéniques d'autre part, cet article propose un cadre préliminaire de théorie et de substance afin d'informer et d'inciter l'étude comparative de la sécurité publique dans les systèmes fédéraux et multi-palier.

Western society has expressed concern over the increase in crime, in this situation have developed policies that seek to respond to this concern. The aim of this paper is to establish what are the options from the public policy that have been implemented to deal with the rise of crime and its relationship to the policies presented in the fight against terrorism. For this research used the method of analysis of documentary sources. The result is that public safety policy is building measures similar to those implemented in the fight against terrorism. The article is the result of research developed by the group "Derecho, Sociedad y globalización" Universidad Católica de Colombia and the text presents a reflection on the emphasison security and political discourses of safety. This study was a research assistant political analyst Felipe Ortega Andrés Gómez, a member of the Research Group "Seguridad y Defensa", Universidad Nacional de Colombia. ; La sociedad en Occidente ha manifestado su preocupación por el incremento de la inseguridad ciudadana, y frente a esa situación se han desarrollado políticas públicas que buscan darle respuesta al problema. El objetivo de este artículo es el de establecer cuáles son las opciones que desde la política pública se han implementado para enfrentar el crecimiento de la delincuencia y su relación con las políticas en la lucha contra el terrorismo. Para la investigación se recurrió al método de análisis de fuentes documentales. El resultado es el de que la política de seguridad ciudadana está construyendo medidas que se asemejan a las implementadas en la lucha contra el terrorismo. El artículo es fruto de la investigación que desarrolla el grupo Derecho, Sociedad y Globalización, de la Universidad Católica de Colombia, y presenta una reflexión sobre la seguridad haciendo énfasis en los discursos y políticas de seguridad ciudadana. En este estudio estuvo como asistente de investigación el politólogo Andrés Felipe Ortega Gómez, miembro del grupo de investigación Seguridad y Defensa, de la Universidad Nacional de Colombia.

The scheme of public security in a significant percentage of Latin American countries, in addition to the problems of security and coexistence, the challenge of consolidating a police whose performance and functional characteristics are consistent with the basic principles of the democratic regime faces. The paper addresses this debate and theoretically identifies the characteristics that must have the police performance to be listed as democratic, while promoting reflection on the deficit it has in Latin America.Keywords: Police, Police Performance, Democracy, Public Safety, Latin America.

International audience ; Understanding road safety issues is an essential step in proposing appropriate and relevant ways to improve road safety. In Tunisia, the balance sheet of road accidents shows a critical situation in terms of road safety when compared to other countries. The approach proposed in this article is to first describe the Tunisian context and highlight its geophysical, demographic, urban and socio-economic specificities. The contribution also proposes an inventory of mobility and road accidents and its characterization. The analysis of the situation provides a general perspective on the road safety system in Tunisia. Secondly, an empirical investigation among the institutional actors of road safety helps to put into perspective the results of the descriptive analysis and to establish an in-depth diagnosis of the dysfunctions of the public policy of road safety in Tunisia. This is a comprehensive qualitative approach. The analysis of the issues at stake, based on consensus and institutional divergences, leads to the establishment of possible courses of action to improve the situation. These concern both the field of structural, organisational and managerial reforms in favour of a better targeting of public road safety policies. ; La compréhension des enjeux de sécurité routière est une étape indispensable pour proposer des pistes d'améliorations adaptées et pertinentes. En Tunisie, le bilan des accidents de la route laisse apparaître une situation critique en matière de sécurité routière, lorsqu'elle est comparée aux autres pays. The present work corresponds to the need to demonstrate how our city is in public policy issues of citizen security and the importance of implementing an effective and integral implementation by the governments of these, in order to improve the quality. For this we have decided to carry out an Analysis of the public policies of citizen security that have been carried out in the city of Cartagena on the basis of the development plans of the district that cover the period from 2013 to 2016 and of its results, making A contrast with support in perceptual surveys and statistical analysis. ; El presente trabajo corresponde a la necesidad de evidenciar cómo está nuestra ciudad en materia de políticas públicas de seguridad ciudadana y la importancia de realizar una implementación efectiva e integral por parte de los gobiernos de turno en procura de la mejora de la calidad de vida de los cartageneros. Para esto se ha decidido realizar un análisis de las políticas públicas de seguridad ciudadana que se han llevado a cabo en la ciudad de Cartagena basándonos en los planes de desarrollo distritales que comprenden el período que va de 2013 al 2016 y de sus resultados, realizando un contraste con apoyo enencuestas de percepción y análisis estadístico.
