This article analyzes current problems in public procurement, as well as ways to solve them. The focus is on the modernization and improvement of the contract system, as well as the threat of competition in the government procurement market. The relevance of considering this topic at the present stage is expressed in the need to apply tough measures to combat corruption in the field of public procurement, it justifies the need to improve legislation, due to the difficulties encountered in the implementation of state financial control in the field of procurement. The article describes the complexity of the organization of procurement, identifies ways to optimize them. The main ways of the impact of certain negative trends on the implementation of the contract system of the Russian Federation are proposed. Improvement and modernization of the legal framework in the field of public procurement will always be relevant since the social, economic and political spheres of relations in the global economy are changing and not constant. That is why, basically, it is necessary to create a fundamental legal structure, to which, as far as it would be important, minor amendments will be made, and not urgent and global in a short period of time. The main objectives of regulating the law on the system of contracts are its openness and effectiveness, therefore, reducing corruption and reducing the cost of budget funds, "healthy" competition, timely and high-quality satisfaction of state and public needs, access to the process of perception of procurement stages for professionals and its participants. To understand the supplier in all the intricacies of the contractual system, it is necessary to analyze and study a large number of laws and regulations. The results showed that in order to minimize problems in the field of public procurement, it is necessary to intensify the interaction of regulatory and law enforcement agencies and improve legislation.

This article discusses the rules and procedures for placing orders, the formation of effective and understandable tools of interaction between the state and business, creating favourable conditions for increasing the efficiency of municipal procurement. Since all over the world the main way to implement the service functions of public authorities are the formation and placement of state and municipal orders. The system of state and municipal order is considered an integral part of the economy of the Russian Federation. On what way it is organized in the state, depends on the productivity of the budget spending of absolutely all degrees, and the level of corruption in the state, and the position of the competitive environment. Not only the public nature of the government and the specifics of budget spending determine the need for competitive mechanisms for placing state and municipal orders. Such mechanisms make it possible, through the use of competitive levers, to achieve significant budgetary savings, to improve the quality of services provided to the population, to strengthen the discipline of the execution of certain operations of contracts for the supply of products, the provision of services and the implementation of works for municipal and municipal needs.

Blockchain is a new information technology that can be used in many areas of human activity. The fi rst and most famous example of the use of blockchain technology is the Bitcoin cryptocurrency. Today, cryptocurrency has transformed into a publicly recognized means of payment, a virtual currency that is accepted by large and small enterprises, corporations and services. Today, they conduct research and implement a number of projects using Blockchain technology in such areas as healthcare, media, electronic voting, fi le storage, smart contracts, insurance, the public sector (issuing passports, collecting taxes, registering land plots), etc. The IBM Corporation is researching Blockchain technology and is working on the creation of software, with the help of which partners will be able to conclude digital contracts that will be recorded in the global network. IBM is also implementing a project called Adept, which aims to track network-connected devices using Blockchain technology. The purpose of this article is to study the directions of using Blockchain in public policy.
The article is devoted to the study of communication processes in the public administration system. The feasibility of the study is confirmed by the fact that the global transformation of an industrial society into an information and communicative society that occurs in the modern world is accompanied not only by the rapid quantitative and qualitative transformation of the information sphere and the emergence and development of a completely new type of communicative structures and processes in all spheres of society, but and a profound rethinking of the communicative nature of social reality, modern changes in the social-communicative sphere, the place and role of communication in the development of society. As the content and structure of society, social organizations and institutions become more complex, the number of information increases (scientific, artistic, political, household, etc.). This inevitably leads to an increase in the importance of social communication in management processes, which are accompanied by a fundamental transformation not only of the technology but also of the social, sociocultural basis of the post-industrial, information society. Communication has acquired signs of the most important function of any system, including in the sphere of government, which is directly a product of human interaction, based on the achievement of mutual understanding and agreement, primarily due to communicative interactions. Communication processes are considered in the article as a key integrated system of state management of social processes in the country, the main translator of information between citizens and state institutions. According to the results of the work, the author emphasized that competent communication is one of the necessary conditions for successful government management, the effectiveness of which is comparable to the possession of advanced means of production.

С ее помощью достигается лучшее понимание ценностей нации и государства в целом, а также стереотипов и других общественных установок, которые помогают сформировать положительное мнение к государству.

This article focuses on problems with correlating a value system to human activity. The author approaches analyzing this issue in terms of cultural capital. Subject to examination is the key component of social order, which can be described as "developing relations of the highest and lowest order", as orientation towards oneself of one's community in a social group or network. This work attempts to define what social capital consists of in terms of privileged and legitimized cultural practices. Presumably a culture of common values bears self-worth if it can be materialized within the boundaries of various types of relations. This allows for predicting trends of change in interpersonal relationships, by means of generalizing the results and conducting comparative analysis. Highlighted is the fact that such analysis makes sense if it were to be conducted in terms of cultural capital. As such, a special role is assigned to cultural competence. The ability and/or skills in practically using cultural achievements under certain conditions, with the goal of converting them into other types of capital later down the line, are especially valuable. Also noted is the fact that an understanding of cultural capital, as well as its transformations, is vital for analyzing actual practices which reflect the processes of the "achievements, approval or rejection, reproduction or transformation" dynamic. The author confirms the conclusion which had already been drawn by foreign scientists who are well-known in this field of knowledge, namely that there exists a certain pattern: either society brings forth specific channels for the flow of class cultures with their impenetrable boundaries, their peculiar and somewhat autonomous standards of purpose (of taste), or a dilution of class distinctions occurs. This inevitably has an effect on the decline of the role of cultural capital, and therefore on belonging to the elite. A hypothesis is brought forth about the need to define a person's place within social networks, their affiliation with those who are typically considered to be members of "exclusive cultures". Otherwise a connection to such networks implies the "lowest level of cultural competence" and an unfavorable place in the social hierarchy.
Reform of corporate law has changed the usual understanding of the classification of business entities. In place of open and closed societies came to public and non-public joint stock companies. Private companies as an organizational form no longer exists. In this regard, the company had difficulties with the definition of their status. ; Реформа корпоративного права изменила обычное понимание классификации хозяйственных обществ. На смену открытых и закрытых обществ пришли публичные и непубличные акционерные общества. Закрытых акционерных обществ как организационной формы больше не существует. В связи с этим у компаний появились сложности с определением своего статуса.
