The Institute of Public Services is a determining factor in the development of civil society and an indicator of the effectiveness and efficiency of public administration. An aspire of the Ukrainian state to implement the European integration course involves significant reforming in the system of public services performance, as the absence of democratic traditions in the relationship between government structures and society and also the shortcomings of the public administration system lead to levelling the overall image of the state on the world stage and the decrease of social and economic development of society. Therefore, the regulation of public services, their content and types within the context of public administration requires completeness in accordance with contemporary challenges and the need for reforming pursuant to the European integration aspirations of the Ukrainian state.Recent research and publications analysis. Issues connected with essence and particularities of public services are raised in the publications of such scientists as V. Averianov, V. Vakulenko, I. Venedyktova, V. Harashchuk, N. Hnydiuk, I. Kolisnychenko, A. Kirmach, I. Koliushko, T. Kolomoiets, V. Mamonova, L. Mickiewicz, N. Nyzhnyk, R. Rudnitska, S. Serohin, V. Soroko, V. Tymoschuk, Yu. Tykhomyrov, L. Tereshchenko, A. Chemerys, Yu. Sharov and other. However, the development of scientific idea, the expansion of terminological tools and the need to take into account the world's experience encourages the deepening of research works on understanding of the public services and their place in the system of public administration at the present stage of Ukrainian society development.Highlighting previously unsettled parts of the general problem. The purpose of this article is to assess the degree of scientific development of the concept of public services, clarify the concept and essence of these services, as well as the algorithm for their implementation, and determine the role of public services in ensuring the quality of public administration.Paper main body. Public services are provided not only by public authorities, but also by regional and local, as well as various organizations and associations, which are established by legislation that determines their universality, flexibility and complexity. It is the regionalization that makes it possible to distinguish public services from purely state ones, significantly expanding the understanding of given concept and enabling consumers to receive more specific types of services.The concept of "public services" is much more wide-ranging and involves much more components and interactions than "state services", as they can be provided by both governmental and non-governmental structures. The process of providing the public services is a complex system based on components that harmonize with each other. At the same time, it is necessary to follow the sequence of decision-making, providing particular services to the consumers. The peculiarity of this process is that the managers in such case are not only the state and its authorities, but also non-governmental structures, but all of them must act in a coordinated and purposeful manner for the interests of the state and its population.Public services in the field of public administration should be considered as a set of focused actions of state and municipal government authorities, enterprises, citizens and their associations, public organizations and other state entities, which are authorized under the applicable law to provide services, the aim of which is to meet requirements and basic needs of natural and legal persons and full-fledged social and economic development of the state.The availability of public services provides the cooperation of public authorities and those entities that receive such services by purposeful, full-fledged and reasonable public administration, which is intended to guarantee high-quality consumer services. The quality of administrative public actions in this particular case provides the result, which is expressed in meeting the basic requirements of those who need them, regardless of political, economic, social, cultural, mental and other circumstances, the development of the legal framework, etc.Public services is a complex concept that can be viewed from many points of view and different perspectives by many scientists and researchers. The existence of this concept is due to the objective circumstances of the development of modern society, whereby it must operate on the basis of democracy and taking into account the interests of all members of society. Service consumers must have guarantees of receiving all necessary services from the state, which will give them confidence in the future meeting of their requirements and successful self-perfection. A wide range of public services in a particular country testifies to its civilized and progressive development and also the ability to confidently face up to the challenges that constantly arise at the present stage of civilization development.Conclusions of the research and prospects for further studies. The complex procedure of providing public services in the field of public administration permits to claim that they are aimed to solve many problems that modern society faces. Meanwhile, they are not a strictly prerogative of the state, as this concept is more wide-ranging than the state services. The ability of non-governmental entities to provide public services indicates a high level of public administration and steady development of the state as a whole.

The article deals with the coverage of one of the most conflicting contemporary social phenomena - separatism. Its emergence is compounded by the widespread of contradiction between two principles of modern international law - the selfdetermination of peoples and the territorial integrity of states. In seeking for resolving of this contradiction, the Parliamentary Assembly of the Council of Europe recommends protecting the possibility of exercising the right of ethnic minorities to their selfdetermination without providing an autonomous right to their separation. Thus, the recommendation of the Parliamentary Assembly not only provided ample opportunity for a deeper understanding of the principle of self-determination of nations, but also expanded the use of new varieties of separatism terms: secession; irredentism; enosis; devolution. To confirm this conclusion, we have analyzed the activities of a number of separatist parties and movements legally operating in Europe, in particular in the United Kingdom (Scottish National Party), Canada (Liberal Party of Quebec), Spain (Buck Nationalist Party, Catalonia Independence Movement), etc. Concerning Catalonia's independence, the article emphasized that today in Europe, as in the whole world, such a political and legal situation has emerged that it is impossible to recognize its independence. Accordingly, any protests by the Catalans will be considered as unconstitutional. Given the conflicting nature of separatism both in Catalonia and in other regions of European countries, it is possible that the Parliamentary Assembly of the Council of Europe may subsequently propose changes and additions to the interpretation of international legal principles in order to more effectively remove the contradiction between the right of nations and the right to self-expression territorial integrity of states.

The article analyzes the issue of the existence of the phenomenon of "latent" public information in the information space of Ukraine, the term "latency of public information" is defined, its structure is revealed – internal and external validity, types of information validity and direction of action of the specified information; examples of the existence of this information as modern internal challenges to national security are given, it is stated that the "latency" of such information does not contribute to the consolidation of society, does not mobilize it to solve the necessary problems and is a sign of a low level of democracy in the state and the legal awareness of its citizens, as well as legal culture. ; В статті досліджується питання щодо існування феномену, яким є "латентна" публічна інформація в інформаційному просторі України, надається визначення терміну "латентність публічної інформації", розкривається її структура – внутрішня і зовнішня валідність, види валідності інформації та направленість дії зазначеної інформації; наводяться приклади існування згаданої інформації, як сучасних внутрішніх викликів національній безпеці, констатується, що "латентність" подібної інформації не сприяє консолідації суспільства, не мобілізує його на вирішення необхідних завдань і є ознакою низького рівня демократії в державі та правосвідомості її громадян, а також правової культури.

Статтю присвячено аналізу змісту і практичної реалізації польськогоетосу громадського служіння як певної системи ціннісно-світоглядних іморальних установок, що реалізовувалися через повсякденні практики.Вітчизняні науковці О. Ніколаєнко, Є. Сінкевич, Г. Штан, Ю. Поліщук,О. Буравський досліджували проблеми польських суспільно-політичних ігромадських рухів у контексті модерних трансформацій в українськихтеренах, показали взаємообумовленість специфіки розв'язання «польсь-кого питання» Віднем і Санкт-Петербургом та зростання громадськоїактивності поляків, а також вплив на генезис національних рухів іншихнедержавних народів, що опинилися під владою Габсбургів і Романових.Автор дійшов висновку, що модерні стратегії громадського служіння по-єднали шляхетські корпоративні традиції із новою ідеєю активної жит-тєвої позиції кожного поляка, що сприяло збереженню національної іден-тичності, виробленню нових форм і методів боротьби за відновленнявтраченої державності. ; The article is devoted to the analysis of the content and practical implementation of the Polish ethos of service for the community as a certain system of value-ideological and moral attitudes that were implemented through everyday practices. The author concluded that the ethos of community service had represented a set of values and worldview that had been a synthesis of traditions of shlyachta's republicanism of the Commonwealth, in particular in the sphere of public activity as a manifestation of patriotism, with the new European ideas of individualism and active life position of individual members ofsociety. The absence of legal channels for the implementation of national and political rights and freedoms of Poles had caused the increasing of activity in the cultural, educational, business, charity, and other spheres of public life. It led toa further demarcation between public and private spheres of social life, the increasing role of the Polish traditional social institutions, in particular the Catholic Church and the family.The ideology of positivism and the ideas of "organic working", which spread in Polish society after the defeat of the January uprising of 1863, made an important influence on the idea of working for the community. The most common forms of social activity of the Poles in this period were the foundation of various charitable societies, the opening of illegal schools, in particular boarding houses for girls. First of all, at the expense of the public, the number of Polishperiodicals increased, sports and cultural associations, mutual aid societies were founded, etc. Throughout this period, the working for the community was seen as the duty of every conscious Pole, whose implementation would bring aboutthe restoration of the Polish state.

Emphasis is placed on identifying the positive or negative impact of public policy on some spheres of public life: economy (GDP growth, wages, unemployment reduction), social sphere (health care, education) and socio-cultural sphere.In the current conditions of society and state development, Ukraine faces a number of large-scale problems that are not fully resolved today, namely, the creation of innovative theory and practice of public administration, the formation of a new generation of leaders who can make effective decisions, analyzing the current situation and using existing resource.Formation of civil society, development of the rule of law, the need to neutralize negative trends, increasing pressure on government agencies from society, the need to form the principles of public policy in Ukraine require understanding of complex mechanisms of public activity.Global risks that threaten the world have created new challenges in the field of public policy as a form of political process implemented in public space, supported by information and communication resources and represented by a set of transparent vertical and horizontal interactions of its participants.A feature of modern political processes is a significant increase in the demands that society places on the political system, which encourages the state to transfer some functions to other, non-state, actors, who are increasingly involved in processes of policy development aimed at ensuring public interests and objectives.Requests for public policy in Ukraine are due to the fact that many interest groups have a real opportunity to participate in shaping the political agenda, to influence the process of development and implementation of political decisions and together with all participants to build a complex network of relationships. ; У дослідженні проводиться огляд та ґрунтовний аналіз сучасного стану справ, позитивних досягнень, можливих недоліків та перспектив дій органів публічного управління, спрямованих на досягнення суспільно значущих цілей та виконання пов'язаних з ними завдань. The subject of the study is the peculiarities of informational and analytical provision of processes for the formation and implementation of public procurement. The purpose of the article is the author's vision of the peculiarities of informational and analytical support for the formation and implementation of public procurement in the economy of Ukraine, as well as directions for its improvement. Methodology of the work – the position of institutional theory, management theory, Keynesian concept. On the basis of a systematic approach using methods of analysis and synthesis, deficiencies of information and analytical support in the field of public procurement were identified, and proposals were made for its improvement. The results of the work – the necessity of proper informational and analytical support of processes of formation and realization of public procurements has been substantiated. The estimation of the status was made and the shortcomings of the information–analytical provision of public procurement in the Ukrainian economy were identified, measures were taken to improve their monitoring. Conclusions – for proper information and analytical support of processes of formation and implementation of public procurement, it is necessary to carry out a complex of measures aimed at increasing the influence of this instrument on the development of the national economy, in particular, on the streamlining of the current legislation in the field of public procurement and public procurement, clarification of the methodological provisions of monitoring for tracking procurement at all the stages of its implementation, the impossibility of manifestation of corruption .

The article investigates the multidimensional features of the public opinion influence on forming and realization of the foreign-policy activity of the country. The interdisciplinary approach, that connected work from sociology, law, political science and international relations, was used. On the basis of historical method, it was succeeded to extrapolate the received practices of the ХXth century as for taking into account of public idea on modern international events, a system method defined the state as a subject of international relations, taking into account the separate role of its institutes, a comparative method allowed to distinguish the features of influence of citizens on state decisions in the different political modes, and behaviorism allowed to distinguish the terms of change of the citizens' behavior, society in relation to a foreign policy. The realized analysis of the scientific approaches of realism and liberalism defined the historical epochs of their forming and basic tendencies of taking into account or ignoringthe citizens' moods at the level of the public policy in relation to the short-term and strategic tasks of power in its international cooperation. The groups of countries were certain, where they are most represented. It has been found that, the delineation of manipulative constituent of forming the public opinion became the important conclusion of the research by means of mass-media, by specially democratic countries, in relation to the most essential events as intruding in the other country, coalition participating in international conflicts, intervention, membership in intergovernmental organizations and others like that. Thereafter, it was well proven that the public opinion is the important process of the legitimacy of the foreign-policy activity of the state both inside the state and in cooperating with international players.
