Government South Sulawesi Province has obtained WTP opinion for the four consequentive years. This research aimed to interpret the meaning of the auditor's proper without-exception (WTP) opinion from the point of view of the understanding of the writer of the financial statements (BPKD) and the Inspectorate of the Government of South Sulawesi Province. The research samples (informants) were the staff members and achelon officials in the Government of South Sulawesi Province, the echelon officials in the inspectorates of South Sulawesi Province. The research type was qualitative, and the researcher tried to dig the meaning of the WTP opinion which was achieved Maynard's thought, in which Maynard analyzed the conversation. The qualitative data were analyzed in the three steps, namely (1) the data reduction, (2) the data display, and (3) the conclusion drawing/verification. The research result revealed that the WTP opinion achieved by the Government of South Sulawesi was started from the leader's ambision to achieve the WTP opinion while he was in his position. Socially, all the civil achieve the WTP opinion. Psychologically, such a situation had made some of the staff members had showed different behaviors: some as well as the echelon did the work voluntary, but some did it because of the pressure of their superior.
ABSTRAK Untuk mengetahui soal ujian yang baik atau bermutu dilakukan analisis butir soal dan soal yang baik dapat dimasukkan ke dalam bank soal. Analisis menggunakan metode kualitatif dan kuantitatif terhadap sampel 5 buah soal ujian materi Umum (General) pada pelatihan radiografi Level 1 di Pusdiklat BATAN tanggal 9 — 23 Februari 2009. Sampel soal dilihat kesesuaiannya terhadap aspek materi, konstruksi, bahasa/budaya (kualitatif) dan hasil pengolahan data empirik butir soal tersebut (kuantitatif). Berdasarkan analisis kualitatif soal nomor 30 sesuai dengan semua aspek, sedangkan soal nomor 21, 26, 30,31 dan 36 belum sesuai dengan ketiga aspek analisis kualitatif. Untuk hasil analisis kuantitatif soal direvisi nomor: 21, soal baik nomor 26 dan 36, dan soal didrop (dibuang) nomor: 30 dan 31 didrop. Dari hasil analisis kualitatif dan kuantitatif dapat disimpulkan bahwa soal ujian belum baik sehingga belum dapat dimasukkan ke dalam bank soal. ABSTRACT To find a good examination questions, has been done an analysis of questions and from the results, the good questions will be incorporated into the question bank. Analysis was performed using qualitative and quantitative methods against 5 questions from the General examination of Radiography Level 1 Training Course, which be held on February 9 to 23, 2009. The questions were reviewed for the compliance to the aspects of materials, construction, language / culture (qualitative) and the processing of the empirical data (quantitative). Based on the qualitative analysis, questions no. 30 fulfilled all aspects to be reviewed, and question number 21, 26, 3031, and 36 did not fulfilled the third aspect of qualitative analysis. From the qualitative and quantitative analysis results, it can be concluded that the questions were not good enough to be put into the question bank.
The high infant mortality rate (IMR) and Maternal Mortality Rate (MMR) in Surabaya and the increased participation of Labor Women become a major problem for the city of Surabaya to be able to achieve the national target Scope of exclusive breastfeeding of 80%. In 2012 enacted Government Regulation No. 33 Year 2012 on Exclusive Breastfeeding to be able to increase the scope of exclusive breastfeeding in Indonesia. Aims of the study so that implementation of this policy is to explain how the synergy between the stakeholders in the implementation of Government Regulation No. 33 Year 2012 on Exclusive Breastfeeding in District Rungkut Surabaya.The theory is used to measure synergy between stakeholders is the elaboration of the theory of public policy implementation and partnerships. To be able to measure the synergy then determined from five aspects: the effectiveness of coordination, communication effectiveness, confidence, awareness of the contributions and also equality between stakeholders.This research was carried out is by using the method mix method or methods of qualitative and quantitative mix of the types of concurrent triangulation. The Concurrent triangulation technique in which researchers collect qualitative and quantitative data concurrently (one time). Then, the data analysis of qualitative and quantitative data analysis. After that, blending or fusing the data analysis, qualitative and quantitative (mixing analysis data). Mixing data analysis performed to obtain the results of the research are substantive conclusions and validated The conclusion of this study indicate that the synergy between stakeholder policy of exclusive breastfeeding in District Rungkut Surabaya is synergy. Of the five aspects of the assessment, one aspect he does not succeed, namely the effectiveness of coordination and four aspects that can be said to be successful, that the effectiveness of communication, confidence, awareness of the contribution and equity between stakeholders in the District Rungkut Surabaya. Only private company stakeholder and Formula Milk Company is still in synergy with other stakeholders in the District Rungkut Surabaya.
The Government through the Directorate General of Taxation issued a policy in 2013 in the form of Government Regulation (PP) Number 46 of 2013 regarding the application of a flat rate of 1% on any business that has a maximum income of Rp. 4.8 billion. Application of PP 46 in 2013 will inevitably have to be done by all trained partners or SMEs in Indonesia, which has a turnover of under Rp. 4.8 billion. In the period of the commencement of the year 2013 until today of course there are various phenomena in the field. Therefore, this study aimed to describe the behavior of the partners in addressing the implementation of PP 46 in 2013. This study used a qualitative approach with intrepetif perspective. The qualitative approach is research done in certain settings that exist in real life (naturally) with the intent to investigate and understand the phenomenon: what happened, why it happened and how it happened ?. The main objective of qualitative research is to make a fact easily understood (understandable) and that allows (by model) can generate new hypotheses. Based on pre-defined criteria, this study used the key person in approaching research informants. Conflict is something that can not be separated in the process of management of the company. Conflict that managed well will be able to make a positive contribution to the business activities and the achievement of corporate goals. This study used a qualitative research methodology with a case study approach. The selection of a qualitative methodology based on the problem formulation used in this study. The results of this study indicate that the conflicts that happened in management Central Market Puspa Agro caused by internal and external factor. Internal factor is derived from obscurity powers, functions and roles, monitoring and evaluation weakness, slowness of responds to the problems, the competence of individual differences, the target and task interdependence. External factors consist of the presence of government policies and industry demands. The effect of conflicts are functional and dysfunctional. Conflict management is applied by stimulation , reduction of conflict and conflict resolution methods.
This is qualitative research that aims to describe the suitability of teaching Arabic books (class I and IV) in MI using KTSP curriculum with Content and Competency Standards set government policy, and a description of the book to teach Arabic MI is needed to cope with the new curriculum in 2013. The method used is a qualitative method, using content analysis of BSNP (National Education Standards Agency) and needs analysis. Suitability of the Arabic book by SK KD government set on average for class I applied sufficiently and still need to be further improved. As for class IV, SK KD can be applied with good and balanced, but to listening competencies, especially in the identification of letters hijaiyah not get enough servings. There are two possible models that can be created for teach book in the coming school year, the first is a thematic integrative book of PAI MI according to the new curriculum in 2013, or second is a Arabic books MI generally for the new school year.
This study aims to describe the implementation of compliance strategies in revenue agencies using the compliance model approach to improve advertising tax compliance. The research data were collected by interview, observation and document collection. This research is a descriptive qualitative research with a case study approach. Data analysis was performed using qualitative techniques, consisted of 3 stages, namely data reduction, data display, and conclusion drawing. The results of the study provide empirical evidence that compliance strategy with a compliance model approach that is implemented comprehensively and adequately can increase taxpayer compliance. The strategy implemented includes providing ease of compliance, providing assistance to comply, taking deter by detection and use full force of the law. Its combines effective prevention strategies and credible enforcement, making easier for taxpayers who are committed to comply and take firm action against taxpayers who do not comply. Implementation of compliance strategy requires support of facilities and infrastructure, competent human resources, tax authorities commitment, laws and regulations as a basis for implementation and support from other agencies in law enforcement efforts. The results of this study can become a reference for policy makers in developing future compliance strategies to achieve voluntary compliance in a sustainable manner.

From this study found obstacles related to the Implementation of the Direct Cash Assistance Program (BLT) Policy in Communities Affected by Covid-19 in Pasanggrahan Baru District, South Sumedang Regency, Sumedang Regency, both related to communication, resources, disposition and bureaucratic structures. Enduring the obstacles that have been done is also an effort to overcome the obstacles that have occurred. Therefore it takes a model economic empowerment for the labor of Indonesia, when he returned to his country was able to survive and improve the well-being of himself and of his family. This research aims to know the role of zakah's institution towards the empowerment of Indonesia's labor and to devise appropriate empowerment model for Indonesian Workforce by Institution of Zakah. Data analysis was done with a qualitative approach. Analytical techniques in the study will be conducted with qualitative analysis approach, a case study of eksplanation to explain how the empowerment model right for Indonesia in Labor Studies. Based on the data and the results of the analysis that has been done can be known that Dompet Dhuafa has role in Indonesia Workforce empowerment. The empowerment Model implemented by Dompet Dhuafa form the Groove program that may help the former workforce of Indonesia after plunging back to life in his native region. Former Indonesian workforce empowerment meant to monitor and nurture the entrepreneurial activities are continuously carried out by former Indonesian labor so that it can be a permanent effort.
The main problem of this research is district apparatus in District of Praya, Pujut, and Janapria Central Lombok Regency can not do better their job yet, although the government pass through legislation regulation gave attributive authority to district head for carry out it job. This research intend for investigate, watch closely and analyze that the policy implementation of district head attributive authority that implement by district apparatus. Hoping from the result of analysis has a new concept about public policy implementation. The used of theory is the policy implementation theory of Mazmanian and Sabatier. This research used qualitative method and qualitative descriptive research design. The most instrument of this research is the researcher. The resources of data are document, archives, interview, observation and office equipment, used to get data and information at the field. While, the method of collecting data used interview, observation and document. The result of this study showed that the policy of District Head Attributive Authority in District of Praya, Pujut, and Janapria Central Lombok Regency West Nusa Tenggara Province can not good implementation, so that not able to improved of carrying out of apparatus district job. This research found new concept that the success of implementation of atributive authority can achieved through improvement on will and ability from receiver of authority, and there is political will from giver of authority. Because of that, attributive authority can implementation by receiver of authority effectively.
This study explores the value chain of the health insurance industry, government institutions, and healthcare providers in Indonesia. It is designed as qualitative research using exploratory case study approach. Primary data are obtained through in-depth interviews with informants consisting of health insurance managers, government officers, and hospital managers. Secondary data are collected through public reports. Some parties contribute to the high cost of healthcare in Indonesia along the value chain of the health insurance industry, government institutions, and healthcare providers. The structural cost drivers include bureaucracy, lack of synergy, fraud, hospital claims, medicine price, participants' behavior, and insurance companies' behaviors.
The purpose of this study was to determine the implementation of good governance, especially the principles of transparency, accountability and participation in the management of the Village Budget (APB Desa) for the 2019 fiscal year in Bantan Sari and Deluk based on Bengkalis Regent Regulation Number 53 of 2018 and its obstacles. The data used are primary data and secondary data. The research method used is descriptive qualitative analysis. This type of research is qualitative research. The results of this study indicate that Bantan Sari Government in managing APB Desa has not fully implemented good governance, especially the principle of transparency at the planning step and the reporting and accountability step. This is evidenced in both steps of the absence of information regarding APB Desa and reports on the implementation of APB Desa to the community through information media such as banners, announcement boards, billboards, official websites and so on. Meanwhile, the Deluk Government in managing the Village APB has not fully implemented good governance, especially the participatory principle, in which the community's ability to be involved in the decision-making process in the management of APB Desa is only 40%. The obstacles faced by the Bantan Sari Government in managing APB Desa was the slow process of disbursing APB Desa, inconsistent regulations and a lack of coordination between the BPD and the Government. While the obstacles faced by the Deluk Government in managing APB Desa was the changes in the price of goods every time they carry out an activity program, changes in weather, limitations in the budget and the delay in ratifying the budget ceiling. In an effort to the distribution of development and improving public services, the central government issued Law No. 6 of 2014 concerning Village. Villages will give a larger authority to manage their own, one of them is Village Budget management. the central government will give budget transfer about 100.000 USD per year for one village. But there were problems in its implementation. The village apparatuses have not had enough competencies in Village Budget Management. It occured in Blimbing Village. They submitted accountability report of Village Budget realization on March 29th, 2016. Officially they had to submit the accountability reports on the last January 2016. So, they delayed 2 months on submitting an acountability report. Blimbing village was the village with the longest overdue in submitting of accountability report of Village Budget in the district of Gudo year 2015. The purpose of this study is to describe competencies of village apparatuses in Villages Budget management at Blimbing Village, District of Gudo, Jombang Regency. The research method used was descriptive qualitative with case study research strategy. Then the technique of data collection used were observation, interviews and documentation. Furthermore, the technique of validity checking of the data used was triangulation method. Data analysis technique used were 6 stages of qualitative research based on data analysis approach consisted of managing and preparing data, reading the whole data, analyzing more details and recoding the data, applying the coding process, presenting the data, and interpreting data. Based on observation and analysis of data that have been interpreted by theories, the research can be inferred that the apparatus of Blimbing Village have not had enough competencies, especially in knowledge competencies and attitude competencies.
The purpose of the research is to understand why Ludruk as a traditional cultural art is not in demand by young, millennial generations. And further can give suggestions how to make Ludruk become world show icon in Surabaya. The qualitative approach was conducted in this research. The results of the study was the inability of managers and artists to produce and features ludruk products art that meet consumers expectation caused by reluctance of ludruk artists itself to develop and improve existing art products. Paradoxes of creativity identified in this research. Showing that even Ludruk is part of creative industry and need higher improvisation, but the senior player feel reluctant to innovate the show.It need support of government and CSR from private company to helps them.
This research examines the Human Resource Management in Senior High School of International Standard Majlis Tafsir Al-Qur'an Surakarta. This research is a qualitative-ethnographic research that produces descriptive data. This was done at R-SMABI MTA Surakarta, Central Java. This study is a qualitative study with ethnography focusing on culture, planning, placement and / or development and evaluation of Human Resources (HR). The goal is to explore the management and development model of human resources in R-SMA-BI MTA Surakarta. The findings of this study are: First, the culture is conducive. Second, HR planning that is tailored to the needs analysis with the important needs of a Muslim, and other supportive conditions. Third, some human resource placements do not meet academic qualifications and competencies. Meanwhile, the qualifications of human resources have not met the R-SMA-BI standards. For the health and welfare of human resources it has also been regulated. Third, the evaluation conducted by the government and schools using various models. ; Penelitian ini mengkaji tentang Manajemen Sumber Daya Manusia (MSDM) di Sekolah Menengah Atas Standar Internasional Majlis Tafsir Al-Qur'an Surakarta. Riset ini adalah riset kualitatif-etnografi yang menghasilkan data deskriptif. Ini dilakukan di R-SMABI MTA Surakarta Jawa Tengah. Studi ini merupakan penelitian kualitatif dengan etnografi ini berfokus pada budaya, perencanaan, penempatan dan atau pengembangan serta evaluasi Sumber Daya Manusia (SDM). Tujuannya, menggali model pengelolaan dan pengembangan SDM di R-SMA-BI MTA Surakarta. Temuan penelitian ini adalah: Pertama, budayanya sudah kondusif. Kedua, perencanaan SDM yang disesuaikan dengan analisis kebutuhan dengan kebutuhan penting seorang muslim, dan kondisi lain yang mendukung. Ketiga, beberapa penempatan sumber daya manusia tidak memenuhi kualifikasi akademik dan kompetensi. Sedangkan kualifikasi SDM belum memenuhi standar R-SMA-BI. Untuk kesehatan dan kesejahteraan SDM juga sudah diatur. Ketiga, evaluasi yang dilakukan pemerintah dan sekolah dengan berbagai model.
