This chapter reviews empirical literature on foreign aid and QoG. The chapter begins with a description of how scholarship on foreign aid and QoG developed in conjunction with prominent debates in the development community. The chapter discusses three major debates: whether or not QoG moderates foreign aid effectiveness, whether or not donors give aid selectively based on QoG, and whether or not foreign aid undermines or can help build QoG. With regard to aid effectiveness, the most recent literature suggests that aid can be effective even under conditions of poor QoG. With regard to selectivity, the existing literature shows an increasing selectivity for overall aid flows since the end of the Cold War and provides evidence of selectivity in terms of type of aid. The evidence that aid undermines QoG is not as strong as has been claimed by some of the initial studies in this literature. The chapter concludes by suggesting ways forward for all three literatures.

While there is overwhelming evidence that governance has a significant impact on economic devlopment of a country, the findings of earlier studies on the effect of foreign aid on governance is often contradictory. In this paper, using panel data on 20 countries of Latin America for the period 1996-2014, we examined the impact of foreign aid on governance using the Random Effects and the Feasible Generalized Squares estimation techniques. The findings suggest that foreign aid has a positive influence on quality of governance. The empirical evidence is strong as the findings hold true not only when a composite measure of governance is employed in the model, but also generally when the six individual dimensions of governance are used.The study adds to the body of literarure on the subject and is especially important as many of the countries in the sample are significant recipients of foreign aid. Future studies may add to the existing literature by studying other regions where there is a significant flow of international aid.

In this study, we analyze the quality of governance in Turkey by using worldwide governance indicators (WGIs), namely, voice and accountability (VA), political stability and absence of violence (PV), government effectiveness (GE), regulatory quality (RQ), rule of law (RL), and control of corruption (CC) which aggregate 6 dimensions of governance. In that regard, we employ principal component analysis (PCA) to construct a composite governance index (CGI) for Turkey over the 2002-2017 period. We find that the CGI creates proper signals to both economic and political disequlibriums observed in the post-2001 financial crisis era. Our findings underline an effective regulatory framework for monitoring the quality of governance and accordingly suggests the CGI as a policy tool.

Internal assessments of the quality of governance allow authoritarian regimes to identify and address public discontent before it threatens regime stability. This article provides a theory of how the information necessary to produce such assessments is collected, processed, and utilized to guide policy. The empirical focus of the article is on China, which is used to illustrate how information-gathering channels in communist autocracies differ from those used in electoral autocracies. The theoretical argument of the article is that petitions rather than elections function as the main channel for gathering information on popular perceptions about governance problems in communist autocracies. Information compiled through the analysis of petitions is valued because it allows the leadership to identify problems with policy implementation; to track corruption; and to monitor the level of popular trust in the regime. Although protests provide similar information, they can threaten stability. Therefore, the advantage of petitions from the perspective of the regime is that they allow for routine information transfer without compromising stability maintenance. This study is based primarily on previously unavailable archival sources and on a systematic analysis of internal-circulation (neibu) materials, which provide insight into internal government understandings of governance problems in China. Public budget is the engine that drives any economy; thus, budget transparency contributes to shaping the political process and government performance. The current study examines the relationship between budget transparency (measured by Open Budget Index (OBI)) and governance quality (measured by Worldwide Governance Indicators (WGI)). The study covers four years – 2006, 2008, 2010, and 2012 – where OBI data are available. Furthermore, the role of the human development level of nations in shaping this relationship is tested. While the result of the analysis shows a significant relationship between budget transparency and governance quality, which is inconsistent with the literature, the findings indicate minimal influence of the human development level of nations on this relationship. This result confirms the influence of budget transparency in the adoption of good governance practices by governments and increased quality of governance. Future research can examine the relationship between human development and quality of governance in the process of understanding factors that contribute in enhancing the governing process. This inaugural Democracy Index for Botswana is intended to set a benchmark for democracy to be measured against. The tool, developed and honed by Idasa over many years, assesses the depth of democracy in a country through five focus areas: participation, elections, accountability, political rights, and human dignity. The research relies on expert analysis to answer a set of questions that interrogate how closely, in practice, democracy meets the broad ideal of self-representative government. The effect of state regulation of religion on governance has been explored theoretically by scholars, but it has not been tested empirically across nation states. The theory posits that secular states are more likely to benefit from better governance because of the absence of clerical involvement in politics, paving the way for the expansion of civil society and the passage of progressive political, economic, and social reforms. Using a unique dataset of more than 100 nation states, I find that countries with higher levels of state intervention on religion are more likely to suffer from inferior governance as reflected by higher levels of corruption and political instability and lower levels of rule of law entrenchment, bureaucratic effectiveness, and regulatory quality.
