What is life in a border region like? This paper aims to answer this question, drawing on empirical research in four twin villages in the Greater Region. The findings, based on a postal survey in the twin municipalities and face-to-face interviews, show that both sides see the border situation as bringing financial and practical advantages. The cooperation between the municipalities is generally described very positively. In regard to a sense of identification, there are feelings of belonging to both the nation state and the (cross-border) region, although there are differences between those surveyed in the different countries. In terms of the importance of the border, there is general agreement that it is scarcely noticed anymore, and that since its disappearance life has become more convenient and has benefited. Yet there various challenges can also be identified, which represent tasks for the coming years.

"In kaum einem Land hängen Bildungsbeteiligung und Bildungserfolg so stark von der sozialen Herkunft ab wie in Deutschland. Entscheidende Weichen für den weiteren Bildungsweg werden dabei bereits früh gestellt, beim Übergang in die Sekundarstufe. Eine wichtige Rolle hat hierbei die Empfehlung der Grundschullehrer für die weiter führenden Schulen. Wie die Hamburger Schulleistungsstudie LAU5 gezeigt hat, spielen bei dieser Übergangsempfehlung nicht nur Leistungsgesichtspunkte eine Rolle: Kinder aus sozial benachteiligten Familien müssen deutlich bessere Leistungen erzielen, um eine Gymnasialempfehlung zu erhalten, als Kinder aus privilegierten Elternhäusern. Doch warum werden die verschiedenen sozialen Gruppen unterschiedlich behandelt? Was sind die konkreten Mechanismen, durch die soziale Herkunft bei der Bildungsempfehlung zu einem Diskriminierungsmerkmal wird? Welche Gründe haben die Gatekeeper, (auch) nach sozialen Kriterien zu selektieren und wie rechtfertigen sie ihre Entscheidungen? Um diese Fragen zu untersuchen, hat die Verfasserin in verschiedenen, sozialstrukturell unterschiedlich zusammengesetzten Berliner Bezirken Expertengespräche und Gruppendiskussionen mit Grundschullehrer/innen und Schulleiter/innen durchgeführt. Im Mittelpunkt standen die Kriterien, die bei den Empfehlungen für den Besuch der weiter führenden Schulen eine Rolle spielen. Zum einen wurde gefragt, wie die Entscheidungen interaktiv bearbeitet werden. Auf welche Weise sind die einzelnen Akteure - Lehrer, Schulleiter, Eltern und Schüler - an dem Verfahren beteiligt? Zum anderen wurde untersucht, auf welche Wissensbestände, auf welches Hintergrund- und Erfahrungswissen die Lehrer/innen bei ihren Empfehlungen zurückgreifen. Welche Erfahrungen, Vorstellungen und Zuschreibungen haben die Lehrer/innen bezogen auf den sozialen Kontext ihrer Schüler und Schülerinnen? (Zu denken ist etwa an Überlegungen bezogen auf familiale Unterstützungspotentiale, wie die häuslichen Arbeitsbedingungen oder die Möglichkeit zur Nachhilfe). Besonders interessierte, ob es Hinweise darauf gibt, dass sich die sozialstrukturelle Zusammensetzung der Schüler einer Schule (z.B. hoher Migrant/innenanteil, hoher Anteil an Kindern aus sozial privilegierten Elternhäusern etc.) auf die jeweilige Empfehlungspraxis auswirkt. Kommunen sind Teil der Länder und haben das Recht, alle lokalen Belange zu regeln, obwohl sie finanziell von der Ländern abhängen. Sie haben einen Anspruch auf einen Teil der Einkommen-, Unternehmens- und Umsatzsteuer. Einnahmen stammen ferner aus den Grundabgaben, der Gewerbesteuer und lokalen Steuern und Abgaben. Die Länder müssen für einen vernünftigen Finanzausgleich sorgen. Kommunale Einnahmen hängen zu einem Großteil von Bundes- und Ländergesetzgebung ab. Kommunen haben auf ihre Einnahmen nur einen begrenzten Einfluss. Ihre Ausgaben - vor allem Sozialausgaben - werden großteils von Bundes- und Ländergesetzen bestimmt. Der Bund darf keine Aufgaben mehr auf die Kommunen übertragen. Die Länder haben dieses Recht, müssen aber im Gegenzug für eine angemessene Finanzausstattung sorgen (Konnexitätsprinzip). Die Höhe solcher Zahlungen ist schwierig zu bestimmen und oft Anlass für gerichtliche Auseinandersetzungen. Kommunale Steuereinnahmen stiegen 2006 auf 158 Milliarden Euro, die Ausgaben auf 156 Milliarden Euro. Erstmals seit vielen Jahren kam es zu einem Überschuss. Communes have a claim to part of the revenue of the federal income, corporation and turnover tax. Revenue from taxes on real property and business accrue to the communities as well as revenue from local excise taxes. The state has the power to legislate on these taxes, and each of the Länder has to ensure a reasonable communal equalization. Communal revenue is, in large part, dependent on federal and Länder law. The power of communes to influence their revenues is limited, a restriction on their constitutional right to regulate all the affairs of the local community on their own. Communes' expenditures are largely determined by federation and Länder laws, especially welfare expenditures. The federation is no longer allowed to transfer tasks to communes. The Länder may transfer tasks to their communes, but have to compensate them financially according to the Länder constitutions ('Konnexitätsprinzip'). Financial compensation to communes for fulfilling Länder tasks are difficult to assess and often cause legal proceedings. In 2006, communal tax revenues have risen to 158 billion, while communal expenditure has risen to 156 billion, largely due to welfare expenditures. "Vor dem Hintergrund einer Reihe ernst zu nehmender rechtsextremistischer und antisemitischer Übergriffe in Deutschland während des Jahres 2000 entwickelten wir ein neues heuristisches Drei-Komponenten-Modell zur Beschreibung von Antisemitismus: Ein Aspekt a. beruht auf traditionellen antisemitischen Vorurteilen, ein weiterer b. auf der Kommunikationslatenz des Antisemitismus und c. auf der Zurückweisung oder der Akzeptanz von Verantwortung gegenüber den Juden. Mittels eines standardisierten Fragebogens wurde das Modell in unterschiedlichen Feldstudien (N=2130 Jugendliche in Deutschland) getestet. Die 3-dimensionale Struktur des Antisemitismus (manifester AS, latenter AS und 'keine Verantwortung gegenüber den Juden') wurde in Pfadanalysen gezeigt und die Daten entsprachen dem theoretischen Modell. Neue Aspekte antisemitischer Einstellungen spiegeln die öffentliche Vermeidung antisemitischer Statements und eine Ablehnung früherer Diskussionen über deutsche Schuld, Verhalten und Verantwortung gegenüber den Juden wider. Diese neuen Aspekte antisemitischer Einstellungen sind ebenfalls mit einer generellen Feindseligkeit gegenüber Fremden verbunden. Weiterhin ist es möglich, zwischen Gruppen von Individuen mit unterschiedlichen antisemitischen Einstellungen zu differenzieren. Die neuen Aspekte antisemitischer Einstellungen haben auch mit derzeitigen Debatten über deutschen Nationalstolz innerhalb deutscher Subpopulationen und mit der 'Schlussstrichdebatte' zu tun. The model was tested in some field studies (N=2130 adolescents in Germany) using a standardized questionnaire. "Mittels Befragung von 183 jungen Menschen zwischen 16 und 25 Jahren wurde untersucht, inwieweit retrospektiv erhobene mütterliche Erziehungsstile während der Kindheit und Jugend mit späteren persönlichen und politischen Haltungen korrespondieren. Zur retrospektiven Erfassung von Erziehungsstilen wurde ein Imaginationsverfahren konzipiert und analysiert: Für je sechs zu imaginierende konkrete Konflikt- oder Problemsituationen für die Altersstufen 8 und 12 Jahre hatten die Befragten anzugeben, wie ihre eigene Mutter seinerzeit typischerweise reagiert hätte. Dazu waren für jede Situation vier lern- bzw. handlungstheoretisch abgeleitete Reaktionsalternativen vorgegeben. Es ergaben sich zwei weitgehend unabhängige Skalen mit angemessener innerer Konsistenz: Soziale Kompetenz unterstützende und aversiv-strafende Reaktionen. Das generalisierte Selbstkonzept eigener Fähigkeiten weist positive Beziehungen zu einer unterstützenden und negative Beziehungen zu einer aversiv-strafenden Erziehung in der Kindheit (8 Jahre) auf. Eine soziale Kompetenz unterstützende Erziehung in der frühen Jugend (12 Jahre) korreliert dagegen mit generalisierten finalen Kontrollüberzeugungen, mit dem Selbstkonzept eigener politischer Fähigkeiten und dem Ausmaß politischer Alltagsaktivitäten. Die Befunde sprechen für eine latente politische Sozialisation, d.h. für eine Beeinflussung politischer Kompetenzüberzeugungen und Handlungsbereitschaften durch unpolitische familiäre Interaktionserfahrungen. Allerdings stehen politikspezifische Haltungen mit Erziehungserfahrungen in der frühen Jugend in Beziehung, während Erfahrungen in der Kindheit nur mit generalisierten Kompetenzüberzeugungen korrespondieren." Die Untersuchung enthält quantitative Daten.;;;"It was examined by questioning 183 young people between 16 and 25 years if retrospectively reported educational styles of the mother during childhood and adolescence are corresponding to later personal and political attitudes. A test based on the imagination of the participants was developed and analysed for measuring educational styles: the participants had to report the typical reaction of their mother for six concrete conflicts or problematic situations retrospectively for the age of eight and twelve. For each situation four alternative reactions, deduced from learning and action theory, were given. The analysis resulted in two nearly independent scales with adequate inner consistency: 1) social competency supporting reactions and 2) punishing reactions. The generalized self-concept of ones own abilities shows positive relations to a supportive and negative relations to a punishing education during childhood (8 years). An education supporting social competency during early adolescence (12 years), in contrast, is correlated to generalized goal-oriented locus of control, to the self-concept of ones own political ability and the extent of daily political activities. The findings are in favour of a latent political socialization, i.E. an influence of non-politic-related experiences within the family on self-efficacy concerning politics and action-readiness. Attitudes and actions concerning specifically politics are related to educational experiences during early adolescence whereas experiences during childhood only relate to generalized self-efficacy." The nature and extent of adults' engagement in diverse manifestations of technology-facilitated aggression is not yet well understood. Most research has focused on victimization. When explored, engagement in online aggression and abuse has centered on children and young people, particularly in school and higher education settings. Drawing on nationally repre sentative data from New Zealand adults aged 18 and over, this chapter explores the overall prevalence of online aggression with a focus on gender and age. Our findings support the need to also understand adult aggressors' behaviors to better address the distress and harm caused to targets through digital communications. The chapter discusses the implications of the results for policy and practice and proposes some directions for future research.
The parish registers of civil status, although the main sources of documentation for historical demography, are used with significant results by the other sciences such as history, ethnography, sociology, anthropology, linguistics, etc.. The perspectives of approaching the rural community and family have expanded considerably using these sources of ecclesiastical origin documentaries. The first researchers who refer to a systematic methodology that uses the parish registers of civil status as documentary sources for the completion of demographic data suggest the use of other sources, hitherto unused for this purpose. They will apply a new method, a modern innovation, the stripping and analysis of parish registers of civil status within the meaning of the reconstruction of demographic events (birth, marriage, death). The family reconstitution method, by analyzing the parish registers of civil status proposed by L. Henry and M. Fleury, has revolutionized the field of study dealing with people. Louis Henry believes that the parish registers of civil status is the ultimate source of information for the pre-state period and this is precisely the reason for which he proposes restoring the family's biological life. Church registers are only able to give us an insight into the family in rural areas, at least for the second half of the XIX century. Church documents, the fundamental sources for researching family life, are of two categories: 1. civil status registers and annual reports of the parishes, 2. Church authorities funds, documents and minutes recorded by the bishops. These documents are complex sources for the researcher interested in historical demography, social history, and the economic history of toponymy, birthdays, etc. Processing the data contained in these records requires a specific methodology. They allow us to observe trends that have occurred on the long-term demographic events such as: birth, marriage or death. These records are presented for a long time as their only source of documentation regarding civil status and demographic events in the life of most people. Researching these records can unveil important features of natural population movement, the phenomenon of birth, of marriage, the divorce or death. Then, an analysis of form and content of these registers can capture the cultural universe of the priests who fill these records. These Church documents proved to be important, especially where other documentary sources (mainly those in the category of records made by the state) have proved insufficient, incomplete and unclear. The parish registers of civil status in this case are suitable for both a qualitative analysis, and a quantitative one at the level of local communities. Beyond their usefulness and significance of documentary source, these documents should be regarded as being subjective because they were managed by priests (every priest is then an exponent to promote demographic and confessional "realities" and such realities were viewed from the perspective of his own religious convictions). The parish registers, however, prove to be the only documents that allow us to penetrate the privacy of individuals in each community. A documentary is also undeniably a good dowry that researchers should promote and use in their research not only locally but also to verify and demonstrate certain behaviours and overall trends.
