Bologna reform has brought about several changes for the Slovenian higher education; however, these implementations were not reflected to the same extent in all study programmes. Midwifery education in Slovenia is currently provided only at the Bachelor of Science level, and there is still no postgraduate programme available. The article presents the results of the empirical study, conducted by employing quantitative research paradigm when examining the study interests of midwives (within the BSc or MSc programmes). The results have shown that the interest in studying at the MSc level is higher than that of studying at BSc level. It would therefore be sensible to offer an upgrade to the career opportunities for midwives, consisting of an option of postgraduate study, which would follow examples of good practices of other European countries. Postgraduate study in midwifery is additionally justified by the complex and demanding nature of midwifery scope of practice.
; The purpose of the Master thesis was to examine the state of awareness of the cross-compliance system. It was also intended to examine the possibility of standardization of the system implementation procedures, to identify best practices among shareholders and to present these to all shareholders as a set of good practices joined in guidelines, in order to become more efficient in the management of control systems. The implementation model of the existing cross-compliance system was analyzed as a basis for the improvement of the system. Furthermore, the accreditation criteria to be met by a paying agency were also examined and upgraded with the requirements of the new ISO 9001: 2015. The criteria that contribute to more effective management of control systems were followed during the standardization processes. In order to achieve greater effectiveness of the management system and more effective implementation of the system the findings were combined in the identified deficiencies of the system and proposals for improving the functioning of the model. Within the study the precise answer to the effective management of controls is defined as a result of the comparability between findings based on regular system checks outside the subsidy system and findings of controls in the subsidy model. As established the concept of the model is in place. However, with the application of proposed improvements of the existing model and the elimination of the exposed weaknesses the control systems within the Common Agricultural Policy could be managed more effectively. In the framework of the Master thesis the quantitative survey and the qualitative research were carried out, the latest through interviews with managerial and operational level of shareholders model. The quantitative survey was based on an online questionnaire submitted to agricultural advisers, farmers and consumers. The results of the research conducted with shareholders of the cross-compliance model showed that harmonization of objectives concerning agricultural, environmental and conservation policy is essential for a successful common policy. The legislative frameworks, guidelines and measures of the above mentioned policies have either direct or indirect influence on the scope of cross-compliance. It is necessary to take advantage of the flexibility of policies at EU level as well as the specifics of our country and to set clear medium term and long-term agriculture strategy, with planned and targeted measures that are supported by all key policies, in the interests of the farmers and sufficiently stable in time. Direction towards this goal will lead to the compliance with standards, the sustainable development of agriculture and will make Common Agricultural Policy more compatible with the expectations of critical society in general. These elements are identified as the cross-compliance policy objectives.
; The development of human resources is paramount in achieving success for any type of an organization: profit, public or the civil one. The state of the civil society is dependent on the surrounding context i.e. habitat in which it is operating. This paper aims to zoom into EE in the civil society in Croatia. The civil society sector is different in every country and it is facing unique challenges. In Croatia, the civil society is in its early phase of development, and is characterized by being under-capacitated, especially regarding its human resources. Many CSOs (in Croatia) are completely based on voluntary work. In this paper we have focused on Croatian CSOs that have employees. The thesis has been chosen based on the growing amount of literature on the topic of EE in context to the developing civil society. The research methods that have been used are a combination of the qualitative (the survey) and the quantitative (the semi-structured interviews) method. The interviews have been used as an addition to the surveys rendered. The main findings indicate that the employees in the civil society in Croatia, in spite of the financial instability and the burnout connected to their working environment, demonstrate relatively high engagement.
A/RES/65/276 pridobila okrepljen status opazovalca. ; The EU is the first regional organization that has strived to upgrade its observer function in the UNGA and on 3rd May 2011, with the UNGA resolution A/RES/65/276 gained an enhanced observer status. Since the adoption of this resolution has created a framework that brings changes to the functioning of the EU in the UNGA, my master's thesis aims to analyze the impact of the resolution on the EU MS' voting coherence in the UNGA on nuclear-related resolutions. Since the disagreement between the EU MS in the UNGA is the highest regarding resolutions dealing with nuclear weapons, it seems appropriate to analyse to what extent the adoption of A/RES/65/276 contributed to the EU's ability to present a common position in the UNGA or the ability to »speak with one voice« when discussing such a controversial topic. I intend to identify this on the basis of a mixed method, i.e. a quantitative analysis of the EU MS' vote on the subject of resolutions dealing with nuclear weapons and qualitative analysis of possible changes of the EU's nuclear arms standpoints in the eight year period before and after the adoption of A/RES/65/276. Findings show that the UNGA Resolution no. A/RES/65/276, did not contribute to a greater coherence in the EU MS's voting in the UNGA when voting on nuclear weapons resolutions. EU MS remain divided on nuclear disarmament issues, with both nuclear and non-nuclear states maintaining strong national preferences.
; A challenge for the research is mainly to analyse how much money do Latvia and Slovenia contribute to the European Union's budget and how much money do they recompensate from the European funds. The purpose of the analysis is to find out which areas do the two countries treat with the highest priority and also to find out how effective they are in achieving the set goals of the 2014 – 2020 financial perspective. Description of facts and concepts, as well as their study on the basis of foreign and domestic scientific literature, was based on the method of description. Collection of numerical data and statistical analyses were carried out using the quantitative method. The comparison method was used to conduct a comparison between the countries, whereas the compilation method was used to confirm or reject the hypotheses. The analysis showed that a resident of Latvia receives more financial means from the EU funds than a resident of Slovenia. Furthermore, the latter also contributes more to the EU budget than the resident of Latvia. Cohesion fund's received financial means per capita depend on gross domestic product (GDP) per capita and thus affect the country's development. Latvia receives more such means and also has lower GDP per capita than Slovenia. However, Slovenia is more efficient at using the resources of the European Social Fund and Funds for research and innovation. The analysis that was carried out aids in the improvement of next financial perspective to be more efficient in gaining and using the EU funds. It is also an indicator of how successful both countries are when it comes to using EU funds and what are the indicators of the funds used. The successful absorption of European funds enables the development and growth of the country, especially in the economic and social perspective.
Skozi raziskavo so bile potrjene podane izhodiščne hipoteze. Internacionalizacija za vse deležnike prinaša koristi. Toda rokovnik vpisnih opravil šolskega ministrstva in univerz, npr. Univerze v Mariboru, ni prilagojen tujcem iz tretjih držav. Tudi domet smiselne rabe Zakona o splošnem upravnem postopku v visokem šolstvu ni jasen. Posledica teh pojavov so predolgi postopki in dejanski prihod študentov v Slovenijo šele sredi študijskega obdobja, kar otežuje konkurenčnost slovenskih univerz. ; The subject of this master's thesis deals with the analysis of the internationalization of higher education in Slovenia and the procedures for enrolment of foreign students or the procedural barriers in regard to the enrolment of candidates from the third world countries, (e. g. enrolment deadlines, assessment of certificates or (non) cooperation between authorities). The key findings, based on quantitative methods employing the analysis of public statistics data, and qualitative methods employing legislation analysis and semi-structured interviews, are that for foreigners from the third world countries there is a rather high incompatibility of procedures between universities, the Ministry of Foreign Affairs in relation to administrative units and the Ministry of Education, Science and Sport in regard of obtaining temporary residence permits while studying. The research, further on, includes an international comparison with Finland, which is highly goal oriented towards internationalization and is the same as Slovenia member state of the European Union. Through the research, the baseline hypotheses were confirmed. Internationalization brings benefits for all stakeholders. But the schedule of enrolment tasks of the school ministry and universities, e.g. the University of Maribor is not suitable for foreigners from the third world countries. Also, the scope of meaningful use of the General Administrative Procedure Act in higher education is not clear. These phenomena result in lengthy procedures and the actual arrival of students to Slovenia only in the middle of the study period, which consequently hinders the competitiveness of Slovenian universities. The normative framework of enrolment of foreign students and, even more so, its (non) implementation in Slovenia are, thus, not completely in line with the goals of internationalization of higher education, which also confirms a more efficient system of similar procedures in Finland. The results of the master's thesis showed positive examples and directions of development, with which Slovenia could regulate and implement the enrolment of foreigners from the third world countries in the future.
