AbstractCombining a historical institutionalism approach with institutional isomorphism and punctuated equilibrium, this article analyzes quarantine policy change across 120 years of Australian quarantine history. By anchoring its analysis within specific time periods (the years before the Spanish flu, seven decades of inaction, and multiple post‐1997 pandemic updates and responses), the authors highlight when and why policies did or did not change and how the constant push‐and‐pull between state and Commonwealth institutional ownership altered policy possibilities. The heart of the analysis showcases how Australia's successful COVID‐19 response is a unique output of prior quarantine policies, institutional evolution, and mid‐pandemic alterations of key national pandemic response plans.

AbstractOne year after the World Health Organization declared COVID‐19 a global pandemic, governments around the world adopt similar practices in containing the COVID‐19 spread. Nevertheless, variation exists in the level of policy compliance, which directly contribute to policy success/failure across countries. As the pandemic continues, pandemic fatigue also decreases the public's willingness to comply. Increasing policy compliance during the remainder of pandemic has become a transnational concern. Using Taiwan's quarantine policy as an example, this article illustrates three aspects to craft an effective compliance regime to fight public health crises like COVID‐19: (1) a comprehensive policy mix to reduce heterogeneous compliance barriers that impact different social groups; (2) constant and various policy communication with heterogeneous target audiences; and (3) leveraging and integrating street‐level bureaucrats in the policy implementation stages. Taiwan's case provides several policy lessons for other countries: compliance regime is not driven by top‐down enforcement but through the integration of policy design and implementation that remove all barriers for compliance. Taiwan's street level bureaucrats are the glue of the compliance regime. This article bears policy implications for policy makers around the world when aiming for increasing policy compliance.

Although an increasing number of people are getting vaccinated for COVID-19 and quarantine policies are easing owing to fatigue from high-intensity social distancing, people's fear remains. This study attempted to determine the appropriateness of quarantine policies that are gradually easing by comparing and analyzing sports participation and respiratory infection perception recognized by sports participants according to vaccination status. Data were collected from 302 ordinary Korean citizens aged 20 or older for three months from November 2021 in the Republic of Korea. From the survey respondents, data on the main factors of this study included (a) demographic information, (b) vaccination, (c) loyalty in sports, (d) behavioral intention to participate in sports, (e) infection anxiety from others, and (f) risk perception of COVID-19. As a result, the survey respondents, subdivided into an unvaccinated group (Group 1) and a vaccinated group (Group 2), derived statistically significant results on sports participation and respiratory infection perception. Specifically, survey participants who had completed all secondary vaccinations showed a relatively higher (a) loyalty in sport (M = 3.789), (b) behavioral intention for participation in sport (M = 4.056), and (c) infection anxiety from others (M = 3.548), but showed a relatively lower (a) risk perception of COVID-19 (sensitivity) (M = 3.494). The results of this study could be utilized as valuable data to minimize the gap between the relaxation of government quarantine policy and perceptions of COVID-19 among the general public in sports, which have not yet been clarified.

Argues that forcibly quarantining contagious individuals who disobey public health officials exemplifies the government's control over Americans. Officials from the Centers for Disease Control & Prevention & the Department of Homeland Security (DHS) favor stronger laws that allow individuals to be quarantined against their will in the event of bioterrorism or a pandemic. An overview of the history of quarantines reveals considerable abuse that is often extended to families, friends, & neighbors, regardless of their health. The effectiveness of quarantine as a preventive measure is addressed. Consideration is given to where to draw the line when granting government the power to police contagious people. The "butchery of freedom" carried out by airport surveillance personnel from the DHS & the Transportation Security Administration is pointed out, along with frightening aspects of the Model State Emergency Health Powers Act which is being promoted as a legislative prototype for states to adopt. WHO stated there was an additional variants of the Corona virus that were more easily transmitted and resistant to vaccines. The Indonesian government required to prevent the entry of these variants into Indonesian territory. This prevention realized by implementing a quarantine policy which guided by Law Number 6 of 2018 on Health Quarantine. However, there is a gap between the number of violations and the low rate of case resolution. One of the causes is people's non-compliance with quarantine provisions after traveling abroad. This contradicted by the purpose of the Health Quarantine Act. This study aims to describe the legality and legal construction of the Health Quarantine Act formulation. This research was a normative juridical by using a statute approach and a conceptual approach. The results of the study indicate that violations of the Health Quarantine Act can be punish in order to provide certainty and law enforcement based on the ultimum remedium principle if they meet the provisions of the Health Quarantine Act. Thus, evaluation of legal content related to juridical consequences, and socialization as a persuasive effort and communication strategy need to be carried out so that transparency of legal consequences can be accepted and obeyed by the community.
