Neither the Liberals nor the newly established Conservatives were able to achieve their goals set for the Canadian general election of June 28, 2004. Prime Minister Paul Martin who had succeeded Jean Chretien in December 2003 was not capable of gaining a majority of seats in the House of Commons; his government was pushed back into minority status by the electorate. Likewise, despite of the fusion of the former Canadian Alliance & the Progressive Conservatives into the Conservative Party of Canada alongside with wide spread discontent about the Liberals' conduct of governing, the Conservatives were not able to effectively take advantage of this new electoral context either. Winner were instead regional & third parties, primarily the separatist Bloc Quebecois & the social democratic NDP. Placing the election into historical context, it can be argued that it will be difficult for both major parties to achieve durable & stable parliamentary majorities in the near future due to the ongoing process of political & societal fragmentation. Thus, after 20 years of alternating majority governments it is likely that Canadian politics will face a new period of subsequent majority & minority governments. 4 Tables, 2 Figures. Die Verfasser untersuchen Einstellungen von quebecer Frankofonen gegenüber Immigranten, Minderheitengruppen und Freihandelsverträgen. Mit dem seit den 1970er Jahren wachsenden Wunsch nach nationaler Selbstbestimmung nahm die Aufgeschlossenheit der Frankofonen Québecs gegenüber der eigenen Minderheit der Autochthonen ab. Hinsichtlich der Immigrationsbevölkerung ist das Bild jedoch nuancierter; die Meinungsunterschiede zu anglofonen Nicht-Quebecern sind geringfügiger als zuweilen angenommen. Auch die häufig bemühte Argumentation von der kulturellen Verunsicherung und der äußeren Bedrohungskulisse der quebecer Frankofonen scheint an Durchschlagskraft zu verlieren, bedenkt man, dass jede die Debatten um den Freihandel mit den USA lautstark vorangetrieben haben. This paper analyses the construction of multicultural national identity. It concentrates on the Canadian case. An analysis of selected newspaper articles from the Globe & Mail & the Toronto Star during the 1990s reveals that both Canada/USA comparisons & English Canada/Quebec comparisons play a crucial role for constructing the myth of a "multicultural Canada." The results from the empirical analysis are further used a) to nuance common representations of the Canada/Quebec relationship & b) to theorize the construction of multicultural national identity. Ausgehend von einem analytischen Tableau der gegenwärtigen Situation der Frauenbewegung und deren Einfluss auf Politik und Gesellschaft erinnert die Verfasserin an Entstehung und Werdegang dieser Bewegung seit den Kämpfen um das Frauenwahlrecht in Québec Anfang des 20. Jahrhunderts. Sie untersucht im Anschluss daran die Veränderungen der Frauenbewegung im sich wandelnden quebecer und internationalen Kontext. Mit dem Weltfrauenmarsch von 2000, der mit den Themen der Gewalt und der Armut zwei globale Probleme von Frauen aufwarf, befreite sich die Bewegung etwas vom Territorialitätsbezug, der ohnehin als Teilaspekt des zu überwindenden Systems angesehen wurde. Auf verschiedenen Ebenen wurde damit die quebecer Pluralismusdebatte durch die Frauenbewegung erweitert und belebt. (ICE2)
The survival of the French race in Canada since the Peace of Paris in 1763 seems to be almost miraculous. A brief, retrospective history makes it possible to see to what extent the French Canadians have always consisted of a cultural elite. However, the very structure of this group faces difficulties as a result of a sociol'al & econ revolution. In 1901, the Ru pop represented 60.33% of the (total - sum) pop of Quebec. In 1956, the % had fallen to 29.98%. The evolution of the way of life can be studied by observing the nature of the houses & stores, but also in the literature & language in which can be found terms which are not used in France as well as neologisms borrowed from Americans. The system of educ, & esp the action of the U's of Quebec & Montreal-whose rectors are both ecclesiastics-tries to preserve a humanistic culture. It is characteristic of this system that, of the 83 Coll's in the province, 80 are Coll's devoted to the study of the classics while only 3 are modern ones. Many reforms must be made in order to overcome the unquestionable intellectual crisis which is afflicting French Canada & in order for that country to truly live up to the statement of one of her sons: 'Strong, radiant & beautiful, the spiritual hearth, the dynamic pole for all of French America.' The concept of a "social movement community" builds on characterizations of new social movements as decentralized networks of actors capable of coming together for collective action from time to time. This paper identifies several characteristics of movement communities that vary over time & affect the movement's ability to mobilize for collective action: linkages within & between movement communities; the number & type of organizations within movement communities; the existence or absence of movement "centers"; & the extent of institutionalization. Using the example of the Montreal women's movement, we show how characteristics of the movement community influenced mobilization of the 2000 World March of Women. "The elections of the Canadian House of Commons 2015 surprised by an electoral victory of the once dominant Liberal Party of Canada which had been marginalized in the 2011 general election. The earthquake victory of the Liberals who were able to form a majority government after increasing their number of seats from 34 in 2011 to 184 in 2015 seems to move backwards in electoral history in many regards. The Canadian electorate, eager for change, reduced the Conservative Party to its core vote in Western Canada and rural Ontario. The earlier Official Opposition, the NDP, was not able to live up to its electoral success in Quebec in 2011 and became only the second largest opposition party. The Bloc Quebecois lost votes and confirms the loss of significance of Quebec separatism. The Liberal Party was able to regain old supporters like the regions of Quebec and Ontario as well as the immigrant vote and also managed to score points with its young and famous frontrunner Justin Trudeau. The electoral victory of the Liberals raises questions about their prospective dominance. They announced a great reform. The winner has already declared his intention to change the first-past-the-post electoral system to a more proportional one, from which smaller parties like the Greens could benefit." Das Problem eines möglichen Austritts aus einem Bundesstaat oder Staatenbund ist nicht neu. In der gegenwärtigen Krise steht dabei insbesondere der Aspekt 'Austritt aus einer Währungsunion' im Vordergrund. Vor noch nicht allzu langer Zeit war die Austrittsproblematik in Kanada von besonderer Bedeutung. Die Analysen der Folgen eines möglichen Austritts der Provinz Quebec lassen sich auch auf die aktuelle Krise der Europäischen Währungsunion anwenden. Sie zeigen, dass bei einem Austritt eine konfliktreiche Lösung relativ wahrscheinlich ist - selbst dann, wenn beide Seiten nicht an einem Konflikt interessiert sind. ; The problems posed by a potential exit from a political union or federation of states is not a new one. In the current crisis the potential exit from a monetary union is particularly relevant. Not long ago, potential exit has been an important topic in Canada. The analyses of the consequences of a potential exit of the province of Quebec can also be applied to the actual crisis of the European Monetary System. The results of the Canadian analyses show that exit involves the risk of major conflicts - even if both sides have strong preferences for a mutual agreement.
