In the current age of migration, suburbs in many Canadian cities are becoming important ports of entry for new immigrants from around the world. This has led to a growth in cultural, ethnic, and racial diversity in the suburbs reflecting global migration patterns. In Vancouver, Canada, the growing "suburbanization" of immigrants is shaping social, cultural, economic, and political landscapes in these areas. Through interviews with 60 key informants, we explore the settlement of Mexican immigrants in Burnaby, Surrey, and Abbotsford, fast-growing Canadian communities, and popular destinations for Mexican immigrants. The findings reveal that Mexican immigrants living in the suburbs of Vancouver face numerous barriers, including lack of access to affordable housing to rent or buy, lack of information on settlement services, and difficulty securing acceptable employment.
This work focuses on the identity constructions of Haitian immigrants in Chile. A qualitative study was conducted based on in-depth semi-structured interviews, which included analyzing thematic and intersectional contents in order to understand the identity constructions of the participants in their migration trajectories from Haiti to Chile. Results associated with the work and social experiences of the participants are presented, along with the ethnic-racial and sex-gender orders, bringing together differentiating axes such as religion, nationality, social class, and immigrant status. We found that the articulation of dimensions of oppression in Chile configures a Haitian-migrant-worker identity positioned as a radical otherness; incipient changes in sex-gender identities are also reported, emerging from subaltern social positions and as adaptation strategies in an adverse context.
The complex times we are living in the face of the devastating event of the global emergency of Covid-19, show us the systemic weaknesses of institutions and the inability of modern states and governments to provide guarantees, routes and schemes that serve as strategic inputs to face it. to the structural crises of our times. Part of this situation is not alien to the other radical forms and expressions of pandemics that have been experienced historically: dispossession, looting, re-colonization, genocide and physical, cultural, ethnic, racial, ideological, ecological and social extermination, among others. ; Los complejos tiempos que vivimos ante el suceso demoledor de la emergencia global del Covid-19, nos muestran las debilidades sistémicas de las instituciones y la incapacidad de los Estados y gobiernos modernos por dar garantías, rutas y esquemas que sirvan como insumos estratégicos para hacerle frente a las crisis estructurales de nuestros tiempos. Parte de esta situación, no es ajena a las otras formas y expresiones radicales de pandemias que se han vivido históricamente: despojo, saqueo, re-colonización, genocidios y exterminios físico, cultura, étnico, racial, ideológico, ecológico y social entre otros.
El artículo analiza dos festivales afromusicales latinoamericanos, uno en México y otro en Colombia, para encontrar las estrategias mediante las que el proyecto multicultural se expresa en estos escenarios histórica y culturalmente diferenciados. Mediante técnicas de investigación cualitativas, se caracterizan los procesos a través de los cuales los eventos son construidos por sus instituciones estatales organizadoras y por las personas asistentes a éstos, teniendo en cuenta la legislación multicultural que los regula. Concluye que el proyecto multicultural latinoamericano presenta falencias estructurales en su accionar y plantea otras formas de concebir la otredad étnico-racial y su relación con la institucionalidad estatal ; The article analyzes two Latin American afromusic festivals -one in Mexico and one in Colombia-, trying to find the strategies by which the multicultural project is expressed in these historical and culturally different scenarios. Using qualitative techniques, the ways through which the state institutions organizing the events and the people attending them build their experiences mediated by ethno-cultural difference and multicultural legislation that regulates it are characterized. The paper concludes that the Latin American multicultural project presents serious structural flaws in their actions and raises other ways of understanding the ethnic and racial otherness and its relationship to state institutions.
AbstractThe first part of this paper presents a historical outline of how racial and cultural alterity (particularly indigeneity) has been imagined and represented by elites in Colombia since the nineteenth century. The evolution of these ideas takes us to the contemporary category of "ethnic groups" and its representa- tion in positive terms, a process that signifies a substantial change compared to past discourses in favour of cultural homogeneity. The second part of this text reflects on the ways in which ethnic policies are legitimized -today more than ever- through the principle of "the protection of cultural boundaries", a prin- ciple which is widely praised and uncontested, but which has become totally dependent on problematic concepts such as "cultural damage", "authenticity" or "preservation". Furthermore, the institutional actions based on that principle are actually uncertain, ambiguous and inefficient, a situation that invites us to question the "policies for diversity". ResumenLa primera parte de este articulo presenta una perspectiva histórica sobre la manera en que la alteridad racial y cultural (particularmente la indigenidad) ha sido imaginada por las elites en Colombia desde el siglo XIX. La evolución de estas ideas nos lleva a la actual categoria de "grupos etnicos" y su representación en terminos positivos actualmente. En la segunda parte del articulo se reflexiona sobre la manera en que las politicas etnicas se legitiman hoy mas que nunca a traves del principio de "protección de la diversidad cultural", el cual goza de un elogio generalizado, pero que en el fondo depende totalmente de conceptos muy problematicos tales como "dafio cultural", "autenticidad" o "preservación". Asi, se observa que muchas de las acciones institucionales que se han tomado en nombre de dicha protección son en realidad, inciertas, am- biguas e ineficaces, lo cual evidencia la necesidad de reevaluar las "politicas para la diversidad".
At the turn of the 20th century, the small central Texas town ofGonzales saw an impressive population increase consisting primarilyof Anglo Americans from other parts of the United States and ofMexican Americans. The latter constituted a new ethnic community ina town of Anglo Americans and African Americans. The powerrelationship between these two communities followed the norms andpractices of a southern racial hierarchy, and at least to some extent, thearrival of the Mexican Americans questioned the power logics of thisrelationship. The author argues that the activation in the first decadesof the 20th century of a series of historical references to Texas'independence in public space was part of an Anglo American effort tomaintain its economic, social and political power by integrating thenewly arrived Anglo Americans and efficiently excluding the MexicanAmerican community.
The social history in the 60's decade "re-discovered" the favorite tools of genealogists: parochial and census registry. Since de 90's decade, this documentation has been essential to study the colonial society in respect of what has been called "social-racial configuration" or "social-ethnic classifications". In this work these are understood as colonial practices, meaning, re-writings of pre-existing realities and conformation and consolidation, in the act of registering, of a new reality, from the field of history of mentalities, understanding the practice of naming, labeling and classification as knowledge construction forms, representation schemes and political imaginary ; La historia social en la década de 1960 "redescubrió" los materiales predilectos de los genealogistas: registros parroquiales y "censales". Desde la década de 1990 esta documentación ha sido central para estudiar la sociedad colonial respecto de lo que se ha llamado "configuración socio-racial" o "clasificaciones socio-étnicas". En este trabajo se los comprende como prácticas coloniales, es decir, de reescritura sobre realidades pre-existentes y conformación y consolidación, en el acto de registrar, de una realidad nueva, desde el campo de la historia de las mentalidades comprendiendo la práctica de denominar, rotular y clasificar como formas de construcción de conocimiento, esquemas de representación e imaginarios políticos.
Este artículo busca a partir del análisis del racismo y del discurso de las élites realizado por Teun A. Van Dijk, mostrar que el dominio étnico y el racismo son un problema central en la sociedad occidental actual; que el racismo no consiste únicamente en las ideologías de supremacía racial expresadas en agresiones evidentes, sino que de manera sutil está presente en la opiniones, actitudes e ideologías de la cotidianidad que se manifiestan a través del discurso político, corporativo, mediático y educativo. A su vez se pretende destacar los efectos de texto y habla sobre las políticas públicas y su incidencia directa sobre los diversos grupos minoritarios en países democráticos.AbstractThis article wants to show, from the analysis of racism and of the speech of the elites realised by Teun A. Van Dijk, that the ethnic dominion and racism still is a central problem in the present western society; that racism does not consist solely of the expressed ideologies of racial supremacy in evident aggressions, but of subtle way is present in the opinions, attitudes and ideologies of the daily, that declare through the political, corporative, media and educative speech. It is tried to emphasize the text effects and, as well, speaks effects on the public policies and their direct incidence on the diverse minority groups in democratic countries.

El propósito de la investigación consistió en indagar sobre las representaciones sociales, culturales y étnicas de la población negra, afrocolombiana y palenquera en la ciudad de Cartagena, intentando analizar los espacios de construcción identitaria, que fomentan los colectivos de defensa de esta población y los ejes discursivos desde los cuales demandan una ciudadanía diferenciada étnica-racial negra. En este sentido, el presente informe da cuenta de las acepciones asociadas a la ciudadanía y a la ciudadanía diferenciada y de las convergencias y divergencias de apreciaciones sobre la intervención y el acceso a derechos diferenciados como colectividad étnica-racial negra. Develar estas concepciones implicó la comprensión de las narraciones, considerando la forma particular en que es significada y representada la realidad social, económica, política y cultural de esta población negra, por parte de las personas entrevistadas. Estas apreciaciones por parte de las personas entrevistadas, permitieron a su vez, interpretar como de manera discursiva centran sus reclamaciones en el orden del reconocimiento cultural de esta población étnica-racial negra y el mejoramiento de las condiciones de vida de esta población, garantizando el acceso a los servicios sociales del Estado, acudiendo en ocasiones, al principio de igualdad sin la generación de tratos diferenciados y en otras narraciones centrando la reflexión en la diferencia cultural para la implementación de mecanismos sustentados en la Discriminación Positiva que permitan reparar las situaciones de exclusión social, racismo, discriminación racial y desigualdades sociales que de manera histórica han afectado a esta población. / The purpose of the research was to investigate the social, cultural and ethnic representations of the black, Afro-Colombian and palenquera populations in the city of Cartagena, and to analyze spaces of identity construction that promote the collective defense of these populations, and the discursive axes from which they demand a differentiated citizenship based on a black ethno-racial identity. In this sense, this report reveals the meanings associated with citizenship and differentiated citizenship, as well as the convergences and divergences in views about policies regarding and access to differentiated rights based on a collective black ethno-racial identity. Uncovering these conceptions required an interpretation of narratives, considering the particular ways in which the social, economic, political and cultural reality of the black population is signified and represented by those interviewed for this research. The perspectives of interviewees allowed, in turn, for the interpretation of the discursive manner in which they focused their claims in matters of cultural recognition of the black population, the improvement of the quality of life of this population, and ensuring access to social services provided by the state. At times, interviewees made claims to the principle of equality without the generation of differentiated treatment, while other narratives centered reflection on cultural differences that suggested the implementation of mechanisms based on a principle of Positive Discrimination, which could redress the situations of social exclusion, racism, racial discrimination and social inequalities that have historically affected this population. ; Maestría
The rise in the population of Spain as a result of emigration from the year 2000 onwards situated it among the countries with the highest immigration rates in the world: three or four times the average rate of the US and eight times that of France. The arrival of more than four million immigrants (more than 10% of the population) between 2001 and 2005, the period in which the housing bubble occurred, placed the focus of attention on the theories of urban development, stratification of cities, residential segregation and racial inequality. Urban planning undertaken to house this new population was in keeping with the neo-liberal policies of the central government, the autonomous communities and town councils. This brought about situations of inequality, a polarization of society and did not solve the problem of meeting the demand for housing for the immigrant population. In a country where ethnic ghettoes had never existed, 256 of such areas were created and 2,041,691 people found themselves in a vulnerable situation. ; Desde el año 2000, España presentó una de las mayores tasas de inmigración del mundo (tres a cuatro veces mayor que la media de Estados Unidos, ocho veces más que la francesa). La llegada de unos 4 millones de inmigrantes (más del 10% de su población) entre 2001 y 2005, época del desarrollo de la burbuja inmobiliaria ha puesto de actualidad todas las teorías sobre el desarrollo urbanístico, la estratificación de la ciudad, la segregación residencial y la desigualdad racial. La absorción urbanística de esta nueva población fue a través de las políticas neoliberales desarrolladas por el gobierno, las comunidades autónomas y los ayuntamientos en el diseño de la urbanización territorial y humana provocando una nueva polarización basada en componentes étnico-raciales y estatus socioeconómicos. En un país en donde no existían enclaves étnicos asentados supuso la aparición de 256 barrios y 2.041.691 personas vulnerables por extranjería.
In this article I explore the historical panorama of territoriality and land tenure in Colombia, in order to locate new political dynamics and to acknowledge the transformative potential of rural communities that have developed original territorial experiences that we interpret as "counter-models", product of their geographical and political imagination. The complexity of contemporary rural settlement and rurality in Colombia requires overcoming essentialisms that are exacerbated in some conceptions of identity, territory, and government. Finally I explore two specific cases to show that rural territorialities cross the borders of assigned identities, and challenge the adequacy of criteria of ethnic- racial belonging and territorial affiliation. https://doi.org/10.22380/2539472X1 ; En este artículo exploraré el panorama histórico de la territorialidad y la tenencia de tierra en Colombia, con el fin de ubicar nuevas dinámicas políticas y reconocer el potencial transformador que las propias comunidades rurales han desarrollado mediante el ejercicio de su imaginación geográfica y política del que se derivan experiencias de "contramodelos" territoriales. This paper provides an overview of what justice requires with respect to the admission of immigrants in Europe and North America given two general assumptions: a general right of states to control immigration and a commitment to liberal democratic principles. The paper argues that states are morally constrained in the sorts of criteria they can use to exclude and select immigrants. In particular, they normally cannot use racial or ethnic criteria in selection. Furthermore, states have an obligation to admit as immigrants the immediate relatives (spouse and minor children) or current and permanent residents and an obligation to accept refugees who apply for asylum. ; Este artículo quiere ofrecer una visión general de lo que la justicia demanda respecto a la admisión de inmigrantes en Europa y en América del Norte si se aceptan dos presupuestos generales: un derecho general de los Estados a controlar la inmigración y el compromiso con los principios liberal-democráticos. El artículo argumenta que los Estados están moralmente constreñidos en cuanto a los tipos de criterios que pueden utilizar para excluir y seleccionar inmigrantes. En particular, normalmente no pueden utilizar criterios raciales o étnicos en la selección. Más aún, los Estados tienen la obligación de admitir como inmigrantes a los parientes cercanos (esposa e hijos menores de edad), o a los ya ciudadanos, a los residentes permanentes y tienen la obligación de aceptar a los refugiados que solicitan asilo.
RESUMEN: En Antioquia las relaciones de parentesco formaron una red de control de las actividades políticas, económicas y sociales desde los últimos años de la colonia y a lo largo de todo el siglo XIX. Los autores analizan la forma como las alianzas entre familias permitieron asegurarle a la élite el control de la economía y la política. La pureza de sangre, los problemas raciales, la ilegitimidad y otros aspectos relacionados con el tema aparecen en su discusión. ; ABSTRACT: Blood-related [amilies were the core of Antioquia's political, economic and social life from colonial times throughout the XIX century. The authors look with special interest at the different ways in which kinship gave form to the elite's control of politics and economics. The purity of blood, the ethnic questions, the problems of ilegitimacy of birth, and other related subjects are raised in their discussion.
In this paper I analyze how meanings and disputes are created by fugas or jugas, an expression thatoscillates between an Afro-Catholic ritual and a dance-music of the black people who inhabit thesouthern geographic valley of the Cauca river (Colombia). I argue that fugas/jugas are based on anepistemology and ontology that articulates politics-knowledge-affects that build what I call sonic alliances, which invite participation beyond ethnic-racial and human borders for the expansion of their world in performances where they engage in cosmopolitical struggles and negotiations. I draw on my ethnographic experience from the interdisciplinary field of (ethno)musicologies, in dialogue with the anthropology of dance, anthropology of performance and African diaspora studies. ; En el presente artículo analizo cómo se agencian los significados y las disputas en las fugas o jugas, una expresión que oscila entre un ritual afrocatólico y un baile-música de la gente negra que habita el sur del valle geográfico del río Cauca (Colombia). Sostengo que las fugas/jugas están basadas en una epistemología y una ontología que articulan políticas-saberes-afectos que construyen lo que denomino alianzas sónicas, las cuales invitan a la participación más allá de fronteras étnico-raciales y humanas para la expansión del mundo, en performances donde se traban luchas y negociaciones cosmopolíticas. Parto de mi experiencia etnográfica desde el campo interdisciplinar de las (etno)musicologías, en diálogo con la antropología de la danza, la antropología de la performance y los estudios afrodiaspóricos.
