At the beginning of the 21st century ethnic or racial conflicts proliferate all over the world. Many ethnic conflicts - for example the conflict between the Sri Lankan state and the Tamil Tigers - are characterized by constant efforts at conflict resolution interspersed with renewed violence, with cycles of military escalation and de-escalation. Also, they are marked by the helpnessness of the international actors, who profess their interest in a resolution and try to mediate between the contending parties. But they are rarely successful - why?The most important question in war and peacetime is whether it is possible to achieve security. In many Asian countries people perceive politics and security in ethnic terms. Security often means applying their security definition to the nation-state. Especially during the peace negotiations it is of vital importance to reflect on these various ethnically framed security perceptions and constructions, because structure and content of these definitions provide the scope for peace settlements. Third Parties engaged in mediating violent conflicts have to keep in mind that it is the elusive balance of these security schemes which determine successful negotiations and a permanent solution.
This dissertation examines the implementation of the SS's Greater Germanic idea in the Danish border region of South Jutland. Its focus is on how Danish and ethnic German (volksdeutsche) national socialists, organised in their respective Nazi parties, dealt with the SS's crusade on behalf of a supranational racial vision. The study traces why the two groups reacted so negatively to the SS's ideology - despite the SS's power, despite the Greater Germanic promise of high racial prestige, and despite shared service in "Germanic" units of the Waffen-SS. The SS's attempts to use a race-based ideology to overcome the disputes that divided South Jutland's two Nazi parties ran aground on fundamentally nationalist identities. For most members of the German minority, the Greater Germanic ideology was a threat. The German minority hoped for border revision; to acknowledge Danes as racial equals would endanger their political goals. Nor were Danish Nazis more enthusiastic. To be sure, the SS's vision did provide an ideological weapon in the fight against demands for border vision. But the potential imperialism of the Greater Germanic idea worried those who prized continued Danish sovereignty. After all, the first hope of the Danish Nazis was to rule an independent national-socialist Danish state. The study makes it clear, however, that the fate of the Greater Germanic idea cannot be understood simply in terms of Realpolitik. Rather, the conflicts between the SS and its collaboration partners must also be understood as a clash between racial and völkisch concepts of community. The SS's vision of a Greater Germanic Reich based on ideologies of race clashed with the German-minority and Danish national-socialist commitment to Volk-based nationalism. Despite their strong commitment to Nazi ideologies, both collaboration partners found the SS's racial community "unimaginable".
This article reviews the current state of regional integration efforts in East Asia. So far the disparate membership of APEC and the relatively more focussed ASEAN have, in striking contrast to their summit rhetoric, failed to make any significant substantial progress in integration. The reasons for this failure are seen to lie not only in the vast cultural, ethnic, political and economic disparities and the continuing hegemonic conflicts in Asia, but equally in the unwillingness of most of the political classes to reduce prevailing nationalist tensions and to address seriously the core issue of shared sovereignty with all its implications. Hence, intergovernmentalism with its principles of unanimity, non-commitment and non-interference prevails as an exclusive and ultimately paralyzing mode of elite cooperation. Civic participation, supranational initiatives, majority decisions and contractual, enforceable commitments remain effectively excluded. As things stand, even the long-term deadlines for ambitious East Asian Free Trade Areas and on variously configured East Asian Economic Communities are unlikely to be met.
Ethnic Profiling stellt eine Praxis dar, bei welcher Polizei-, Sicherheits-, Einwanderungs- und Zollbeamtinnen und -beamte ihre Entscheidung, einen Menschen zu kontrollieren oder anzuhalten von personenbezogenen, tatsächlichen oder vermuteten Merkmalen wie der ethnischen Zugehörigkeit, Hautfarbe oder Religion abhängig machen, statt sich dabei auf das Verhalten und einen begründeten Verdacht zu stützen.Diese Arbeit hat es sich zum Ziel gesetzt, mögliche institutionelle Wurzeln dieser Vorgehensweise, ihre Schädlichkeit für die Effizienz der polizeilichen Arbeit, aber auch die Auswirkungen für Betroffene und die Gesellschaft als solche darzulegen.Werden Strafverfolgungsbehörden auf Grundlage von herkunftsbasierten Profilen tätig, stellt dies eine rassistische Diskriminierung von Menschen und einen unverhältnismäßigen Eingriff in das Diskriminierungsverbot dar.Die in dieser Arbeit behandelten justiziellen Entscheidungen lassen Bedenken darüber aufkommen, ob die bestehenden Rechtsgrundlagen in Österreich den europarechtlichen Vorgaben Genüge tun scheinen diese das Ethnic Profiling doch gerade zu begünstigen.Dass sich Menschen auch in Österreich aufgrund von Ethnic Profiling diskriminiert fühlen, wird anhand einer in der EU durchgeführten Erhebung gezeigt.Kritik wird in diesem Zusammenhang an der mangelnden Veröffentlichung von statistischen Daten in Österreich zu Beschwerdeverfahren gegen die Polizei geäußert.Würde eine Dokumentation von Polizeikontrollen, wie diese in Großbritannien geschieht, erfolgen, könnten Trefferquoten analysiert und nachfolgend überprüft werden, ob Minderheiten und Menschen mit Migrationshintergrund überproportional und unrechtmäßig von Maßnahmen betroffen waren.Die Arbeit zeigt Rechtschutzmöglichkeiten, Kontrollmechanismen und gegenwärtige Entwicklungen auf und bietet eine Reihe an Empfehlungen zur Vorbeugung und Bekämpfung behördlicher Diskriminierungen. ; Ethnic Profiling describes the stop and search-practice of police, security and immigration or customs officials, solely based on actual or supposed characteristics such as ethnic origin, skin colour or religion, rather than on a persons behavior or a reasonable suspicion.This diploma thesis intends to define and analyse possible institutional factors of Ethnic Profiling, the negative consequences for the efficiency of the polices work, but also the negative impact on individuals and the society.When law enforcement authorities are using origin-based profiles, this causes racial discrimination and constitutes a disproportionate interference in the principle of non-discrimination.The approached judicial decisions raise concern that the existing legal base in Austria does not comply with the provisions of European law as they seem to even foster the practice of Ethnic Profiling.In addition, a survey conducted by the European Union shows that people in Austria feel discriminated by the usage of Ethnic Profiling in police work.One criticism voiced is that in Austria, there doesnt exist any publication of statistical data about appeal proceedings against the police/police officers.The documentation of police stops, as commonly done in the United Kingdom, would make it possible to analyse hit rates in order to show whether minority groups and people with a migration background were disproportionately and unlawfully affected by measures.This thesis is trying to offer possibilities for legal protection and control mechanisms, shows current developments and offers a set of recommendations to prevent and combat discriminatory practices. ; vorgelegt von Clara Müller ; Abweichender Titel laut Übersetzung des Verfassers/der Verfasserin ; Karl-Franzens-Universität Graz, Diplomarbeit, 2018 ; (VLID)2836434
This article investigates contributions and limitations of empirical educational research at the interface between science and politics using the example of large scale assessment-studies (LSA). Within the meta-theoretical frame of the divergent rationalities of science and politics and with reference to Goldthorpe’s (2001) concept of causation as a generative process, it describes the contributions of LSA in three fields: the theoretical and empirical conceptualization of domain-specific achievement dispositions, the description and explanation of social and ethnic disparities, and the identification of adolescents at risk of social exclusion at the transition to vocational training and the labor market. With reference to these examples, the article discusses whether it is theoretically and empirically advisable in social sciences to distinguish different forms of scientific knowledge according to their relevance for political decision-making. The article addresses the problem of how long-term communication can be established between science and politics despite the differences in their functional rationality and draws attention to the risk of not taking into account these differences and making promises that the social sciences cannot fulfill.
Die Dissertationsarbeit untersucht anhand des Fallbeispiels Estlands, das bis 1991 sowjetische Republik war und seither unabhängig ist, Prozesse ethnischer Mobilität unter den Bedingungen der marktwirtschaftlichen Transformation früherer Sowjetrepubliken. Kennzeichen vieler dieser Republiken ist ein verhältnismäßig hoher Anteil von Russen an der Gesamtbevölkerung; in der Republik Estland beläuft er sich auf über 30 Prozent. Anhand eines Vergleichs mit der Ukraine werden die Ergebnisse der Fallstudie auf ihre Generalisierbarkeit geprüft. Aus der Diskussion der theoretischen Voraussetzungen ethnischer Mobilisierungen im Allgemeinen werden Ethno-Politik und kulturelle Standardisierung als zentrale Momente der Diskriminierung und Exklusion der russischsprachigen Minderheit in Estland identifiziert. Der Wandel der ethnischen Beziehungen nach dem Zusammenbruch der Sowjetunion und das Aufkommen eines neuen" Nationalismus in den früheren Sowjetrepubliken bilden zusammen mit der Regelung der Staatsbürgerschaft und der Sprachenpolitik die zentralen Aspekte dieses Teils der Analyse. Das Argument der Autorin hierzu lautet, dass dieser Politikwandel und neue gesetzliche Regulationen zusammen mit regionalen Disparitäten die Sozialstrukturen der estnischen und der russischen Bevölkerung erheblich beeinflusst haben, wodurch die russischsprachige Minderheit immer weiter an den Rand der estnischen Volkswirtschaft und Gesellschaft gedrückt wurde. Die Hauptthese der Autorin ist, dass die gegenwärtige Situation in Estland als das Ergebnis einer erfolgreichen ethnischer Mobilisierung der Esten während des Niedergangs des Sowjetsystems einerseits und des Misslingens ethnischer Mobilisierung der russischsprachigen Minderheit als Reaktion auf den aufkommenden Nationalismus und die damit verbundene Diskriminierung durch die Esten andererseits angesehen werden muss. Die Analyse der ethnischen Beziehungen in Estland und ihrer zukünftigen Entwicklungsmöglichkeiten, wobei der EU-Osterweiterung besondere Aufmerksamkeit beigemessen wird, zeigt, dass trotz des Mangels an ethnopolitischen Akteuren in der russischen Minderheit keineswegs davon ausgegangen werden darf, dass der erreichte Status eines ethnischen Friedens" auf Dauer erhalten bleiben wird. Konsequent erteilt die Autorin deshalb auch der Vorstellung, Estland sei ein Modellfall für die erfolgreiche Pazifizierung ethnischer Konflikte, eine klare Absage. Im Gegenteil, so die Autorin, sollte die EU, welche selbst bisher keine nachhaltige Lösung für Minderheitsprobleme und ethnische Konflikte entwickelt hat, eher darauf vorbereitet sein, dass solche Konflikte nach der Osterweiterung neue Sprengkraft entwickeln werden. ; The thesis examines processes of ethnic mobility under the conditions of the transition of former Soviet Republics, which are characterised by the existence of a large Russian minority within the total population, to market economies. This research issue is examined by means of a case study on the former Soviet Republic of Estonia, which became a sovereign state in 1991 and where Russians constitute more than 30% of the population. In order to estimate their uniqueness and generalizability, the findings of the case study are compared to the situation in the Ukraine. After discussing the theoretical preconditions for ethnic mobilisation in general, ethno-policy and cultural standardization are examined as crucial factors for discrimination and exclusion of the Russian minority in Estonia. The change of ethnic relations after the breakdown of the Soviet Union and the advent of "new" nationalism in the former Soviet Republics, as well as new regulations of citizenship and language policies, are core aspects of this part of the analysis. The author argues that together with regional disparities these changes in policies and regulations affected dramatically the social structures of the Estonian and Russian population, pushing the Russians more and more to the edge of the Estonian society and economy. The author's core argument is that the current ethnic situation in Estonia results from successful ethnic mobilisation of the Estonians during the downfall of the Soviet system and a failure of ethnic mobilisation of the Russian population in response to the emerging nationalism of and discrimination through the Estonians. The analysis of the current situation and possible future developments - with special attention to the EU enlargement - shows that despite a certain lack of "political agents" among the Russian minority in Estonia, it cannot be taken for granted that the achieved status of "ethical peace" will continue in the long run. Thus, the concept of Estonia as a model for the successful pacification of ethnic conflicts is clearly denied. In contrast, according to the author, the EU, which so far has not provided a solution for minority and ethnic problems, must be prepared for such conflicts to gain new explosive force after the EU enlargement.
The Truth about the Desert explores the living conditions under which Tuareg refugees from northern Mali rebuild their lives in the Nigerien diaspora and how these conditions affect their self-understandings and cultural practices, established status hierarchies, and religious identity formation. The book counterbalances an earlier scholarly preoccupation with Tuareg nobility by zoning in on two inferior social status groups, the Bellah-Iklan and free-born vassals, which have been neglected in conventional accounts of Tuareg society. By offering a multi-layered analysis of social status and identity formation in the diaspora, it pleads for a more dynamic understanding of Tuareg socio-political hierarchies. Analyzing in detail how both status groups rely on moralizing labels and racial stereotyping to reformulate their own social and ethnic identity, the study highlights refugees' aspirations and capacities to remake their imaginary and material worlds in the face of adverse and often deeply humiliating living conditions. The book provides vital insights for refugee studies and for scholarly debates on ethnicity, social identity formation, and memory politics.
Die vorliegende Arbeit ist eine Fallstudie zu Gender- und ethnischen Identitäts- und Differenzkonstruktionen in einer indigenen Gemeinde im Tiefland Ecuadors. Sie sucht folgende Fragen zu beantworten: I. Wie wird Gender im sog. "Oriente" Ecuadors verhandelt und performativ produziert? Existieren Gegenstimmen und Subversionen zu dominanten Genderrollen, und wenn ja, in welcher Form? II. Wie entwerfen die Napo Runa von der sogenannten Peripherie aus ihre nationale und ethnische Identität? Welche Diskurse und praktischen Strategien entwickeln sie im Umgang mit den ethnisch "Anderen" innerhalb des nationalen, ecuadorianischen Kontextes? III. Auf welche Art und Weise sind die Kategorien Gender, Ethnizität und Nation ineinander verwoben? Wie werden Männlichkeiten und Weiblichkeiten in Abgrenzung und Anziehung zum ethnisch "Anderen" konstruiert? Wie werden dabei hegemoniale Gender-, ethnisch-rassische und nationale Diskurse und Praxen von den Runa aufgenommen, verarbeitet und umgedeutet? In der feministisch ausgerichteten Gender-Forschung dienen "nicht-westliche" Beispiele häufig dazu, Alternativen zur euro-amerikanischen binären, heteronormativen Geschlechterordnung aufzuzeigen und letztere somit zu dekonstruieren. Diese Fallstudie zu den Tiefland-Runa in Ecuador kann dazu nur sehr bedingt einen Beitrag leisten: Die Runa bestehen auf der Dichotomie weiblich-männlich, die nach dem biologischen Geschlecht des Kindes bei der Geburt bestimmt wird. Und dennoch erfordert das Herausbilden der "richtigen" Genderidentität aus indigener Perspektive von Kindheit an beständige Formung, was sich besonders in der früh einsetzenden Arbeitsteilung äußert, welche Wissen in den Körper "einschreibt". Wer die gegenderten, alltagspraktischen Techniken in seinen/ihren Körperhabitus übernommen hat, gilt als "richtiger Mann" resp. "richtige Frau", als erwachsen. Der biologischen Reifung des Körpers wird dagegen weniger Bedeutung beigemessen. Explizit ausformuliert wird die für gesellschaftliches Leben als unerlässlich angesehene Komplementarität beider Geschlechter. Die jüngere ethnographische Literatur zum Amazonastiefland tendiert mehrheitlich zur Gleichsetzung dieser Komplementarität mit einem egalitären Geschlechterverhältnis. Meine Daten deuten jedoch auf ein unausgeglichenes Machtverhältnis zwischen Männern und Frauen hin. Eine klare Hierarchie lässt sich in verschiedenen Bereichen ablesen, wie z.B. dem unterschiedlichen Zugang zu politischer Macht, spirituellem Wissen, ökonomischen Möglichkeiten, Arbeitszeitaufteilung, Bewegungsfreiheit und Verfügungsgewalt über den eigenen und fremde Körper. Auch in der Abgrenzung der Runa gegenüber anderen ethnischen Gruppen spielt die Kategorie Geschlecht eine zentrale Rolle. Entlang der Runa-Ideale von geschlechtsspezifischer Arbeitsteilung und Verhaltensidealen werden Grenzen gezogen. Dabei sind es die MestizInnen, welche die wichtigste Rolle in diesem fortwährenden identitätszeichnenden und -versichernden Prozess als direkte und dominanteste Gegenüber spielen. Einerseits sucht man sich gegen mestizische Dominanz und Vereinnahmung durch Betonung der eigenen, ethnisierten Kraft und Stärke und einer "reinen" Heiratspraxis zu erwehren. Andererseits eifert insbesondere die jüngere Generation, auch in ihren Genderentwürfen, einem mestizischen Lebensstil als Inbegriff von "Zivilisation", Modernität, Urbanität und Fortschrittlichkeit nach und versucht, dies besonders durch Bildung zu erreichen. Speziell in den Feminitätsentwürfen der ruralen, traditionellen runa warmi und ihrem Gegenstück "urbane Mestizin" findet dieser Widerspruch seinen Ausdruck. Für Männer stellt das Militär den größten außerdörflichen Einfluss auf jugendliche maskuline Runa-Identitätsbildung dar und drängt diese zusehends in die Richtung eines mestizisch-virilen Männlichkeitsideals, das eng verbunden ist mit einer nationalen Identität als Ecuadorianer. Beruhend auf Viveiros de Castros" Multinaturalismus-Theorie findet man in der wissenschaftlichen Literatur zum Amazonastiefland immer wieder die Darstellung äußerst aufnahmefähiger, flexibler Gesellschaften, welche starren ethnischen Grenzen mit größter Skepsis zu begegnen wüssten. Die Inkorporierung "Fremder", seien sie Affinalverwandte oder ethnisch different, geschehe über die konstante gemeinsame Produktion entlang der gegenderten Arbeitsteilung und den Konsum der gleichen Nahrung, die zusehends und fortlaufend die Unterschiede zwischen Menschen nivellieren. Ich halte diese Einschätzung amazonischen Gemeinschaftslebens für idealisiert. Sie mag partiell richtig sein, jedoch wird "Fremdartigkeit" nie ganz vergessen. Eine gewisse "fremde" Essenz, welcher Art diese auch immer sein möge, bleibt bestehen " unabhängig davon, ob die Betreffenden die geschlechtsspezifischen Runa-Körpertechniken erlernt haben. Es stehen hier m. E. zwei Diskurse nebeneinander. ; The dissertation is a case study about the construction of gender and ethnic identities and differences in an indigenous community in the lowlands of Ecuador. It aims at answering the following questions: I. How is gender discoursively and practically constructed in the Ecuadorian "Oriente"? Do opposion and subversion towards the dominant gender roles exist, and if yes, in which way? II. How do the Napo Runa construct their national and ethnic identity from a so-called peripherical position? What discourses and practical strategies do they develop in dealing with ethnic "others" in a national context? III. In what way are the categories of gender, ethnicity and nation interconnected? How are masculinities and feminities are constructed in opposition and attraction to ethnic "others"? How are hegemonial gender, ethnic, racial and national discourses und practices adopted, dealt with and reframed by the Runa?
In this paper, I intend to outline and discuss some aspects of pictorial historical narration, more specifically with regard to National Socialist art and its implicit rendering of temporal and historical processes. Certainly in many artworks from that period a future orientation, towards an ideal political, social and ethnic (or racial) state of affairs, seems to have been prevalent, partially by rendering present states or actions pointing to or enhancing its fulfilment. Still, the realization of this utopian state is frequently supposed to receive its legitimacy by referring to an assumed, more or less constructed historical past, e.g. Antiquity or the Middle Ages. Hence past, present and future become to some extent fused, though revealing a linear image of time considered to be unidirectional and irreversible. Influenced by e.g. the works of Roger Griffin, I shall suggest that fascism, of which National Socialism can be seen as a subcategory, might be circumscribed as some kind of 'palingenetic populist ultra-nationalism'. Officially sanctioned art produced during the Third Reich seems, as I will attempt to show in concluding this paper, to be in line with the idea of palingenetic populist ultra-nationalism. Although I have attempted to treat and examine these topics as value neutral and 'clinical' as possible (which probably is required by a serious academic paper), this should by no means be interpreted as an (implicit) attempt to legitimize National Socialist ideology. My aim is certainly not to belittle or palliate the seriousness of the matter, nor indeed the actual atrocities committed by the Nazi regime and its followers. Neither should the quite repugnant and despicable implications of National Socialist ideology in its cultural manifestations, such as in works of art, be underestimated. Thus I, as the author, clearly wish to distance myself from any of the standpoints put forward by various representatives of National Socialist thinking, as here outlined.
ZusammenfassungDas Thema der vorliegenden Diplomarbeit lautet ?Die Bekämpfung der Diskriminierung zwischen Privaten im Hinblick auf Asylwerber/innen, Flüchtlinge und Migrant/innen?. Die beiden Fragen, welche es im theoretischen Teil der Arbeit zunächst zu beantworten gilt sind folgende:Welche rechtlichen Grundlagen gibt es auf universeller, welche auf regionaler und welche auf nationaler Ebene, um Diskriminierungen vorzubeugen bzw. diese zu bekämpfen? Sind diese Normen auch auf Diskriminierungen zwischen Privaten anwendbar?Die meisten Deklarationen und Gesetze auf universeller sowie regionaler Ebene sehen lediglich die Staaten als Täter an. Doch auch wenn dem Wortlaut zufolge Situationen zwischen Privaten nicht in deren unmittelbaren Anwendungsbereich fallen, so ist in vielen Fällen zumindest eine mittelbare Drittwirkung anzunehmen. Eine Neuerung auf diesem Gebiet hat die sogenannte Antirassismusrichtlinie aus dem Jahre 2000 gebracht, welche auch Private als Täter ansieht. Durch deren Umsetzung kam es auch auf nationaler Ebene, wobei auf Österreich Bezug genommen wird, zu wichtigen Neuerungen.Schließlich soll im theoretischen Teil der Arbeit noch die Frage geklärt werden: Welche Bereiche sind besonders von der Problematik der Diskriminierung zwischen Privaten betroffen?Dafür werden einzelne Bereiche herausgegriffen und wird sodann untersucht, ob bzw. welche diesbezüglich einschlägigen Deklarationen, Konventionen, Gesetze und Richtlinien es gibt und ob diese auf Asylwerber/innen, Flüchtlinge und Migrant/innen, sowie zwischen Privaten angewendet werden können.Diesem eher theoretischen Teil folgt der praxisorientierte Teil der Arbeit. Dabei werden folgende Fragen beantwortet: Wie können Private ihre Rechte durchsetzen? Wer hilft ihnen dabei? Gibt es diesbezügliche Einrichtungen? Zur Beantwortung dieser Frage werden Einrichtungen auf universeller, regionaler sowie nationaler Ebene untersucht und deren Arbeitsbereiche aufgezeigt. ; AbstractThe topic of this diploma thesis is called ?The prevention of discrimination between private persons with regard to asylum seekers, refugees, and migrants?. Which laws and conventions on the national, regional and universal levels contain a prohibition of discrimination, which also works in situations between private persons? The problem with this question, especially in view of universal as well as regional levels, is that most of the laws and conventions only see the state as an offender. Even though the exact wording does not prevent discrimination, the general comments and recommendations of commissions in charge of implementing national laws have to be considered. In 2000, the European Union implemented an innovative council directive for the principle of equal treatment of persons regardless of racial or ethnic origin. This not only included states as offenders but private persons, too. In addition, on the national level, specifically in Austria, the prevention of discrimination between private persons is quite new in law. Although this topic had been widely discussed the real innovation came with the ?Gleichbehandlungsgesetz? in 2004. This has transformed the council directive and prohibits discrimination in some areas of daily life.This work focuses on certain situations and circumstances in daily life where discrimination takes place; these are freedom of religion, education, right to work and access to services. Besides these theoretical parts the question arises in which way the law is applied in praxis. Which organizations exist to support victims of discrimination and help raise awareness of this issue among citizens in Austria? Die vorliegende Dissertation analysiert die Rolle der Truth and Reconciliation Commission (Wahrheits- und Versöhnungskommission - TRC) (tätig von 2002-2004), die in Sierra Leone nach Ende des mehrjährigen Bürgerkriegs auch speziell auf jugendliche Täter und Opfer fokussierte. Kriegsfolgen reflektieren häufig Kriegsursachen – die Rolle sozialer Disparitäten in Sierra Leone insbesondere die so wahrgenommene sozio-ökonomische Marginalisierung jüngerer Bevölkerungsgruppen in Verbindung mit schwacher Governance, Korruption und Nepotismus sowie neo-patrimonialer Tendenzen, ethnisch-perzipierte Trennlinien und daraus resultierende Spannungen und die Rolle internationaler wirtschaftlicher Rohstoff-Interessen in Sierra Leone erfordern eine spezifisch angepaßte Kompromißlösung, sowie Addressierung der hauptsächlichen Vorkriegs-Konfliktursachen. Die Dissertation identifiziert Ansatzpunkte der TRC in ihrer Beschäftigung mit diesen Gruppen, insbesondere Ex-Kindersoldaten, vor dem Hintergrund mehrdimensionaler gesamtgesellschaftlicher Rahmenbedingungen, und bewertet dabei die Erreichung der TRC-Zielsetzungen (öffentliche Auseinandersetzung mit vergangener Gewalt, Abbau von Trauma-Folgen und innergesellschaftlichen Spannungen, Reformanstoß/ Gewaltprävention) und ihres möglichen Beitrags zu Friedensstabilisierung. Die vorliegende Arbeit stützt ihre Ergebnisse hauptsächlich auf die Auswertung von mehr als 30 semi-strukturierten Gesprächen mit unterschiedlichen Repräsentanten gesellschaftlicher Gruppen, um insbesondere die Perzeptionen der in den Konflikt- und die Aufarbeitung gewaltsamer Vergangenheit Involvierten widerzuspiegeln und daraufhin die Effektivität der TRC in ihrer Arbeit mit Tätern und Opfern von Gewalt hinsichtlich Friedenskonsolidierung zu bemessen. Aus der Interview-basierten Überprüfung der acht Sub-Hypothesen mit Vertretern drei unterschiedlicher gesellschaftlicher Repräsentanten (Täter/Opfer; Strategische und Konfliktfähige Gruppen (SKOG); (ehemalige) Mitarbeiter der TRC und des SC) führt die Analyse zu einer gemischten Bilanz, und die Autorin unterstreicht, daß die TRC eine notwendige, allerdings nicht hinreichende Bedingung ist, um langfristige Friedensstabilisierung mit jugendlichen Tätern und Opfern zu initiieren. Empfehlungen für die Verbesserung bei der Einrichtung zukünftiger TRCs, insbesondere die verstärkte Verbindung mit bildungs-unterstützenden und sozio-ökonomischen Maßnahmen und Integration mit lokalen und kulturell-eigenständigen Aufarbeitungs- und Versöhnungsmechanismen und/ oder die Kooperation mit institutionalisierten DDR-Prozessen wird am Ende angemahnt und weitere Forschungslücken identifiziert. Die TRC in Sierra Leone ist ein neueres Beispiel für die Vielfältigkeit und Flexibilität dieses TRC-Instruments – T(R)Cs haben in den vergangenen Jahrzehnten erhebliche internationale Aufmerksamkeit als innovative Instrumente zur Aufarbeitung gewaltsamer Vergangenheit (meist innerhalb eines Staatsgefüges) erfahren. Ein komplementärer oder sequentieller Einsatz mit anderen – z.B. strafrechtlichen – Aufarbeitungsinstrumenten wie in Sierra Leone mit dem UN Special Court (SC) - sollte insbesondere dann, wenn strafrechtliche Aufarbeitung aufgrund überproportionaler Täterzahlen, minderjähriger Tätergruppen oder mangelhafter justizieller Kapazitäten oder mangelhaftem politischen Willen der Staatsführung nicht umfassend möglich ist, kontextabhängig und gründlich abgewägt werden, um mögliche Synergie-Effekte in Transitional Justice zu erreichen und nicht zu unterminieren. ; This dissertation analyses the role of the Sierra Leonean Truth and Reconciliation Commission (TRC) (from 2002-2004), that focused on minors - perpetrators and victims - affected by the war in Sierra Leone. Consequences of war often reflect causes of war. The role of social and economic disparities in Sierra Leone combined with weak governance, patrimonial tendencies, corruption and nepotism, as well perpetuated by perceived ethnic differences as well as international interests in mineral resource exploitation in Sierra Leone required a contextualised solution, addressing root causes that fueled the war. The dissertation identifies entry points of the TRC in dealing with those groups, in particular ex-child combatants and other war-affected children considering a multi-dimensional framework and assesses the achievements of the original aims of the TRC (revealing of truth and public documentation and acknowledgment of the past violence, reduction of trauma and its consequences such as social tensions, initiation of reforms and prevention of violence) and the TRC's potential contribution to peacebuilding. The dissertation derives its information from the analysis of more than 30 semi-structured interviews with representatives of different social groups in Sierra Leone to reflect the perceptions of those that had been involved in transitional justice and thus to assess the effectiveness of the TRC in its work with perpetrators and victims aiming at a contribution to peacebuilding. The interviewees comprise representatives of war affected children including ex-child-combatants, Government, civil society, former staff of the TRC and Special Court. The author's conclusion highlights that the TRC is an important but not sufficient factor to initiate longterm peacebuilding through and with its work with youth perpetrators and victims. The final section of the document includes recommendations for future TRCs, to also focus on improved access to youth (vocational) skills' training and education, linking with DDR-processes as well as enhanced integration of local-traditional mechanisms of reconciliation and identifies further research gaps. The TRC and its complementary work with the Special Court in Sierra Leone prove to be crucial mechanisms in transitional justice, while the TRC can play a particular role dealing with special groups - i.e. youth victims and perpetrators, and provide support where an outgoing political regime is not capable or willing to implement comprehensive judicial follow up. Therefore, further analysis on how the TRC and Special Court mechanisms can be optimized in specific contexts to achieve syngergy effects instead of undermining each others impact, will remain a key topic within the theme of transitional justice.
