United States participation in international politics during the period between the two world wars, come not only from the general and often declarative interest in peace, but was also a consequence of extremely rapid expansion of their foreign trade and overseas capital investments. It was a period of intense financial diplomacy, when efforts to maintain the gold standard, to determine the amount of reparations and the manner of payment of war debts, brought confusion not only in relations between victors and vanquished, but also in relations between the United States and its former European allies. Abandonment of the gold standard and the creation of the tripartite agreement between the United States, Britain and France, in the 1936, was a milestone in the development of international monetary cooperation and the role of United States in international economic relations. .
Upon researching archival sources dating from the periods of Austro-Hungarian, Italian and Croatian rule, the author attempts to examine the condition of health and hygene in Istria between 1900-1950. He believes that these conditions were crucial in shaping urban and rural mentalities during a period which witnessed rapid industralization and urbanization. This study shows the difficult and constant struggle of a small number of enthusiasts, often outside of official institutions. It was a struggle against backwardness, prejudice and death. It is a tale of poverty, hunger, sickness and death, but it also speaks of the indestructability of the spirit in this region. With the emergence of television, pre-election campaigns in US shifted its focus from the content and the platform to the image of candidates who became well-packaged products. The biggest election turnout in US occurred exactly at the time of the emergence of this media; however, the percentages of voters' turnout plummeted in the nineties. Enhanced by the attributes of television as a media, the focus on "how" rather than on "what" did not achieve absolute results, and voters responded to the invasion of political image producers with voting abstinence. The latest chapter in pre- election campaigning is the Internet. With its properties and the rapid expansion of the users' net, the new media offers different conditions of communication with voters and is becoming a powerful - and so far, insufficiently utilised - weapon in the hands of pre-election strategists. Taking into consideration all the benefits and pitfalls of its political, economic, military, and cultural legacies, the People's Republic of China has adopted a policy of reliance on rapid economic growth and improvement of the standard of living, conducive to political and social stability of Chinese society and state. This goal has been accomplished only temporarily and partially, while the final result primarily depends on the ability of the Chinese leadership to find the golden mean between the two opposites: the closed political system and the need to maintain an open economy. In its search for a place in today's world, the People's Republic of China is faced with the central choice of the equitable participation in global community: full acceptance of its mechanisms and principles (beginning with the United Nations) and international trade norms, the protection of human rights, armament control, environmental protection and so on. However, the Chinese see in this a threat of the erosion of Chinese independence and the possibility of choice and political independence of the Chinese state. (SOI : PM: S. 44)
The financial sector is characterised by numerous changes that affect the changes in the institutional structure of functioning of the financial system, as well as the choice of funding of business entities. This has resulted in the fact that in contemporary business conditions, financing of economic development become a complex area of research. Local development planning on the basis of public revenues is a weak base for the rapid development of local governments. Therefore, it is necessary to supplement the budget financing by attracting private capital for the construction of public goods and improving the quality of public services. In this regard, the objective of this paper is to point to alternative ways of borrowing, both from domestic and international sources of funding, as well as to the possibilities for their use by the local governments. Bearing in mind the defined objective, the paper discusses the possible external sources of funding of local governments, such as loans from commercial banks and other financial institutions, and municipal bonds. In order to evaluate the possibilities for successful development of local governments, the paper points to the possible solutions to financing projects of public importance in the practice of Serbia.
Mixed government, which is commonly regarded as a distinctly medieval form of government, is relevant also to contemporary constitutional states. It is the best form of government, since the aristocratic element is a continuous source of virtue, especially of justice, and a check not only on the executive, as the monarchical element which is the seat of political power, and the legislature, as the democratic element which expresses the will of the majority, but also groups and institutions that have the might and will to impose themselves as oligarchies. Mixed government is also the form of government that is practised by most developed contemporary constitutional states: USA, UK, France, Switzerland, Germany etc. European nobility is the original aristocratic institution, by virtue of the fact that it was a system for the transfer of both virtue and general conditions of life. Three institutions that emerged in the late Middle Ages assumed structures and functions of the nobility. + The first is the clergy. When, as a result of the differentiation of feudal society ethical and intellectual virtues of the nobility could no longer maintain general conditions of life, the clergy, by virtue of their abstract knowledge that ranged from philosophy and theology to law and medicine, became a class of new experts in generalities and thereby a new aristocracy. The second modern aristocratic institution is the judiciary, which has a structure and function similar to earlier aristocracies. The task of judges is to establish the highest virtue o constitutionalism. It is justice by law, which regulates general conditions of life in the state and society. What qualifies judges for the task is expertise in the new generality. The expertise includes not only education and experience in law but also impeccable private life and demonstrated professional ethics. + The third modern aristocratic institution is the profession, whose most important instance is the legal profession. It shares its structure and function partly with the judiciary and partly with other professions. It seems that modern professions are degenerating. In the key area of data processing, due to rapid changes of technology, professions as systems of the transfer of virtue do not even seem to be possible. Professional aristocracies are replaced increasingly by oligarchies of capitalists and technocrats. (SOI : PM: S. 111)
Uvod: Sajber kriminal se odnosi na svako nezakonito delo izvršeno korišćenjem računara, računarskih mreža ili drugog oblika informacionih i komunikacionih tehnologija. U zavisnosti od toga da li je tehnologija meta ili sredstvo izvršenja, možemo razlikovati krivična dela koja podrazumevaju napade usmerene na uređaje i računarske mreže i različite oblike "tradicionalnih" krivičnih dela čiji se obim i domet povećavaju upotrebom digitalnih tehnologija. Usled KOVID-19 pandemije ljudi su prisiljeni da ostaju kod kuće i da se, više nego ikada pre, oslone na računare, telefone i internet, kako bi mogli da rade, uče na daljinu, kupuju, informišu se i komuniciraju sa drugima. Premeštanje svakodnevnih i poslovnih aktivnosti iz fizičke u digitalnu sferu otvara i mogućnost nastanka novih oblika pretnji i rizika u sajber prostoru. Cilj: Cilj rada bio je da se eksplorativnim istraživanjem ustanove zastupljenost, raširenost i oblici ispoljavanja sajber kriminala tokom KOVID-19 pandemije. Metod: Korišćena je metoda pretraživanja i analize velikog broja primarnih i sekundarnih izvora informacija (desk research), proučavanjem različitih naučnih baza podataka i sprovedenih istraživanja o zastupljenosti i različitim oblicima sajber kriminala tokom pandemije. Rezultati: Podaci pokazuju da je tokom KOVID-19 pandemije došlo do povećanja stope raširenosti i sofisticiranosti sajber kriminala. Mete sajber napada su pored pojedinaca i malih preduzeća, sve više velike korporacije i institucije koje imaju ključnu ulogu u odgovoru na izbijanje bolesti. Pored rapidnog rasta sajber napada na računare i računarske mreže, došlo je i do povećanja broja "tradicionalnih" krivičnih dela u sajber prostoru, uz iskorišćavanje bezbednosne ranjivosti rada od kuće i straha i neizvesnosti zbog pandemije. Zaključak: Enormni rast sajber kriminala tokom KOVID-19 pandemije predstavlja ozbiljan izazov za državne strukture. Državno reagovanje na krupan porast sajber kriminala prvenstveno bi trebalo da se usmeri na sprovođenje preventivnih mera kroz edukacije i kampanje podizanja svesti, jer je najveći bezbednosni rizik potcenjivanje ili nedostatak svesti o pretnjama u sajber prostoru. ; Introduction: Cybercrime refers to any illegal act committed using computers, computer networks, or other forms of information and communication technologies. Depending on whether the technology is a target or a means of execution, we can distinguish between crimes that involve attacks aimed at devices and computer networks, and different forms of "traditional" crimes whose scope and reach increase with the use of digital technologies. As a result of the COVID-19 pandemic, people have to stay home, rely more than ever on computers, phones, and the Internet to telework, learn on distance, buy things, get information, and communicate with others. The shift of everyday and business activities from the physical to the digital sphere also opens the possibility of the emergence of new forms of threats and risks in cyberspace. Aim: The paper aimed to explore the prevalence and forms of manifestation of cybercrime during the COVID-19 pandemic. Method: Desk research was conducted by gathering and analyzing a plethora of primary and secondary sources of information, various scientific databases and research findings on the prevalence and various forms of cybercrime during the pandemic. Results: The data show that during the COVID-19 pandemic, there was an increase in the prevalence, widespread presence, and sophistication of cybercrime. In addition to individuals and small businesses, the target of cyberattacks in greater amount is large corporations and institutions that play a crucial role in responding to the outbreak. Besides the rapid growth of cyber attacks on computers and computer networks, the rate of "traditional" crimes in cyberspace has also increased by exploiting security vulnerabilities of teleworking and fear and uncertainty due to the pandemic. Conclusion: The enormous growth of cybercrime during the COVID-19 pandemic poses a serious challenge to government structures. The state's response to the huge rise of cybercrime should initially focus on implementing preventive measures in the form of education and awareness-raising campaigns, as the greatest security risk is underestimation or lack of awareness of cyber threats.
Početak dvadeset i prvog veka obeležio je najveći teroristički akt u istoriji čovečanstva, 11. septembar 2001. godine. Samoubilački napadi izvršeni tog dana na teritoriji Sjedinjenih Država su načinom na koji su izvedeni, svojom veličinom i posledicama, osigurali da početak novog milenijuma ostane upamćen u svetu po nagloj ekspanziji međunarodnog terorizma, koji je zbog neposrednih žrtava, materijalnih razaranja, i stalnog straha i nesigurnosti koje izaziva, gotovo sve šokirao i prestravio. Savremeni terorizam, dramatično oslikan kroz 11. septembar, danas predstavlja jedan od ključnih bezbednosnih problema i izazova globalizovanog društva, čiji sve češći, razorniji i smrtonosniji akti jasno ističu njegovu dominaciju nad drugim oblicima ugrožavanja bezbednosti. Ubrzo nakon 11. septembra, predsednik SAD Džordž V. Buš Mlađi objavio je sveopšti, prostorno i vremenski neograničen rat terorizmu, uz podršku većine zemalja u svetu kao i međunarodnih institucija, poput NATO i UN. Ovaj nekonvencionalni rat obuhvatio je mnoštvo vojnih, političkih i legislativnih akcija koje za glavni cilj imaju sprečavanje i suzbijanje terorizma na globalnom nivou. U tu svrhu donesene su posebne protivterorističke strategije kao i mnoštvo podstrategijskih dokumenata, kako u SAD, tako i u Evropskoj uniji kao i u njenim zemljama članicama. Američka nacionalna strategija za borbu protiv terorizma otklonila je propuste protivterorstičke prevencije i rezultirala podizanjem nivoa unutrašnje bezbednosti SAD. Glavni pokazatelj njene efikasnosti je činjenica da su Sjedinjene Države ostale pošteđene velikorazmernih terorističkih napada posle 11. septembra. To nije bio i slučaj sa Evropskom unijom, njihovim najvećim saveznikom, koju je u prvoj deceniji ovog rata Al Kaida prestravila sa dva velika napada (Madrid 2004. i London 2005. godine). Nažalost, EU je još uvek i meta i baza islamističkih ekstremista što predstavlja dokaz, a i najozbiljnije upozorenje, da je njena protivteroristička prevencija, za razliku od američke, u jednom ili više segmenata neadekvatna (propustljiva). ; The beginning of the twenty-first century was marked by the biggest terrorist act in the history of humanity, September 11, 2001. In the way that they were carried out, their size and consequences, suicide attacks committed on that day on the territory of the United States have ensured that the start of the new millennium will be remembered in the world by the rapid expansion of international terrorism, which has shocked and horrified almost everybody due to the direct victims, material damage, the fear and insecurity which evokes. Today, modern terrorism, dramatically portrayed through 9/11, represents one of the key security issues and challenges of a globalized society, whose frequent, more destructive and deadly acts clearly emphasize its domination over the other forms of endangering safety. Shortly after 9/11, the U.S. President George W. Bush Jr. announced an all-out, spatially and temporally unlimited war on terrorism, with the support of most countries in the world as well as international institutions, such as NATO and the UN. This unconventional warfare included a variety of military, political and legislative actions whose main objective is to prevent and combat terrorism on a global level. For this purpose, the special anti-terrorism strategies, and a number of other relevant strategic documents were adopted, both in the USA and in the European Union, as well as in its Member States. The U.S. National Strategy for Combating Terrorism has eliminated the glitches in American anti-terrorism prevention and resulted in raising the level of internal security of the United States. The main indicator of its effectiveness is the fact that the United States have been spared of large-scale terrorist attacks after the 9/11. This was not the case with the European Union, its biggest ally, which in the first decade of this war was terrified with two large attacks by Al Qaeda (Madrid 2004 and London 2005). Unfortunately, the EU is still the target and a base of Islamist extremists, which is an evidence and a most serious warning that its anti-terrorism prevention, unlike the U.S.'s, is in one or more segments inadequate (permeable).
