The author constrasts the normativity of Europe with the center-periphery issue. He argues that the normativity of Europe has been challenged by the center-periphery problem. In the first part of the article, the author discusses the normativity of Europe and proposes a new concept – embeded normativity. In the second part, he presents several theories on the center-perifery relations and stresses the relevance of structural assymetries. In the third part, Central and Eastern Europe is compared to Latin America in three historic sequences. The last part is a summary of the arguemts and their relevance for the present crisis that can be understood as an ensemble of structural and systemic tendencies. ; U članku se kontrastira normativnost Evrope sa problematikom centar/periferija. Tvrdi se da je normativnost Evrope izazvana pomenutom problematikom. Shodno tome, u prvom delu se razmatraju elementi normativnosti u Evropi i pokušava se promisliti kategorija utkane normativnosti. U drugom delu se tretiraju teorije o odnosima između centra i periferije, te naglašava se relevantnost teorija koje artikulišu strukturalne asimetrije. U trećem delu se logikom komparativne metode stavljaju u odnos postignuća Srednje i Istočne Evrope i Latinske Amerike, i tematizuje se analitička relevantnost pomenute komparacije s obzirom na tri izabrane istorijske sekvence. U poslednjem delu se rezimira izvedena argumentacija s obzirom na sadašnju krizu i pokazuje da se reperiferijalizacija krize može razumeti kao sklop između strukturalnih i sistematskih tendencija.

The author discusses the crucial question of whether Serbia truly pursues the path of modernization and European integration, or just a simulation of these processes. The author proposes the thesis that there are numerous obstacles on Serbia's transitional path toward the (post)modern European society. Therefore, he tries to discover the essential reasons for the citizens' reluctance and resistance, the reasons which are related to the modernization of the Serbian society. Serbia is today at the crossroads of the traditional and modern understanding of life. It contains some elements of (post)modernization, but still with a strong influence of its traditional (conservative) heritage. The processes of re-traditionalization (re-mythologization and pseudo-mythologization) represent a major obstacle to the liberation of the society from the grip of the past and to its orientation towards European values. According to the author, the main creators of retrograde flows can be found in the political establishment of contemporary Serbia. He labels them, ironically and derogatorily, the 'guardians' of tradition, who use demagogic statements, populist paroles, and media information control (for their personal and party interests) to slow down Serbia on its European path.

The paper discusses the approaches of different media to Holocaust (re)presentation, with special reference to art music in the 20th century. Following the classification proposed by Michael Rothberg on two possible perspectives for representing the Holocaust: realistic and anti-realist (2000), we analyse two compositions: Arnold Schoenberg's A Survivor From Warsaw (1947) and Steve Reich's Different Trains (1988). The aim of the paper is to point out how artistic music reflects and participates in the dominant historical and contemporary discourses of Holocaust representation, especially the discourses of "heroism" and "non-representability". ; У раду се разматрају приступи различитих медија представљању Холокауста, с посебним освртом на уметничку музику у 20. веку. Пратећи поделу коју Мајкл Ротберг (Michael Rothberg) предлаже на два гледишта на могућности представљања Холокауста: реалистичко и антиреалистичко (2000), анализирамо дела A Survivor From Warsaw (1947) Арнолда Шенберга и Different Trains (1988) Стива Рајша. Циљ рада је да укаже на то како уметничка музика рефлектује и партиципира у доминантним историјским и савременим дискурсима представљања и разумевања Холокауста, посебно дискурса "херојства" и "неизрецивости".

The Serbo-Albanian conflict on Kosovo has had direct repercussions for the Balkan security in the last 150 years. That is why the international community would from time to time pay more attention to this conflict, but never long enough to resolve it for good. Both the Serbian and the Albanian side put in a lot of effort towards the resolution of the conflict and came up with several proposals, ranging from various modes of Kosovo autonomy to the idea of cantonisation and re-federalisation of SR Yugoslavia to the independence of Kosovo or its being turned into a protectorate. All these suggestions had mostly been one-sided, either pro-Serbian or pro-Albanian, none of them conducive to a compromise. All this eventually resulted in a military conflict and the attempt to impose solutions by force. Nevertheless, after the NATO intervention, negotiations will have to be resumed and the familiar proposals for the resolution of the Kosovo question will have to be rehashed, only this time this will require much more good will and willingness to make compromises, both on the Albanian and the Serbian side, as well as a considerable support of international community. The aim of the research was to determine the effects of globalization on the international business Serbia, as well as the contribution of FDI to the current socio-economic development of Serbia in the process of joining the European Union and anticipating numerous challenges. The entire research is based on the simultaneous use of different methods of qualitative and quantitative analysis, and synthesis and comparison. Analysis of the situation in the domestic economy, it was concluded that met only some of the prerequisites for a higher level of foreign direct investment because foreign direct investments in Serbia have not yielded the expected results. The results show that the process of priva-tization contributed to the revival of several forms of investment: domestic investors, foreign direct investment, loans and capital mar-kets. To unapredula and improve the investment climate, it is necessary to remove administrative barriers to foreign investment through amen-dments to existing legislation, the establishment and strengthening of relevant institutions, as well as the further development of infrastructu-re. With this in mind it is necessary to develop new comparative advan-tages in exports, based on technological modernization of the economy and improving the concept of education, management and organizatio-nal knowledge and experience. The results provide the identification of all the advantages and disadvantages inherent in the globalization of the economy and foreign direct investment.

More than one decade Serbia has been passing through the process of market reforms. Establishing of market economy institution had to allow the country one stabile economic development in the light of EU accession. That is, by the way, the same strategy of the most countries of Western Balkan. Actual economic crisis showed the other side of the result of previous changes, and of the realized growth and development. That were the consequences on macro economic and financial instability and structure of the economy. Many circumstances showed that in the Serbian real and normative economic system there were numerous controversies stopping or slowing EU accession and basic re forms process. European economic system is based on institutions. In spite of many bureaucratic obstacles of this system institutions are the main guarantee of the system surviving. The institutions in Serbia were not established in desirable way. The government, the parliament and courts are continually in conflicts, based on formalization of institutions. Regulatory bodies are very week and under pressure of parties power control, as well as corruption and institution formalizing. All those facts have negative influence on the process of EU accession and market reforms. Serbia need to accept lawful state and institution strengthening in order to catch a connection for advanced economies in reform. Most important conditions are not only better laws, but better education. .

The text is re-examining the previously established dilemma related to whether Serbia (without Kosovo and Metohija) is the country of second demographic transition, i.e.: has the transition been de-blocked, under the assumption that this is a worldwide historical process of transformation of industrialized countries. The last thesis, around which there exists a lot of controversy in the contemporary population theory, is however not dealt with in detail; to the contrary, it is used as the general theoretical framework for the exploration of the most recent tendencies in the transformation of nuptiality and fertility regime in Serbia, as well as in the western and countries in post-socialist transformation. Special attention is given to the ideational changes, more precisely to the specific features of the value profile of the Serbian population, which is one of the most important determinants of the societal framework, that acts in the back of the afore mentioned aggregate demographic indicators. Finally, the hypothesis is posed (which should be further investigated by means of in-depth research and complementary approach) that the speeding-up of the second demographic transition and intensification of the individualisation not only of the partnership but of the parenthood as well, accompanied with the rise of living standard and social support to balancing work and family, would have produced important emancipating and, concomitantly, positive socioeconomic and demographic effects.

In this article, the processes of re-stratification in Serbia during the period from the end of the 1980s until recent times are analyzed on the basis of findings of several empirical investigations. In the first part of the text, the author points out that a systemic change implies not only quantitative changes in the control and distribution of social resources, but also changes in the way of constituting the basic social groups, and the forms of their relations, which means that the groups themselves (ruling elites, middle classes, and even manual workers) in socialism and in capitalism must be defined differently. In the second part of the text, attention is drawn to the changes in three areas of the stratificational system in Serbia: mobility, economic differentiation and value orientations. In the field of social mobility, an increase of self-recruitment of all basic classes is established, but also, in particular, a strengthening of barriers between manual workers and higher social strata. Furthermore, the author points out an increase in economic differentiation, and a growing importance of private property to this differentiation (the singling out of major private entrepreneurs on the top of the material status hierarchy). It is shown that, on the level of values, all classes (including the ruling class and the middle class) are characterized by inconsistency, in terms of a pronounced presence of statist-distributive values, which hampers the process of consolidation of a new institutional and normative (market and pluralistic) order in Serbia. Joint effect of 2008 economic crises and continous world-wide present deficite of political legitimacy have in 2011 given birth to global resistance, but also facilitated development of its new strategies and tactics. Aldough we are still by large able to understand these contemporary models of collective action with help of New Social Movement Theory, today they objectivelly grasp a wider field of meaning, mainly for reason of their demands for radical transformation of both economic and political system. Contemporary social movements are still struggling for re-interpretation of meaning, and identity issues, but not any more for any particular goal. Instead, they seek systemic change. This extremelly important shift of strategic orientation, which makes new movements a bit old – that is classical, remains in our oppinion, undervalued both in academic, and general public for the reasons that we will try to comprehend, in this writing. ; Sadejstvo udara ekonomske krize iz 2008. i kontinuiranog deficita političkog legitimiteta dovode 2011. do pojave globalnog otpora, ali i do razvoja njegovih kvalitativno novih strategija i taktika. Iako je savremene modele kolektivne akcije dobrim delom i dalje moguće razumeti uz pomoć teorije novih društvenih pokreta, oni danas objektivno zahvataju jedno šire polje, najpre zbog zahteva za radikalnom promenom u ukupnom ekonomskom i političkom sistemu. Savremeni društveni pokreti i dalje se bore za reinterpretaciju značenja i priznanje sopstvenog identiteta, ali ne više za bilo koje pojedinačno pitanje, već za sveobuhvatnu promenu sistema. Ta izuzetno važna promena strateške orijentacije, koja nove pokrete čini pomalo starim – upravo klasičnim, ostaje, čini nam se, nedovoljno primećena iz razloga koje ćemo pokušati da rasvetlimo.

Са политичким преокретом 2000. године у Србији отпочео је истовемено и процес идеолошког преобликовања јавних простора. Међу најпроминентнијим видовима оваквог деловања је именовање или преименовање урбаног простора, првенствено улица и тргова, те бављење постојећим споменицима и меморијалима, као и градња и планирање нових. Овакви су случајеви посебно били уочљиви у Београду. Њима су се у неколико наврата супротставиле одређене политичке партије, те неполитичке групе које су организовале уличне акције 'против-именовања' београдских улица, те кампање против новопланираних јавних споменика. Односи моћи и идентитетске политике у овим случајевима биће коментарисани у овом раду. Пропратиће се праксе неколико уметничких и политичких скупина које су спровеле акције и перформансе незваничног преименовања улица, или су пак дискутовале и противиле се подизању новопредложених споменика. (Пре)именовањем одређених градских простора, хегемонске политичке коалиције покушавају да конституишу сигнификантна симболичка места, док, са друге стране, опозиционе противакције покушавају да преузму та иста места и да их реинтерпретирају. У овом ће се раду покушати да прикажу и анализирају поједине идеолошке политике и званични дискурси сећања, те поједине уметничке и политичке контраполитике и опозиционе праксе алтернативне комеморације ; With the onset of political overturn in Serbia in 2000, the process of the ideological reconfiguration of public places was simultaneously being put in motion. One of the most promi- nent means of this endeavor was naming and renaming of urban space, primarily of streets and squares, but also treatment of existing memorial sites and monuments and commissioning and erection of new ones. These undertakings were especially prominent in Serbia's capital Belgrade. Such processes were opposed several times by certain political parties and groups which organized street-actions of counter-naming of Belgrade's thoroughfares and campaigns against newly designated public monuments, and power-play and identity politics of such proceedings will be commented on here. This paper will discuss practices of several artistic and political groups which carried out unofficial street-renaming actions and performances, or discussed and opposed proposed new memorials. By (re)naming certain urban spaces, hegemonic political coalitions are trying to construct significant symbolic places, while oppositional counter-actions are seeking to overtake those same places and reinterpret them. This paper will attempt to sum up and inquire into the ideological politics of official memory discourses and artistic and political counter-politics and actions of opposition or alternative commemoration.

One of the basic and strategic goals of post-war Bosnia and Herzegovina is a full membership in the European Union. During 1992-1995, Bosnia and Herzegovina has passed through one of the most difficult periods in its' history. The war has completely devastated the economical structure and the aftermaths were visible in the following years. As a new paradigm, the European Union appears. The European Union has helped the Western Balkans countries to overcome national tensions and offered them a new perspective; new regional and european integrations should be a new, historical chance for them. In the light of this, the focus of this paper is the impact of trade liberalization between the European Union and Bosnia and Herzegovina on the export from Bosnia and Herzegovina to European Union. The above mentioned impact has been observed in the period of eleven years. The total export amount of Bosnia and Herzegovina in 2015 was 4,6 billion euros, while the amount of the import was 8,1 billion euros, which makes nearly 60% in favor of import. Traditionally, Bosnia and Herzegovina's most important foreign trade partner is the European Union where Bosnia and Herzegovina has a deficit in foreign trade. The portion of export to EU during 2015 was 71,79% while the portion of import was 60,85%. The coverage of import over export was 66,89%. In the period of 2005-2015, most of the products have been placed to markets in Croatia, Germany, Italy, and Serbia, which is not the EU member. The process of trade liberalization in 2015 has resulted in surplus of trade with certain EU countries; Austria, Luxembourg and Estonia while the decrease in trade has been recorded with Germany, Slovenia and Czech Republic. Regarding the export, Bosnia and Herzegovina mailny places products which have labour-intensive character. In the econometrics analysis, extented gravitational models of trade have been placed. Besides the abovementioned, the following econometrical techinques have been used: panel data models (PD), fixed effecs models (RE) and panel corrected standard errors (PCSE). In addition, Hausman test has been applied. According to the analysis that has been carried out, the following has been concluded; InGDPi, InGDPj and InDISTij variables are statistically important on the level of 5% in the period of gradual liberalization. The SSP1 an EK variables are not siginificant.In the other moder, in the period of complete liberalization InGDPi, InGDPj and SSP2 variables have a significant impact on a dependent variable on a level of 5%. InDISTij and EK variables have a significant impact on a level od 5% as well. The above mentioned result confirm the research hypothesis; trade liberalization has a significant impact on the export of Bosnia and Herzegovina to the EU. The basic limit of this research can be a relatively short observation period, caused by the fact that the data of merchandise trade between Bosnia and Herzegovina and EU countries until 2005 are not accessible.
