This article will try to address three inter-connected issues. Is the US a unipolar power? The answer in an unambiguous yes: the United States is the sole international pole in the post- Cold War era & unipolarity will last for the next few decades. But will that situation guarantee a more peaceful world? We can't be so sure about it. Contrary to received wisdom, there is no reason to suppose that American unipolarity will be peaceful. Whatever the strategy chosen by the United States -- global primacy, defense of the status quo or disengagement -- conflict will be the rule in an unbalanced international system. This paper, written as a keynote speech, is divided in two parts. The first part reviews the literature on industrial clustering focusing on policy implications. It argues that the theoretical complexity, which renders the subject difficult to formalize, and the want of empirical work do not authorize simplistic arguments pro or against policy interventions. For these reasons, policy implications are not yet fully explored in the literature. The second part of the paper suggests a research agenda for studying industrial clusters in Brazil, including the production of statistical evidence, empirical work and case studies as bases for designing policy guidelines. This paper discusses the possible privatization of Petrobras. It is argued that despite the economic reasons that recommend its sale, probably the prerequisites for it will not exist in the short term. The purpose of the paper is to contribute to the discussion of this proposal, through the organization of the arguments related to the privatization - the "YPF model". The alternative is the "PDVSA model", opening up the oil sector, with Petrobras remaining a state-owned company. At the end of centuries renewed many questions are contained in Western culture. The article seeks to find the reasons why Argentina's foreign policy is shown to be oscillating, fundamentally thinking about the latest institutional change, and to explore some of the keys aspects of this event. Argentina's foreign policy has gone through different stages and the last presidential elections have shown potential changes regarding the future
of this agenda. The article begins with a brief review of the foreign policy implemented in the government of Mauricio Macri, based on an alignment with the United States, Western Europe and Japan as world powers. The next section presents analytical perspectives for foreign policy agendas. Subsequently, the article presents an analysis of the notable movements of the government of Mauricio Macri in foreign policy.

The article verifies the use of the term feminicide in the journalistic coverage of the homicides of women practiced by their comrades or ex-comrades for reasons of belonging to the female sex, when the crime involves domestic and family violence, as well as the contempt or discrimination related to the condition of woman. The sample is composed by eight articles in the online version of Jornal do Tocantins, specifically published in 2016. Methodologically this article practises Content Analysis. The research seeks to promote a reflection about the important contribution of news, as one of the mechanisms of access to information, for the formation of public opinion and cultural change necessary to combat impunity and reduce this type of crime.

This text is a partial and provisional result of a postdoctoral research in progress at the Scuola Normale Superiore de Pisa/Italia under the supervision of the philosopher Roberto Espósito. It is observed the in these first decades of the 21st century Italian philosophical thought, for some of reasons that we will try to explain below, has been the object of great worldwide interest, becoming the subject of numerous seminars, books and articles. The text tries to evaluate whether there would be something like an "Italian philosophy" beyond the national belonging of those who contributed to its construction. Can speak of an Italian Theory? If the answer to this question is affirmative, what would be its specificites?

The present paper aims to show that, not only the concept of anarchy cannot be anchored in the author that traditionally has worked as its validator -- Hobbes -- it has no foundation whatsoever, except possibly a mythical one. International anarchy entails an ontological state, not a phenomenological one, of permanent war, of chaos incompatible with the presence of sovereign powers in the international scene. The concept of anarchy, despite the structural aporiae that thwart its sustainability, serves a particular status quo, pursues the preservation of the logic of power internationally and, for that reason alone, it remains an object of affection to those who dictate the rules, as an ideological apparatus that does not bind them. The "past modern turn" is usually identified as a spin-off from the post-positivistic debate, & can be viewed as a similar outcome to other development occurring in the field of the human ties & the social sciences. This mutation of an imitatio scientia process to another process of imitatio post-modernum raises several questions, some e which are examined & discussed in this article, namely, the relations hi between knowledge, science & ideology & the reasons for the growing acceptance of the post-positivist approaches. This article updates the discussion of the fiscal situation of the Central government in Brazil. It is shown that, between 1988 and 1995, the National Treasury revenues increased almost 3% of the GDP. Consequently, during 1990-1995, the Central government exhibited a fiscal equilibrium, a better result than the average deficit of 2.8% of GDP observed in 1985-1989. Despite these numbers, some problems of the current situation of the fiscal accounts are highlighted and the increasing weight of the wages and social security expenditures - which together jumped from 47% to 60% of the revenues between 1988 and 1995 - is pointed out as the most important reason for the budget constraint of the majority of the ministries. This study examines the adoption of arbitration for the definitive solution of conflicts between Brazilian Public Administration and its citizens. Despite strong sociological reasons against adopting the institute in Brazil, surprisingly, legal scholars assimilated it with ease. Dogmatic reasons, however, prevent its adoption. The thesis that it is possible when it comes to the secondary interest is untenable, as the secondary interest is only valid when it coincides with the primary one. The unavailability of the public interest was circumvented by explicit legislative authorization term. It is impossible to circumvent the supremacy of the public interest over the private one, which prevents removing the judiciary from having the final word prerogative on the interpretation of matters of the public interest. Therefore, all laws that authorize administrative arbitration are unconstitutional. ; Este estudio trata sobre la adopción del arbitraje para la solución definitiva de los conflictos entre la Administración Pública brasileña y la administrada. A pesar de las fuertes razones sociológicas en contra de la adopción del instituto en Brasil, sorprendentemente la comunidad jurídica lo asimiló con facilidad. Sin embargo, razones dogmáticas impiden su adopción. La tesis de que es posible cuando se trata de interés secundario es insostenible, ya que el interés secundario solo es válido cuando coincide con el primario. The purpose of this article is to reinforce the alert that the German philosopher Hans Jonas makes in his work Principle responsibility for the imminent possibility of a tragic end of history for humanity if the unpredictable effects arising from the form of action of the liberal political-economic system and the inconsequential advance of the technology that follows are considered. In this intention, we chose as a strategy, to weaken and oppose the Hegelian idea, opposed to Jonah's view, that there would be no cause for alarm because history, in its development, is guided by an immanent and well-intentioned reason that inevitably leads humanity towards the realm of freedom and the absolute spirit. More recently, the American philosopher, economist and political scientist Francis Fukuyama, seeking support in Hegelian thought decreed that history had come to an end with the culmination of the sociocultural evolution of humanity. In this context, we initially seek to present an interpretative analysis of the ideas of Hegel and Fukuyama, and then to make a critique of this way of thinking, in the light of Hans Jonas' arguments. Finally, it is concluded, through the Jonasian lens, that the story, in addition to not having reached its end, as Fukuyama stated, may also have a quite different ending from that imagined by Hegel. Therefore, one should not disregard the occurrence of the hypothesis of an essential death followed by a physical death of the human race, well before the Hegelian project of freedom has a chance to take place. In doubt, it is better for man to be wary of the existence and(or) of the intention and(or) of the capacity of an imminent reason and to retake in time the reins of his own destiny, through the adoption of a new ethical principle: that of responsibility.

The objective of this article is to analyze the relationship between theoretical and practical knowledge in accounting training based on the political-pedagogical foundations of higher education in the state of Paraiba. For that, we turn to the contributions of Jürgen Habermas's theory of communicative action in order to understand how the relationship is established between theoretical discourse and practical discourse, drawing on definitions of "instrumental reason" and "communicative reason". To develop this empirical classification study, with a quantitative and qualitative approach, we employed the exploratory typology through bibliographic and documentary research. For data collection we applied a questionnaire with closed questions to students/interns of the public institutions analyzed. The results of the questionnaire show that the courses have an eminently theoretical format. Full-time practices are not applied and their focus is on the "modus operandi". We note that in accounting training, practice cannot be dissociated from theory and vice versa. ; O objetivo do artigo é analisar a relação existente entre o saber teórico e o saber prático na formação em Contabilidade a partir dos fundamentos político-pedagógicos do ensino superior no Estado da Paraíba. Para tanto, recorremos às contribuições da Teoria da Ação Comunicativa de Jürgen Habermas com o intuito de compreender como se estabelece a relação entre o discurso teórico e o discurso prático, partindo das definições de "razão instrumental" e "razão comunicativa". The Underwater Cultural Heritage is a kind of heritage that is little studied and, for that reason, protection to Underwater Cultural Heritage is yet one of the greatest novelties of the present times. There was no standard to regulate it at the international level by 2001. In turn, at a domestic level, the legislation of the Spanish State fails to have a law to protect it in a specific way, except for Law 16/1985 dated June 25 and issued by the Spanish Historic Heritage - LPHE, which includes it within the archeological heritage.The present legal paper addresses the legislation in force in the Spanish State on Underwater Cultural Heritage, with special attention given to Law 16/1985 dated June 25 of the Spanish Historic Heritage.
