Since the introduction of the bachelor-master (bama) in the Netherlands (2002) and Flanders (2004), university education landscape has changed dramatically. The Bachelor's reform was accompanied by numerous institutional reforms, such as the hard switch in the Netherlands, the 'inkanteling' of college courses in Flemish universities, and curriculum revisions at all levels. Furthermore, the mobility between universities become easier, one of the central objectives of the Bologna Declaration. (Almost) ten years after this symposium is to focus the question, what has been the impact of this reform on university education in general and on the quality of education in particular. The introduction of the bamastructuur student mobility actually increased or disappoint the results? Provide universities now stands better educated graduates, and if so, is that thanks to Bachelor's or other developments such as the increased focus on quality assurance through accreditation? With the local elections in 2006, new organizational schemes have been applied by the Flemish government to the 308 municipalities. These schemes included institutional reform aimed to change the outset of local government. In this article we studied the influence of these reforms in practice. Are they actually carriers of change? We thereby focused on the direct aspects linked to these reforms. While many instruments of reform had indirect intended effects, acceptance & action among key decision-makers (both voters & local governors to the extent of their discretion) to use them directly becomes crucial. Our analysis has shown that, with some exceptions, direct autonomous space for action was only limitedly used, hence reducing the chances for indirect change. While it is still too early to fully assess the foreseen indirect effects, in our opinion it is crucial to understand the nature of these local reforms within the central (Flemish) bargaining arena. Geeft onze Grondwet nog wel een actueel beeld van de verhoudingen tussen de machten in de staat en van de legitimatie van het overheidsgezag? Is de Nederlandse Grondwet voldoende toegerust om in ons land 'Poolse en Hongaarse toestanden' tegen te gaan? De auteur van dit boek betwijfelt dit en vindt het hoog tijd dat onze Grondwet, na 35 jaar, eens grondig wordt herzien. Daarbij stelt hij wijzigingen voor die veelal eerder onderwerp van discussie zijn geweest, maar in dit boek worden gepresenteerd als een geheel verbeterde Grondwet. Uitgangspunten daarbij zijn dat de continuïteit ten opzichte van de huidige Grondwet gehandhaafd moet blijven en dat de haalbaarheid niet uit het oog wordt verloren. 'Proeve van een verbeterde Grondwet' bevat een wetsvoorstel voor een geheel herziene Grondwet, met een algemene en een artikelsgewijze toelichting. De algemene toelichting laat zich lezen als een kritisch commentaar op het Nederlands staatsrecht, met als intermezzo's tal van columns over staatsrechtelijke rariteiten. Dit boek kan ook worden gezien als een alternatief voor de beperkte voorstellen tot grondwetswijziging van de Staatscommissie parlementair stelsel. De auteur gaat ervan uit dat die namelijk onvoldoende zullen zijn om onze democratische rechtstaat weerbaarder te maken en onze Grondwet te moderniseren

This paper analyzes the way the Flemish administration dealt with the competence transfer in the field of agriculture it experienced in 2001-2002. The main research question goes as follows: "Which factors have an impact on a successful competence transfer in the context of a state reform." This research shows that the decision-making process has a negative impact on that success because of the difficulties the administration experiences with the translation of the vague political compromises in the law. On the other hand, there is evidence that the change management willingness & capacity of the 'receiving' Flemish & 'losing' federal administration have a positive influence on that success.
