1947년 일본헌법과 더불어 제정된 지방자치법은 중앙정부로부터 독자적 직접선거를 통한 입법부와 행정부 선출을 명시하며 일본의 중앙-지방관계를 규정한다. 특히 1980년대 이후 분권화는 세계화와 맞물려 잠시나마 좌우 이념의 간극에도 불구하고 드물게 의견의 합치를 이룬 정책 목표다. 본 논문은 자치체의 행정체계 정비를 포함해 자치체의 효율적 운영, 주민의 의견 반영 및 공정한 국정운용을 제고하려는 일본의 로컬 거버넌스가 궁극적으로 행정개혁, 시민참여, 그리고 균형발전을 동시에 두 가지 이상 성취하기 어려운 삼중고(trilemma)에 봉착한다는 설명 틀을 2003년 지방자치법 개정 전후 일본의 중앙-지방 관계 변화에 적용하고자 한다. 이에 따라 2절에서 일본 중앙-지방 관계의 발전사를 검토하고, 3절에서 로컬 거버넌스의 기존연구들을 정리한 후, 4절에서 2000년 지방분권일괄법이 실행되고 2003년 지방자치법 개정으로 이어진 과정에서 지방분권 개혁이 어떻게 전개되었는지 로컬 거버넌스의 삼중고(trilemma) 관점에서 보완하여 설명한다. 그리고 1990년대 이후에 지방자치법이 명시한 법적 권리를 넘어 헌법에 명시되어 있으나 실제로는 적극적으로 활용하지 않았던 시민의 직접적 정치참여에 대한 관심이 고조되는 배경을 검토하며 일본의 로컬 거버넌스에 대한 전망을 제시하고자 한다. ; Enacted along with the Japanese Constitution in 1947, the Local Autonomy Law established the directly elected head of executive and legislature at the local level, independent of the central government. Especially since the 1980s, an outcry for decentralization in a global age managed to put together a consensus across liberal and conservative wings, albeit its brevity. While striving for a thorough reorganization in local administration, an efficient management of local government and a participatory democracy at the local level, however, local governance encounters a trilemma of local reform, civic engagement, and balanced development. I purport to reconstruct the Japanese intergovernmental relations before and after the 2003 revision of the Local Autonomy Law in the context of a trilemma in local governance. In so doing, I lay out previous theoretical works on local governance and trace a unique path of intergovernmental relations in Japan, followed by an overview of local reforms and reorganizations since the Omnibus Law of Decentralization was launched in 2000. Between 1995 and 2011, Peruvian GDP grew by 4.9% each year, driven by exports and private investment's increase. However, it only grew by 3.3% in 2015 and by 4% in 2016 due to a reduction in the international price of metals that the country exports. In this scenario, the government elected in 2011 faced the challenge of replacing private investment with public investment as a growth engine. However, this decision revealed two structural problems of the Peruvian economy: 1) the limited spending capacity of central and regional governments; and 2) the difficulty of increasing tax collection due to a very significant informal sector in the country. However, trade liberalization, stability in domestic prices and reforms in public management are strengths of the Peruvian economy, which would enable it to return in the next few years to growth rates of around 4% or more.

학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 윤영관. ; 개발원조가 더욱 중요해지고, 투입되는 금액 또한 증가하면서 개발원조의 효과성에 대한 관심이 증대되고 있다. 본 논문 역시 이에 주목하여, 원조가 수원국의 경제발전에 긍정적인 영향을 미치는 조건을 알아본다. 특히 수원국의 경제발전전략과 원조효과성과의 관계를 살피기 위해서 시장주도적인 경제발전전략을 채택한 방글라데시와 국가주도적인 경제발전전략을 채택한 보츠와나의 원조이용과 그 효과성을 비교하여 살펴보았다. 보츠와나 방글라데시 두 국가 모두 독립 당시에는 매우 가난하여 해외 원조에 의존하였다. 그러나 현재, 보츠와나는 1인당 국민소득이 7,000달러에 달하고 방글라데시의 국민소득은 600달러를 겨우 넘는다. 양국의 개발전략을 비교해보면, 국가주도의 경제개발전략을 택한 보츠와나 정부는 국가개발계획을 작성하고 이에 따라 경제를 관리하였다. 개발계획의 수립, 예산의 작성 등을 재정 및 개발계획부라는 한 개의 정부부서가 통제함으로써 효율적인 관리가 가능했다. 반면 방글라데시는 시장주도의 경제개발전략을 택했다. 1980년대와 1990년대 세계은행과 국제통화기금 등의 공여국의 영향으로 시장주도적인 개방형 경제구조를 위한 자유화, 민영화, 규제완화 조치가 본격적으로 시행되었다. 그러나 방글라데시는 시장 자체나 이를 뒷받침해줄 제도가 제대로 갖춰지지 않았기 때문에 개혁은 제대로 성공을 거두지 못했다. 양국의 원조의 이용 역시 달랐다. 보츠와나는 국가주도의 개발전략에 따라 원조를 이용하였다. 공여국은 국가개발계획을 참고하여 원조 분야와 사업을 결정함으로써 보츠와나 정부의 우선순위에 따른 원조를 하는 것이 가능했다. 반면 방글라데시의 원조는 방글라데시의 필요에 맞춰 이용되는 것이 아니라 공여국의 입장에 따라 이용되었다. 이에 따라 사업이 중간에 중단되거나, 원하는 목표를 이루지 못하는 경우가 생겼다. 그 결과 양국에 제공된 원조의 효과성에도 차이가 있었다. 보츠와나의 경우, 원조가 투자된 교육 분야나 보건, 교통 등의 분야에서는 예전에 비해 많은 발전이 이루어졌으며, 경제발전에 도움이 되었다는 평가를 받고 있다. 반면 방글라데시의 경우, 경제성장을 위해 필요한 부분에 원조를 투입하기 보다는 공여국의 개혁정책을 실시하기 위해 필요한 부분에 원조를 투자하였다. 시장의 발달을 위해 민간 금융 기관의 설립, 국영기업의 민영화 등에 투자된 원조는 공여국의 요구에 따라 성급하고 무리하게 투자된 것이었다. 이렇게 투자된 원조는 제대로 효과를 발휘하지 못하고 오히려 실업이나 채무 부담 증가 등 부작용을 발생시켰다. 국가주도적인 개발전략을 세우고 실행하면서 원조 역시 성공적으로 이용한 보츠와나와 공여국의 영향으로 시장주도적인 개발전략을 세우고 개혁을 시도하였으나 실패하고 개혁에 투입된 원조도 그 효과가 크지 않았던 방글라데시의 사례를 비교해본다면 무조건적으로 시장주도적 경제발전전략을 세우고 이에 따라 개혁을 실시하는 것은 수원국의 경제를 발전시키고 원조의 효과성을 제고하기 보다는 오히려 부작용을 불러올 수도 있는 것으로 보인다. 그보다는 수원국의 정부가 장기적인 안목을 갖고 국가주도적으로 경제발전전략을 정하고 이 과정에 통합하여 원조를 이용하는 것, 그리고 공여국은 최대한 그에 따라 원조를 지원하는 것이 원조의 효과성을 높이는 방법이라고 생각할 수 있다. ; As development aid becomes more important and the volume of it increases, more people develop interest on the effectiveness of aid. In this dissertation, I sought for the conditions to improve aid effectiveness. To find the conditions that positively influence the economy of a recipient country, I compare the development strategy and the use and the effectiveness of aid between Bangladesh and Botswana. Both Botswana and Bangladesh were so poor that they could not help depending on foreign development aid when they became independent. However, the GDP per capita of Botswana is almost 7,000 dollars now while Bangladesh's is barely 600 dollars. Bangladesh has selected a market-oriented economic development strategy and Botswana a state-led strategy. The Botswana government built the National Development Plan and managed their economy according to this. Because the Ministry of Finance and Development Plan controls the development plan, budget, and so on, it managed the economy efficiently. On the other hand, Bangladesh initiated reform policies to have an open market economy under the influence of donors. In the 1980s and 1990s, the policies for liberalization, privatization, and deregulation were placed guided by major donors, such as the World Bank and the International Monetary Fund. However, Bangladesh did not have the proper market and the institution to support it; therefore, its intended reforms did not succeed. The use of aid is also different in both countries. Botswana efficiently used aid according to a national development strategy. Donors could give aid to Botswana in alignment with its priorities because the donors decide an aid project in light of Botswana's development plan. In addition, aid was invested in education, health, and transportation in Botswana. There was improvement in those fields that contributed to economic development. The Bangladesh aid is used according to the opinions of its donors. The aid projects ceased consequently thereby deferring its set goals. Bangladesh invested aid to practice reform policies for a market-oriented economy. It invested aid impetuously on requests by donors for the establishment of private financial institutions and the privatization of state-owned enterprises. These aids could not help the country's economic development and produced side effects, such as unemployment and national debt. As we compare the two, we can infer that building a market-oriented development strategy and practicing reform policy unconditionally according to the purpose of donors do not render aid effective. It is rather more effective if the recipient country makes a long-term development plan, controls the economy, and uses aid according to its strategy. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김동욱. ; 이 논문은 한국과 이집트의 지역사회개발정책을 국가주도성이라는 공통적 측면에 주목하고, 이러한 국가주도적인 지역사회개발정책의 형성 및 발전과정에 따른 경로의존성을 분석하는데 주요한 관심을 둔다. 이를 위해 역사적 사건, 초기경로의 생성 경로의존적 닫힘, 그리고 새로운 경로의 열림으로 구체화 했다. 이러한 과정 하에 역사적, 제도적, 행위자적 요인으로 재분류함으로써 제도 변화의 경로 의존적 요인과 촉진 요인을 보다 면밀히 파악하고자 했다. 이는 기존의 제도적 맥락, 즉 제도 내외의 환경의 영향으로 설명하고자 하는 역사적 신제도주의에 기반하였다고 볼 수 있다. 이 논문을 통해서 지역사회개발정책을 둘러싼 국가 계획은 역사적, 제도적 그리고 행위자적 요인으로 인해 일정기간 지속성을 이끌어가는 요인으로 작용했으며, 한편으로는 역사적 요인에 의하여 단절적인 변화를 경험하기도 했다. 한국의 새마을운동이 적어도 정부가 의도한 바대로 지역사회의 변화를 이끌어내기 위한 의미있는 성과를 가져왔음에 비해, 이집트의 슈르끄 운동을 포함한 일련의 지역사회개혁정책이 지역민의 참여와 자원을 효과적으로 이끌어내지 못한 점을 경로의존성 분석을 통하여 도출해내었다고 볼 수 있다. 이러한 분석결과는 다음과 같이 양국의 지역사회개발정책의 유사성과 상이성으로 나뉜다. 먼저, 유사성으로는 한국과 이집트는 개발도상국으로서의 국가주도 지역사회개발정책을 실시한 경험을 가지고 있다는데 있다. 기본적으로 농경에 바탕을 둔 사회이며, 19세기 외세에 의한 근대화 및 권위주의정권에 의하여 지역사회개발정책이 상당부분 영향을 받았다는 점이 유사하다. 이외에도 개발도상국으로서 공업화 등에 대한 우선적 관심으로 상대적으로 지역사회개발정책과 관련된 자원을 투입하는데 한계가 있었지만, 대통령의 일반적인 관심사가 되었다는 점에서 유사하다. 다음, 상이성으로는 한국의 경우, 새마을운동은 앞선 시기의 여러 사회적, 제도적 및 행위자 요인과 함께 지역사회의 인적 물적 자원을 효과적으로 동원하는 내무부 주도의 제도적요인과 박정희 대통령의 정책에 대한 관심과 거버넌스를 촉진하는 행위자적 맥락 요인이 함께 작용하여 이러한 국가주도적 경로의존성을 지속시켜나갔다. 이러한 국가의 개입은 민간의 참여와 자원을 효과적으로 동원하는 방식으로 나아갔다. 한편, 1980년대 새마을운동은 박정희 정부의 종식과 연이은 전두환 정부의 민간주도 정책으로 인해 기존 국가주도적 경로를 이탈하게 된다. 한국과 달리 이집트의 국가주도 지역사회개발정책의 경로는 국가가 이러한 변화를 주도하는 측면에서는 여전히 경로의존성을 유지하고 있었다. 이는 1980년대 무바라크 정부에서는 슈르끄 사업을 실시함으로써 민간주도로 이행하기 위한 노력을 진행했으나, 현재까지 강한 국가주도적 경로를 유지하고 있다. 국가의 의도를 실현시킬 수 있는 효과적인 집행기관과 지역사회의 참여와 자원을 이끌어낼 수 있는 기제가 마련되어 있지 않는데 원인이 있다. 또한, 실제 지역사회개발정책을 통한 정책효과에 대한 무바라크 대통령의 관심의 부재와 지역사회개발에 참여하는 대지주 및 기업가의 부패문제는 지역사회 참여자의 관심을 이끌어 내지 못함으로써 국가가 대부분의 지역사회개발과 관련된 문제를 독자적으로 해결해나가야 하는 악순환에 처해 있는 것이다. 그러나 2012년 현재 이집트는 쟈스민 혁명으로 일컬어지는 민주화운동에 의하여 새로운 정부 수립을 앞두고 있다. 이렇게 새로이 수립된 정부가 그간 권위주의 정부에 의하여 추진된 농촌 등 지역사회개발정책에 대한 개선책에 대한 기대감이 크다. 새로운 정부의 수립 이후 과거 이집트정부가 추진한 강한 국가주도 지역사회개발정책의 실효성을 강화하는 방향으로 나아갈지 혹은 새로이 민간주도 정책으로 전환하는 주요 결절점으로서 작용할지가 주목된다. 이와는 별개로 정권교체 이후에도 당분간 국가가 주도하여 지역사회개발정책을 수립해나갈 가능성이 크므로 이러한 작업을 위해 이집트 정부는 한국 새마을 운동의 성공요인이었던 내무부 주도, 민간의 자발적 참여와 자원동원을 이끄는 방식을 추진한다면, 지역사회개발의 성공을 앞당길 수 있을 것으로 전망된다. ; Focusing on similarity of the state-led character between both countries, this study aims to analyze its formation and developmental process of Korea and Egypt's rural development policy in terms of a path dependency. For this purpose, this study fall into the four sub-parts, which is historic events, creation of initial path, closeness of path and openness of new path. Under this circumstance, as being reclassified in the basis of historic, institutional, and stakeholder factor, it was able to look into more specifically how the path was proceeded. This based on historical institutionalism to be explained by its environmental circumstances both inside and outside institutions. This study shows the national plan on both country's policies of rural development contributed to keep consistency within a certain periods, but they often experienced several sudden shocks which might be disconnect their paths. The Saemaeul Undong in Korea at least have brought significant outcomes for changes in its rural societies. In comparison, The Egypt's case was not successful at that much because they failed to efficiently attract its rural people's support and securing their resources for their national rural development plans. These result outcomes came from analysis from the perspective of path-dependency and it can be more specifically classified into the two categories, which is similarity and difference of both nation's rural development policies. First of all, Korea and Egypt have a similar experience for conducting their own state-led rural development plans as a developing countries. Besides, when they started to develop rural area, the state mainly relied on agriculture and the rural development plan influenced from the authoritative regimes or the power of a foreign countries. In addition, both countries was more focused to invest their limited resources into the industries, rather than rural development. Next, In Korea, with its prior several social, institutional and stake holder's factors, Saemaeul Undong kept its state-led developmental path as successfully mobilizing its human and material resources with help of deep concern of president Park Chung-hee as stakeholder factor and his ministry of interior as institution factor. Especially, this engagement by the central government was gave more initiatives to private sectors when they obtaining their participation and resources. Meanwhile, in 1980s, the Saemaeul Undong derailed its path due to the facts such as the assassination of president Park Chung-hee or the privatization policy of president Chun Doo-hwan. Different from the Korea case, Egypt's state-led rural development has kept on sustaining previous path until now. There are several attempts such as president Mubarak's Shrouck plan toward private-led rural development. However, it does not seem to be enough for detouring its current state-led development tendency for a new change. This is responsible for lack of effective implementation agency and mechanism which is able to get cooperation from rural society. It hinders them in carrying out their plan not only by president Mubark's lack of actual concerns on rural reforms, but also by business man or large farm owner's corruption problems. Therefore the Egyptian government was caught in a vicious circle in which the central government should exclusively take on whole responsibility for rural development issue. However, as of 2012, Egyptians are facing a new government by liberalization movements which called 'jasmine revolution'. They hope that a reform packages of the new government would be differentiated from that of the previous. it might be a prime concerns whether they are maintaining its state-led path or changing their course toward a more private-led one. Whatever the case it would be, their strong involvement by the central government is more likely to be kept for a while. In these circumstance, if the Egyptian government adopt those successful factors of the Saemaeul Undong, their success for rural development would be advanced by substantial length of time. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 엄석진. ; 이 연구는 '입법에 의한 행정통제의 제도화' 과정을 입체적으로 살펴보기 위하여, 김영삼 정권 시기에 제정된 행정절차법과 정보공개법의 제정과정을 옹호연합모형(ACF)을 적용하여 비교 분석한 것이다. 이를 통하여 대통령과 행정부, 의회 등 입법과정의 주요 행위자에 초점을 두어 한국 행정절차법 제정과정을 연구한 Ginsburg(2001)의 고착 모형(Lock-in Model)과 Baum(2007)의 통제 모형(Rein-in Model)이 간과한 시민단체·학계·정당 등의 활동과 관료제의 반발 등 다양한 행위자 간의 상호작용을 규명하고자 하였다. 분석 결과, 첫째, 양 법률의 제정 과정에서 적극적 개혁연합과 보수적 개혁연합이 존재하였으며, 촉발기제 및 여론의 관심, 옹호연합의 대립과 입법 주도권 정도에 따라 입법의 지연과 법률 내용의 변화를 가져왔다. 특히 양 법률의 제정과정을 비교함으로써 이와 같은 상호작용의 특성이 입법의 지연과 법률 내용의 변화를 가져온 주요한 원인이었음을 새롭게 발견할 수 있었다. 둘째, 입법 과정에서 국회의 영향력은 미약하였으며, 대통령이 강한 리더십으로 입법을 추진하더라도 법률의 규율 대상인 관료제가 입법 과정에 참여함으로써 법률 내용에 한계가 나타났다. 이는 그동안 김영삼 정부 시기의 행정법제 개혁에 대한 상반된 평가, 즉 한편으로는 행정절차법과 정보공개법의 제정으로 법치주의를 향한 진전이 있었다고 평가되면서도, 그 내용적 측면에서는 소극적이고 수세적이며 지속적인 개선이 필요하다는 지적에 대해 제정과정 측면에서 해답을 제시하고 있다. 즉, 양 법률 공히 제정과정에서 국회가 주도적 역할을 하지 못한 가운데, 대통령의 리더십과 시민사회의 요구를 바탕으로 입법이 추진되었지만, 양 법률의 규율 대상인 관료제가 입법과정에 깊숙이 참여함으로써 내용적 측면에서 한계가 나타날 수밖에 없었음을 보여준다. 결과적으로 이 연구는 양 법률의 제정 과정을 비교함으로써 시민단체·학계 등의 활동과 관료제의 반발 등 다양한 행위자 간의 상호작용을 규명하고, 이와 같은 상호작용의 특성이 입법의 지연과 법률 내용의 변화를 가져온 주요한 원인이었음을 발견하였다. 향후 대통령과 관료제 간의 심층적인 상호작용 및 정책중개자의 실체와 역할 등을 밝히는 연구가 추가적으로 이루어진다면, 김영삼 정부 시기 행정법제 개혁의 성과와 한계를 체계적으로 밝히는데 기여할 수 있을 것이다. ; This study aims to do the comparative analysis of the enactment process of the Administrative Procedure Act(APA) and the Freedom of Information Act(FOIA) enacted in the Kim Young Sam regime by applying the Advocacy Coalition Framework(ACF) with a view to looking into the various aspects of the process of 'Institutionalization in control of administrative process by the legislative'. This study has the purpose of identifying the interactions of a large variety of agents such as civil organizations, academic profession, political parties and bureaucracy which was overlooked in the previous studies - Lock-in Model by Ginsburg(2001) and Rein-in Model by Baum(2007) - which analyzed the enactment process of Administrative Procedures Act in Korea, focusing on the official agents in the legislative process such as President, the executive branch, and Congress, etc. The results and the findings of this study can be summarized as follows. First, there were two major agents in the enactment process of the APA and FOIA, the active coalition and the conservative coalition, which resulted in the delay of the legislation and the modification of the laws depending on triggering mechanisms, the public's attention, legislative advocacy coalition, and the degree of the initiative. In particular, by comparing the enactment processes of both Acts, it was concluded that the characteristic of the interactions as above was the major cause that led to the delay of the legislation and the modification of the laws. Second, even after democratization in Korea, the influence of the National Assembly in the legislative process was weak. Even though presidential's legislative power was strong, limitations on the institutionalization of legal control has still remained because executive branch as target discipline has been involved in the legislative process. Thus, the findings of this study may partially provide answers to the question on differences between APA and FOIA legislation process. The dynamics of power was present between bureaucrats and civil organizations in the legislative process, and the contents of the bill and the time delay varied with the degree of a legislative initiative of officials who was the main opposition coalition in the enactment process. The further research in the future on in-depth interaction between the president and the bureaucracy, and on the role of the policy broker will be able to contribute to systematically elucidate in the achievements and limits of the reforms of administrative laws in the Kim Young Sam regime. ; Master

학위논문(박사)--서울대학교 대학원 :인문대학 국사학과,2020. 2. 정용욱. ; This thesis examines aspects of savings mobilization that the Korean government pursued to mobilize internal investments in the 1960s and 1970s, focusing on household savings. Chapter 1 analyzes savings mobilization attempts made after the implementation of the First Five-Year Economic Development Plan immediately following the May 16 military coup. To this end, we first look at the domestic capital mobilization of the 1st Five-year Economic Development Plan and the various institutional and social practices promoted for mobilizing household savings. Representatively, it describes saving enlightenment activities and the national saving movement promoted by the government. In addition, it deals with the establishment of a National Savings union established primarily for wage workers. Chapter 2 deals with political and social discussions within Korean society that were developed in the process of determining the rate realization measures implemented in September 1965. It also describes the process of institutional reform, including the establishment of local banks, which was established to strengthen mobilization of savings while witnessing an increase in financial savings after the implementation of this measure. In addition, this study analyzes aspects of the living rationalization movement such as 'the second economic movement' that was developed along with the reform of the system. The effects of such activities and the recognition of household savings are analyzed based on the savings market survey conducted by the Bank of Korea since 1967. Chapter 3 deals with the aspects of saving mobilization during the period of heavy chemical industrialization in the early 1970s. The government has promoted the heavy and chemical industrialization policy since 1973 and made a plan to raise funds for domestic capital. To this end, the financial system was reorganized and a national investment fund was established. And attempted to mobilize household savings by introducing the National Welfare Pension, but failed. This chapter examines this process and describes the attempts and limitations of building a mobilization system. Chapter 4 analyzes the savings mobilization strategy developed after the global economic recession caused by the oil shock. During this period, the oil shock shocked the domestic economy, which in turn increased demand for income security. The Korean government used financial institutions as a means of ensuring the lives of its people. Representatives include workers' asset-building savings and life insurance. These systems were introduced and fostered as a means to mobilize the domestic capital necessary for the promotion of the Fourth Five-Year Plan. In addition, this chapter examines households 'responses to workers' asset-building savings and life insurance. Based on the above, the effects of forced saving, saving enlightenment, and economic incentives used by the Korean government for saving mobilization can be summarized as follows. First, forced saving did not have much effect. In the case of the national savings union, although it has the characteristics of forced savings, it was far short of its target. In addition, the National Welfare Pension, which was created as a means of domestic capital mobilization immediately after the declaration of industrialization, attempted to be introduced using welfare discourse, but its implementation was delayed indefinitely due to strong repulsion and oil shock. Next, the saving enlightenment of the government also did not have much effect on increasing savings. The government and savings organizations continued to disseminate discourses on rationalization through the preparation of households, but not many households keep a housekeeping book. According to a savings market survey conducted by the Bank of Korea, each household was told to increase or decrease its savings by increasing or decreasing its income. The most effective means of government's savings mobilization were through economic incentives. Regular deposits and installment savings have increased since interest rate realization measures, and the popularity of workers' asset-building savings in the late 1970s is a reflection of this. The main motives for savings identified by the savings market survey were real estate purchases, child education and marriage funds, and stabilization of retirement life, and workers' asset-building savings and life insurance were just the right tools for that need. As a result, the government's savings mobilization was able to achieve effective results when it met the needs and desires of households. The demand for saving mobilization for the people of the Park Chung Hee regime seemed very strong on the outside. But the reality is that the government is driven by household demands. 학위논문 (박사) -- 서울대학교 대학원 : 사범대학 사회교육과(역사전공), 2020. 8. 유용태. ; 본 연구는 청이 불평등조약과 서양 국제법 서적을 통해 주외공관 제도를 수용하는 과정을 분석한 다음, 이것이 주한공관 설립과 한청 근대외교로 이어지는 모습을 고찰하였다. 이 과정에서 전통외교와 근대외교 각각에서 유래한 합리성과 제국성이 작용하는 양상에 유의하였다. 요컨대, 외교학의 용어와 개념은 물론 주외공관의 운영 원리에 착목하여 청의 주한공관을 체계적으로 밝힌 개척적인 연구라 할 수 있다. 청은 아편전쟁으로 체결한 불평등조약에 따라 주외공관 제도를 수용하였다. 이후 열강이 속속 설립한 주청공관은 자국인을 보호하고 외교 협상을 효과적으로 전개하는 한편, 영사재판권·포함외교 등을 통해 자국의 이익을 확보하였다. 한편 이 시기 청에 번역 소개된 󰡔만국공법󰡕 등의 서양 국제법 서적 또한 주외공관의 역할, 권리, 의무 등을 총체적으로 설명하는 한편, 非서구에 대한 영사재판권과 포함외교를 정당화하였다. 이를 통해 청에서는 합리성과 제국성으로 대표되는 주외공관 인식이 형성되었다. 본고가 불평등조약과 서양 국제법 서적에서 公使·領事 등의 번역어가 정착되는 과정을 분석한 결과는 청의 주외공관 인식이 심화되는 과정을 잘 보여준다. 이러한 상황에서 대외 위기가 고조되자, 청 정부 내에서는 상주사절 파견론이 대두하였다. 그 결과, 청은 영국을 시작으로 해외 각국에 공사관을 개설하고, 싱가포르 등 청국인이 많이 거주하는 지역에는 영사관을 설립하기 시작하였다. 청의 주외공관은 현지에서 교섭 사무, 자국민 보호, 정보 수집 등 다양한 업무를 수행하였다. 이는 청이 불평등조약에 따라 설립된 열강의 주청공관을 관찰하고, 서양 국제법 서적을 번역 이해한 결과였다. 이러한 흐름 속에서 1883년 청은 첫 번째 주한공관으로서 주조선상무서를 설립하였다. 그런데 주조선상무서는 분명 근대외교의 산물이었으나 청과 조선은 아직 전통외교를 적용하고 있었다. 따라서 주조선상무서는 전통외교와 근대외교가 착종된 과도적 형태의 주한공관이라 할 수 있다. 이것은 청이 진수당의 직함을 총판상무위원이라 하면서도 사실상 총영사의 지위를 부여한 데서도 잘 나타난다. 진수당은 주로 청 상인의 경제적 이익을 확보하는 방향으로 제국성을 표출하였고, 이를 합리성으로 분식하기 위해 전통외교와 근대외교를 선택적으로 활용하였다. 이 시기 한성·인천·부산·원산에 설립된 주조선상무서는 판리조선상무장정을 토대로 운영되면서 진수당의 활동을 뒷받침하였다. 1885년 청은 진수당을 경질하고 그 후임으로 원세개를 임명하였다. 이때 원세개에게는 총리교섭통상사의라는 직함과 총영사 겸 4등공사라는 지위가 부여되었다. 본고는 원세개가 지닌 4등공사의 지위에 주목하여, 이것을 원세개가 상국의 대표로서 조선의 외교를 주지한 법적 근거였음을 밝혔다. 그러나 원세개는 외교뿐 아니라 내정에까지 개입하였고, 이 과정에서 전통외교와 근대외교를 선택적으로 구사하여 제국성을 더욱 강렬히 표출하였는데, 이는 원세개의 독단적인 판단이 아니라 어디까지나 청 정부의 암묵적 동의에 따른 것이었다. 이 시기 원세개가 임기를 마친 후에도 두 차례나 더 유임되었고, 주조선상무서의 규모가 대폭 확장되고 용산상무서가 신설된 것은 원세개의 활동을 뒷받침하는 토대로 작용하였다. 그러던 중 청일전쟁이 일어나며 주조선상무서는 폐쇄되었다. 그러나 청은 1896년 총상동·총영사 당소의를 파견하여 주조선영사서를 개설하였다. 이때 당소의가 비공식 사절을 자처하였던 만큼, 주조선영사서 또한 비공식 기구에 머물렀다. 청이 자국민을 보호하면서도 조선의 수교 요구는 거부하기 위해 일종의 편법을 사용했던 것이다. 청은 마지못해 수교를 결정한 다음에도 4등공사 또는 흠차대신을 파견하려고 하는 등, 여전히 대한제국에 전통외교를 적용하려는 태도를 보였다. 1899년 한청수교가 이루어진 후, 청은 두 번째 주한공관인 주한공사관·영사관을 개설하였다. 이는 결국 청이 대한제국에 근대외교를 전면 적용하게 되었음을 의미하는 것이다. 주한공사 서수붕, 허태신, 증광전은 서양 국제법과 한청통상조약에 근거하여 교섭 사무를 처리해 나갔고, 이 무렵 신설된 外務部가 주외공관 제도의 개편에 나서면서 주한공사관·영사관의 합리성은 한층 보강되었다. 이 시기 청이 제국성을 표출하기 어려워진 상황과 달리 대한제국에서는 열강을 모방한 제국성이 생겨나기 시작하였다. 제1·2차 한일협약 이후에는 청의 주한공사관이 철수하고 주한영사관이 그 공백을 채웠다. 이 시기 한국총영사 마정량은 주한공사에 버금가는 권한을 지녔고, 주한영사관의 규모는 더욱 확장되었다. 본고는 이 시기 청 정부가 주외공관 제도를 개편하면서, 주한영사관의 관제가 개편되고 관원에 대한 대우가 개선된 것에 주목하였다. 이는 대한제국이 국권을 상실해 가는 상황에서도 청의 주한공관이 지닌 합리성이 증진되었음을 의미한다. 그러나 한국총영사 마정량은 각종 현안을 교섭하는 과정에서 합리성을 내세웠지만, 대한제국을 매개로 일본이 표출하는 제국성에 대응하는 과제를 안게 되었다. 그리고 한일병합으로 대한제국이 주권을 상실한 후에도 주한영사관은 주조선영사관으로 명칭을 바꾸어 존속하였으나, 한청관계가 일청관계로 대체되었기에 그 위상은 점차 낮아졌다. 본 연구에서 청말 주한공관을 한청관계의 맥락 위에 놓고 전통외교와 근대외교의 착종 과정에 주목한 것은 선행 연구의 보완과 연구 지평의 확대라는 측면에서 다음과 같은 의미를 지니고 있다. 첫째, 중국외교사의 측면에서, 청의 주한공관은 중앙 정부와 개인 차원의 외교 행위를 상호 관련성 속에서 이해할 수 있도록 하는 발판이 된다. 특히 청의 근대외교는 합리성을 갖추고 있었던 것은 물론 속국에 대해서는 명백히 제국성을 띠었던 만큼, 청의 근대외교가 지닌 후진성이나 反침략성을 강조해 온 선행 연구의 관점은 재고될 필요가 있다. 둘째, 한중관계사의 측면에서, 청의 조선 정책은 전통외교와 근대외교 양쪽 모두에서 유래한 합리성과 제국성이 길항하는 과정에서 그 양상을 달리하였음을 규명하였다. 따라서 청의 조선 정책을 전통적인 속방 체제의 강화 또는 근대적 제국주의 어느 한쪽으로 이해하는 것보다는 양측 모두가 착종한 양상에 주목하는 것이 적절하다. ; This study examined the way in which Qing dynasty had introduced the diplomatic office system through unequal treaties and the Western international law books, and figured out relevance between Qing's diplomatic offices in Korea and Sino-Korean modern diplomacy. In particular, this article paid attention to the manifestation that rationality and empireness of the diplomatic offices appeared and the aspect that the traditional diplomacy and modern diplomacy competed. In premodern times, traditional diplomacy based on tributes and installation was widely practiced in East Asia. But traditional diplomacy shook and modern diplomacy spread after the Opium War. In particular, the diplomatic offices of Western powers were symbol of modern diplomacy. Qing's understanding of the diplomatic office deepened through unequal treaties and Western international law books. The unequal treaty that Qing dynasty signed with the Western powers included clauses related to the diplomatic offices. The Western international law books introduced by Qing also included contents related to the diplomatic offices. In short course, the idea of dispatching resident envoys emerged in the Qing government. In this situation, Qing started to set up legations and consulates abroad. The diplomatic offices of Qing dynasty carried out various tasks, including negotiation affairs, protection of citizens, and gathering information. These diplomatic offices were based on the reference of the Western powers' diplomatic offices and Western international law books, therefore they contained both rationality and empireness of modern diplomacy. Paradoxically, rationality and empireness were fully expressed in the East Asian country. Qing's diplomatic offices in Korea can be explained in terms of rationality and empireness, and the change of Qing's diplomatic offices in Korea can be divided into the following two periods. The first phase is the founding period of the Qing's diplomatic offices in Korea. In this period, Qing aimed at making the Chosun her vassal state through the Commercial Affair Office. The General Commissioner of Trade Chen Shu-Tang established several Commercial Affair Office. In fact, the Commissioner of Trade was equal to the consul, and the Commercial Affair Office was equal to the consulate. But Qing avoid the term 'consul', 'consulate' to emphasize the vassal status of Chosun. Yuan Shi-Kai as a successor to Chen Shu-Tang corresponded to diplomatic minister. In this period, Qing and Chosun experimented the modern diplomacy through the diplomatic offices, but the traditional diplomacy was still valid. Qing made a use of modern diplomacy and traditional diplomacy arbitrarily. The second phase is the completing period of the Qing's diplomatic offices in Korea. In 1896, Qing established the consulate in Korea to protect the Chinese and avoid Chosun's call for diplomatic ties. After deciding to establish diplomatic ties, Qing planned to dispatch the fourth minister, and soon changed it to the minister plenipotentiary. This phenomenon symbolically shows the shift from traditional diplomacy to modern diplomacy. In 1899, Qing established a legation and consulates after concluding Sino-Korean treaty of commerce. The ministers of Korea treated the negotiation with Korea on the basis of the Western International law and Sino-Korean treaty of commerce. At that time, Qing established the Department of Foreign Affairs to reform diplomatic institutions. As a result the rationality of modern diplomacy increased, but the empireness of modern diplomacy was difficult to appear. In 1906, Qing decided to withdraw legation of Korea by request of Japan, and the consulate then dealt with task of the legation. Accordingly, consul general of Korea Ma Ting-Liang came close to minister of Korea, and the consulate grew in size. At that time, Qing government reformed the diplomatic office institutions, so consulates of Korea were reformed and diplomat treatment improved. After Japan-Korea Treaty of 1910, Sino-Korean relations ended, but the consulate of Korea still maintained changing its name to consulate of Chosun. In short, the consulate of Korea had developed in a way that enhances the rationality of modern diplomacy, but had to defend against Japanese empireness. This study has the following meanings in terms of supplementation of prior research and expansion of research horizon. First, this article revealed that Qing's empireness before Sino-Japanese War had come from both traditional diplomacy and modern diplomacy. Therefore preceding researches which have judged Qing's Chosun policy traditional or modern need to be reconsidered. Second, this article discovered the rationality from modern diplomacy in proceeding of Sino-Korean relations. Several preceding researches didn't stress on the development of Sino-Korean relations.
