This paper reviews a range of evidence, which considers the academic literature, technical reports and case studies on regional development. It proposes a theoretical synthesis that considers three lines of interpretation about regional development: the first focuses on the functioning of institutions; the second focuses on the mechanisms of political representation of regional actors; and the third studies the processes of circulation of resources. These three lines of interpretation seek to address the problems of governance and coordination between actors involved in the process of regional development. ; El artículo revisa un amplio rango de evidencia, que considera la literatura académica, informes técnicos y estudios de casos de desarrollo regional. Propone una síntesis teórica que considera tres líneas de interpretación acerca del desarrollo regional: la primera enfatiza los problemas de funcionamiento de las instituciones; la segunda se enfoca en los mecanismos de representación política de los actores regionales, y; la tercera estudia los procesos de circulación de recursos. Estas tres líneas de interpretación intentan responder a los problemas de gobernanza y coordinación entre actores involucrados en el proceso de desarrollo regional.
Governance is not limited to the consideration of a greater involvement of civil society and the establishment of horizontal organizational forms and networks, but it also implies new roles arising from changes of governments. This paper analyzes the interactions that have been implemented in instances of policy discussions and government actions which require coordination between the municipality of Medellín and the department of Antioquia in Colombia. Identifying and analyzing the forms of coordination between Medellín and Antioquia is considering agreement or disagreement points, fragmentation, changes in the role of the governor and the mayor, incursions of institutional, sectorial, individual and private actors, who are recognized as valid and direct participants in decision making. The contrast between new trends and traditional forms of government has created tensions between different levels of government, as it implies a pressure for the independent exercise of local authorities and the incorporation of new actors on the political scene. Purpose The article focuses on the preconditions for forging International strategies to deal with social and environmental sustainability. Taking the Brundtland Report and its implied strategy based on inter-governmental conferences and treaties at the global level as a point of departure, this article suggests an alternative strategy which focuses on governance arrangements (GAs) rather than government agencies and at the regional rather than the global level. The article argues that for these to function effectively, they must be perceived as legitimate by those affected by their decisions. This article argues that this will depend on their conformity to certain generic principles regulating the chartering, composition and decision-making of such GAs. If these are successful in Europe, their norms may diffuse to other world regions. Design/methodology/approach This is a conceptual article which presents principles for international governance for sustainability based on current experiences with governance in the European Union. Findings The article points out that since the publication of the Brundtland report, among the most significant political/institutional changes with regard to policies for environmental sustainability have been the expansion of the competences of the European Union (EU) and the emergence of a numerous and wide-ranging set of trans-national non-governmental organizations. The article indicate show this new institutional terrain may be used to forge new governance strategies for sustainability. Esta investigación tiene como objetivo establecer una propuesta de cuáles pueden ser los contenidos del modelo territorial regional a partir de las competencias que la Constitución de la República del Ecuador asigna a los gobiernos autónomos regionales. En el modelo territorial se plasman los aspectos esenciales a lograr en un ámbito de estudio, por ello es necesario que contenga los componentes básicos que deriven de la realidad del área estudiada, las competencias propias del gobierno regional y las responsabilidades de los demás niveles de gobierno. Para determinar los componentes se ha revisado el marco legal de la organización territorial del Estado, las competencias regionales y de los demás niveles de gobierno. Con el propósito de identificar cuáles serían los componentes del modelo territorial regional se ha efectuado una encuesta a expertos y se ha analizado planes de ordenamiento territorial de otros países que corresponden a niveles de gobierno similares al regional para extraer conclusiones y referencias prácticas útiles para esta investigación. Asimismo, se ha sintetizado mediante una revisión bibliográfica los aspectos territoriales relevantes del caso de estudio (Azuay, Cañar y Morona Santiago) para tener un acercamiento a la realidad existente en el territorio tomado como referencia. Finalmente, en base a los procesos anteriores se ha construido el modelo territorial regional mediante la determinación de sus componentes y la cartografía que lo acompaña. La tesis concluye que dado el nivel competencial de las regiones, el modelo territorial propuesto solo es posible alcanzarlo con la colaboración de todos los niveles de gobierno. ; The objective of this research is to establish a proposal on the contents of the regional territorial model based on the competences that the Constitution of the Republic of Ecuador assigns to regional autonomous governments. The territorial model establishes the essential aspects to be achieved in a territory, so it is necessary to contain the basic components that derive from the reality of the area studied, the competences of the regional government and the responsibilities of other levels of government. The legal framework of the territorial organization of the State, the regional competences and the other levels of government have been revised to determine its components. In order to identify what would be the components of the regional territorial model, a survey of experts has been carried out, and plans for territorial organization of other countries corresponding to similar regional governance levels have been analyzed to draw conclusions and useful practical references for this investigation. Likewise, the relevant territorial aspects of the case study (Azuay, Cañar and Morona Santiago) have been synthesized through a bibliographical review in order to have an approximation to the existing reality in the territory taken as reference. Finally, based on the previous processes, the regional territorial model has been constructed through the determination of its components and the cartography that accompanies it. The thesis concludes that given the level of competence of the regions, the proposed territorial model can only be achieved with the collaboration of all levels of government. ; Magíster en Ordenación Territorial ; Cuenca
RESUMEN: La perennidad del páramo del entorno regional de Medellín es un problema de gobernanza del desarrollo económico. El objetivo de este artículo es identificar las dificultades de esta gobernanza. Las primeras conciernen a la relación entre desarrollo económico y protección ambiental. Las segundas, tienen que ver con la institucionalización de reglas de juego entre actores gubernamentales. Se consideran elementos teóricos de la nueva geografía económica y del neoinstitucionalismo, partiendo de los resultados de un análisis espacial multiobjetivo. Se observa que la gobernanza es sensible al efecto de aglomeración económica, pues presenta mayores dificultades técnicas conforme se está más cerca de la ciudad. Finalmente, las dificultades políticas radican en reglas de juego excluyentes, como consecuencia de una lógica de proyecto burocrática. ; ABSTRACT: Conservation efforts aimed at preserving forest resources in the Páramo (moor) System of the northern periphery of Medellín is a territorial governance problem related to economic development. The scope of this article is to identify technical and political difficulties of governance. Technical difficulties concern the relationship between economic development and environmental preservation. Political difficulties have to do with the institutionalization of rules between government actors. This study uses a New Economic Geography and Neoinstitutionalism approach and applies a Multi-objective Spatial Analysis. Results suggest that technical difficulties of governance are affected by economic agglomeration effects, increasing as territories get closer to the city. Finally, the tenets of the bureaucratic project promote non-inclusive political rules.

El artículo analiza las dificultades de la gobernabilidad y su carácter esquivo. Se trata de un estudio sobre cómo mejorar la gobernabilidad, partiendo de la base de que en muchas ocasiones lo que existe en la práctica, son condiciones de ingobernabilidad. El razonamiento central parte de que la ingobernabilidad puede en ocasiones imperar, sin que ello implique necesariamente una fractura en la democracia en su conjunto. Se continúa con un examen de la cohesión y la perdurabilidad de las sociedades, como ejes de la gobernabilidad. Luego se prosigue con consideraciones acerca de las redes de gobernabilidad a nivel local y regional, y con el tratamiento de la crisis de información en las sociedades fragmentadas, así como con las condiciones de inestabilidad crónica y los gobiernos locales. Se finaliza con algunas consideraciones sobre el vínculo existente entre lo local y lo global, y el posible rol de ese proceso en el manejo de crisis y la educación para la paz. ; The article analyzes the difficulties of governance and the elusive nature of governability. lts main purpose is to make suggestions as to how to increase governability. Central to the argument is the suggestion that, despite the occasional reign of ingovernability, this does not imply the fracture of democracy altogether. Cohesion and perdurability are the keys to governability. The article analyzes local and regional governability networks and the management of the information crisis in fragmented societies, as well as the conditions of chronic instability and local co-governments. The article ends with several considerations on the local-to-global links, and the potential role of this process in the management of crisis and education for peace.
Within the framework of post-liberal regionalist strategies that emerge and consolidate in the 21st century, the Community of Latin American and Caribbean States (CELAC) represents one of the integrationist initiatives that attaches more importance to South-South Cooperation. The article argues, at the same time, that CELAC may become a future mechanism for regional governance due to its potential for integration, the advancement of political dialogue and diplomatic consensus as well as the promotion of development and international cooperation. ; En el marco de las estrategias regionalistas posliberales que surgen y se consolidan en el siglo XXI, la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) representa una de las iniciativas integracionistas que otorga más importancia a la Cooperación Sur-Sur, a la vez que podría constituirse en el futuro en un mecanismo de gobernanza regional gracias a su potencial para la integración, el diálogo político y la concertación diplomática, destacadamente en la promoción del desarrollo y la cooperación internacional.
This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance and SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the socalled fire paradox: that is, the need to move from a one-dimensional perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the EU should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena
