In der vorliegenden Arbeit analysiert Maciej Chinalski den Regional Governance Ansatz und seine praktische Umsetzung in den Europäischen Grenzregionen zwischen Deutschland und Polen (Oder-Partnerschaft) sowie im Vierländereck von Österreich, Ungarn, Tschechien und Slowakei (Centrope-Region). Regional Governance gilt als eine Kooperationsform unterschiedlicher regionaler Akteure, die nach neuen Synergien suchen, um ihre Zusammenarbeit voranzutreiben. Eine Region wird dabei als Raum verstärkter Interaktionen zwischen Staat, Zivilgesellschaft und Wirtschaft verstanden.
Der Beitrag verortet die Diskussion um Regionalentwicklung in Großschutzgebieten in der politikwissenschaftlichen Diskussion um Governance und Regional Governance. Ziel des Beitrages ist es aufzuzeigen, dass es drei Hauptgründe gibt, warum Governance eine Rolle für Großschutzgebiete spielt: 1. aufgrund eines veränderten Naturschutzverständnisses, 2. aufgrund einer Bedeutungszunahme von Konzepten naturschutzorientierter Regionalentwicklung und 3. aufgrund der zwangsläufigen Umsetzung von Großschutzgebieten im politischen Mehrebenensystem. Empirisch sollen diese Governance-Aspekte anhand des Bundeswettbewerbes 'idee.natur' illustriert werden. Deutlich werden soll, dass Governance und Regional Governance wichtige Anknüpfungspunkte für Naturschutz und Großschutzgebiete bieten und es solche Konzeptionen mittlerweile tatsächlich in der naturschutzpolitischen Praxis gibt. ; The paper locates the debate on regional development in large-scale protected areas in the political-science discussion on governance and regional governance. The aim is to demonstrate that there are three primary reasons why governance is of relevance for large-scale protected areas: 1. due to a changed understanding of nature protection, 2. due to the increased significance of regional development concepts oriented towards nature protection, and 3. due to the necessity of implementing large-scale protected areas in a multi-level political system. These aspects of governance are empirically illustrated using the example of the federal competition 'idee.natur'. It becomes clear that governance and regional governance are important approaches for nature conservation and large-scale protected areas and that such concepts are already in use in the policy practice of nature protection.

Stadtregionen leiden unter einem Steuerungsdefizit. Es gibt mehr regionale Aufgaben, als die Kommunen, die bestehenden Zweckverbände und die Stadt-Umland-Verbände bewältigen können. Da die Steuerung kultureller Projekte bisher noch nicht von regionalen Verbänden aufgegriffen wurden, besteht noch die Möglichkeit, zu experimentieren und innovative Lösungen zu entwickeln. Ziel der Diplomarbeit ist es, die Wirkungsmöglichkeiten von Regional Governance im Zusammenhang mit der Förderung regionaler kultureller Projekte und den Wert freiwilliger regionaler Kooperation für die Kommunen zu zeigen. Fragen nach einem ideal durchmischten Akteursnetzwerk und nach sinnvollen Entscheidungskompetenzen für freiwillige interkommunale Kooperationen gegenüber den Gebietskörperschaften stehen im Mittelpunkt der Ergebnisdiskussion. Die Arbeit stützt sich auf Experteninterviews in vier Beispielregionen. Die Studien zeigen, dass die kooperative Realität ist finanziell unterausgestattet ist und das Potenzial der nicht-staatlichen Verhandlungspartner weitgehend ignoriert. Für die Umsetzung kultureller Projektideen fehlen die Ressourcen, so dass die Kooperationen sich vor allem als Think Tanks verstehen. Obwohl das innovative Wissen der nichtstaatlichen Akteure unbestritten ist, beschränken sich regionale Netzwerke im Wesentlichen auf die politische Sphäre. Der Konzeptionelle Teil der Arbeit stellt die Stärken und Schwächen der Beispielstudien einander gegenüber. Er fragt nach der idealen Mischung von Akteuren für Regional Governance, nach dem optimalen Maß inhaltlicher Leistungsfähigkeit für Regional Governance-Netzwerke und nach einem operablen zeitlichen Ablauf einer Netzwerk-Kooperation. Drei auch graphisch entwickelte Modelle geben eine umsetzbare Antwortmöglichkeit. Die Diplomarbeit betreibt damit nicht nur Grundlagenforschung, sondern liefert auch Konzepte für die Praxis.

Drawing on the views of Whitehall civil servants, this article explores how central–regional relations are being recalibrated and how government is building a regional perspective into its activities. Auf eine weiter zurückreichende Tradition verschiedener interkommunaler und regionaler Kooperationen beruhend, ist seit nunmehr acht Jahren in der südhessischen Region Starkenburg ein gezielter regionaler Entwicklungsprozess im Gange, dessen verschiedene Stadien Gegenstand dieses Artikels sind. Analog zur theoretischen Diskussion des Begriffs der Regional Governance (BENZ 2005, EINIG et al. 2003, FÜRST 2003, FÜRST 2001) als Terminus für eine neue Form regionaler Steuerung durch kooperative und partizipative Ansätze wird in Starkenburg in der Praxis versucht, mit Hilfe verschiedener formeller und informeller Elemente die Region zusammenzuführen und im Sinne einer nachhaltigen Entwicklung voranzubringen. Der Prozess der regionalen Kooperation ist dabei zwar nicht in allen Aspekten als ein Regional Governance-Prozess zu deuten, die wesentlichen Merkmale erfüllt er jedoch (BENZ 2005, S. 406 f.). Interessant ist vor allem im Kontext der Governance-Diskussion die Frage nach den Erfolgsfaktoren und den Schwierigkeiten einer regionalen Kooperation. Die geschilderten Transformationsprozesse der Region Starkenburg dienen hier als ein Beispiel für eben diese Schwierigkeiten und – darüber hinaus – für die Grenzen von Regional Governance und freiwilliger regionaler Kooperation.

Die traditionellen Planungs-, Problemlösungs- und Entwicklungsmechanismen in der staatlichen Aufgabenerfüllung, in der kommunalen und regionalen Planung sowie in der Wirtschafts- und Strukturpolitik konnten auf die gravierenden weltwirtschaftlichen und gesellschaftlichen Veränderungen der letzten 30 Jahre nicht mehr adäquat reagieren. Als neuer Steuerungsmechanismus haben sich vielmehr informelle Netzwerke sowie stärker handlungs- und umsetzungsorientierte Formen der Zusammenarbeit auf der regionalen Ebene herausgebildet und damit zu einem Bedeutungsgewinn der Region als Handlungsebene beigetragen. Den aktuellen theoretischen Bezugsrahmen für die Veränderungen genannter staatlicher und kommunaler Steuerungsmuster bildet das Konzept der Regional Governance. Unter Regional Governance werden hier alle Formen gesellschaftlicher Steuerung (auf regionaler Ebene) verstanden, die die institutionalisierten Formen der Steuerung in Form formaler Organisations- und Verfahrensregeln sowie der politischen Führung im Kern durch Kooperation öffentlicher und privater Akteure ergänzen (BENZ 2003, S. 505; EINIG/FÜRST/KNIELING 2003, S. I; FÜRST 2003). Mit dem Ansatz verbindet sich also eine vergleichsweise "weiche" regionale "Steuerung" und Entwicklung, die auf einer mehr oder weniger institutionalisierten Zusammenarbeit S. 334; FÜRST/SCHUBERT 1998, S. 354).
Internationalisation of regional development policies – Needs and demands in the Nordic countries. Different regions have different preconditions for polycentric or monocentric development. Eitherspatial structure can be rational as a consequence of e.g. location and territorial capacity. However the concepts and policy applications have been questioned as to their feasibility in all types of countries and regions. Particularly in the Nordic countries, where many regions are marked by low population density and peripheral location, working towards a polycentric growth strategy may not have the same effects as in the central Europe, for instance. Debates on polycentricity in regional policy and governance have proceeded along different lines in the Nordic countries, but the outcomes are still comparable in several respects. Thus this report omprises four country studies (Denmark, Finland, Norway and Sweden) in which we examine whether and how the concept of polycentricity has played a role in the debates on regional evelopment policy and governance reforms in these countries. The analysis provides a review of how polycentricity is interpreted against the contours of regional development policy and the regional/municipal reform processes in each country and in light of the particular settlement patterns of Denmark, Finland, Norway and Sweden.
Strukturschwache ländliche Regionen befinden sich in einem sich selbst verstärkenden Schrumpfungsprozess. Eine nachhaltige Regionalentwicklung ist besonders im ländlichen Raum, mit seinen vielfältigen ökologischen Ressourcen, relevant. Für den Erfolg sind Problemdruck und Lösungswille der Menschen wichtig, um gemeinsames Handeln in der Region zu erreichen. Durch den Einsatz erneuerbarer Energien und höhere Energieeffizienz sollen Regionen zukunftsorientiert, nachhaltig und wettbewerbsfähig aufgestellt werden. Die komplexen Ziele einer nachhaltigen Energieversorgung erfordern kooperativer Strukturen, einen breiten Konsens und eine weitsichtige Herangehensweise in der Region. Im wissenschaftlichen Diskurs wird der Regional Governance Ansatz als Grundlage erfolgreicher regionaler Entwicklungsprozesse gesehen. Hierfür sind eine Kombination von bottom-up und top-down Strategien, die Vernetzung der Akteure sowie Kooperationen in der Politik ausschlaggebend. Der theoretische Teil dieser Arbeit liefert Grundlagen zu den Begriffen Regional Governance, Nachhaltige Regionalentwicklung und Erneuerbare Energien. Im empirischen Teil wird das Konzept Regional Governance auf das Projekt Erneuerbare Energien in Passau angewandt. Durch Erfassung und Verstehen der regionalen Strukturen werden Ansatzpunkte für eine nachhaltige Regionalentwicklung sowie für die Umsetzung des Projektes in Passau ergründet. Das Ziel ist es aufzuzeigen, wie mit Regional Governance als innovativem Konzept, unter Akzeptanz und Einbindung der Bevölkerung, die strukturschwache ländliche Region gestärkt sowie der Einsatz erneuerbarer Energien und die Energieeffizienz gesteigert werden könnten. Zusammenfassend ist festzustellen, dass es Regional Governance ermöglicht, die vorhan-denen Strukturen zu hinterfragen und innovative Prozesse zur Problemlösung anzustoßen, welche für eine nachhaltige Regionalentwicklung sowie Energieversorgung entscheidend. ; A sustainable regional development is particularly important in rural areas, with its many environmental resources. Not only success pressure of problems, but also the will of people to find a solution are important. Through the use of renewable energy and energy efficiency, regions should be placed future oriented, sustainable and competitive. The complex objectives of sustainable energy supply require cooperative structures, a broad consensus and a farsighted approach in the region. In the scientific discourse the regional governance approach is taken as a basis for successful regional development processes. For this purpose a combination of bottom-up and top-down strategies, integration of the actors in network structures and cooperation in politics are important. The theoretical part of the thesis provides foundations to the concepts of regional governance, sustainable regional development and renewable energies. In the empirical part of the thesis the regional governance discourse is used in practice, namely to analyse the project renewable energy in Passau. Approaches for sustainable regional development and for the implementation of the project in Passau are explored. Using regional governance, the goal is to show how the lagging rural region could be strengthened and the use of renewable energy and energy efficiency could be increased, with acceptance and participation of the population. The Energy Efficiency First (E1st) principle balances demand and supply options, including energy efficiency at the supply side, in order to prioritise the least-expensive investments for the energy system from a whole society's point of view. It is an organising principle in which assessing the potential for energy savings and demand response becomes the first step in any energy-related decision. Up to now, the E1st principle has been discussed to some extent in the National Energy and Climate Plans; however, when it comes to the regional and local governance levels, this principle is not yet explicit in the public debate. Regional authorities elaborate own development plans that include decisions on energy investments in both supply and demand sectors.This paper carries out an analysis in four EU regional authorities testing how the E1ST principle can be applied in their regional planning processes. The primary energy planning elements in their cases are to decide on the types of investments (although regions partly do not invest directly in energy infrastructures) through setting up regional support schemes (such as grant schemes for building renovation, training programmes for building professionals and others) and to define the least-cost resource mix in all key policy areas involved (such as power, gas and heating sectors, and balancing energy demand and supply side investments). The allocation of the regional budget to these support schemes is also linked to the design of the Regional Operational Programs, where the E1st principle can be put in place. The paper describes a decision support process for the four regions to operationalize the E1st principle in practice, analysing regional planning cycles and procedures, taking into account multilevel governance aspects and relevant inputs from regional stakeholders.
Since the early 1990s, new forms of regional governance have spread over Western Europe: In many countries, the competencies and ressources of the subnational level have been reinforced (Jessop 1997). In parallel, there has been a shift from hyrarchical modes of government to more flexible, network-based types of governance. These are largely based on the cooperation of public and private actors as well as the civic sector (Benz 2003, Healey 2002 a.o.). Despite its popularity, the regional governance approach has so far only rarely been evaluated systematically. There might be several reasons for this shortcoming. First, the regional governance concept still lacks a clear definition; without knowing what regional governance is, it is hardly feasible to "test" for its outcomes. Moreover, regional governance systems and processes are marked by continuous and rapid transformations. Hence it is difficult to capture their impacts. Finally, the complexity of regional development processes render the assessment of the institutional background a methodological challenge. In the face of these considerations, this paper pursues a threefold objective. First, the authors explain the various needs of evaluating regional governance approaches. These include matters of efficiency as well as cohesion and accountability. Second, the paper discusses the methodological pitfalls and tasks that evaluators need to tackle in order to assess the benefits and weaknesses of regional governance processes . Third, the paper povides an insight into German evaluation experiences in the field, namely some first results from an evaluation of regional cooperation processes in Northrhine-Westfalia carried out at the ILS NRW in Dortmund. The paper concludes by deducing recommendations on how to evaluate regional governance.
The paper argues that a new species of political institution has quickly spread across the globe to deal with regional governance. This new institutional form has similarities with the "state," "international institution," and "IGO" but also significant differences. The paper identifies the characteristics that constitute the population of regional governance institutions. The paper then identifies six core morphological characteristics that vary over time and space within this population. We then track empirically the changing nature of this population from 1980 to 2005. For example, by 2005 almost all countries of the world are members of at least one regional governance institution. Next we survey the very wide scope of economic and security issues covered in these institutions and how that has evolved over time. Finally, we show that almost all important single-issue security (military alliances), free trade agreements, along with new international courts are in fact all embedded in regional governance institutions. The paper concludes with some speculations about the causes of the rapid development in regional governance over the last 30 years. ; Dieser Beitrag argumentiert, dass Governance auf regionaler Ebene zunehmend von einer neuen, sich weltweit schnell ausbreitenden Art politischer Institution geprägt wird. Die neue institutionelle Form weist Ähnlichkeiten mit dem "Staat", der 'internationalen Institution" und der "internationalen Regierungsorganisation" auf. Gleichzeitig zeigen sich aber auch deutliche Unterschiede. Dieser Beitrag identifiziert Charakteristika, welche die Population der regionalen Governance-Institutionen konstituieren. Danach identifiziert der Beitrag sechs morphologische Charakteristika, die über Zeit und Raum innerhalb der Population variieren. Im nächsten Schritt folgt eine empirische Untersuchung der wandelnden Natur der Population von 1980 bis 2005. Beispielweise waren im Jahr 2005 fast alle Staaten der Welt Mitglieder mindestens einer regionalen Governance-Institution. Des Weiteren analysieren wir die große Vielfalt an ökonomischen und sicherheitsbezogenen Themen, die solche Institutionen abdecken und betrachten ihre zeitliche Entwicklung. Schließlich zeigen wir, dass fast alle wichtigen Verteidigungsabkommen (militärische Bündnisse), Freihandelsabkommen sowie alle neuen internationalen Gerichtshöfe in regionalen Governance-Institutionen eingebettet sind. Der Beitrag schließt mit einigen Überlegungen über Ursachen der raschen Entwicklung der regionalen Governance der letzten 30 Jahren.
In Latin America the repercussions of the proliferation and overlapping of regional organizations are discussed widely. This article examines the opposing views on this process. Some authors postulate that an exhaustion of integration in Latin America will end up in segmented regionalism and hemispheric disintegration. Others endorse a variable geometry of integration that facilitates intraregional cooperation and minimizes the risk of veto players and zero-sum politics. The article takes Latin America as a vantage point to analyse the topic of interacting and overlapping regional organizations from a more general perspective. It asks about the conditions under which the proliferation and overlapping of regional organizations might have positive or negative effects (on regional integration and cooperation). Additionally, it advocates broadening the analytical focus and replacing the analytical concepts of regional integration and cooperation with the analytical concept of regional governance. Regional governance more adequately captures and integrates different patterns of regional cooperation and different regional projects that result in overlapping regional organizations. Instead of looking at the proliferation of regional organizations from a perspective of fragmentation, this article contends that the focus should be redirected to analysing how different regional organizations interact. Regional interaction patterns can vary between synergistic, cooperative, conflictive, or segmented regional governance (complexes). In an initial application of this analytical scheme, the article summarizes the changing regional cooperation patterns in South America since 1990. In the conclusions it outlines some preliminary ideas for a future research agenda on regional governance (complexes).
Vor dem Hintergrund insbesondere solcher Rahmenbedingungen wie Globalisierung, EU-Regionalpolitik, dem "Wandel des Staates" (vgl. FÜRST 1998) sowie der Rolle der Regionen beim wirtschaftlichen Strukturwandel ist eine Aufwertung der Region festzustellen (vgl. BENZ & FÜRST 2003, S. 18; BENZ ET AL. 1999). In diesem Zusammenhang ist der Governance-Begriff im wissenschaftlichen Diskurs in vielfältiger Verwendung in Mode gekommen (vgl. KOOIMAN 1993 und 1999; RHODES 1996). Im folgenden Beitrag werden mit Regional Governance netzwerkartige Politikkonventionen der Selbststeuerung, die staatliche, zivilgesellschaftliche und privatwirtschaftliche Akteure verbinden, bezeichnet.
