The aim of this text is to answer the question to what extent European integration influenced the creation and functioning of the regions in two countries: United Kingdom and Poland. The hypothesis is, based on model of different sources of regional power by A. Bourne, that in both countries the EU impact strengthened regional powers. European integration is shown as one of the factors triggering decentralization reforms in both countries. A pro-regional shift in national politics is explained as a sign of Europeanization of administrative structures and political priorities. There is evidence that European integration empowered regions in the UK and Poland. Sub-national authorities received new competencies, especially regarding regional policy implementation, and can use new channels of participation in the formulation of EU policy. Even if central governments remain to be gate-keepers between regional authorities and the EU, the regional profile has been boosted.
Regionalna integracja krajów jako strategia wzmocnienia bezpieczeństwa politycznego i ekonomicznego państw i regionów, jest również adekwatna do sytuacji krajów Azji Południowo-Wschodniej. Zapoczątkowane w 1967 r. procesy skutkują pogłębieniem integracji w dziedzinie politycznej i ekonomicznej, co z kolei owocuje wzrostem bezpieczeństwa politycznego i ekonomicznego nie tylko w samej Azji Południowo- Wschodniej, ale również w całej Azji i Pacyfiku. Podjęcie decyzji o powstaniu Wspólnoty ASEAN w oparciu o filary współpracy politycznej i bezpieczeństwa, ekonomicznej i kulturalnej, pokazuje, iż Stowarzyszenie Narodów Azji Południowo- Wschodniej ASEAN, jako ważny podmiot na stałe wpisuje się nie tylko w region Azji i Pacyfiku, ale w cały system międzynarodowy. ; The regional integration of countries as a strategy for reinforcement of political and economic security of states in the region is also adequate for the countries of Southeast Asia. Initiated in 1967, these processes result in the reinforcement of integration in politics and economy, which in turn results in the increased political and economic security, not only in Southeast Asia, but also in the entire continent and on the Pacific. The decision to establish the ASEAN community based on the foundations of economic, cultural, and political cooperation and security proves that the Association of Southeast Asian Nations is an important element not only of the Asia and Pacific region, but also of the entire international system. ; Региональная интеграция стран, как стратегия укрепления политической и экономической безопасности государств и регионов, происходит также в странах Юго-Восточной Азии. Начатые в 1967 году процессы, кроме углубления политической и экономической интеграции, привели к росту политической и экономической безопасности не только в самой Юго-Восточной Азии, но также во всей Азии и в регионе Тихого океана. Принятые решения об образовании Ассоциации АСЕАН, основанной на политическом, экономическом и культурном сотрудничестве, показало, что Ассоциация государств Юго-Восточной Азии АСЕАН, стала важным субъектом не только в регионе Азии и Тихого океана, но и всей международной системы.

W czasie II wojny światowej wyszła z koncepcją integracji Europy Środkowej we współpracy z Czechosłowacją. Polska tradycja wolności i pokojowych unii z sąsiednimi narodami była alternatywą dla niemieckiej i radzieckiej jedności Europy Środkowej na drodze przemocy. Polski plan pokojowej i dobrowolnej integracji państw Europy Środkowej miał im przynieść bezpieczeństwo i rozwój oraz regionalną solidarność i niezależność od wrogich i sojuszniczych mocarstw. Stałe spotkania polskiego rządu w Londynie z ośmioma emigracyjnymi rządami państw okupowanych miały doprowadzić do powstania subregionalnych związków państw. Miały być jednym z filarów pokoju i bezpieczeństwa w Europie obok mocarstw. Sprzeciw ZSRR uniemożliwił realizację polskich planów. ; During World War II, Poland put forward the concept of the integration of Cen¬tral Europe in cooperation with Czechoslovakia. The Polish tradition of freedom and peaceful union with its neighbors was an alternative to Germany and the Soviet Union uniting Central Europe through violence. The Polish plan of peaceful and voluntary integration of Central European states was to have secured their security and develop¬ment, as well as regional solidarity and independence from hostile and allied pow¬ers. Regular meetings of the Polish government-in-exile in London with eight emigre governments of the occupied countries were expected to lead to the establishment of subregional associations of states. They were to have become one of the pillars of peace and security in Europe alongside European powers. However, opposition from the USSR thwarted the implementation of the Polish plans.

The article aims to evaluate the process of creation and the content of urban development strategies of Polish cities in the context of the premises of the reform of the development management system in 2020 and recommendations from the literature. The evaluation focuses on two aspects: integration of socio-economic and spatial development planning, and the implementation scheme. The analysis covered four regional capitals that have adopted new strategies: Gorzów Wielkopolski, Łódź, Białystok, and Lublin. The research was pursued by reviewing strategies and interviewing individuals responsible for creating the strategy. The findings confirm that the goal of integration of socio-economic and spatial development planning has proved difficult to accomplish, and legislative changes have failed to overcome the dysfunction of development planning in Poland. Considering implemen-tation schemes, the approach to monitoring and evaluation was appreciated, while insti-tutional implementation systems raised some issues. The article offers some explanations of local governments' attitudes to strategic planning, highlights best practices and advice for development policies, and presents city representatives' views on legislative changes.
