The author analyses the relationship between the constitutional law and the political reality. Using the historical material of the German constitutional legal practice to analyze this relationship, the author concludes that a good constitution can function solely in the setting of a good political culture of state's citizens. Citizenry of a certain political culture always goes hand in hand with a good constitution. (SOI : PM: S. 148)

The report is based on the study focused on particularities of regional development în the Republic of Moldovafrom the perspective of the European Union model of economic, social and territorial cohesion.The research defines regional development în terms of a new development paradigm,methodically cultivated în European states with the support of the European Unionand emphasizes establishment of this policy în the Republic of Moldova.Several findings and recommendations of the study are included în the NSRD Evaluation Report 2010-2012 and NSRD 2013-2015, în whose elaboration the author participated under the coordination of GIZ Moldova.Also, a range of general and sector recommendations are formulated, whose implementation would redefine regional development policy în the Republic of Moldova and boost territorial growth and development în an external periphery of the European Union.

The development of the regional cooperation in South-Eastern Europe was at its lowest in comparison with other European regions. The changes occurring in the attitudes of the international community (through increased sensitivity and familiarity with the situation in the field and the new democratic advances of Croatia) are now creating favourable conditions for the development of the regional cooperation. It can be further fortified through international efforts, as well as through the international community's presence, since with its economic, political and even police/military resources it has enough instruments to support these developments. Within the emerging sintagm, "through cooperation to security", South-Eastern Europe is expected to commence its transformation of the relationships by developing different forms of useful cooperation which should lead to increased security and more peaceful coexistence. In such context, by means of regional cooperation, it is possible to attempt torging links with Europe and incorporating this region into the Euro- Atlantic integrations. (SOI : PM: S. 78)

Due to their strategic position, the Baltic peoples throughout their history have always been a kind of a buffer-zone, which has to a large extent affected their development. In the new European environment, the Baltic region is today somewhat marginalized, but because of its proximity to Russia it has an important strategic position. They want to join NATO and the EU because the Baltic states in this see a guarantee of their security and stability.
