AbstractDecentralization has been a central concern in the Sudan and has inspired a far reaching restructuring of government. Following a transfer of substantial functions from central government ministries to province councils in 1979 new regional governments were created in 1980 as a level of government between provinces and the central government. This article describes the reasons for the introduction of regional government, the aims for it and the structure of government created.
