Staranje prebivalstva v Sloveniji, Evropski uniji (EU) in v drugih državah po svetu zahteva določene prilagoditve in spremembe v družbi, ki bodo omogočale kakovostno življenje vseh generacij. Namen članka je predstaviti koncept srebrne ekonomije in aktivnega staranja, ki vplivata na javno in individualno porabo treh skupin starejših; tistih, ki so dejavni, tistih, ki so krhkega zdravja in tistih, ki so v stanju odvisnosti. K spremembam demografske slike prispevajo tudi novi vzorci, kot je večje število enočlanskih gospodinjstev, selitve v mesta, ki vodijo v depopulacijo podeželskih območij, beg možganov in tudi v migracijske tokove. Z raziskavo smo ugotavljali stanje aktivnosti starostnikov v pretežno podeželskih občinah Pesnica in Kungota, ki sodita v ruralno območje Podravske regije. Anketirali smo starejše občane in zbrane podatke primerjali s prosto dostopnimi podatki statističnih baz in z rezultati indeksa aktivnega staranja v državah EU. Po indeksu aktivnega staranja se slovenski starostniki, v primerjavi s starostniki v EU, starajo precej neaktivno. Na slovenskih podeželskih območjih, kjer je delež starejših oseb višji kot v mestih, so starostniki sicer aktivni, vendar ne na vseh obravnavanih področjih. Ena izmed vzpodbud za aktivno staranje je srebrna ekonomija, ki hkrati predstavlja tudi odlično priložnost za gospodarski in družbeni razvoj. Z vključevanjem in upoštevanjem starejših generacij, z vzpodbujanjem aktivnega staranja in s pričakovanim razvojem dejavnosti srebrne ekonomije se bo povečal delež aktivnega prebivalstva na podeželju, ki bo vplival na izboljšanje gospodarskih razmer in dvig kakovosti življenja. ; The age structure of a population is changing, in Slovenia as well as in many countries of the EU and other regions of the world. The process of population ageing requires adjustments and social and economic changes that will enable the quality of life for all generations. The article is based on an economic and social analysis of existing resources and on our own research. A critical review of the literature, secondary sources, and websites dedicated to demographic problems, the silver economy, and the quality of life of the elderly was conducted. We conducted a survey of the elderly population of the municipalities of Pesnica and Kungota, which lie in the Podravska statistical region in the Republic of Slovenia. The silver economy enables the social and economic development of individual geographical areas with potential for new markets and economic activities. In this context, it is necessary to ensure access to sustainable long-term care systems for active and healthy ageing. The concept covers lifelong learning, intergenerational cooperation, research and innovation, and institutional change. In 2017, Slovenia with Strategija dolge družbe (Active Ageing Strategy) accepted the conceptual framework of the proposed changes in the areas of: the labor market and education of the elderly; independent, healthy and safe living; involvement and participation in society and the creation of capacities and environments for activity in all stages of life. All these areas coincide with the scheme of an internationally comparable system of active ageing index indicators. The research was used to determine the activity status of 81 older people in the Podravje region, in the predominantly rural municipalities of Kungota and Pesnica. There were no employees among the respondents. The survey involved active pensioners who were mainly engaged in gardening, hobbies and farming. We note that the respondents are quite independent, physically active and in good health. While independence or autonomy of the elderly is not called into question, financial security is a matter of concern, as most respondents receive low monthly incomes. The analysis of the state of activities of the elderly shows the potential for the development of the silver economy, which would help increase the income of the elderly through active policies and projects of all participants at the local and regional level (Quadruple Helix). An important area is capacity and the environment, which enable active ageing. The research showed that some respondents use ICT for educational purposes or they learn to use a computer, while others use ICT to communicate. We did not perceive social exclusion, isolation or loneliness among the respondents. The most common forms of communication are getting together with relatives and friends. The identified characteristics of the rural area in question provide insight into the situation and opportunities in the field of active ageing and at the same time indicate areas where there is potential for the development of the silver economy.

Makroregionalne strategije Evropske unije (EU), kot orodje kohezijske politike, predstavljajo celosten okvir, katerega namen je reševanje skupnih izzivov, ki se pojavljajo na določenem geografskem območju. Državam članicam EU, kot tudi tretjim državam, je tako omogočeno skupno spopadanje s težavami in večji izkoristek skupnih potencialov. Naloga temelji na predpostavki, da sodelovanje držav Zahodnega Balkana (ZB) znotraj makroregionalnih strategij pripomore k njihovemu lažjemu vključevanju v EU. Namen naloge je proučiti usklajenost makroregionalnih strategij EU in širitvene politike EU ter prispevati k razumevanju zunanje dimenzije kohezijske politike. V teoretičnem delu naloge opredelim ključne koncepte s področja zunanjepolitičnega delovanja EU. V empiričnem delu najprej preverim koherentnost makroregionalnih strategij EU in širitvene politike z vidika ciljev in sredstev teh politik. Nato s primerjalno analizo koherentnost teh dveh politik merim z vidika napredka držav ZB pri pristopnih poglavjih glede na posamezna vsebinska področja makroregionalnih strategij. Usklajenost ciljev in sredstev makroregionalnih strategij in širitvene politike, možnost koriščenja znanja, pridobljenega na podlagi sodelovanja znotraj makroregionalnih strategij pri pristopnem procesu držav ZB ter ne nazadnje viden napredek pri pristopnem procesu pokaže, da makroregionalne strategije krepijo pristopni proces držav k EU. ; The European Union's (EU) macro-regional strategies, as the cohesion policy tool, represent an integrated framework aimed at addressing the common challenges that arise in a given geographical area. This allows EU Member States, as well as third countries, to tackle problems together and make greater use of their common potential. The thesis is based on the assumption that the participation of the countries of the Western Balkans (WB) within macro-regional strategies helps to facilitate their integration into the EU. The aim is to examine the coherence between EU macro-regional strategies and the EU enlargement process and to contribute to the understanding of the external dimension of the cohesion policy. In the theoretical part of the thesis, I define key concepts in the field of EU foreign policy action. In the empirical part, I first check the coherence of the EU macro-regional strategies and enlargement policy in terms of goals and means of these policies. Then with a comparative analysis I measure the coherence of these two policies in terms of progress of WB countries in accession chapters according to individual content areas of macro-regional strategies. The coherence of the goals and means of macro-regional strategies and enlargement policy, the possibility of using the knowledge gained through cooperation within macro-regional strategies in the accession process of WB countries and last but not least visible progress in the accession progress show that macro-regional strategies are strengthening EU accession process.

The primary goals of regional policy in Slovenia are reducing regional development disparities and ensuring balanced development based on the principles of sustainable development. This article examines the performance of Slovenian regions in achieving these goals in the socioeconomic and environmental fields after 2010. For this purpose, four synthetic indicators (gross domestic product per capita, ecological footprint per capita, development risk index and indicator of sustainable regional development) and 32 separate economic, social and environmental indicators, which are also included in the calculation of the indicator of sustainable regional development, were examined. Most of the economic and social indicators indicate progress towards the strategic development goals, while most of the environmental indicators show a shift away from them. ; Zmanjševanje regionalnih razvojnih razlik in uravnotežen razvoj, temelječ na načelih trajnostnega razvoja, sta osrednja cilja regionalne politike v Sloveniji, zato v članku preučujemo uspešnost slovenskih regij pri doseganju teh ciljev na socialno-ekonomskem in okoljskem področju po letu 2010. V ta namen so bili preučeni štirje sintezni kazalniki (bruto domači proizvod na prebivalca, ekološki odtis na prebivalca, indeks razvojne ogroženosti in kazalnik trajnostnega regionalnega razvoja) in 32 posameznih ekonomskih, socialnih in okoljskih kazalnikov, ki so vključeni tudi v izračun kazalnika trajnostnega regionalnega razvoja. Večina ekonomskih in socialnih kazalnikov kaže približevanje strateškim razvojnim ciljem, večina okoljskih pa oddaljevanje od njih.

Strukturni skladi, ki predstavljajo pomemben delež proračuna Evropske unije (EU), so bili oblikovani z namenom pospeševanja razvoja in zmanjševanja razlik med regijami in državami članicami EU. Njihova finančna sredstva so pomembna predvsem za tiste regije, ki zaostajajo v razvoju, saj usmerjajo svoja sredstva v skladu s cilji EU, le-ti pa so osnova za odločanje, kateri projekti naj se podprejo z njihovo pomočjo. S članstvom v EU je tudi Slovenija postala upravičena do črpanja sredstev iz naslova strukturne politike. Prav s pomočjo teh sredstev si želi Slovenija doseči enega glavnih ciljev, in sicer uravnotežen regionalni razvoj, saj se trenutno še vedno srečuje z velikimi razvojnimi razlikami. Pomembno vlogo pri odpravljanju teh neravnovesij imata Evropski sklad za regionalni razvoj (ESRR) in Evropski socialni sklad (ESS). Tudi Slovenija je za programsko obdobje 2007–2013 pripravila dva operativna programa za črpanje sredstev iz naslova strukturnih skladov, in sicer Operativni program krepitve regionalnih razvojnih potencialov (OP RR) in Operativni program razvoja okoljske in prometne infrastrukture (OP ROPI), za katera se je uporabljal finančni instrument ESRR. Za Slovenijo je nujno, da se usmeri v projekte, ki bodo krepili njeno konkurenčnost, blaginjo in razvitost regij in posledično tudi konkurenčnost samoupravnih lokalnih skupnosti. Pomembno vlogo ima pri tem priprava operativnih programov, ki so hkrati tudi izvedbeni dokumenti za črpanje sredstev strukturnih skladov. Poudariti je potrebno, da gre pri tem za zelo zahteven proces, pri katerem ne gre le za usklajevanje med Slovenijo in Brusljem, temveč tudi znotraj same države. To pa posledično zahteva tudi strokovno in učinkovito državno upravo, ki dobro pozna postopke za črpanje sredstev skladov EU. Na še boljše koriščenje sredstev v prihodnje bi pomembno vplivala ustanovitev pokrajin. S tem pa bi tudi regije, ki so že doslej imele dokaj dobro absorpcijsko sposobnost, slednjo le še povečevale. Pri pregledu izvajanja strukturne politike v Sloveniji lahko ugotovimo, da je ureditev zelo zapletena, saj je v sam proces vključeno veliko število institucij in uporabnikov ter da vse skupaj oblikuje zapleteno verigo odnosov. Zavedati se je namreč potrebno, da predstavljajo strukturni skladi nov način delovanja, kar pomeni, da je potreben določen čas, da se lahko slovenska administracija prilagodi na te spremembe. Uspešnost v procesu financiranja iz strukturnih skladov je odvisna namreč predvsem od kakovostno pripravljenega projekta, ki mora vsebovati predvsem dobro idejo, kakovostno pripravljeno projektno dokumentacijo in končno tudi učinkovito izvedbo samega projekta. Finančna in gospodarska kriza, ki je povzročila poslabšanje gospodarske situacije v večini slovenskih statističnih regij, se je še posebej močno odrazila v Pomurju. Zato je bila nujno potrebna intervencija Vlade RS, s sprejetjem Zakona o razvojni podpori Pomurski regiji v obdobju 2010–2015, ki je posebno pozornost namenjal predvsem projektom Pomurske regije pri kandidiranju za sredstva iz programov evropske kohezijske politike. Da bi pokrajina ob Muri svojim prebivalcem s pomočjo sonaravnega bivanja zagotavljala visoko kakovost življenja, potrebuje gospodarski razvoj, ki bo temeljil na razvoju novih tehnologij, turizmu, sonaravnem kmetovanju in ustvarjanju novih delovnih mest. Ključno je, da ustvarimo takšno poslovno okolje, kjer vsi potenciali, tako gospodarski kot raziskovalno-razvojni, naravni, kulturni, okoljski in človeški prispevajo k izkoriščanju razvojnih priložnosti slovenskega gospodarstva. Kot vzorčni primer uspešnega črpanja sredstev iz ESRR smo v magistrskem delu predstavili projekt občine Apače, ki je z uspešno prijavo na 2. javni razpis za prednostno usmeritev »Regionalni razvojni programi« pridobila 546.350,00 EUR evropskih sredstev za izvedbo turističnega projekta »Poti starega hrasta v občini Apače«. Projekt se je izvajal v okviru OP RR za obdobje 2007–2013. ; Die Strukturfonds, die einen wichtigen Teil des Haushalts der Europäischen Union (EU) präsentieren, wurden mit der Absicht errichtet, die Entwicklung zu fördern und die Unterschiede unter den Regionen und den Mitgliedstaaten zu verringern. Deren Finanzmittel sind wichtig besonders für Regionen, die in der Entwicklung im Rückstand stehen, denn sie kanalisieren die Mittel gemäß der Ziele der EU und diese sind die Grundlage für die Entscheidung welche Projekte mit ihrer Hilfe unterstütz werden sollen. Mit der Mitgliedschaft in der EU wurde auch Slowenien zur Nutzung der Strukturfondsmittel berechtigt. Mit Hilfe dieser Mittel will Slowenien eine ausgewogene Regionalentwicklung erlangen, da es derzeit in Slowenien noch immer große Unterschiede unter den Regionen gibt. Eine wichtige Rolle bei der Beseitigung dieser Ungleichheiten haben Europäischer Fonds für regionale Entwicklung (EFRE) und Europäischer Sozialfonds (ESF). Auch Slowenien hat für die Förderperiode 2007-2013 zwei Operationelle Programme für die Nutzung der Strukturfondsmittel vorbereitet und zwar ein Operationelles Programm für die Stärkung der regionalen Entwicklungspotenziale (OP RE) und ein Operationelles Programm für die Entwicklung der Umwelt- und Verkehrsinfrastruktur (OP EUVI), die den Finanzinstrument EFRE benutzt haben. Es ist notwendig, dass sich Slowenien auf die Projekte orientiert, die ihre Konkurrenzfähigkeit, den Wohlstand und die Regionalentwicklung und damit auch die Konkurrenzfähigkeit der Lokalgemeinschaft stärken. Dabei spielt eine wichtige Rolle die Vorbereitung der operationellen Programme, die zugleich auch Umsetzungsdokumente für die Nutzung der Strukturfondsmittel sind. Es geht um einen sehr anspruchsvollen Prozess, bei den es nicht nur um die Abstimmung zwischen Slowenien und Brüssel geht, sondern auch innerhalb des Staates. Dies wiederum erfordert eine professionelle und effiziente Staatsverwaltung, die die Verfahren für die Nutzung der EU-Mitteln sehr gut kennt. Für eine noch bessere Nutzung der Mittel würde die Gründung der Regionen einen großen Einfluss nehmen. Damit könnten die Regionen, die schon jetzt eine gute Absorptionskapazität haben, diese noch vergrößern. Bei der Überprüfung der Ausführung der Strukturpolitik in Slowenien können wir feststellen, dass die Ordnung sehr kompliziert ist, weil am diesen Prozess sehr viele Institutionen und Benutzer teil nehmen und das gestaltet eine verwickelte Kette von Beziehungen. Wir müssen nämlich wissen, dass die Strukturfonds eine neue Art der Tätigkeit vorstellen und es braucht Zeit, dass sich die slowenische Administration diesen Veränderungen anpasst. Der Erfolg im Finanzierungsprozess aus den Strukturfonds hängt von einem gut vorbereiteten Projekt, einer gute Idee, einer gut vorbereitete Projektdokumentation und einer effiziente Projektausführung ab. Die Finanz- und Wirtschaftskrise, die eine Verschlechterung der Wirtschaftsituation in den meisten statistischen Regionen Sloweniens bewirkt hat, hat sich besonders stark auch in Pomurje abgespiegelt. Es war eine Intervention der Regierung notwendig und zwar wurde ein Gesetzt über die Entwicklungsunterstützung der Region Pomurje für die Periode 2010-2015 verabschiedet. Dieser Gesetz widmete die Aufmerksamkeit vor allem den Projekten der Mur-Region bei der Kandidatur für die Mittel der Programme der EU-Kohäsionspolitik. Um eine bessere Lebensqualität der Bewohner der Mur-Region zu sichern, ist eine Wirtschafsentwicklung notwendig, die auf der Entwicklung der neuen Technologien, Tourismus, naturidentischen Landwirtschaft und Schaffung der neuen Arbeitsplätzen basiert. Es ist wichtig eine solche Geschäftsumgebung zu schaffen, in der alle Wirtschafts-, Forschungs-, Natur-, Kultur, Umwelt- und Menschenpotenziale zur Nutzung der Entwicklungsgelegenheiten der slowenischen Wirtschaft beitragen.

Nasprotno prevladujoči obravnavi Turčije kot najstarejše kandidatke za članstvo v Evropski uniji (EU) in turški zunanjepolitični strategiji do Zahodnega Balkana, ki predvideva delovanje kot partnerica EU, to delo analizira Turčijo kot neodvisnega zunanjepolitičnega akterja. Na podlagi dveh raziskovalnih vprašanj o normativnih elementih turške zunanjepolitične strategije preverjam hipotezo, da zaradi t. i. plitke evropeizacije na Zahodnem Balkanu po letu 2009 prihaja do večanja turškega normativnega vpliva v tej regiji. Kot kontrolno spremenljivko obravnavam deklaratorni odmik EU od širitve na Zahodni Balkan leta 2014. V teoretskem delu naloge konceptualiziram normativni zunanjepolitični vpliv in izdelam lasten analitični model normativnih elementov zunanjepolitične strategije. Po opisu zgodovinskega konteksta zunanjepolitičnega delovanja EU in Turčije na Zahodnem Balkanu v empiričnem delu sledi največji doprinos naloge k znanosti: analiza in interpretacija primarnega dokumenta – zunanjepolitične strategije Turčije (Disisleri Bakanligi, 2018), za katero sem zagotovil prvi prevod v angleščino. Nato še identificiram in analiziram zunanjepolitične akcije Turčije, pri katerih merim normativni vpliv na družbe, trge in države regije in ga kritično ovrednotim. Ugotavljam, da ni mogoče sklepati na večji normativni vpliv Turčije v regiji zaradi plitke evropeizacije. Normativni vpliv Turčije na države je bil namreč največji med leti 2009–2012, ko je z mediacijo v srbskem delu Sandžaka in vzpostavitvijo tripartitne platforme dosegla željen ugled velike sile iz otomanskih časov. Vendar pa po letu 2013 ta vpliv upade, saj nekatere države regije izražajo večja nasprotovanja turškim zunanjepolitičnim vrednotam ali uporabljenim sredstvom. Normativni vpliv na trge in na družbe regije je sicer konstanten ; prek agencije TIKA, inštituta Yunus Emre, verske institucije Diyanet in TV nadaljevank Turčija promovira svoje družbene vrednote: muslimanska vera, diaspora, patriarhalnost in ugled velike sile. ; Contrary to the dominant consideration of Turkey as the oldest candidate for membership in the European Union (EU) and Turkey's foreign policy strategy towards the Western Balkans, which envisions acting as the EU's partner, this work analyzes Turkey as an independent foreign-policy actor. On the basis of two research questions on the normative elements of the Turkish foreign policy strategy, I am testing a hypothesis that after 2009, due to the shallow Europeanization in the Western Balkans, one observes an increase of the Turkish normative influence in this region. As a control variable, I consider the declaratory withdrawal of the EU from Western Balkans enlargement efforts in 2014. In the theoretical part of the thesis, I conceptualize the normative foreign policy influence and construct my own analytical model of the normative elements of the foreign policy strategy. Following the description of the historical context of the EU and Turkey's foreing policy in the Western Balkans, the empirical part is followed by the biggest contribution of this thesis to science: analysis and interpretation of the primary document - Turkey's foreign policy strategy (Disisleri Bakanligi, 2018), for which I provided the first translation into English. I then identify and analyze Turkey's foreign policy actions, where I measure the normative influence on societies, markets and countries of the region, and offer its critical evaluation. Findings show that it is not possible to ascertain that shallow Europeanization causes greater normative influence of Turkey in the region. Turkey's normative influence on the countries was the largest between 2009-2012, when, through mediation in the Serbian part of Sandžak and the establishment of a tripartite platform, when the state achieved the desired reputation of a great power from Ottoman times. However, after 2013, this impact declined, as some countries in the region are more likely to oppose Turkey's foreign policy values or application of instruments. The normative impact on the markets and on the societies of the region is constant ; through TIKA Agency, Yunus Emre Institute, religious institution Diyanet and TV series Turkey promotes its social values: Muslim faith, diaspora, patriarchate and reputation of great power.

Sub-Saharan Africa is a very diverse region with extensive natural wealth, great human potential, and a rich history. However, the majority of its countries are among the poorest in the world and about half of its 800 million inhabitants live in extreme poverty. Sub-Saharan Africa produces only 1.5% of the world's GDP and its share in world trade has fallen from 6% in 1980 to 2% today. The region's exports remain dominated by primary goods (fuels, ores, and agricultural products). The roots of the region's economic weakness lie variously in the past colonial relationships with European countries and in unjust global trade patterns as well as in misuse of power by ruling political elites in the post-independence era. Numerous civil wars and other conflicts have fragmented the sub-Saharan countries into many factions and parties fighting for domination. The region is lagging behind developed countries because of corruption, lack of infrastructure, weakness of its institutions, heavy indebtedness, lack of education and health services, and unfavorable natural conditions, among other factors. Subsistence agriculture is the source of livelihood for most Africans. Nevertheless, average yields per hectare are low and heavily dependent on climatic conditions. Compared to urban areas (except for slums), people living in rural areas have worse infrastructure and are further from achieving the UN's Millennium Development Goals. The recent increase in food prices is threatening the limited progress in reducing hunger and malnutrition (28% of children under age five are underweight and particularly vulnerable to infectious diseases). Little progress has been made in reducing child and maternal mortality; mortality rates remain the highest in the world. In the previous decade, life expectancy in sub-Saharan countries has fallen due to the spread of HIV/AIDS and it still remains below fifty. In addition, many negative socioeconomic effects are the result of malaria, which kills approximately one million people every year, 91% of whom live in sub-Saharan Africa. In order to promote gender equality and empower women, education is of vital importance. Compared to other (especially developed) regions, school enrollment rates are considerably lower and dropout rates considerably higher, particularly for girls. The majority of countries in subSaharan Africa will not be able to achieve their educational goals by 2015. Despite the fact that the region is not exceeding the carrying capacities of its environment (as measured by its ecological footprint), environmental problems in some areas are severe. Deforestation, desertification, coral bleaching, negative effects of climate changes (sea level rise, reduced freshwater availability, extreme weather events, etc.), loss of biodiversity, and soil degradation are the most worrying. Population growth is exacerbating these environmental problems and is making it more difficult to achieve a higher standard of living for all. Owing to the complexity of developmental problems, sub-Saharan Africa will have to use its own resources very wisely and make the most of development aid from developed countries.

V Sloveniji se že vrsto let odvijajo razprave o ustanovitvi druge ravni lokalne samouprave, kljub več poskusom in ustavni zahtevi pa zaenkrat še vedno nimamo pokrajin. Regionalna in širša lokalna samouprava sta stalnici v večini držav Evropske unije (EU), eden izmed ključnih in najpomembnejših vidikov vzpostavitve take oblike oblasti pa je prav gotovo skrbna in ciljno naravnana določitev pristojnosti. V osrednjem delu te naloge so predstavljene okvirne ureditve nalog pokrajin v državah EU po naslednjih vsebinskih sklopih: zdravstvo, regionalni razvoj, gospodarstvo in turizem, izobraževanje in kultura ter infrastruktura, varstvo okolja in kmetijstvo. Naloga na kratko predstavi tudi prispevek Sveta Evrope in EU k razvoju lokalne samouprave na tej vmesni ravni, za jasnejše razumevanje pa poskuša jasno določiti tudi ločnico med federalno in unitarno ureditvijo ter regionalno in širšo lokalno samoupravo. Na koncu dodaja pregled stanja v Sloveniji v povezavi z ustanovitvijo pokrajin, določitvijo njihovih pristojnosti, njihovo ureditvijo v ustavi in trenutni predlagani zakonodaji. Ustava Republike Slovenije iz leta 1991 namreč predvideva tri vrste pristojnosti, in sicer naloge širšega lokalnega pomena, zadeve regionalnega pomena in naloge iz državne pristojnosti. Pri tem bomo morali biti pozorni, da pokrajinam ne bomo naložili preveč državnih pristojnosti in jim tako otežili ali celo onemogočili učinkovito opravljanje njihovih izvirnih pristojnosti. Ustrezna določitev pristojnosti je namreč ključnega pomena, pri tem pa nam je lahko v veliko pomoč poznavanje dobrih praks drugih držav, vendar pa se moramo vedno zavedati, da jih je treba razumeti v luči njihove družbene realnosti in ne pričakovati popolne preslikave pri nas. ; In Slovenia, discussion about the establishment of the secondary level of local self-government have been going on for years, but despite numerous attempts and a constitutional order, we still do not have provinces. Regional and local self-government are regularities in the majority of States of the European Union (EU), but one of the crucial and most important aspects of the establishment of such an authority is for sure a careful and goal-oriented determination of competences. In the main part of this thesis, we present framework regulations of the tasks of provinces in EU States by the following content sets: healthcare, regional development, economy and tourism, education and culture, infrastructure, environmental protection and agriculture. The thesis also briefly presents the contribution of the Council of Europe and EU to the development of local self-government at this intermediate level, but for better understanding, it tries to set a clear boundary between the federal and unitary regulation and the regional and wider local self-government. Finally, it adds an overview of the state in Slovenia in relation to the establishment of provinces, the determination of their competences, their regulation in the constitution and current proposed legislation. The 1991 Constitution of the Republic of Slovenia namely assumes three types of competences ; tasks of wider local importance, matters of regional importance and tasks within the State competence. In this manner, we will have to be careful to not assign to many State competences to provinces and thus complicate or even prevent provinces from effectively execute their original competences. Appropriate determination of competences is namely crucial and in this matter knowledge about good practices of other States can be of great help to us, but we have to be always aware that we have to understand them in the light of their social reality and not expect their perfect reflection in our case.

Die Umbrüche des 20. Jahrhunderts hinterlassen tiefe Spuren in und zwischen den Ländern des Alpen-Adria-Raumes. Alte und neue Nationalismen führen vielerorts zu Auseinandersetzungen in Volksgruppenfragen – zwischen Kärnten und Slowenien zuletzt sichtbar in jahrzehntelangen Konflikten um zweisprachige Ortstafeln und andere Minderheitenrechte.Das Buch beleuchtet Einstellungen von Jugendlichen beider Länder zu Geschichte(n) der Region, Zwei- und Mehrsprachigkeit, Nationalismus und kultureller Vielfalt, neuen und alten Minderheiten, Nachbarländern und Europa.
