Problem dijela istocne Hrvatske: UNTAES - nada i realnost

International pressure prevented Croatia from ending the occupation of eastern Slavonia by military means. The author claims that the policy of peaceful integration and the UNTAES mandate are rife with risks which might jeopardize the eventual Croatian control of that region. He points out a set of contentious issues related to the occupied territory: the incomplete demilitarization, dual government (parallel UNTAES and Serbian authorities), no return for the non-Serbian refugees, staying on of the Serbs from other parts of Croatia, Bosnia and Serbia. Particularly risky for Croatia are the efforts of the local Serbs to retain absolute ethnic majority as the grounds for establishing territorial autonomy which would enable the militant accolytes of Greater Serbian politics to remain in the region and push for the secession and annexation by Serbia, the efforts which would in all probability be given military support by Serbia, this time under the circumstances which would be much more unfavourable for Croatia than in 1995. The author concludes that for Croatia the only acceptable solution is the total integration of eastern Slavonia and the establishment of full Croatian sovereignty while the creation of a Serbian autonomous province in that region must on no account be permitted. Valorizacija efekata tranzicije i globalizacije na konkurentnost privrede Zapadnog Balkana ; Valorization of the effects of transition and globalization on the competitiveness of the Western Balkans economies
Postsocijalističke privrede su početkom devedesetih godina dvadesetog veka započele tranziciju u kapitalistički sistem i intenzivnije uključivanje u procese globalizacije. Region Zapadnog Balkana je u tom periodu bio zahvaćen političkom i društvenom nestabilnošću koja se nepovoljno odrazila na ekonomske reforme i međunarodnu poziciju zemalja regiona. Glavni problem sa kojim su se zemlje regiona Zapadnog Balkana suočile bio je tehnološko zaostajanje i nedostatak domaće akumulacije. Preovladao je stav da će priliv stranih direktnih investicija pokrenuti ekonomski rast i tehnološku modernizaciju proizvodnje i omogućiti uspešno uključivanje u procese globalizacije. Kako bi se unapredila međunarodna konkurentnost zemalja Zapadnog Balkana, završetak tranzicionih reformi je označen kao prioritetan korak. Predmet istraživanja disertacije je teorijsko razmatranje i empirijsko utvrđivanje efekata tranzicije i globalizacije na konkurentnost zemalja Zapadnog Balkana tokom prve dve decenije XXI veka. U sprovedenom istraživanju, jedanaest privreda Centralne i Istočne Evrope je iskorišćeno kao osnov za poređenje i tumačenje rezultata za pet zemalja Zapadnog Balkana. Empirijski rezultati u disertaciji pokazuju statistički značajan pozitivan uticaj tranzicije i globalizacije na unapređenje konkurentnosti zemalja regiona Zapadnog Balkana. ; Post-socialist states began the transition process to a capitalism and more intensive integration in the processes of globalization in the early 1990s. During that period, the Western Balkans region was affected by political and social instability, which adversely reflected to economic reforms and the international position of the countries in the region. The main problem the countries of the Western Balkans region faced was technological stagnancy and a lack of domestic accumulation. The prevailing view is that foreign direct investment inflows will drive economic growth and technological modernization of production and enable successfully integration this group of countries in the processes of globalization. In order to improve the international competitiveness of the Western Balkan countries, the finishing of transition reforms has been identified as a priority step. The subject of the PhD thesis is theoretical consideration and empirical determination of the effects of transition and globalization on the competitiveness of the Western Balkan countries during the first two decades of the 21st century. In the research that carried out, eleven economies of Central and Eastern Europe were used as a base for comparing and interpreting the results of the Western Balkans countries. Empirical results obtained in the researching part of the doctoral dissertation show a statistically significant positive impact of transition and globalization on improving the competitiveness of the states of the Western Balkans region.

The author thinks that the American political and military initiative in Bosnia and Herzegovina has stopped the four year war and enhanced the American influence in the region. European Union has reacted to the latest developments by adopting a new regional approach towards the countries of southeastern Europe. This approach has been employed in relation to other European and Mediterranean regions outside EU as well (central and eastern Europe, the Baltic states, the Mediterranean countries, the Union of Independent States). EU's policy towards Croatia is extremely reserved. It has insisted on a set of preconditions being fulfilled by Croatia before the negotiations about Croatia's membership in this organization may even commence. Croatia wants to forge links with the EU and is willing to comply with its demands, but is highly sceptical of regional associations. (SOI: PM: S. 161)

Kako je Boka Kotorska postala dio Crne Gore: Slucaj Oslava Smodlake

Already during the existence of first Yugoslavia, there occurred the secession of Boka Kotorska from Dalmatia, i. e. Croatia. During the entire World War II, the expression "Montenegro and Boka Kotorska" was in use, but towards the end of WW II "Boka Kotorska" was simply dropped from the syntagma. This was accompanied by all sorts of pressures on Croatian populace there. There are numerous cases of imprisonments and murders of Croats from Boka at the end of war and during the immediate years after. The fate of Oslav Smodlaka, a photographer from Tivat, best illustrates the difficulties that Croats experienced there. Smodlaka was recognized by historiography as a Croat assassinated at the end of war. Actually, he was killed in 1949. Simply because he refused to relocate, he was declared state enemy, tortured to the point of turning gray in one single night, and finally killed. He left a spouse and an eleven-month daughter. The fate of O. Smodlaka served as a disciplining measure for the rest of Croats in Boka, who lived under a permanent fear and oppression. (SOI : CSP: S. 385)

The development of the regional cooperation in South-Eastern Europe was at its lowest in comparison with other European regions. The changes occurring in the attitudes of the international community (through increased sensitivity and familiarity with the situation in the field and the new democratic advances of Croatia) are now creating favourable conditions for the development of the regional cooperation. It can be further fortified through international efforts, as well as through the international community's presence, since with its economic, political and even police/military resources it has enough instruments to support these developments. Within the emerging sintagm, "through cooperation to security", South-Eastern Europe is expected to commence its transformation of the relationships by developing different forms of useful cooperation which should lead to increased security and more peaceful coexistence. In such context, by means of regional cooperation, it is possible to attempt torging links with Europe and incorporating this region into the Euro- Atlantic integrations. (SOI : PM: S. 78)

The Sarajevo Convention, on which the Sarajevo Declaration and the Pact on Stability were adopted, is a kind of a finale to the ten-year contlict in the Balkan region. The most important pioneers in that dynamic process of Europe's preparation for accepting the countries of Europe's South-East have been the Brussels study by the Center for political analyses, the German "new politics" and the US support. The analyses of the goals and mechanisms of the Pact show that it is a major political instrument, though hailed as a mixed blessing. If all the actors - states, nongovernmental organizations, associations, and individuals - are provided with long-term conditions for creating affiliations, joint views and projects, the process of building better relations may be initiated. The Europeisation of South-East Europe is going to be a lengthy and complex process, and the Pact on Stability may become an important form of building new relations in this region. (SOI : PM: S. 22)

Collective security treaty organization between illusion and anti-NATO
The new security paradigm of the modern world, created in 1990s, led to a security organization of a number of countries of the former Soviet bloc. Also evolving, at varying pace, was the contractual relationship of collective security, which, due to the escalation of activities of extremist groups on the territory of Central Asia, the deterioration of Russia-NATO relations, as well as the emergence of the US military bases in the region, resulted in a decision to form the Collective Security Treaty Organization (CSTO) in 2002. The basic declared purpose of the organization is a desire of the signatory countries to increase the effectiveness of their cooperation in the field of security. Established as a typical military alliance with characteristics of multifunctional organization for securing peace, CSTO aspires to the role of a regional leading organization in the field of security cooperation, with many open questions concerning its functioning and future development. Whether the new security organization raises the level of collective security of its associate member countries, and whether the said organization contributes to the security of the region and the world, only time ahead will tell.
