In many of its areas, the writing of music history in Germany is characterised by the Romantic music outlook and its "Two-World-Model": the real world is seen as opposing the ideal world of music as a higher existence of ideas and ideals. Art music in the emphatic sense, commonly designated as serious music, pretends to represent that ideal world and makes claims to truthfulness. The science of music actually believes it is able to prove the universality of these claims. A large part of musicological publications are characterised by this assumption. However, a public discussion among musicologists as to whether such writings should belong to the field of theology rather than to historico-critical historiography (as a science in the strict sense) is non-existent. As a result, our field has not only disappeared from a public sphere that wishes to leave those claims to small elitist circles, but has also encountered a growing lack of understanding among other disciplines, even to the point of mockery. It would suffice here to refer to the lawyer Bernhard Weck, who wrote with regard to Beethoven's Opus 112: "Only musicology could prove that 'political ideas of freedom can be expressed through gestures of sound.'" ; У многим својим сегментима, писање историја музике у Немачкој карактерише романтичарска визура и њен "модел два света": реални свет се посматра као супротстављен идеалном свету музике као вишем ступњу постојања идеја и идеала. Уметничка музика у изворном смислу, обично означена термином "озбиљна музика", претвара се да представља тај идеалан свет и претендује на истинитост. Наука о музици заиста верује да може да докаже универзалност ових тврдњи. Знатан број музиколошких публикација карактерише ова претпоставка. Међутим, јавна дискусија међу музиколозима о томе да ли такви списи треба да припадају области теологије, а не историјско-критичкој историографији (као науци у строгом смислу) не постоји. Познато је, и у научној литератури мање-више елаборирано да је повратак религији на подручју бивше СФРЈ ишао руку под руку са стварањем нових националних држава и успостављањем нових/старих етничких граница и идентитета. Због тога је логично што се ова појава често квалификује као религија нације и национализма. Међутим, из ове квалификације често изостаје увид у чињеницу да је повратак религији значио и повећање интересовања за религијска учења и знања, те масовније учествовање у црквеним обредима. Иако је извесно да од високог процента оних који су се на последњем попису идентификовали као православни Срби сасвим мали део одлази на активне вернике, евидентна обнова унутрашњег, литургијског живота Цркве сугерише одређена питања и опрезност при етикетирању савремених облика религиозности и улоге Цркве у њиховом формирању. Историјске околности које доводе до појаве религије нације у Србији у 19. веку чине оправданом хипотезу да религија нације ни тада, а ни данас није изникла из крила Цркве, већ да се она појављује као државни/секуларни идеолошки пројекат, чије су везе са религијом сасвим нерелигијске природе. Да бих поткрепила ову тврдњу, покушаћу да установим и покажем шта се налазило у основама ове световне религије 19. века, те да одговорим на питање начина обликовања њених садржаја. Ово ћу учинити на основу анализе политичке употребе мртвих тела, тј. доношења посмртних остатака Вука Караџића из Беча у Београд и обнављања гроба Доситеја Обрадовића том приликом. ; It is widely known and has been more or less elaborated in scientific literature that return to religion in the area of former SFRY was conducted hand-in-hand with the development of the new national states and establishment of new/old ethnic borders and identities. This is why it is logical that this phe- nomenon is frequently qualified as the religion of the nation and nationalism. However, this qualification frequently lacks insight into the fact that return to religion also meant increased interest in religious teachings and dogmas, as well as greater attendance at Church rituals. Even though it is certain that, among the large percentage of those who declared themselves as Orthodox Serbs during the last Census, a very small number of them are actually active believers; thus, the evident restoration of the internal, liturgical life of the Church suggests certain issues and advises prudence in labeling modern forms of religiousness and the role of the Church in their development. Historical conditions which led to the phenomenon of religion of the nation in Serbia in 19 century justify the hypothesis that religion of the nation was not, and still is not, something to have sprouted out under the auspices of the Church, but that it has occurred as a state/secular ideological project, whose links to religion are of purely non-religious nature. In order to corroborate this statement, I will try to determine and show what was in the basis of this secular religion of 19 century, and answer the question relating to the manner in which its content was shaped. I will do this based on an analysis of political use of dead bodies, i.e. relocation of mortal remains of Vuk Karadžić from Vienna to Belgrade, and restoration of the grave of Dositej Obradović, which was performed on the same occa- sion.

Varios cuadros de la Corte de Felipe II dejan entrever las complejas claves dinásticas, espirituales y simbólicas de un momento crucial de la monarquía hispánica. ; For centuries, the Habsburg kings and emperors were defenders of the Catholic religion and the Church of Rome. The Spanish monarchs belonging to this lineage made the defence of the Christian faith a fundamental core of their political practice, establishing a pact with God with a declared objective: legitimate royalty for a Catholic planet. This alliance would be represented as propaganda in the arts in the many painted recreations of the naval battle of Lepanto, showing God, the Virgin and the saints taking part in the combat and deciding its destiny. Various paintings from the Court of Philip II reveal the complex dynastic, spiritual and symbolic keys to a crucial moment for the Hispanic monarchy.

El presente trabajo trata de demostrar que el pronunciamiento en la Galia del césar Juliano contra el emperador legítimo, su primo Constancio II, hijo de Constantino, fue la culminación de un proyecto soñado desde que de niño vivió en directo el asesinato de la mayoría de los miembros de su familia paterna, incluido su padre, en una revuelta de soldados que estaba inspirada por el propio emperador. La amargura de su niñez y juventud, apartado de la corte y en el exilio, sin familiares ni amigos, fue un campo abonado para quienes defendían en distintas ciudades del Imperio y desde puestos de poder los intereses de su familia desaparecida. Entre ellos se encontraba una buena parte de los fi lósofos neoplatónicos y rétores paganos que veían con acritud la persecución de las religiones tradicionales por un emperador cristiano e intolerante. La conjunción de una serie de circunstancias, ajenas en gran parte al propio Juliano, permitió que éste contase con el apoyo militar y político para poder llevar a cabo, una vez enviado a la Galia como césar para defender sus fronteras, el motín que le convirtió primero en Augusto de Occidente y poco después de todo el Imperio. ; Th is work attempts to show that the rebellion in Gaul of the Caesar Julian against the legitimate emperor, his cousin Constantius II, son of Constantine, was the culmination of a project he had dreamed of ever since, as a child, he had witnessed the murders of most members of his father's family, including his father himself, in a revolt by soldiers inspired by the Emperor himself. Th e bitterness of his childhood and youth, kept away from the court and in exile, without family or friends,was fertile ground for those who, in diff erent cities of the Empire and in positions of power, upheld the interests of his dead family. Among these were a good proportion of Neo-Platonic philosophers and pagan rhetoricians who watched bitterly as the traditional religions were persecuted by an intolerant Christian Emperor. Th e conjunction of a series of circumstances, largely beyond the control of Julian himself, meant he received the military and political support so that, once he had been sent to Gaul as Caesar to defend its frontiers, he could carry out the rebellion that made him Emperor, fi rst of the West, and then of the whole Empire.

The Republic of Serbia has introduced special circumstances for the determination of sentence for hate crime in the Criminal Code amended in December 2012. If a criminal offence is committed through hate based on race or religion, national or ethnic affiliation, sex, sexual orientation or gender identity of another, the court shall consider any aggravating factors except when it is not stipulated as a feature of the criminal offence. However, the State still neglects to consider mitigating factors. Moreover, it does not pay sufficient attention to eliminating verbal expressions of hatred and discrimination that often precede crimes motivated by hate. The paper discusses the possibility of improving education and coordinated activities of the State, particularly of courts, prosecutors, police and local self-governments, to combat hate speech and hate crimes. The aim of the paper is to present mechanisms of improving institutional capacities to prevent these phenomena that have been implemented within the project "Implementation of Anti-Discrimination Policies in Serbia" financed by the European Union. The paper concludes that central to the success of this process are the education of state actors, and the development of a value system based on equality and acceptance of diversity.

This paper presents an overview of the latest experiences in ethnomusicological research based on the texts incorporated in this collection of works. These experiences emanate primarily from the local researchers' works on music of the Balkans, with a heightened theoretical and methodological dimension. The distinctive Balkan musical practices, created through the amalgamation of elements from different cultures, ethnicities, and religions, made this geo-cultural space intriguing not only to researchers from this very region but also to those from other cultural communities. A theoretical framework for interpreting these practices together with the contemporary research methods stem from interactions of local scientific communities' experiences, sources and practices they deal with, circumstances, ideologies and politics, including the influences of the world's dominant ethnomusicological communities as well as researchers' individual affinities and choices. A comparison with the research strategies applied in similar, transitory geo-cultural spaces contributes to a more complex exploration of the Balkan ethnomusicologists' experiences. ; Рад доноси преглед новијих искустава у етномузиколошким истраживањима музика Балкана, првенствено на основу радова који чине овај зборник. Пажња је кључно усмерена на теоријско-методолошку димензију. Специфичне музичке праксе Балкана, формиране амалгамисањем елемената различитих култура, етницитета и религија, учиниле су овај гео- културни простор интригантним не само за истраживаче из самог региона, већ и за оне из других културних средина. Теоријски оквири у којима се оне интерпретирају и методе које се данас користе у истраживањима резултат су интеракција искустава локалних научних заједница, извора и пракси којима се баве, околности, идеологија и политика, укључујући и утицаје доминантних светских етномузиколошких заједница и индивидуалних афинитета истраживача. Комплексније разматрање искустава етномузиколога са Балкана остварено је поређењима са истраживачким стратегијама примењиваним на сличним, транзиторним геокултурним просторима.

There are some time and geographical points, determinants before which decency calls solely for silence and bowed head, before which words and our ability to understand grow weary or actually, they lose any meaning. Jasenovac is undoubtedly such a place. Our language has one horrifying word – stratište (a place of execution). Simply, it is a place where anthropological, diluvial evil destroys the most valuable – life. The place whose impeccably unmasked and inevitable horror has not been anywhere else so tersely defined, it seems, as in the words of a Serbian old man addressing his executioner: "My child, do what you must". Why are we speaking today then, instead of being appropriately silent? Because the victims, the Serbs together with their fellow-citizens – the Jews and the Roma, those eternal culprits behind all evil, the disliked citizens of the Independent State of Croatia (NDH), ask for a moment of remembrance. A moment of reverence. A bowed head before this place of execution called Jasenovac. It is because today we, not only as a nation, as a state, but as Homo sapiens, and finally as this scrap of civilization that remained for the mankind, do not have the right to be naive. We are obliged to recognize evil in its inception before it is too late, everywhere, far and wide. It is not the number of the murdered people (and the number is large) that determines the horror of Jasenovac, but the intention behind it. The executors of these crimes, with all the contempt that they deserve everywhere and in every place, were not the most horrible ones even in Jasenovac. The most horrifying is the political thought that sustains the deviance of perpetrators, the intention behind the idea of such places of execution, the pseudo-ideology of obliteration that justifies and redeems the sins of those intoxicated with blood. Nowadays, we do not point the finger at any nation or any religion. It would be an unpardonable simplification and primitivism beneath the dignityof this institution. We merely define ourselves in relation to the crime that happened, since it did happen. We do recognize it and remember it. With the ever present and often betrayed and unsuccessful idea not to let it happen again. To us, it remains to pursue the trace of Marko Miljanov's mythical sentence, as we cannot offer anything better even nowadays, which reads that heroism means defending oneself from the evil in others, but also defending others from the evil residing in oneself. Predmet ove disertacije je teorijska analiza regulatornog, komunikološkog, tehnološkog i socio-kulturnog okvira u kome nastaje i širi se "govor mržnje", kao i analiza sadržaja i analiza efekata govora mržnje u internet komunikaciji u Srbiji. Cilj disertacije bio je da preciznije definiše sadržaj govora mržnje i kontekst u kome on nastaje, da u odnosu na kulturološke specifičnosti Srbije preciznije utvrdi granicu između mere u kojoj je neophodno omogućiti nesmetanu slobodu izražavanja i ograničiti širenje govora mržnje. Osnovna hipoteza u ovom radu bila je da je koncept govora mržnje višeznačan i da njegovo razumevanje zavisi od geografskog, kulturnog i uopšte socijalnog konteksta u kome se on manifestuje. Govor mržnje na internetu negativno utiče na javnu komunikaciju te samim tim i na proces formiranja javne sfere. Budući da tako ometa kvalitetnu raspravu o problemima od društvenog značaja, govor mržnje otežava donošenje demokratskih odluka i na direktan način urušava demokratske vrednosti u društvu. U istraživanju je sprovedena komparativna analiza evropskih i nacionalnih pravnih akata u oblasti govora mržnje i slobode izražavanja, dat je kritički pregled ključnih međunarodnih naučnih studija i istraživanja govora mržnje na internetu, kao i institucionalna analiza postojećih mehanizama za suzbijanje govora mržnje. Pored toga sprovedena je analiza odabranih aktera i analiza sadržaja internet stranica na kojima je plasiran govor mržnje prema određenim manjinskim grupama u Srbiji. U istraživanju je identifikovan, opisana i problematizovan fenomen govora mržnje na internetu u kontekstu javne komunikacije u Srbiji. U definisanju samog pojma govora mržnje, kroz komparativnu analizu različitih izvora, uočeno je da njegovo identfikovanje zavisi od toga šta se u određenom društvenom, političkom i kulturnom konetkst smatra za osnovni problem koji želi da se reši ovakvim definicijama. Posebno je istaknuta razlika u shvatanju govora mržnje u različitim pravnim tradicijama u svetu. Pored toga, u široj 4 javnosti kao i u različitoj stručnoj literaturi često nije dovoljno dobro definisana jasna granica govora mržnje u odnosu na uvrede, klevete, negaciju nekih istorijskih događaja ili opravdavanje zločina, vređanje simbola, kritiku javnih ličnosti, različitih političkih stavova i religija. Nedovoljno jasna granica između dozvoljenog i potencijalno zabranjenog izražavanja dovodi do nesporazuma i neefikasne borbe protiv govora mržnje koji bi potencijalno mogao da izazove ozbiljne negativne posledice. Oštra kritika nekog pojedinca ili neke grupe veoma lako može biti protumačena kao govor mržnje, a takav pristup zapravo zatvara prostor za diskusiju o nekom problemu i na direktan način sputava slobodu izražavanja, te ugrožava deliberativan proces u demokratskom društvu. ; The topic of this dissertation is the theoretical analysis of the regulatory, communication, technological and socio-cultural framework in which the "hate speech" is being developed, as well as analysis of the content and analysis of the effects of hate speech in online communication in Serbia. The aim of the dissertation was to more precisely define the content of hate speech and the context in which it arises, and in relation to the cultural specifics of Serbia, more precisely determines the boundary between the measure in which it is necessary to provide unhindered freedom of expression and limit the spread of hate speech. The main hypothesis in this work was that the concept of hate speech is multidimensional and that its understanding depends on the geographical, cultural and general social context in which it manifests itself. Hate speech online has a negative impact on public communication and, consequently, on the process of forming a public sphere. Since it hinders the quality debate on the problems of social coercion, hate speech makes it difficult to make democratic decisions and directly undermines the stability of democratic values in society. The study has conducted a comparative and normative analysis of European and national legal acts in the field of hate speech and freedom of expression, as well as other international scientific studies and research in order to better understand the problem of hate speech online, as well as institutional analysis of existing mechanisms for combating hate speech. In addition, an analysis of selected actors of hate speech was conducted through an analysis of the content of the websites where hate speech was addressed to certain minority groups in Serbia. The research described the phenomenon of hate speech online as a complex phenomenon needed to be analysed from several angles to show more clearly all the problems and all the challenges of its precise definition. In defining the notion of hate speech itself, through a 8 comparative analysis of various sources, it is noted that it depends on what is considered to be a basic problem which particular country wants to solve with such definitions. There is a particular difference in understanding of the hate speech in various international legal traditions. In general public, as in various professional literatures, the definition of hate speech is often not clear enough in relation to insults, defamation, denial of some historical events or justification of crimes, insulting symbols, and criticism of public figures, political affiliations and religions. The insufficiently clear boundary between permitted and potentially prohibited expression leads to misunderstandings and ineffective fight against hate speech that could potentially cause serious negative consequences. A sharp critique of an individual or of a group can easily be interpreted as hate speech, and such an approach actually closes the space for discussion and directly suppresses freedom of expression and endangers the deliberative process in a democratic society.
