Suriye'nin etnik-dini yapısının siyasi tarihe ve iç savaşa etkileri
Dünya'nın çeşitli bölgelerinde yaşanan iç çatışmalarda tarafları harekete geçiren temel motivasyon unsurları arasında, kimliğe dayalı farklılıklardan doğan gerilimler önemli bir yer tutmaktadır. Bu doğrultuda; birbirinden farklı birçok etnik ve dini kimliği bünyesinde barındıran Suriye'de, bu çeşitliliğin ülkenin siyasi tarihine ve ülkedeki iç savaşa ne şekilde ve hangi ölçülerde etki ettiği bir tartışma konusudur. Her ne kadar iç savaşı bütünüyle bu dinamikler üzerinden açıklamak doğru değilse de ülkede etnik ve dini kimlikler arasında modern tarihi süreçte görülen kutuplaşmalar, Suriye'nin 20. Yüzyıl tarihini şekillendirdiği gibi, manda dönemindeki Fransız idarecilerin azınlıklar üzerinden güç devşirme politikası da uzun vadede ülkede bir azınlık iktidarının doğmasına yol açmıştır. Geniş bir toplumsal meşruiyetten yoksun olan Esad ailesinin Nusayri azınlık iktidarı, ülkeyi kırk yılı aşkın bir süre boyunca her türlü demokratik temelden yoksun ve oldukça otoriter bir şekilde yönetmiştir. Bu süre zarfında devletin bütün güç aygıtları kullanılarak ülkede çoğunluğu teşkil eden toplumsal bileşenlere yönelik her türlü baskı ve şiddet politikası uygulanmıştır. Bu sindirme politikası, ülkede etkin bir muhalefetin oluşmasını engelleyemediği gibi aksine toplumda içten içe büyüyen bir öfke birikmesine yol açmıştır. 2011'de patlak veren iç savaş bu öfke birikmesinin bir sonucudur. Bu çalışmada; Suriye'deki etnik ve dini farklılıklardan kaynaklanan çatışmaların, ülkenin siyasi tarihi üzerindeki şekillendirici etkisi ve iç savaşın başlamasındaki rolü araştırılmış ve bu farklılıkların iç savaş sürecinde de tarafları harekete geçiren temel saikler arasında olup olmadığı incelenmiştir. Araştırma bulgularına göre; ülkedeki etnik ve dini farklılıkların hem ülkenin modern siyasi tarihini şekillendirici temel ekenlerden biri olduğu hem de tarafların çatışma hatlarındaki konumlarına bakıldığında iç savaşın başlamasında belirleyici rol oynadığı görülmüştür. İç savaşın radikalleşen safhalarındaki söylemlere bakıldığında ise başlardaki demokratik dönüşüm beklentilerinin, mezhep savaşına dayalı bir propagandaya terk edildiği görülmüştür. Sonuç olarak yaygın kanaatin aksine, Arap Baharı ya da Suriye'deki rejimin salt otoriter doğası, ülkedeki savaşın ortaya çıkmasındaki yegâne etkenler değildir. Başlangıcı itibariyle Suriye İç Savaşı; ülkenin uzun yıllar içinde bulunduğu kimliğe dayalı kutuplaşmanın ve bir azınlık diktatörlüğü altında ezilen toplumun çoğunluğunun, kendileri açısından uygun konjonktür oluştuğunda taleplerini şiddete dayalı bir şekilde ifade etmesinin sonucudur. --- Tensions arising from differences based on identity have an important place among the basic motivation factors that mobilize the parties in the internal conflicts in various regions on the world. Accordingly, in Syria where many different ethnic and religious identities live, it is a matter of debate in what way and to what extent this diversity has affected the political history of the country and the civil war in the country. Although it is not true to explain the civil war entirely through these dynamics, the polarization between ethnic and religious identities in the country in the modern historical process shaped Syria's 20th century history, and the policy of French administrators in the mandate period to recruit power over minorities has also led to the emergence of a minority power in the country in the long term. Deprived of a wide range of social legitimacy, the Nusayri minority government of the Assad family has ruled the country in a rather authoritarian manner, devoid of any democratic basis for more than forty years. During this period, all kinds of pressure and violence policies have been applied against the social components that constitute the majority in the country by using all the power devices of the state. This intimidation policy has not prevented the formation of an effective opposition in the country, and on the contrary, it has caused an internally growing anger in the society. The civil war that broke out in 2011 is the result of this anger buildup. In this study, the shaping effect of the conflicts arising from ethnic and religious differences in Syria on the political history of the country and its role in the onset of the civil war has been investigated and whether or not these differences are among the basic motives that mobilize the parties during the civil war process have been examined. According to the research findings, it is seen that the ethnic and religious differences in the country are one of the fundamental factors that shape the modern political history of the country, and when the positions of the parties in the lines of conflict are examined, they play a determining role in the beginning of the civil war. Considering the statements in the radicalizing phases of the civil war, it has been seen that the initial expectations of democratic transformation were abandoned to propaganda based on sectarian warfare. In conclusion, contrary to popular belief, the Arab Spring or the purely authoritarian nature of the regime in Syria are not the only factors in the emergence of the war in the country. As of the beginning, the Syrian Civil War is the result of the polarization based on identity in the country for many years and the majority of the society oppressed under the dictatorship of a minority, expressing their demands based on violence when the appropriate conjuncture is formed for them.

Klasik jeopolitik teorilerinin 2000-2016 yılları arasında Ortadoğu'ya yansımaları : Irak, Suriye, Libya ve Türkiye örnekleri
Jeopolitik, bir devletin coğrafi konumu, doğal kaynakları, demografik yapısı gibi özelliklerinin o devletin dış politikasına nasıl yansıdığıyla ilgilenir. Klasik jeopolitik teoriler ise kalpgâh, kalpgâhı çevreleyen ülkeler ve bunların özellikleri ile denizlere ve havaya hâkim olmanın dış politikaya nasıl yansıdığını açıklamaya çalışan teorilerdir. Aynı zamanda mekân kavramı klasik jeopolitikte önemlidir. Güçlü devletlerin güçlerini devam ettirebilmeleri için mekân arayışları vardır ve bu da politikalarını şekillendirirken zaman zaman şiddete de başvurdukları gerçeğini ortaya çıkarır. Bu çalışmada, klasik jeopolitik teorilerinin 2000-2016 yılları arasında Irak, Suriye, Libya ve Türkiye'de meydana gelen olaylar ya da ülkelerin mevcut sorunları üzerinden nasıl yansımalarının olduğu incelenmiştir. Irak, Suriye, Libya ve Türkiye'de meydana gelen olaylarda klasik jeopolitiğin etkisinin olduğu görülmüş, çalışmada bu etkilerin nedenlerine inilerek Ortadoğu'ya yansımasının nasıl olduğuna bakılmıştır. Irak örneğinde, 11 Eylül saldırganlarına destek verdiği ve kitle imha silahlarına sahip olduğu gerekçesiyle ve arka planda olan petrol hâkimiyetinden dolayı müdahale gerçekleştirilmiştir. Suriye örneğinde, rejim karşıtları ve rejimin çatışması dünya denkleminde Rusya ve ABD'nin karşı karşıya kalmasına neden olmuştur. İç savaş bölge ülkelerini de derinden etkilemiş, radikal dinci grupların doğuşuna neden olmuştur. Libya'da anti-demokratik rejimin yıkılması ve teröre desteğin önüne geçilmesi bağlamında müdahalede bulunulmuştur ancak yine de arka planda kaynak hâkimiyeti ve Akdeniz'e olan komşuluğu nedeniyle stratejik önemi bulunmaktadır. Türkiye açısındansa, Irak müdahalesinde Türkiye'nin desteğine kesin gözüyle bakan ABD'nin aradığı şekilde destek bulamaması Tezkere Krizini doğurmuştur. Yıllardır süregelen terör konusunda da ABD'nin Türkiye'ye yardımcı olmaması ilişkileri zora sokmaktadır. Klasik jeopolitik teoriler, adı her ne kadar klasik olarak geçse de günümüz 21. yüzyıl dünyasında etkilerini göstermektedir. Bunun örnekleri çalışmada sunulmuştur. --- Geopolitics deals with how a state's characteristics such as its geographical location, its natural resources, its demographic structure are reflected in the foreign policy of that state. As for classical geopolitical theories, they try to explain how the heartland, the surrounding countries, and their characteristics, and the dominance of the seas and the air are reflected in the foreign policy. At the same time, the concept of "Raum" is important in classical geopolitics. Strong states have a search for Raum to sustain their power, and this reveals the fact that they sometimes resort to violence while shaping their policies. In this study, it is studied that between the years of 2000-2016, how the classical geopolitical theories have reflections in terms of the incidents and current problems in Iraq, Syria, Libya and Turkey. It has been seen that in the events which occurred in Iraq, Syria, Libya and Turkey, classical geopolitics has an effect and in this study the causes of these effects are analyzed on the grounds that how the Middle East is reflected. In the case of Iraq, an intervention was carried out on the grounds that it supported the September 11 attackers and possessed weapons of mass destruction and oil control in the background. In the case of Syria, the conflict of the opponents and the regime has caused Russia and the US confrontation in the world equation. The civil war deeply affected the countries of the region as well, causing the emergence of radical religious groups. Libya has been intervened in the context of the demolition of anti-democratic regime and support for terrorism, but it also has strategic importance due to its resource dominance and its proximity to the Mediterranean. With regard to Turkey, USA took it for granted that Turkey would support the US intervention in Iraq but as Turkey did not give the expected support, it led to the Tezkere crisis. As USA did not give support to Turkey for the on-going terrorism problem, it also jeopardizes the relations of the United States and Turkey Classical geopolitical theories, even though their names are classic, show their effects in today's 21st century world. Examples are presented in this study.
