The article is focused on the issue of the representation of interests in the process of shaping public policies. In particular, it addresses issues related to regulatory management regarding relations with interest groups and strategies used by stakeholders in consultation processes. In addition, we aim to discuss the role that interest groups play in public policies. The analysis concerns the activities of Polish interest groups in the area of copyright, which deserves attention due to the diversity of actors and the asymmetry of interests. The analysis makes it possible to state that the actions taken by stakeholders in strengthening the representation of their interests lead to "overrepresentation" of these interests, which - in the absence of appropriate regulatory management mechanisms for the participation of parties in consultations - increases the risk of the phenomenon of "regulatory capture" by entities. The data was collected as part of the legislative monitoring of drafts of legal-copyright laws proceeded in 2013-2019, as well as semi-structured interviews conducted in 2015-2018. In order to illustrate lobbying strategies, a method of analyzing social networks was used.

Representation of interests of the region in international forums is an extremely important element in supporting and accelerating the development of local and regional communities. The cooperation of various entities, including cities and other territorial structures, contributes to overcoming the weaknesses of the various regions and the use of existing opportunities. Some regional and cross-border structures can cope fairly well and work out an effective model for the representation of common interests, while others have big problems. The main goal of the proposed analysis is to verify the thesis that the UBC (Union of the Baltic Cities, UBC) can effectively promote the interests of the Baltic region and contributes to overcoming the weaknesses of the region and using existing opportunities, through various joint actions. It is worth remembering that the UBC is an active cooperation network of over 100 member cities and was founded in order to develop cooperation and exchange of experiences between the member cities. The fundamental UBC goal is to strive for democratic, economic, social, cultural and environmental development of the Baltic Sea region. The UBC has been brought to life at the Founding Conference, held in Gdansk on 19-20 September 1991, during which representatives of 32 cities signed the Declaration expressing a wish to create an organization of Baltic cities. Long-term cooperation of this cross-border operating structure is, therefore, an excellent opportunity to try the assessment of its achievements. ; Reprezentacja interesów regionu na forum międzynarodowym jest niezwykle ważnym elementem wspierania i przyspieszania rozwoju społeczności lokalnych i regionalnych. Współdziałanie różnych podmiotów, w tym miast oraz innych struktur terytorialnych, przyczynia się do przezwyciężania słabości tkwiących w poszczególnych regionach i wykorzystywania istniejących szans. Niektóre struktury regionalne i transgraniczne radzą sobie dość dobrze i wypracowują skuteczny model reprezentacji wspólnych interesów, inne z kolei mają z tym spore problemy. Celem zasadniczym zaproponowanej analizy jest próba zweryfikowania tezy, iż Związek Miast Bałtyckich (Union of the Baltic Cities, UBC) pozwala skutecznie wspierać interesy regionu bałtyckiego i przyczynia się do przezwyciężania słabości tkwiących w tymże regionie oraz wykorzystywania istniejących szans, dzięki różnym wspólnym działaniom. Warto przypomnieć, że Związek Miast Bałtyckich jest aktywną siecią współpracy ponad 100 miast członkowskich, powstałą w celu rozwijania współpracy i wymiany doświadczeń pomiędzy miastami członkowskimi. Nadrzędnym celem ZMB jest dążenie do demokratycznego, gospodarczego, społecznego, kulturalnego, jak i przyjaznego dla środowiska rozwoju regionu Morza Bałtyckiego. Związek Miast Bałtyckich został powołany do życia na konferencji założycielskiej, która odbyła się w Gdańsku, w dniach 19-20 września 1991 roku, podczas której przedstawiciele 32 miast podpisali deklarację wyrażającą wolę utworzenia organizacji zrzeszającej miasta bałtyckie. Wieloletnia współpraca stanowi zatem doskonałą okazję do próby oceny dokonań tej struktury działającej ponad granicami państw.

Jest to zarówno wynikiem wdrożenia reform inspirowanych koncepcjami Nowego Zarządzania Publicznego (New Public Management), lokalnego współrządzenia (local governance), zmian o charakterze strukturalno-funkcjonalnym, jak i poszerzających się mechanizmów uczestnictwa obywatelskiego. Most of them, however, recognize the current mechanisms of civic engagement as sufficient, promoting the need to streamline their operation.

This has resulted both from the reforms inspired by the concepts of New Public Management, local governance, structural and functional changes as well as the expanding mechanisms of citizen participation. The latter trend is especially visible in large Polish cities. The main objectives of this article are to present the attitude of city councilors towards the concept and mechanisms of citizen participation and to examine whether this 'extended participation' influences the status and role played by city councils in the governing process. The article is based on empirical research conducted in 18 Polish cities. The results indicate that elected representatives, in general, support the idea of 'citizens' involvement in the decision-making process. An introduction to cultural representations of disabled people's sexuality
In the following article, I outline some of the issues and problems that one may encounter while attempting to analyse the pop/cultural representations of disabled people's sexuality. Towards this end, I employ a variety of methodological and theoretical tools, such as e.g. cultural model of disability/cultural analysis, critical theory, elements of ethnographical research and crip theory. The article presents the main principles of the French doctrine of the political representation. This doctrine refers to the concept of transference. According to her one entity transfers its rights and obligations to another entity. Transmission entity is represented (voter), while the entity for which the transfer is made is representative (member of parliament). Representation means so that the member of parliament speaks on behalf of the nation. The focal point of this concept is the belief of the fictional nation as a sovereign. As a result, the traditional doctrine of the French was of the view that the nation as something fictional can exist only in the parliament and can be expressed only by the parliamentarian. This position concluding cry that no nation outside of the representatives of the nation. The second element of the French approach was the assumption of a community dimension representation. Evidence of this was the representative mandate to exclude instructions, orders and command will vote. Smells are an unusual way of communication, allowing not only for the creation of associations in the minds of the recipients, but also for evoking certain emotions. Therefore, they are used in marketing strategies and they may become trade marks. Unfortunately, until the adoption of Directive (EU) 2015/2436 of the European Parliament and of the Council of 16 December 2015 to approximate the laws of the Member States relating to trade marks, these signs were, in principle, excluded from registration. This was due to their inability to meet the requirement of graphic representation as understood by the criteria established by the case law of the Court of Justice of the European Union. However, under this Directive, this requirement was abolished and replaced by the criterion of so-called representativeness of the sign. The purpose of this article is to present olfactory marks from both a marketing perspective and the admissibility of their registration, as well as to analyze the practice of registering them before and after the adoption of Directive 2015/2436. ; Zapachy są niezwykłym sposobem komunikacji, który pozwala nie tylko na powstawanie w umysłach odbiorców określonych skojarzeń, lecz także na wywoływanie pewnych emocji. Z tego powodu są one wykorzystywane w strategiach marketingowych, a niekiedy stają się znakami towarowymi. Niestety, do czasu przyjęcia dyrektywy Parlamentu Europejskiego i Rady (UE) 2015/2436 z dnia 16 grudnia 2015 r. mającej na celu zbliżenie ustawodawstw państw członkowskich odnoszących się do znaków towarowych oznaczenia te były w zasadzie wyłączone z rejestracji. Powodem tego był brak możliwości spełnienia wymogu graficznej przedstawialności, rozumianego przez pryzmat kryteriów wypracowanych w orzecznictwie Trybunału Sprawiedliwości Unii Europejskiej. Jednakże na mocy wspomnianej dyrektywy wymóg ten został zniesiony i zastąpiony wymogiem tzw. zdolności przedstawieniowej oznaczenia. Celem niniejszego artykułu jest zaprezentowanie znaków zapachowych z perspektywy zarówno marketingowej, jak i dopuszczalności ich rejestracji, a także dokonanie analizy praktyki rejestrowania tych oznaczeń w okresie przed i po przyjęciu dyrektywy 2015/2436.
On 16 March 2019 the amendment of the Act – the Industrial Property Law, which implemented the European Parliament and EU Council Directive 2015/2436 of 16 December 2015, aiming the rapprochement of legislation within the membership countries regarding trade marks. The essential change, that the amendment implemented is the cancellation of the necessity of graphical representation of the trade mark, what allows to simplify the registration of the unconventional trade marks. The purpose of the article is to present how the registration of unconventional trade marks looked within the light of the Luxembourg tribunal's statements. ; W dniu 16 marca 2019 r. weszła w życie nowelizacja ustawy Prawo własności przemysłowej, która implementowała dyrektywę Parlamentu Europejskiego i Rady (UE) 2015/2436 z dnia 16 grudnia 2015 r. mającą na celu zbliżenie ustawodawstw państw członkowskich odnoszących się do znaków towarowych. Istotną zmianą, jaką wprowadziła nowelizacja, jest zniesienie wymogu graficznej przedstawialności znaku towarowego. Umożliwi to łatwiejszą rejestrację niekonwencjonalnych znaków towarowych. Celem niniejszego artykułu jest zaprezentowanie, jak w świetle orzecznictwa trybunału luksemburskiego przedstawiała się rejestracja niekonwencjonalnych znaków towarowych.
The Shedding of Light on the Current Debate: Pierre-Joseph Proudhon and his Criticism of Representative Democracy In 1848, Pierre-Joseph Proudhon (1809–1865) refused to yield to the enthusiasm of the Republican Camp about universal suffrage and the link established between political and social reforms. In his first book published after the Revolution of February (La solution du probléme social), he questioned the legitimacy of the republican conception of representation. But if the short history of the Second Republic soon confirmed his fears about the abuses inherent in representation, his criticism of universal suffrage sounds still useful when we want to apprehend the present day debate devoted to direct democracy. In any presidential system, the time of elections becomes the moment when a nation looks at themselves. In France, as in many other western countries, the elections bring substantial debates about the democracy. In 2007, the calls for direct democracy made up a central point of political debates and were related to a long time defiance to the representative system. They strangely echoed the debates that took place in the Second Republic after the deputies' betrayal of the electoral law of May 31, 1850. In the article we show how Proudhon's political thought can help us think about direct democracy.
The analysis of electoral actions taken by Konfederacja [Confederation Liberty and Independence] party in 2019 leads to assumption that their core formation achieved a consistent (also regarding axiological dimension) strategic plan which included two campaigns and was aimed at arising on Polish political market (gaining parliamentary representation). Organization and consolidation of a new political formation, able (in terms of structure, resources and strategy) to create a communication strategy allowing them to effectively compete in parliamentary elections, should be regarded as considerable success.
An object of the article is the analysis of the presence of scientists on tickets registered by relevant electoral committees in elections to European Parliament and national Parliament in Poland in 2019. The author concentrated on the answer on questions concerning numbers of scientists on lists of candidates and to the differentiation of the representation of research workers on tickets of left-wing, right-wing and centrist committees. An effect of the analysis are conclusions showing differentiation of electoral registers in elections to European Parliament and the Senate and Seym.
