Yerel yönetimler halka en yakın yönetim birimleri olarak kabul edilmektedir. Halka en yakın yönetim birimi olmaları ise demokrasinin temel kurumları olarak nitelendirilmelerine neden olmaktadır. Yerel yönetimler arasında toplam nüfusun büyük bir kısmı (yaklaşık yüzde 95'i) belediye sınırları içinde yaşamaktadır. Dolayısıyla belediyeler her kesimin ihtiyaç ve sorunlarına cevap verebilmelidirler. Bu nedenle belediyelerin karar organı olan belediye meclislerinin halkı yeterli düzeyde temsil edebilecek nitelikte olması gerekmektedir. Bu çalışmada, yerel yönetimler ve demokrasi arasında kabul edilen yakın ilişkiden yola çıkılarak Türkiye'deki belediye meclis üyelerinin seçmen kitlesini temsil edebilecek nitelikte olup olmadıklarının değerlendirilmesi amaçlanmaktadır. Halkın yönetime katılarak kendisiyle ilgili alınan kararlarda etkili olup alınan kararları denetleme imkanına sahip olduğu belediye meclislerinde üyeler seçmen kitlesini en azından sayı, meslek, cinsiyet ve yaş açısından temsil edebilmelidirler. Bu doğrultuda sayı, meslek, cinsiyet ve yaş bakımından belediye meclis üyelerinin hem belediye meclis üyeleri içindeki hem de seçmen kitlesi içindeki payı incelenmiştir. İnceleme sonucunda belediye meclis üyelerinin seçmenleri sayı, meslek, cinsiyet ve yaş bakımından adil şekilde temsil edemedikleri görülmüştür. Çalışma kapsamında temsilde adaletin sağlanabilmesi adına belediye meclis üye sayısının belirlendiği nüfus dilim aralıklarının yeniden düzenlenmesi, uzman meslek gruplarının ve kadın sayısının belediye meclis üyeleri içinde artırılması, belediye meclis üyelerinin belirli bir yaş aralığında yığılmasının önlenmesi gerektiği ortaya konmuştur.

IMF programlarının demokrasi üzerindeki etkisi, uluslararası örgütler yazınında sıklıkla tartışılan bir konudur. Bir müzakere sürecinde IMF'nin kendine ait bir gündemi varken, seçmenler de hükümete kendi tercihleriyle ilgili işaretler verir. Bu ikisi örtüştüğünde demokrasi etkilenmez fakat birbirlerinden farklı olduklarında demokrasi üzerindeki etkiler, borç alan hükümetin IMF karşısındaki göreli gücüne bağlıdır. Bu makale, IMF programlarının yerel temsili kurumlar üzerindeki etkisine odaklanmaktadır. Çalışmada, IMF etkisinin uç bir örneği olarak 2010-2015 yılları arasında uygulanan Yunanistan programları analiz edilmiş, eski bakanlar, parlamento temsilcileri ve Troyka yetkilileri ile yapılan mülakatlara yer verilmiştir. Yapılan analiz, borç alan hükümetin IMF karşısında zayıf olduğu ve iktidar partisi ile IMF arasında bir anlaşmazlık olduğu zaman, IMF programlarının demokratik kurumların temsili işlevini kısıtladığını iddia etmektedir. Bunun, 2010-2015 yılları arasında Yunanistan'da yaşandığı gibi, borç alan ülkelerde parti sistemleri ve demokrasinin geleceği üzerinde sağ ve sol popülist partilerin "egemenlik" ihlalinden yararlanarak yükselişi ve temsili kurumlara olan güvenin azalması gibi önemli etkileri vardır.

Kadınların toplumlar içerisindeki nüfuslarına kıyasla siyasi temsildeki oranları çok düşük düzeyde kalmaktadır. Kadınların sayısal olarak nüfusları ile orantılı bir şekilde siyasete katıl(a)mamaları, demokrasilerde bir temsiliyet sorunu oluşturmaktadır. Aynı zamanda bu durum, kadınların en temel insan hakları içerisinde yer alan seçme ve seçilme haklarından da tam olarak faydalanamadıkları anlamına gelmektedir. Literatürde kadınların neden daha fazla sayılarla siyasete katılmaları gerektiğine
odaklanan çalışmalar yer almaktadır. Birbirinden teorik ve metodolojik yöntemleri bakımından farklılaşan bu çalışmalar, kadınların siyasete neden daha fazla oranda katılmaları gerektiğine farklı cevaplar sunmaktadır. Bu çalışma ise, kadınların demokrasilerde nicel ve nitel temsilleri üzerine yapılan çalışmaları kadın temsilinin anlamı bakımından incelemekte ve mevcut literatüre eleştirel bir analiz sunmaktadır. Çalışmada kadınların sayısal olarak karar alma ve yasa yapma mekanizmalarında
yer almalarının demokrasi ve kadın temsili için ne anlama geldiği, kadınların nitel temsillerinden ne beklendiği ve bu beklentilerin kadın temsiline olan etkileri, kadınların nicel ve nitel temsil arasında nasıl bir ilişki olduğunu tartışmaktadır.

In the 1990s, Kurds living in Mardin and the surrounding provinces were subjected to various pressures, forced migration, and negative treatment such as village evacuation. Veysi Altay's documentary "Bir" (The Well) tells the story of the disappearance of seven people, three of whom are children after they were detained in the Dargeçit district of Mardin in 1995, and the search for them by their relatives. The fact that the director, who traces the search, focuses on the struggle of the seven relatives instead of drawing attention by implying the Kurdish problem with popular political references, brought the documentary to an objective point.In this study, based on the documentary The Well; Instead of "documentary-reality", which distances reality from fiction as much as possible, the possibilities of shooting a "real documentary" will be analyzed. In this context, the reasons for avoiding the use of metaphor, the director's limitation of his camera, and the relationship of preference with ethics will be included in the analysis.While "The Well" has strong meanings from literature to visual arts, in the narrative it has been transformed into a setting, character, and plot that can be grasped, seen, and recorded in history by conveying the truth to witnesses; in this state, instead of losing its meaning from its "reality", it gained strength by feeding on the richness of fiction, but also gave up on poetic reality or all kinds of abstract meanings.This study will examine the effects of the director's direct involvement in the narrative on ethical values and its contribution to the reality of the film, as well as investigate the limits of the construction of "truth" in the post-truth period with a documentary film.The fact that the director renounces his power over the film and turns into the eye that is "attracted" and "witnessed" from time to time, rather than "shooting" the film, will be examined ethically with the method of discourse analysis.The aim of the study is to present an example of whether the creation of documentary cinema in search of reality and its way of influencing the masses are in conflict with ethical principles.

Nationwide electoral thresholds (NETs) are known to secure a parliamentary majority for the largest party, reduce party system fragmentation, and prevent extreme, minor, or non-core group parties from entering parliament. By comparing Greece and Turkey, which have applied NETs since 1993 and 1983 respectively, this article investigates why some of these aims have not been achieved. Using time-series data since 1950, we show that neither country needed to introduce NETs to establish single-party governments. Rather, they were implemented primarily to prevent non-core groups from entering parliament as a party. This caused disproportional legislative representation, especially in Turkey. Although Turkey's NET initially reduced the raw number of parties contesting elections, this effect weakened in the long run and, in contrast to the literature, increased party system fragmentation. Finally, extreme parties have benefitted from Greece's fragmented party system since 2012 whereas electoral engineering in Turkey has failed to prevent non-core groups from passing the electoral threshold.

Одним из предметов исследований в рамках лингвокультурологии, поднимающей вопросы взаимодействия языка и человека, являются фразеологизмы. Посредством фразеологизмов можно выявить менталитет, языковую картину мира, культурные особенности народа. Концепт, один из ключевых понятий лингвокультурологии, является лингвистическим, культурным, и ментальным образованием. Цель этой работы – описать историческое развитие лингвокультурологии в Турции и изучить в современном турецком языке концепт «хлеб», являющийся одним из символов турецкой культуры. Материалом исследования послужили фразеологизмы, содержащие турецкое слово «хлеб» (ekmek). Источником для анализа фразеологизмов послужили три турецких фразеологических словаря. Всего проанализировано 39 фразеологизмов с компонентом «хлеб». В исследовании концепта «хлеб» был применен лингвокультурологический способ анализа. Были изучены турецкие фразеологизмы с компонентом «хлеб» и выявлены отличительные черты концепта в турецкой лингвокультуре. В результате исследований были определены такие составляющие элементы концепта хлеба в турецкой культуре, как заработок, средства к существованию, должность, место работы, сакральность, характерные черты человека и удаленность от того, чего необходимо достичь. Таким образом, в турецкой лингвокультуре концепт хлеба символизирует разные материальные и духовные ценности и отражает менталитет носителя турецкого языка, национально-культурные особенности турецкого общества, национальное сознание. Результаты исследования могут быть использованы в контрастивных исследованиях турецко-русской языковой пары. Исходя из результатов анализа, можно выявить различия в мировоззрении тюркского и русского языков, сходство во фразеологическом картине мира и культуре. Подобные исследования будут способствовать выявлению различий и схожих черт в языковых картинах мира в турецко-русской языковой паре.

Ibrāhīm al-Ḥalabī's (d. 956/1549) Multaqā al-abḥur, published in 1517, quickly became one of the most authoritative fiqh texts in the Ottoman Empire. Ottoman authors treated it just as fiqh text. In their early writings, Western scholars also represented the book to their audiences as a fiqh book. However, by the late seventeenth century onward, Western authors started to portray the book as a code of the state in the modern sense of a uniform law. Some Muslim scholars in the late nineteenth century fallowed the same path. Thus, the representation of the Multaqā shifted from being a fiqh text to a code of the state. This article traces the historical process of this shift and argues that viewing the Multaqā as a code of the state was a misrepresentation that emerged under the influence of the notion of a modern nation-state.

This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.
