The following satírical case study of a government supportcd program of research was conceived during a concert by a weil-known pianist. In the region in which the concert was being given, there was no hall suitable for a concert of such quality. The performance was given in a large athletic arena, despite the accoustical characteristics of such a facility. As the author tried to ignore the sounds and listen to the music, he reflected on other incongruities. Eventually ghosts of past research supported by public funds began to haunt hirn. The fictitious story that follows is partly a summation of those disharmonic thoutghts, and is considered in terms of devclopment of public policy for research support by gobernmental agencies in a democracy. lt is the responsibility of researchers and scholars in a democracy to educate the public about the need to support high quality research activitíes. When this responsibility is not met, political issues can become more ímportant in determining research priorities than comrnon sense or scientific neccssity. ; En este estudio de caso satírico el autor plantea un conjunto de reflexiones acerca de las políticas de financiamiento que las instituciones públicas tienen con respecto a la investigación en Ciencias Sociales. Por ejemplo, el autor afirma que los investigadores en una democracia deben educar a la opinión pública acerca de la necesidad de apoyar investigaciones de alta calidad. Cuando esto no se da, cuestiones políticas determinan las prioridades antes que el sentido común o la necesidad científica.
The year 2000 marked the centennial of the discovery of the mode of transmission of yellow fever. Informed consent was systematically used for the first time in research. This process was the result of a complex social phenomenon involving the American Public Health Association, the US and Spanish Governments, American and Cuban scientists, the media, and civilian and military volunteers. The public health and medical communities face the AIDS pandemic at the beginning of the 21st Century, as they faced the yellow fever epidemic at the beginning of the 20th Century. Current medical research dilemmas have fueled the debate about the ethical conduct of research in human subjects. The AIDS pandemic is imposing enormous new ethical challenges on the conduct of medical research, especially in the developing world. Reflecting on the yellow fever experiments of 1900, lessons can be learned and applied to the current ethical challenges faced by the international public health research community. found. During the last 20 years, the corrosion of concrete rebars is increasily being considered a major problem due the high costs spent by some Governments on repair and of civil concrete structures. In the present paper, a brief description on the causes of this type of corrosion is offered together with some references to the costs of repairing of bridge decks published by USA researchs. Finally, the main lines of research which, in opinion of the authors have priority, are commented. ; El fenómeno de la corrosión de armaduras en hormigón, en los últimos 20 años, ha pasado a ser un problema económico de primera magnitud por los costos que supone para algunos Gobiernos la reparación y el mantenimiento de muchas Obras Públicas. En el presente artículo se hacen unas breves referencias a las causas más frecuentes que provocan esta corrosión y se dan algunas cifras ofrecidas por investigadores norteamericanos sobre los costos en reparación de puentes de hormigón armado. Finalmente, se comentan las líneas de investigación que, a juicio de los autores, son prioritarias en esta materia.
This chapter examines the evolution of communication research in Latin America and North America, and discusses the most influential researchparadigms in each region. A central assumption guiding this review stresses the role played by research agendas in the legitimation of prevailing political agendas. The review of research paradigms is followed by a critical evaluation of underlying assumptions and methods in the two regions. The second section of the chapter posits the framework for an analysis of youth cultural identity as an issue in the study of popular cultures. In this context, special attention is given to the ways popular culture approaches have effected the agenda and methods of communication research. Most of the comparative reviews asses the evolution of communication research focus on mass media. These reviews have compared U.S. and Britdish Studies, as well as American and European approaches to mass media reseach and to critical communication research. However comprehensive comparisons of research traditions between Latin America and North America have only- appeared in the middle of the 1980. Although this review deals with research traditions in the study of popular culture, it refers largely to reviews on mass media and critical communication that have included popular culture as an issue of interest. Although the study of popular culture or "cultura popular" has involved very different disciplines, for the purpose of the present study, this review concentrates on studies within the field of communications that have influenced or have had an impact on the study of popular culture. ; El artículo de Riaño examina la evolución de la investigación sobre comunicación en América Latina y América del Norte. Discute los paradigmas más influyentes en la investigación en cada región. Una suposición central que guía su análisis es el papel primordial que juegan los programas de investigación en la legitimación de programas politicos vigentes. Al repaso de los paradigmas sigue una evaluación crítica de las suposiciones subyacentes en la investigación. Luego la autora presenta un análisis de la metodología empleada en cada región.En la segunda sección del artículo, Riaño presenta el marco para analizar la identidad cultural de los jóvenes como un elemento importante en el estudio de culturas populares. En este contexto se presta especial atención a la manera como los acercamientos a la cultura popular han afectado la programación y los métodos de investigación en la comunicación. La mayoría de los análisis comparativos reseñados en el artículo evalúan la evolución del foco de la investigación en comunicación y medios masivos. Se comparan tanto las investigaciones en los Estados Unidos e Inglaterra como los acercamientos en América y Europa de los medios masivos y la investigación a la comunicación crítica. Sinembargo, comparaciones comprehensivas de las tradiciones entre América Latina y América del Norte sólo aparecen hacia la mitad de la década de los ochenta.Aunque el análisis de Riaño trata de las tradiciones de investigación en el estudio de cultura popular, se refiere en gran parte, a los análisis de medios masivos y comunicación crítica que incluyen la cultura popular como área de interés. Si bien el estudio de cultura popular integra diferentes disciplinas, en el artículo de Riaño el análisis se concentra en estudios dentro del campo de comunicaciones que han influido o impactado el estudio de cultura popular.
