Terörizm, günümüzde insanların güvenliğini etkileyen önemli bir kavramdır. Çalışmamızın ilk bölümünde terörizm kavramı, tarihi ve türleri anlatılmıştır. Terörizmin, günümüzde uluslararası kabul gören bir tanımı bulunmamaktadır. Terörizmin tanımıyla ilgili tartışmalar aktarılmıştır. Terörizmin tanımı hakkında bir uzlaşının bulunmayışının nedeni kavramın kendisinin göreceli olmasından kaynaklanmıştır. Çalışmanın ikinci bölümünde terörizm kavramı eleştirel bir perspektiften ele alınarak incelenmiştir. Bir güvenlik tehdidi olan terörizmin abartıldığı görülmüştür. Eski ve Yeni terörizm kavramları eleştirel bir bakış açısıyla karşılaştırılmıştır. Yeni terörizmin aslında yeni olmadığı sonucuna varılmıştır. Terörizm ve sosyal bir kimlik olan din arasındaki ilişki analiz edilmiştir. Batılı devletlerde din motifli terörizmin anlamının saptırıldığı söylenebilir. Devletlerin terörizme başvurduğu durumlar göz ardı edilmiştir. Çalışmanın üçüncü bölümünde terörizm ve lidersiz direniş arasındaki ilişki tartışılmıştır. Araştırmalar neticesinde lidersiz direniş kavramının terörizmle ilişkisinin bulunduğu tespit edilmiştir. ; Terrorism is a important term affecting that security of humans at today. The history, types, term of terrorism has been explained in the first part of our study. Terrorism has not been well accepted a definition of international at the present time. The debates with respect to term of terrorism has been cited. The reason of a lack of consensus about definition of terrorism stemmed from the relative nature of the concept itself. The term of terrorism has been analyzed with discussing in the part of second that study from a critical perspective. Terrorism has been seen that exaggerated which is a security threat. The old and new notions of terrorism has been compared with a critical viewpoint. The new terrorism has been concluded that is not becoming new in the reality. The relation between terrorism and as a social identity religion has been analyzed. It can be said that the meaning of terrorism with religious motives has been distorted in Western states. States appealing to terrorism which situations has been ignored. The connection that between terrorism and leaderless resistance has been argued in the part of third that study. As a result of research the concept of leaderless resistance has a relationship with terrorism has been determined.

Bu çalışma, 2003 sonrası Türk sağlık alanındaki kurumsal değişim sürecinde, Sağlık Bakanlığı ile Tabipler Odası ve sendikalar arasında yaşanan güç mücadelesinin zamanla nasıl bir seyir izlediğini ortaya koymayı amaçlamaktadır. Çalışmada, özel olarak değişen güç dengeleriyle beraber kurumsal girişimci olarak nitelenilecek AK Parti'li Sağlık Bakanlığının ne tür güç mekanizmalarına, muhalif aktörler olarak da Tabipler Odası ve sendikaların ne tür direniş taktiklerine başvurdukları anlaşılmaya çalışılmıştır. Bunun için doküman incelemeleri ve kurumsal aktör temsilcileri ile görüşmeler yapılmıştır. Elde edilen verilerin Lawrence vd.'nce (2001) tanımlanan güç mekanizmaları ve Della Porta ve Andretta (2002) tarafından açıklanan direniş taktiklerine göre sınıflandırılmasıyla, kullanılan güç mekanizmaları ve sergilenen direniş taktiklerinin güç dengelerine paralel olarak değiştikleri ortaya çıkmıştır. Araştırma bulguları, genel olarak, kurumsal girişimcinin güçlendikçe olaysal güç mekanizmalarından sistemik güç mekanizmalarına doğru, muhalif aktörlerin de, güç kaybettikçe şiddet seviyesi düşük direniş taktiklerinden şiddet seviyesi yüksek taktiklere doğru bir seyir izlediğini göstermektedir ; This study aims to find out, during the institutional change occurred in the Turkish health care field, how the power struggles between the Ministry of Health as an institutional entrepreneur and the Turkish Medical Association as well as the Unions as opposing actors changed during the period of 2003-2014. The study specifically focused on understanding the kind of power mechanisms used by the Ministry of Health ruled by Justice and Development Party and the resistance tactics exhibited by both the Medical Association and Unions as opposing actors, along with changing power balances over years. For this purpose, we carried out document examinations and interviews. Categorizing the data based on power mechanisms identified by Lawrence et al. (2001) and resistance tactics described by Della Porta and Andretta (2002), we found out that the power mechanisms applied by the Ministry of Health and the resistance tactics displayed by opposing actors have changed in conjunction with the changing power levels and balances. The research results specifically show that institutional entrepreneur, as getting stronger in the field, would rather more systemic and less episodic mechanisms while opposing actors tended to display higher level intensity resistance tactics as they lose their power over years.

Bu bağlamda, Türkiye'nin kalkınma sorunu ile anayasacılık hareketi arasında bağ aramak yanlış olmaz. Nitekim 1990'lı yılların ortalarından itibaren, Avrupa Birliği müktesebatı çerçevesinde mevcut 1982 Anayasası'nın iktisadi hükümlerinde yapılan değişikliklerin, Türkiye için etkin bir ekonomi-politik model inşa etmekten uzak olduğunu söylemek mümkündür. Bu iddia, yaşanan iktisadi krizlerle sabittir. Ne yazık ki, uzun yıllardan bu yana, Avrupa Birliği mevzuatına uyum sağlama çalışmaları, ülkemizde, sadece ve sadece kişi hak ve özgürlükler ile siyasi hak ve özgürlüklerde mesafe alınması gerekliliği üzerine oturtulmuş ve Türk yurttaşlarının iktisadi ve sosyal hak ve özgürlüklerinde mesafe alınması hususu ihmal edilmiştir. Çalışmanın Türkiye-AB ilişkilerinde, siyasi örgütlenme ve iktisadi örgütlenme arasındaki bağın/uyumun ihmal edilemeyeceğine dikkat çekmesi bakımından önem arz ettiği düşünülmektedir. ; From the point of view of the economists, a constitution is an economic-political model which arranges the economic and the political organizations of a society and the tie between these two organizations. In this respect, it will not be wrong to search a tie between the development problem and the constitutional movement in Turkey. Nevertheless, for the mid 1990s, it is possible to say that the amendments in the Constitution 1982 in accordance with European Union acquis are distant to build an efficient economic-political model for Turkey. This claim is definite considering the economic crises experienced in Turkey in the past. Unfortunately, for long years, the works done for the conformity of Turkish legal system with European Union legal system are based on the floor of the necessity of progress in the individual rights and freedoms and the issue of progress in the economic and social rights and freedoms of Turkish citizens is neglected. Here, within this paper, the economic rights and freedoms under the economic and social rights and freedoms which is one of the category of constitutional rights is elaborated under the scope of Turkey-EU relationship. The study is formed of three parts. In the first part, the open society ideal of EU, in the second part the use of right of resistance under the relationship between EU and Turkey and in the third part the economic articles of the 1982 Constitution in regard to the open society ideal of EU are evaluated. It is thought that the study has significant considering the fact that the study takes attention the necessity not to neglect the tie/conformity between political and economic organizations in the constitution.

ÖZETPOLİTİK DAVRANIŞIN DEĞİŞİME DİRENCE ETKİSİ ÜZERİNE BİR ARAŞTIRMABu araştırmanın amacı, Toplam Kalite Yönetimi'nin benimsenmesi sürecinde meydana gelen politik davranış ile değişime karşı direnç arasındaki ilişkiyi analiz etmektir. Çalışmada politik davranış bağımsız değişken, değişime direnç ise bağımlı değişken olarak kullanılmıştır. Bu ilişki göz önünde bulundurularak çalışmanın hipotezi "Değişime gösterilen direnç ile politik davranış arasında bir ilişki vardır." şeklinde kurulmuştur. Bu hipotezi test etmek için iki değişken arasındaki ilişki araştırılmıştır. Ayrıca her iki değişkenin demografik değişkenlere göre analizi yapılmıştır.Çalışma; Seher Gıda Pazarlama Ticaret A.Ş ve Olmuksa International Paper-Sabancı Ambalaj Sanayi ve Ticaret A.Ş çalışanlarına uygulanmış olup toplam 148 adet anketten 134 adedi analiz edilebilecek şekilde geri dönmüştür.Sonuç olarak; politik davranış faktörleri ile değişime direnç faktörleri arasında kuvvetli bir ilişki olmadığı, ancak yeniliklere açık olma faktörü ile sebepler ve koalisyon faktörleri arasında negatif yönlü, duygusal tepkiler faktörü ile iddialılık faktörü arasında pozitif yönlü bir ilişki olduğu tespit edilmiştir. ABSTRACTA RESEARCH ON THE EFFECT OF POLITICAL BEHAVIOUR TO RESISTANCE TO CHANGEThe aim of this research is to analyze the relationship between political behaviour and resistance to change in adoptation process of Total Quality Management. Political behaviour has employed as independent variable, whereas resistance to change is dependent variable. Taking this relationship into account the hypothesis of the study has been formed as; "There is a relationship between resistance to change and political behaviour." To test the hypothesis, both resistance to change and political behaviour has been analyzed and relationship with demographical factors has investigated.The research has practised on personel of Seher Food Marketing Trade Co. and Olmuksa International Paper-Sabancı Package Industry and Trade Co. 148 questionnaires were distrubuted and 134 recollected back.As a result; There is not high level relationship between political behaviour factors and resistance to change factors. However there is negative relationship between routine seeking factor and reason factor with coalition factor. There is positive relationship between emotional reaction factor and assertion factor.

The Westphalian system refers to the shifting of the supreme political authority from medieval practices to modern sovereign states and related concepts such as sovereignty, non-intervention, and international law. While the system has shaped the Western political environment since 1648, it has in fact not been validated for the rest of the world. In this paper, the idea that the Westphalian system has not opened a new avenue in the discipline of International Relations is exemplified by the case of the British occupation of the Mosul Vilayet. Contrary to the terms of the Mudros Armistice and Woodrow Wilson's Fourteen Points, the British illegally occupied Mosul. The occupation was a clear violation of the Westphalian principles and thus the British mandate regime encountered resistance from both the Ottoman Empire and further the Republic of Türkiye. Despite all resistance, Mosul was ceded to the Iraqi government under the British mandate after the war.

The Cerattepe mining project for the extraction of gold and copper in the city of Artvin has been controversial since the mid-1980s. Local resistance against the project peaked in 2015-2016 in the form of blockages, sit-ins, social media protests, litigations, and signed petitions. This paper analyzes protests against the Cerattepe mining project in terms of their motivations, strategies, limitations, and political perceptions. Through an original survey analysis (N=253) and interview data, we find that the locals frame their activism as above party politics to keep a legitimate position in resisting the mining project. This strategy has remained intact for several years despite the politicization attempts of resistance from national-level political parties. We explain this strategy with the national consensus on prioritizing economic growth over environmental issues, neoliberal developmentalism with strong state support for private companies, and high levels of political polarization in society. Overall, the study offers an understanding of the challenges in front of environmental issue-based activism in Turkey and reveals the strategies of locals in resisting an environmentally destructive mining project.

İmparatorlukların hızla çözülmeye başladığı ve ulus devlet formunun hızla yayıldığı Fransız İhtilali sonrası dönemde, modernizmin argümanları pek çok alanda uygulanma fırsatını yakalamıştır. Bu devlet formu içerisinde "ulus" kimliğinin yaratılması ile birlikte ilerleyen ve demokrasinin "temsil"e sıkıştırıldığı anlayış, özellikle modernizme yönelik dirençlerin artması ile gün yüzüne çıkmıştır. "Postmodern durum" adlandırması içerisinde modernizmin farklılıklara kapalılık, evrensellik ve rasyonalite üzerinden kurgulanan düşün yapısının idealizmi, sorgulanır duruma gelmiştir. Küreselleşme ve postmodern dünya içerisinde "yerellik" bir direnç alanı olarak karşımıza çıkmış ve bu, ulus devlet içerisindeki unsurlar için bir çıkış fırsatı sunarken aynı zamanda liberal demokrasinin krizini aşmaya yönelik yaklaşımları gündeme getirmiştir. Bu bağlam içerisinde agonistik yaklaşım olarak radikal demokrasi bünyesinde önemli çıkışları barındırmaktadır. Yukarıda ele aldığımız tüm bu ilişkiselliklerden hareketle, postmodernizm, farklılık ve radikal demokrasi tartışmalardan yola çıkarak, 1990'ların konjonktürü içerisinde, Türkiye'de radikal demokrasi "anlayışı"nı, Siyasal İslam üzerinden Refah Partisi özelinde değerlendireceğim. ; In the post-French Revolution era, when empires started to disintegrate and the nation state formula began spreading rapidly, arguments of modernism emerged as applicable practices in many different areas. The understanding of this state form, which advanced through the conception of "national" identity and was confined in "representation" by democracy, came to surface due to increasing resistance against modernism. In the postmodern approach, modernism's negligence of diversity, universality, rationality and structural idealism became dubious. Globalisation and the postmodern world set up "locality" as a new ground of resistance and this brought forth new approaches in tackling the crisis of liberal democracy, while also serving as an outlet to the components of the nation state. Radical democracy, which is an agnostic approach within this framework, contains important commentary. In the light of the relationality discussed above, I will evaluate the radical democracy "understanding" of Turkey, based on the debates of postmodernism, diversity and radical democracy within the conjuncture of 1990s.

"Savr Devrimi" olarak adlandırılan 1978 hükümet darbesinin Sovyet yanlısı yönetimine karşı başlayan münferit ve örgütsüz ayaklanmalar Sovyet Ordusu'nun Afganistan'a girmesiyle üçüncü tarafların desteklediği geniş kapsamlı bir direniş mücadelesine dönüşmüştür. Krizin asıl aktörleri Sovyetler Birliği ve Marksist Afgan Hükümeti ile bunların karşısındaki direnişçilerdir. Afganistan topraklarındaki direniş grupları, Pakistan ya da İran'da yerleşik dinî nitelikli siyasi partilerin şemsiyesi altında faaliyet gösterirlerken aynı zamanda ABD, Pakistan ve Suudi Arabistan gibi ülkelerden finansal yardım ve silah desteği alıyorlardı. Bu siyasi partiler söylemlerinde yoğun olarak İslami temaları kullanmalarına rağmen aslında etnik temel ve arka planda oluşmuşlardı. Genel olarak Afganistan'daki halkın bir kısmı etnik yakınlık duydukları siyasi partilerin himayesindeki direnişçi gruplara katılmışlar, bazıları ise Sovyet yanlısı hükümet tarafında olmayı tercih etmişlerdir. Çoğunlukla Kuzey Afganistan'da yerleşik Türkler de diğer etnik gruplarda olduğu gibi aynı yolu izlemişler, Kâbil hükümetini desteklemeyi ya da Sovyet askerî güçlerine karşı koymayı seçmişlerdir. Bu çalışmada, Sovyet işgali ve sonrasındaki yakın dönemde Afganistan'daki ve Sovyet ordusunda görev alan Türklerin durumu ve faaliyetleri öne çıkan Türk kökenli şahsiyetler çerçevesinde incelenmiştir. ; Soviet invasion of Afghanistan which lasted between the years 1979 and 1989 sparked off the last principal armed conflict of the Cold War. The seperate and unorganized uprisings against the pro-Soviet government of the 1978 coup d'etat, namely "Saur Revolution", had transformed to be far-reaching resistance with the help of third parties wherafter the Soviet invasion took place. The primary actors of the crisis were the Soviet Union, Marxist Afghan government and the per contra insurgents. While the resistance groups in Afghan territory were operating under the umbrella of religious political parties, stationed in Pakistan or Iran, they were also enjoying financial aid and arms supply, procured by the countries like the US, Pakistan and Saudi Arabia. Although these political parties were extremely making use of the islamic themes in their discourses they had actually been shaped on ethnic basis and background. In the general sense, part of Afghan people partook in the resistance groups under the auspices of a political party with affiliation motives and some other preferred to be on the side of pro-soviet government. The Turks, mostly resident in Northern Afghanistan followed the same course as is the case with the other ethnic groups and they either chose the option to support Kabul government or to resist the Soviet military forces. Taking into account the Soviet citizens of Turkic origin who participated in the military expedition in Afghanistan, it is deducible to say that Turks in this geography had to fight on different sides of the armed conflict. In this paper, the situation and activities of Turks in Afghanistan and the ones who partook in the armed conflict as soviet soldiers are examined during the Soviet invasion and soon after within the scope of prominent personalities of Turkic origin.

As epitomized by the invasion of Ukraine, the lasting geopolitical power struggle between the West and the rising nations, including Russia, has been dragging the international system towards polarization again. Its epicenter lies in the contest over the meaning of modernity that becomes particularly evident in the antagonistic attitudes towards sexual rights. Linking sexual rights to modernity has been counteracted by the discourse on traditional values. This article aims to critically examine Russia's advocacy of traditional values in the geopolitical context. Built on the tripartite of cultural authenticity, sovereignty, and anti-Westernism, the discourse of traditional values conveys the resistance to the imposition of liberal values regarding gender equality and sexual diversity as the constitutive parameters of modernity. The investigation extends beyond a simplistic unipolar or bipolar worldview and argues that Russia's stance is not merely counter-hegemonic against the West but also serves its imperialist aims as evidenced by its invasion of Ukraine.

İnsanlık tarihi boyunca hemen her toplumda yönetenler ve yönetilenler olmuştur. Yöneticilerin otoritesinin baskınlığı zamanla kendi muhaliflerini yaratmıştır. Yönetim biçiminin monarşi, oligarşi ya da demokrasi oluşu bu durumu değiştirmeye yetmemiştir. Tarihsel süreçte, çağdaş hukuk devleti düşüncesinin temelinde yatan insanın onurunun koşulsuz dokunulmazlığı ilkesi, çeşitli direniş biçimlerinin ortaya çıkmasına sebep olmuştur. Sivil itaatsizlik eylemi bu direniş biçimlerinden biridir fakat en belirgin özelliği her türlü şiddeti reddetmesidir. Sivil itaatsizlik; yönetimin, halkın çağrılarına kayıtsız kaldığı ve bireylerin tüm yasal yolları tükettiği noktada başvurulan bir eylem türüdür. Yönetimlerde; ahlak ile yasallık, vicdan ile anayasa arasında kalınan durumlar ortaya çıktığında, sivil itaatsizlik eylemcisi kamuoyuna ahlaki ve vicdani bir çağrı yapmaktadır. Bu çalışmada sivil itaatsizlik kavramının tanımı, yöntemi ve özellikleri ayrıntılı biçimde ele alınmıştır. Sivil itaatsizliğin diğer eylem biçimlerinden farkı belirlenmiş ve hangi eylemlerin sivil itaatsizlik olarak adlandırılabileceği ortaya konmuştur. Farklı siyasal sistemlerde sivil itaatsizliğin politik anlamı, çeşitli siyaset bilimci ve düşünürlerin görüşleri bağlamında değerlendirilmiştir. ; Throughout human history, there have been rulers and large percentage of people ruled by that class in society. Dominance of the ruler"s authority has always created it"s own dissidents. The monarchy, the oligarchy or the democracy is not enough to change this situation. In the historical process, the principle of unconditional inviolability of the dignity of the human being underlying the idea of a contemporary state of law has created dissent and resistance in different ways. Civil disobedience is one of these forms of resistance, but it"s most prominent feature is the rejection of all forms of violence. Civil disobedience is a type of action taken at the point where the administration is indifferent to the calls of the people and the individuals exhaust all legal means. When there are situations between morality and legality, conscience and constitution, the civil disobedience activist makes a moral and conscientious appeal to the public. In this study, the definition, method and characteristics of the concept of civil disobedience are discussed in detail. The difference between civil disobedience and other forms of action has been determined and which actions could be called as civil disobedience is discussed. The political meaning of civil disobedience in different political systems has been evaluated in the context of the views of various political scientists and thinkers.

Bu makale ilk olarak, kişi, toplum ve devletler için değişim ve dönüşümün gerekliliğini, sonrasında da bu süreçte tek tek bireylerin, toplumun ve devletin rolünü, Kur'ân'da geçen iyiliği emr etme ve kötülükten engelleme ilkesi çerçevesinde ele almayı amaçlamaktadır. En genel anlamda, ahlâki ve siyasî olmak üzere iki boyutu olan prensibin uygulanmasında hangi metotların takip edilmesi gerektiği, özellikle siyasî boyut üzerinde durularak aktarılacaktır. Devletin (ya da imamın) gerekliliği ve halka karşı görev ve sorumlulukları, aynı şekilde toplumun da yöneticiye karşı sahip olduğu hak ve sorumluluklar genel Kur'ânî kavram ve ilkelerle birlikte irdelenecektir. Elde edilecek bilgiler, bir toplumda istenen yönde bir değişim ve dönüşümün gerçekleşmesi için nelerin gerekli olduğuna dair kuvvetli ipuçları sunacaktır. ; This article aims to discuss firstly the necessity of change and transformation for individuals, communities and states, and then the role of individuals -in person, society and the state in this process within the framework of the principle of "amr bi-l-maʿrūf nahy ʿani-l-munkar" cited in the Qur'an. In the overall sense, it focuses on the methods supposed to be followed for practicing the principle applied where two pillars consisting of both moral and political aspects lie beneath, with special focus on political dimension of the subject matter. The necessity of the state (or imam, i.e. the leader) and its duties and responsibilities towards the public, as well as the rights and responsibilities of the society against the administrator will be examined with general concepts and principles of the Qur'an. Particularly, the method to be followed in the possible divergences between the society (public) and state (political authority), which may portray different levels of severity, will be tried to be determined in the light of the data presented within the literature of Kalam Science by getting inspired from change and transformative feature of the religion in general and Islam in particular. The data analysed is expected to reveal strong hints about the prerequisites needed for a change and transformation towards the desired direction in a specific society.
