Cilj je istraživanja ustanoviti kritične čimbenike uspjeha participacije privatnoga sektora u vodoopskrbi zemalja s niskim i srednjim dohotkom. Mogućnosti iznalaženja kritičnih čimbenika prikazani su kroz studiju slučaja participacije privatnoga sektora u vodoopskrbi Manile, općenito najvećega projekta participacije privatnoga sektora u oblasti vodoopskrbe. Na ovaj način pokazuje se da su od presudnoga značaja kvaliteta resursa vodovoda, snaga konzorcija, privrženost partnera, javna podrška i političko okruženje. ; The purpose of the research is to establish critical success factors of private sector participation in the case of water supply services of low and middle income countries. The possibility of establishing these factors is presented through a case study of private sector participation in Manila's water supply services, generally the largest private sector participation project in water supply. By applying that approach it is found that the quality of operator's resources, the strength of consortium, partners' commitment, public support and the political environment are of crucial importance.
Uvod: Moždani udar ima visoku smrtnost kako u svjetskim okvirima tako i kod nas. Značajno financijski opterećuje kako republički tako i županijske zavode za zdravstveno osiguranje. Glavnina bolesnika ostaje trajnim invalidima, a uz velika financijska izdvajanja i upornu fizikalnu terapiju oporavi se mali broj bolesnika (jedna trećina). Osim medicinskog osoblja koje sudjeluje u tretmanu bolesnika oboljelih od MU, veliku ulogu u oporavku imaju obitelj i bolesnikovo šire i daljnje okruženje. Cilj rada: je utvrditi broj i distribuciju bolesnika liječenih od moždanog udara u 2017. godini, procijeniti ishode liječenja te utvrditi vrstu antikoagulantne terapije na otpustu. Definirati i analizirati faktore rizika s osvrtom na primarnu i sekundarnu prevenciju. Procijeniti postojeću skrb bolesnika, uz definiranje mjesta i uloge medicinske sestre. Metode: Ciljni parametri prikupljeni su iz medicinske dokumentacije koja je nastala tijekom liječenja bolesnika. Varijable, prikupljene iz elektronskih otpusnih pisama unesene su u elektronički zapis ispitanika u program Microsoft Excel, po posebno izrađenoj tablici podataka. Rezultati: Sudjelovalo je 167 bolesnika, 86 žena (51,50%) i 81 muškaraca (48,50%). Najzastupljeniji faktori rizika bili su hiperlipidemija i hipertenzija, fibrilacija atrija i dob iznad 70 godina. Od moždanog udara 2017. god. umrlo je 45 bolesnika (26,90%), više muških (53,30%), s neurološkim deficitom ostalo je 56 bolesnika (33,50%), više muških (53,60%), a djelomično ili potpuno oporavljenih je bilo 66 (27,00%), više kod žena (59,00%). U tretmanu fibrilacije atrija (67,00%), mali dio bolesnika je na Warfarinu i NOACs, 88 njih (52,30%) u odnosu na 134 na acetilsalicilnoj kiselini (80,20%). Postoji statistički značajna razlika u vrsti i broju čimbenika rizika MU u odnosu na dob i spol ispitanika. Stariji bolesnici skloniji su većoj smrtnosti. Muški spol je faktor rizika i među muškarcima veća je ukupna smrtnost. Zaključak: Prepoznavanje i sustavno provođenje politike unaprjeđenja i očuvanja zdravlja uz aktivnosti na području primarne, specijalističke i bolničke zdravstvene zaštite osnovni su preduvjeti postizanja uspjeha u prevenciji moždanog udara. U stvaranju takvog okruženja nužna je suradnja zdravstva s drugim strukturama javnog života. ; Introduction: Stroke has high mortality both in the world and in us. Significantly financially burdens both the republic and county health insurance bureaus. The majority of the patients remain with permanent invalids, and with a small amount of financial resources and persistent physical therapy, a small number of patients (one-third) recover. In addition to the medical staff involved in the treatment of patients with MU, a major role in recovery has the family and the patient's wider and further environment. Aim: The aim of the study was to determine the number and distribution of stroke patients in 2017, to evaluate the outcomes of the treatment and to determine with whom the patients were relieved from the department (antiagregation, new oral anticoagulants, warfarin). Also, risk factors will be defined and analyzed with reference to primary and secondary stroke prevention. Existing patient care will be evaluated, along with the definition of the nurses' place and role in the treatment of this type of patient. Methods: Target parameters were collected from medical documentation that was generated during patient treatment. Variables, collected from electronic resignation letters were submitted to the electronic record of the respondents in the Microsoft Excel program by a specially made data table. Results: A total of 167 patients, 86 women (51.50%) and 81 males (48.50%) participated in the study. The most frequent risk factors were hyperlipidemia and hypertension, more frequent in the male population, while atrial fibrillation and age over 70 were more common in women. From a stroke in 2017, 45 patients (26.90%), more males (53.30%) died, with 56 (33.50%), more male (53.60%), and partially or completely recovered, with a neurological deficit 66 (27.00%), more in women (59.00%). In the atrial fibrillation treatment (67.00%), as the most frequent risk factor, a small part of the patients were on Warfarin and NOAC, 88 (52.30%) versus 134 on acetylsalicylic acid (80.20%). Research has shown that there is a statistically significant difference in the type and number of stroke risk factors in relation to age and sex of respondents. It has been found that elderly patients with greater comorbidity are more likely to be more mortally affected. It was also found that the male gender risk factor in the investigated population and that in the male population the total mortality was higher. Conclusion: Recognizing and systematically implementing a general policy of improving and preserving health as well as activities in the area of primary, specialist and hospital health care are the basic preconditions for achieving success in the prevention of cerebrovascular diseases. In creating such an environment, it is necessary to co-operate with other sectors of public life.
Sudjelovanje u ranom i predškolskom odgoju i obrazovanju (RPOO) donosi mnogobrojne potencijalne prednosti pojedincu, ali i društvu u cjelini. U posljednjem je desetljeću potražnja za uslugama RPOO-a porasla (zemlje OECD-a). Glavni izazovi s kojima se donositelji obrazovnih politika europskih zemalja trenutačno suočavaju su pristup i kvaliteta usluga RPOO-a. Kvaliteta odgajatelja jedan je od važnijih čimbenika kvalitete RPOO-a. Stoga su autorice provele primarno i sekundarno istraživanje kvalitete odgajatelja kao značajnog čimbenika kvalitete hrvatskoga sustava RPOO-a. Kvaliteta odgajatelja mjerena je pomoću strukturnih pokazatelja kvalitete i to na dvjema razinama toga sustava (međunarodna/nacionalna razina i razina dječjeg vrtića). Istraživanje je među ostalim rezultiralo preporukama za unaprjeđenje kvalitete odgajatelja, od kojih mogu imati koristi svi dionici hrvatskoga RPOO-a. ; Participation in early and preschool education and schooling (EPES) brings numerous potential benefits to the individual, but also to society as a whole. In the last decade, the demand for EPES services has increased (OECD countries). The main challenges that the education policy makers in European countries are currently facing are the access and quality of EPES services. The quality of educators is one of the most important factors in the quality of EPES. Therefore, the authors conducted a primary and secondary research on the quality of educators as a significant factor in the quality of the Croatian EPES system. The quality of educators was measured using structural quality indicators at two levels of the system (international/national level and kindergarten level). Among other things, the research resulted in recommendations for improving the quality of educators, from which all stakeholders in the Croatian EPES can benefit.
Defense strategy is a critical component of the politics of national security that includes the political/military chain of resources, goals, & the theory of a given country on how to best "carry out" security for itself. Ideally, this includes an explanation of why that theory is expected to function. The defense strategy as a component of the politics of national security must identify possible threats for the country & must invent political, economic, military, & other means for elimination of these threats. Considering possible responses, defense strategies can be grouped into three categories: offensive, defensive, & deterrent. The goal of offensive strategies is to disarm the opponent -- to destroy his armed forces. The goal of defensive strategy is to not allow the opponent to reach his desired objectives. In the deterrent strategy when one punishes the attacker (aggressor) -- it increases his costs, although it does not decrease one's own. In the creation & development of an army & defense system in Croatia, a defense strategy is profiled that is bounded by the three possibilities outlined above, & limited by the following factors: the national strategy, the military strategy of the opponent, & international pressure. These factors are discussed in greater detail with the aim of determining their influence on the Republic of Croatia's defense strategy, & general defense strategies. 8 References. U ovom radu analizira se ravnoteža između učinkovitosti i pravednosti u poreznom sustavu. Dok se učinkovitost obično odnosi na to koliko se dobro u nekom gospodarstvu dodjeljuju ograničeni resursi da bi se zadovoljile potrebe potrošača, cilj pravednosti je analizirati distribuciju resursa. Stoga je povezan s pojmovima poštenja i socijalne pravde. Učinkovitost se bavi optimalnom proizvodnjom i alokacijom resursa unutar dostupnih čimbenika proizvodnje. U poreznom sustavu učinkovitost znači sposobnost ubiranja dovoljnih javnih prihoda putem najvećeg mogućeg pojednostavljenja poreznog sustava. Pravednost analizira kako se dostupni resursi raspodjeljuju unutar društva. Okomita pravednost bavi se relativnim dohotkom i dobrobiti stanovništva ili time koliko se pravedno raspodjeljuju dostupni resursi. To može značiti više porezne stope za građane s većim primanjima. Vodoravna pravednost temelji se na uvjerenju da bi građani s istim dohotkom trebali plaćati poreze prema istoj poreznoj stopi. Cilj rada je identificirati uvjete pod kojima nema konflikta između pravednosti i učinkovitosti u poreznom sustavu. Porezni sustav je glavni instrument vlade za redistribuciju dohotka, ali postoji potencijalna ravnoteža između pravednosti i učinkovitosti. Ideja je odrediti one mjere koje potiču veću pravednost, ali ne utječu ili vrlo malo utječu na učinkovitost. Drugim riječima, namjera je rada odrediti mjere politike kojima se međusobno podupiru pravednost i učinkovitost i porezne mjere koje možda mogu omogućiti učinkovitiji fiskalni sustav. ; The paper examines the efficiency and equity trade-off in the tax system. While efficiency usually recounts to how well an economy assigns limited resources to meet the needs of consumers, the goal of equity is to analyse the distribution of resources. Thus, it is related to the concepts of fairness and social justice. Efficiency deals with the optimal production and allocation of resources within the available production factors. In the tax system, efficiency means the ability to collect sufficient public revenues by making a tax system as simple as possible. Equity examines how available resources are distributed in the society. Vertical equity deals with the relative income and welfare of the population or with how equitably available resources are distributed. It may imply higher tax rates for citizens with higher incomes. Horizontal equity is based on the belief that earners with the same income should pay taxes at the same tax rate. The aim of the article is to identify those conditions under which there is no conflict between equity and efficiency in the tax system. The tax system is the government's main lever to redistribute income, but there is a potential balance between equity and efficiency. The idea is to determine policy measures which stimulate greater equity, but have no or little effect on efficiency. In other words, our intention is to find out policy actions where equity and efficiency support each other and where tax measures may perhaps even enable a more efficient fiscal system.
In this study, the authors discuss the educational and social factors that contribute to the perception of school principals as an independent managerial profession. Empirical results are based on a household survey, nationally representative of the Republic of Croatia as a small European country involved in a comprehensive educational reform. The empirical results indicate that trust in individual social actors relevant for education and the public perception of school effectiveness can serve as predictors of the public assessment of principalship as a profession. Potential implications for further research and policy development in small European countries are suggested. The proposed policy interventions emphasize institutional capacity building and an attempt to achieve a positive feedback loop by strengthening mutual links between the development of local resources and the communication of positive local narratives. ; U ovom se radu istražuju obrazovni i društveni faktori koji pridonose percepciji školskih ravnatelja kao neovisne menadžerske profesije. Empirijski su rezultati dobiveni ispitivanjem kućanstava reprezentativnih za Republiku Hrvatsku, malu europsku država koja provodi opsežnu reformu obrazovanja. Empirijski rezultati sugeriraju da povjerenje u pojedine društvene aktere koji su relevantni za obrazovanje i javna percepcija učinkovitosti škola mogu služiti kao čimbenici prognoze javne procjene ravnateljske profesije. Iznose se moguće implikacije za buduća istraživanja i razvoj politika u malim europskim državama. Predložene intervencije u politiku naglašavaju sposobnost institucionalne izgradnje, kao i pokušaj kreiranja pozitivnih povratnih informacija jačanjem međusobnih poveznica između razvoja lokalnih resursa i dijeljenja pozitivnih lokalnih narativa.
U članku su prezentirani rezultati analize financiranja državnih arhiva proračunskim sredstvima namijenjenim financiranju javnih potreba u kulturi Republike Hrvatske u posljednjem desetogodišnjem razdoblju. Dane su nove spoznaje o financiranju arhivâ, što se uobičajeno navodi među ključnim čimbenicima (uz prostorne i ljudske resurse) koji utječu na stanje arhivske službe u Hrvatskoj. Rezultati analize sistematizirani su u obliku grafikona i tabličnih prikaza. Interpretirani su u širem kontekstu kretanja relativnoga udjela Ministarstva kulture u državnom proračunu Republike Hrvatske te ulaganja u programe drugih kulturnih djelatnosti. Između ostaloga, rezultati pokazuju vrstu, opseg i kontinuitet aktivnosti na koje su arhivi u sustavu javne arhivske službe stavljali naglasak, te njihovu podudarnost s osnovnim zadaćama arhivâ. Zajedno s pregledom kretanja iznosa odobrenih sredstava, takvi su podatci i jedan od pokazatelja odnosa države prema arhivskoj djelatnosti. Mogućnost praktične primjene rezultata istraživanja je u tome što daju podlogu za preispitivanje pristupa državnih arhiva u planiranju arhivskih programa, kao i metodologije financiranja od strane mjerodavnoga ministarstva. ; The article presents the results of state archives financing within programmes of public needs in the cultural portfolio of the Republic of Croatia during the last ten-year period. It is a contribution to the issue of state archives financing in general, which is usually listed among key factors (with spatial and human resources) that determine and condition the position of contemporary archival service in Croatia. The results are systemised in the form of graphs and tables. They are interpreted in the wider context of trends in the change of the Ministry of Culture's proportion in the total state budget and investments in programmes of other cultural services. Inter alia, the results demonstrate which activities, to what extent and in which continuity (short-term, long-term) were in focus of state archives in Croatia, as well as how they corresponded with their core tasks. Together with an analysis of the total amount of appropriations, such data are also one of the indicators of state's attitude towards archival service. The analysis shows that in the period 2010-2018, within public calls for financing programmes of public needs in culture, the Ministry of Culture of the Republic of Croatia approved to state archives 1209 programmes in six categories: archives, international cultural cooperation, computerisation, digitisation, investment aid and preservation of immovable cultural goods. The total amount of appropriations for archival programmes was around 87,8 million HRK, which is 5,87% of total amount of appropriations provided for all programmes within those six categories. In the comparison with the average annual appropriations from the Ministry of Culture's budget in all cultural services and their programmes, the average annual appropriations in the programmes of state archives were 3,43%. They depended on the Ministry of Culture's proportion in the total annual state budget in that period. Analysis also demonstrates that three largest users of appropriations were the Croatian State Archives (32,05%), the State Archives in Dubrovnik (18,36%) and the State Archives in Zagreb (6,16%). All other state archives achieved individual shares less than 5 %. Such data illustrates disparities between state archives in the number, but also in the variety of applied programmes. Such disparities are the result of specific possibilities of each state archives (such as spatial and human resources), but also the consequence of the absence of long-term planning and development strategies for the archival service in Croatia in general. Such situation should be improved by the National Archival Service Development Plan, adoption of which by the Government of the Republic of Croatia is intended in the new Law on Archives and Archival Institutions (Official Gazette of the Republic of Croatia 61/2018). Besides appropriations from the national budget within described programmes of public needs in culture, state archives in Croatia are in front of the challenge to improve financing from other sources. The potential for such improvement is a more active approach to the use of the EU funds, i.e. better positioning of the archival and other cultural services in the EU multiannual financial framework (MFF) for the 2021-2027 period. Also, the results and services developed within archival programmes should be usable as new resources, i.e. potential sources of new income.
Kolaps reda i rasprostranjeno nasilje u Albaniji 1997. godine prouzročilo je pad Vlade i smrt oko 2.000 osoba. Neredi 1997. godine bili su posljedica propasti špekulativnih financijskih piramidalnih shema koje su nalikovale ratnoj ekonomskoj strukturi. Tijekom događaja 1997. godine došlo je do konfiskacije i krađe državne imovine velikih razmjera. Tranzicijsko razdoblje Albanije iz komunističkog u demokratski sustav, započeto 1990. godine, dovelo je do uspostave novih struktura za profitiranje od resursa te zemlje. Neke od tih političkih i ekonomskih struktura nestale su kao posljedica događaja 1997. godine, a druge, uključujući njihove strukturalne posljedice, i dalje su prisutne i imaju utjecaj na političku stabilnost i ekonomski napredak zemlje. Danas možemo ocijeniti uspjehe i neuspjehe Albanije na temelju napretka te zemlje od događaja 1997. godine. U članku se analiziraju događaji 1997. godine kao i transformacija albanskih političkih i ekonomskih struktura između 1997. i 2016. godine, uzimajući u obzir postignuća i neuspjehe. Iz perspektive uspješnosti sagledava se način na koji se zemlja nosila s izgradnjom mira i razvojnom agendom nakon 1997. godine. Razmatraju se čimbenici koji su doveli do neuspješnosti države 1997. godine, kao i oni nakon toga, a koji su pridonijeli povijesnoj uvjetovanosti do trenutnog političkog konteksta države. Premda se mnogo pisalo o 1997. godini, vrlo je malo provedenih analiza iz perspektive istraživanja neuspješnih država. U tom kontekstu u članku se pokušava ponuditi Albanija kao primjer studije slučaja transformativnog procesa od ustanka do sadašnje situacije obilježene kao mješavina uspjeha i neuspjeha. U ovom se članku ukazuje na nekoliko pouka koje bi mogle biti od koristi za strategije usmjerene prema procesu transformacije. ; In 1997 Albania experienced a collapse of order and widespread violence, which resulted in a situation where the government was overthrown and some 2,000 people were killed. The 1997 disorder came as a result of the collapse of fraudulent financial pyramid schemes that had all the features of a war-like economic structure. During the 1997 events, large-scale confiscation and stealing of state assets occurred. Albania's transitional period from communism to democracy, which began in 1990, led to the establishment of new structures for profiting from the country's resources. Some of these political and economic structures, in the aftermath of the 1997 events, disappeared and others, including their structural effects, persist and have had an impact on the country's political stability and economic progress. Today, both the successes and failures of the country are assessed based on the progress that the country has made since the 1997 events. The paper analyses the 1997 events and the transformation of Albania's political and economic structures between 1997 and 2016, considering both achievements and failures. It looks at how the country has dealt with the post-1997 peace-building and development agenda from the perspective of it being a success. It looks at the factors that led to state failure in 1997 and at the factors that continue and have generated a path dependency to the current political context of the country. Although a lot has been written concerning the 1997 events, very little analysis has been conducted concerning what it means from the perspective of research on state failure. In this context, the proposed paper seeks to offer Albania as a case study example of a transformation process, from the uprising to the current situation, which is characterized as a mixture of successes and failures. The belief is that the proposed paper will point to some lessons learned for the strategies directed at the transformation processes.
Tržište energetskih mineralnih sirovina predstavlja kompleksne odnose ponude i potražnje dobara koje ovise o velikome broju čimbenika i rizika koje nose sa sobom. Rizici koji se pojavljuju mogu se podijeliti na tehnološke, ekonomske, političke, geopolitičke i druge. Tehnološki rizici mogu se javiti u svim segmentima poslovanja od istraživanja do transporta. Energetski ekonomski rizici uključuju moguće gubitke zbog, primjerice, pada cijena sirove nafte, porasta troškova za eksploataciju nafte, požara u rafineriji i sl. Osim energetskih ekonomskih rizika u obzir je potrebno uzeti i financijske rizike. Financijski rizici odnose se na moguće gubitke zbog promjena vrijednosti financijske imovine koju su izdale energetske kompanije, a mogu se podijeliti na: tržišni rizik, kreditni rizik, rizik likvidnosti, operativni rizik i pravni rizik. Zbog velike promjenjivosti cijena energije energetske kompanije rizike eliminiraju ili smanjuju na najmanju moguću mjeru energetskim financijskim derivatima, i to terminskim ugovorima te opcijama. Specifičnosti energetskih tržišta leže u nerazmjernoj geografskoj distribuciji rezervi energenata i eksploatacije s jedne te potrošnje energenata s druge strane. Tržišta nafte u svijetu, iako su zbog trgovine određenim markerima geografski lokalizirana, čine jedinstveno globalno tržište nafte sa sve manjim cjenovnim razlikama ponajprije zbog transportnih mogućnosti dobave nafte. Razvojem tehnologije ukapljivanja plina (UPP) sve je veći pritisak i na plinska tržišta i njihovu integraciju u globalno tržište, što je jedna od trenutačnih inicijativa unutar EU-a, iako su još uvijek znatne cjenovne razlike na pojedinim plinskim tržištima u svijetu (Sjedinjene Američke Države, Jugoistočna Azija). Razvoj globalnih energetskih tržišta omogućen je razvojem trgovine terminskih i opcijskih ugovora za trgovinu energentima koji su zamijenili prethodne bilateralne dogovore o kupoprodaji energenata između proizvođača i potrošača. Terminski su ugovori standardizirani ugovori kojima kupac pristaje kupiti određenu količinu robe (npr. sirove nafte) po određenoj cijeni s isporukom na neki datum u budućnosti. Prednosti su terminskih tržišta cjenovna transparentnost i informacije oko očekivanih cijena proizvoda. Opcijski ugovor sporazum je između prodavača i kupca koji kupcu ugovora daje pravo na kupnju ili prodaju određene robe po određenoj cijeni u budućnosti. Cijenu opcije određuje cijena temeljne imovine, cijena iskorištenja, rizik imovine, vrijeme dospijeća te kamatna stopa. Kupci i prodavači mogu upravljati rizikom promjene cijene kupnjom ili prodajom terminskih i opcijskih ugovora. Rizik se može potpuno eliminirati, ograničiti ili se katkad može preuzeti neuobičajeno velik rizik, za neku naknadu, što omogućuju terminska i opcijska tržišta koja su analizirana u radu kao i strategije trgovanja na njima. ; Energy mineral resources markets are represented by complex supply and demand ratios which are depending on different factors such as technical (transport) and geopolitical. The main specific of energy markets is represented by an uneven geographic distribution of hydrocarbon reserves and exploration on one hand and energy consumption on the other. World oil markets, although geographically localized, because of specific market trade, represent unique global market with decreasing price difference. Price differences are result of development of a transport possibilities of oil supply. Development of transport routes of natural gas and increasing number of liquefied natural gas terminals in the world give pressure to natural gas market and its integration into global gas market. Integration of regional gas markets into a common European gas market is main energy policy of EU concerning natural gas. On the other hand, there are still significant price differences on some markets (e.g. United States of America - South East Asia). Development of global energy markets is enabled by development of a futures and options contracts of an energy trade which have replaced bilateral contract deals between producers and consumers. Futures contracts are standardized contracts traded on exchanges. Buyer agrees to buy certain quantity of stock for an agreed upon price and with some future delivery date. Option is a contract which gives a buyer the option of the right to buy (or sell, depending on the option) an asset at predetermined price and at a later date. Stocks price risk can be managed with the purchase and selling futures and options contracts. This paper deals with futures and options energy markets and their market strategies.
Srpska pobuna na početku devedesetih zahvatila je i zapadnu Slavoniju. Pobunjeni Srbi u zapadnoj Slavoniji radili su tijekom druge polovine 1990. i u 1991. na ustroju administrativno-teritorijalne cjeline koju bi činio prostor nastanjen srpskim stanovništvom između rijeka Save i Drave. Osnivanjem paradržave Republike Srpske Krajine (RSK) okupirano područje zapadne Slavonije ulazi u njezin sastav, čineći jednu od triju teritorijalnih jedinica tzv. RSK pod nazivom Srpska oblast Zapadna Slavonija. Središnji dio rada obrađuje razdoblje od početka 1992. godine odnosno od stupanja na snagu Sarajevskoga primirja (3. siječnja 1992.). U okviru prikaza razvoja srpske pobune u zapadnoj Slavoniji, kao dijela srpske agresije na Republiku Hrvatsku, situacija na bojištu prikazana je u osnovnim crtama jer je ovo istraživanje posvećeno prikazu političkih i društvenih prilika na promatranom području. Ustroj i djelovanje institucija, počevši od funkcioniranja državnih tijela uprave, policije i pravosudnog sustava, sustava javnih institucija i socijalnih službi, državnih privrednih poduzeća te vezano uz to i privatnog poduzetništva, kao i stupanj realizacije najnužnijih preduvjeta za funkcioniranje paradržave pobunjenih Srba na navedenom području, osnovne su istraživačke teme doktorskoga rada. Pri tome su analizirani resursi (financijski, gospodarski, kadrovski) s kojima su tzv. RSK i Srpska oblast Zapadna Slavonija raspolagale, te unutarnji i vanjski čimbenici koji su utjecali na proces ustroja srpske vlasti na okupiranom području, uključujući i promjene u političko-vojnim prilikama koje su utjecale na stanje u tzv. RSK. ; doktorskog rada (en.): The Serb rebellion in the beginning of the nineties appeared and spread also in the Western Slavonia. The rebelled Serbs in Western Slavonia worked during the first half of the 1990, and in the beginning of the 1991 on forming administrative - territorial zones which would include the area between the rivers Sava and Drava, inhabited by the Serb population. By establishment and founding of the Republic of Serbian Krajina ("RSK") the rest of the occupied territory held by rebelled Serbs in Western Slavonia became a part of RSK, being one of three territorial units of "RSK", under the official tittle of Serbian Autonomous Oblast of Western Slavonia. Serbian Autonomous Oblast of Western Slavonia was in many ways in specific position according to the other parts of "RSK", mostly because of its geographical segregation, isolation and considering the littleness of the territory it included. Due to the ineffective functioning of the so called state institutions in Knin that part of RSK was left on its own and to its very restricted, limited possibilities in revitalising economy and the state institutions. All of that resulted in the fact that the leadership of "SAO Zapadna Slavonija" was more cooperative and willing to work with the representatives of the UNPROFOR and even but in limited extent with the Croatian officials.rnThe main part of the work deals with the period after the cessation of armed conflicts which came to light in the beginning of 1992. The primary and capital goal of these doctoral dissertation was to describe and to elaborate the founding and acting of rebelled Serbs institutions, firstly from functioning of administration bodies, police, judicial system, secondly the research attention was given to system of public and social institutions, state companies and in accordance to that the author deals also with the operating of the private economical sector and the rate of realisation of the elementary preconditions needed for the functioning of the para-state of the rebelled Serbs in the defined domain of investigation. In doing so the author has analysed the disposal and use of financial, economic and personal resources of the RSK and the Serbian Autonomous Oblast of Western Slavonia. Furthermore the external and internal factors which influenced on the establishment of Serbian administration on the occupied Croatian ground additionally to earlier mentioned political-military circumstances which had effect on RSK were also a subject of study in the thesis.
RIJEČ UREDNIŠTVAPriprema se novi Zakon o šumama, prema kojemu, nadamo se, neće biti opetovanog smanjivanja postotka naknade za općekorisne funkcije šuma. U vrijeme kada nam priroda daje kataklizmičke odgovore za našu nebrigu o njoj, a najveći svjetski zagađivači ne pristaju na njenu zaštitu, šumarskoj struci se već po običaju "sječe grana" na kojoj, ne samo šumari, nego svi sjedimo. Sve više čuju se i glasovi koji sugeriraju izdvajanje priobalnog područja iz dosadašnjeg načina upravljanja, no bez jasne kompenzacijske financijske podloge. Ne opamećuje nas niti rekordan broj požara i potreba saniranja šteta upravo na tome području.S motrišta Hrvatskoga šumarskog društva koje objedinjuje hrvatsku šumarsku znanost, obrazovanje i praksu, ponajprije sa žaljenjem zaključujemo da resorni ministar do danas nije našao vremena za razgovor s njegovim predstavnicima. Bilo to nekome drago ili ne, moramo reći da je to, uz ostalo, i pokazatelj kakav status ima šumarstvo unutar resornog ministarstva. Željno smo očekivali pozitivne promjene nakon gotovo petogodišnjeg zastranjivanja u vođenju šumarske struke i zanemarivanja pojedinih načela potrajnog gospodarenja šumskim resursima, o čemu smo argumentirano pisali. Svakako, Vlada RH između ostalog, mora odlučiti očekuje li i dalje od šumarstva klasičnu "dobit" za državni proračun, ili gospodarenje šumama po načelu potrajnog gospodarenja, gdje se dobit ne mjeri novčanicama, nego optimalnim pomlađivanjem, maksimalnim prirastom, poželjnom bioraznolikošću, prirodnošću i stabilnošću, što naposljetku osigurava očuvanje, a istovremeno i sve benefite šumskog ekosustava. Nismo primijetili ni promjene glede netržišnog gospodarenja, dapače neki i dalje zahtijevaju osiguranje dobave drvnim sortimentima zajamčenim ugovorima, a ne tržišnim nadmetanjem.Da li se nešto radi na proklamiranom restrukturiranju i decentralizaciji Hrvatskih šuma d.o.o., nije nam poznato. Svakako, vidimo da nema vidljivog utjecaja na tu temu nikakav poziv na raspravu, kao primjerice tekst bivšeg ministra Tarnaja, objavljen u Šumarskome listu 3-4/2017. Svakako promjene i građenje novog ustroja, trebalo bi krenuti od poprilično zanemarenih revira i revirnika, neposrednih i najodgovornijih čimbenika gospodarenja šumama, a ne od vrha, koji neprestano buja. Sve to zahtijeva širu stručnu i društvenu raspravu na državnoj razini, ponajprije neovisnih znalaca/stručnjaka, a ne predstavnika raznih interesnih skupina i nedovoljno educiranih političara. Te rasprave nema, bez obzira na činjenicu da se radi o gotovo polovici kopnene površine Hrvatske i šumi koja je prema Ustavu resurs od posebnog interesa za Republiku Hrvatsku. Problemi svakodnevno niču od stručnih – saniranja šteta od ledoloma u Gorskome kotaru, sušenja jasena, šteta od hrastove stjenice, potkornjaka, pošumljavanja opožarenih površina, privatnih šuma, šteta uzrokovanih klimatskim promjenama, do zapošljavanja mladih, kadroviranja pa i političkog nepotizma. Sve probleme u stanju smo uspješno riješiti, jer imamo stručnog i infrastrukturnog potencijala kao malo koja struka, ali uz eliminiranje kadrova koji su struku doveli u današnju situaciju, a koji su se očito unaprijed ugovorima dobro zaštitili. No, nažalost šumarstvo je struka gdje se pogreške u gospodarenju vide tek nakon više godina, kada je "kasno plakati", pa se mnogima čini da je trenutno sa šumarstvom sve u redu. Uredništvo ; EDITORIALPreparations are under way to formulate the new Forest Law, which will, hopefully, eliminate the continual decrease in the fee for non-market forest functions. At the time at which Nature responds with cataclysmic consequences to our indifference towards it and major global polluters refuse to protect it, the branch on which not only foresters but all of us are sitting is again being cut off. There are increased requests to exclude the coastal region from the current management policy, but at the same time no clear compensational financial bases are provided. Not even the record number of fires and the need to recover the damage in these very areas have brought us to our senses.From the aspect of the Croatian Forestry Association, which unifies the Croatian forestry science, education and practice, we can only ascertain with regret that the relevant minister has not yet found time to discuss these hot issues with its representatives. Whether we like it nor not, it should be said that this is, among other things, one more indicator of the status of forestry within the relevant ministry. We had eagerly awaited positive changes after an almost five-year period of a misguided attitude to the forestry profession and the negligence towards the principles of sustainable management of forest resources, which we have already discussed in our Journal. Definitely, the Croatian government should decide, among other things, whether it expects classical "profit" for the state budget from forestry or whether it supports forest management according to the principles of sustainable management. In the latter, profit is not measured by banknotes but by optimal regeneration, maximal increment, desirable biodiversity, naturalness and stability, all of which ensures the preservation of the forest ecosystem and of its multiple benefits. We have not seen any changes in the attitude towards non-market economy, either; on the contrary, some continue to demand the acquisition of wood assortments through guaranteed contracts rather than through market competition.We do not know if anything is being done regarding the proclaimed restructuring and decentralisation of the company Croatian Forests Ltd. What we do see is that no invitation to a debate on the subject has had any effect, such as the text of the former minister Tarnaj, published in Forestry Journal 1-4/2017. In order to develop a new system it is necessary to start from the relatively neglected forest districts and district rangers, the most direct and responsible factors in forest management, rather than at the top management, which is constantly expanding in numbers. This requires a broader professional and social debate at the state level with the participation of independent experts/professionals and not representatives of different interest groups and insufficiently educated politicians. However, such a debate is missing, even though this issue concerns almost half of the land area of Croatia and the forest which the Constitution describes as a resource of particular interest for the Republic of Croatia. There are problems on a daily basis, including the recovery of the damage from ice break in Gorski Kotar, ash dieback, damage from the oak lace bug, bark beetles, reforestation of burnt areas, private forests, damage caused by climate change, employment of the young, personnel policy and political nepotism. We are capable of solving all these problems successfully because we have professional and infrastructural potential that very few professions can boast, but we should primarily eliminate the cadres who have reduced the profession to a current unenviable situation and who have protected themselves with contracts well in advance. Unfortunately, forestry is a profession in which mistakes in the management come to light only after several years, when it is too late to "cry over spilt milk". This is the reason that many erroneously believe that forestry is currently in a good shape. Editorial Board
Migracijski val od 2014. do 2016. u kojem je velik broj djece i majki iz država Sjevernog trokuta na putu prema krajnjem odredištu SAD-u bio u tranzitu Meksikom okarakteriziran je krizom. Kriza je podrazumijevala postojanje prijetnje koja opravdava provođenje izvanrednih mjera. Teza rada je da pod utjecajem SAD-a Meksiko migrante u tranzitu smatra prijetnjom sigurnosti građanima Meksika, a ne ugroženim pripadnicima istoga kulturnoga kruga koje treba zaštititi. Stoga se prema njima ne odnosi u skladu s ciljem ljudske sigurnosti, već primjenjuje silu. Rad predstavlja studiju slučaja. U prvom odjeljku dani su prikaz vrsta migracija i poimanje migracija u kontekstu ljudske i građanske sigurnosti, dok su u drugom analizirani potisni i privlačni faktori migracija iz država Sjevernog trokuta. U trećem odjeljku prikazana je politika tranzitne države Meksika prema ilegalnim migrantima. U radu je izložen sud o migracijskoj politici Meksika prema migrantima u tranzitu. Zaključeno je da je iz perspektive ljudske sigurnosti politika bila »loša« jer je bila diskriminirajuća i u neskladu s kulturno-političkim kontekstom te moralnim i zakonskim normama. No gledano iz perspektive nacionalne sigurnosti politika je bila »dobra« jer je bila ostvariva, postigla je rezultate uz prihvatljiv trošak ljudi i sredstva i njome su obranjeni državni interesi Meksika – dobri odnosi sa SAD-om. ; This article will attempt to answer two questions; first, in what way did the Government of Mexico attempt to resolve the influx of a large number of migrants, children and family members, from the Northern Triangle countries (Guatemala, El Salvador, Honduras) who were transiting Mexico on their way to the United States in the 2014–2016 period? Second, why have migrants continued to arrive even after the adoption of the Mexican Programa Frontera Sur (PFS) of 2014, which was supposed to resolve the migration crisis and put an end to arrests and deportation? At the same time, the article will try to assess, according to Haines (2013), whether the Mexican post-2014 migration policy has been "good" (in line with the political and cultural context, achievable and effective with acceptable costs of staff and resources), or "bad" (discriminatory and incompatible with existing moral and legal norms). The thesis of the article is that under the influence of the United States, Mexico is treating migrants in transit as a security threat, rather than as members of the same cultural circle who require protection. So, instead of helping them, Mexico uses coercion to suppress them. While traditional threats are endangering the survival of the state, new threats to the state are also endangering individuals. The article consists of an introduction, three sections and a conclusion. The first section will provide an explanation of the relationship between migration and security (traditional national security and human security). The second section analyses the pull-and-push factors of migration from the Northern Triangle countries. This is followed by Mexico's transit policy towards illegal migrants, which is discussed in the third section. Case study research was used as a methodological strategy. The migration wave in the 2014–2016 period, consisting of many children and mothers from the Northern Triangle states transiting through Mexico on their way to the United States, was characterised as a crisis. A crisis implies the existence of a threat justifying the imposition of extraordinary measures. The issue of migrants in transit through Mexico was no novelty. Since the late 1980s, under the pressure of the United States, Mexico has been deporting migrants in transit back to their countries of origin. As Mexico has increasingly associated with the United States, there has emerged a growing need for greater compliance with "American requirements" and for the understanding of "American fears" of illegal migrants. After 11 September 2001, the fear became almost paranoid. Mexican presidents Fox, Calderon, and Nieto brought about and implemented a restrictive migration policy in line with the US policy, according to which migrants posed a threat to national security. Although repeatedly emphasising its intention to protect the migrants in transit, Mexico militarised and securitised its migration policy. This was particularly apparent after the 2014 Frontera Sur programme, which applied the same methods – arrest, deportation and denial of asylum – to the vulnerable population of women and children who largely satisfied the criteria for refugee status recognition. The PFS emphasised the intent to protect migrants, to better manage border crossings and to create security and prosperity zones in the south of the country. However, after two years of the programme's implementation it can be concluded that none of the objectives above have been achieved. Indeed, migrants in transit are additionally exposed to strife, suffering, and violations of their fundamental human rights, both by criminal organisations and the forces of law and order. Therefore, their transit has become much more uncertain than it was before. At the same time, human rights are violated by the state of Mexico itself, which denies migrants the right to asylum or recognition of humanitarian visas. The border in the south of the country has not become more secure. That PFS complies with US interests is apparent from the fact that the United States is its main source of funding, since it has managed to link the combat against drugs and migrants in transit via the Merida Initiative. The question is why have migrants continued to arrive despite everything mentioned above? It was their hope that somehow, they would reach the USA or, in the worst case, remain in Mexico. The most elementary human right, the right to life, is endangered in the countries of the Northern Triangle. In addition to personal insecurity, there are other human security threats in Guatemala, Honduras and El Salvador forcing the citizens to flee and emigrate from political, economic, environmental, and health and food insecurity. With everything being said, it is not easy to evaluate the Mexican migration policy. From a perspective of human security, it was "bad" because it was discriminatory and incompatible with the cultural and political context, as well as with moral and legal norms. Evaluated from a national security perspective, it was "good" because it was achievable, it has yielded results with an acceptable cost of staff and resources and has achieved state interests – good relations with the United States. At the same time, it is one of the tools Mexico can use in the future if Trump should decide against Mexican interests (significant taxing of Mexican products or deporting the many Mexican citizens illegally residing in the United States). Since Mexico, Guatemala, Honduras and El Salvador belong to the same cultural (historical, religious and linguistic circle), it was presumed that Mexico would pursue a policy that favours migrants and their protection; however, that did not happen. The authors agree with Kimball (2007: 140) that in the long run, Mexico will not be able to simultaneously advocate and implement both the pro- and anti-immigrant policy. The problem of the migrant wave, mostly consisting of mothers and children from the Northern Triangle countries, who were in transit through Mexico during 2014–2016, was attempted to be resolved via securitisation rather than care about their security. Castles de Haas and Miller (2014: 5) state that in the case of Mexico, there is a proliferation of migration transition, since it is turning from an emigration into an immigration country. To be more specific, with Trump coming to power, Mexico is increasingly not just a transit country, but also an ultimate destination country. Trump's immigration policy regarding immigrants from Central America suffers from deep historical amnesia related to the role of the USA in the Central American conflict of the 1980s, which has significantly destabilised the region. Moreover, Trump denounces and demonises as dangerous criminals the families, women and children, who have fled from violence contributed to by the USA (Portillo Villeda and Miklos, 2017: 53–54). This is one of the reasons the number of arrested migrants from Central America on the southern border of the United States has significantly decreased, but the number of asylum seekers in Mexico has increased threefold. There is a hope that new Mexican president Andrés Manuel López Obrador would perceive vulnerable Northern Triangle migrants more as a threat to human rather than national security.
RIJEČ UREDNIŠTVANegativna medijska kampanja usmjerena protiv šumara, a posebice na predstavnike trgovačkog društva Hrvatske šume d.o.o., traje neprestano već nekoliko godina, a intenzivnije unatrag dvije godine. Sve je eskaliralo nedavno aferom s vjetroelektranom Krš-Pađene. Mediji su se brže-bolje natjecali tko će više oblatiti pojedinačne i kolektivne vinovnike događaja. Temeljem paušalnih analiza zamjeralo se Hrvatskim šumama svašta, od privremenog neplaćanja šumskog doprinosa gradovima i općinama (u vrijeme kompletnog zastoja države uvjetovanog epidemijom koronavirusa ta namjenska sredstva ionako nitko nije mogao trošiti na izgradnju i održavanje šumskih cesta) do pripreme podizanja kredita za likvidnost tvrtke, koja je u sklopu pomoći pristala na produljenje roka plaćanja drvne industrije za isporučenu sirovinu sa 60 na 100 dana od dana izdavanja računa za sve isporuke od početka 2020. godine. Primjedbe na korištenje valjda najpoznatijega parafiskalnog nameta u Hrvata za usluge općekorisnih funkcija šuma ne treba ni spominjati, jer nema bitnijeg poduzetnika ili bilo kojeg političara koji u cilju pomoći gospodarstvu ne spomene smanjenje ili ukidanje toga. Laicima nije ni poznato da su Hrvatske šume svojim kriznim planom u potpunosti izbacile ovaj način financiranja gospodarenja šumama za 2020. godinu. U vrijeme korona krize to su vjerojatno bili najispravniji poslovni potezi u cilju sačuvanja vlastite zaposlenosti, zaposlenosti kupaca i dobavljača, kao i likvidnosti tvrtke. Koga to zanima kad čitatelje zanimaju negativne vijesti i afere. Većini njih također nije poznato da se šumarstvo uvijek u kriznim vremenima pobrinulo samo za sebe, ali i za druge koje je nosilo na svojim plećima. U svim krizama šumarstvo je pomagalo drvnoj industriji, pa i otpisivalo dugove u raznim državama i uređenjima koji su vladali na našem prostoru, ali i snosilo posljedice objektivnih i subjektivnih poslovnih rizika aktera u drvnom sektoru.Moć objavljenih tekstova na mrežnim stranicama i društvenim mrežama je velika. U kratkom vremenu dopire do velikog broja čitatelja. Većina tekstova objavljuju se kao bombastični naslovi i podnaslovi. Čitanjem sadržaja tek upućenijem čitatelju je jasno što ne odgovara istini. Obično se prema kraju članka sadržaj ublažava, ali to pročitaju najuporniji čitatelji, dok im u percepciji ostaju negativne informacije iz naslova i s početka teksta. Na društvenim mrežama javljaju se mnogi od pojedinaca do udruga, a dosta njih i anonimno te pisanjem svojih komentara stvaraju negativno ozračje o šumarskoj struci. Čitajući brojne napise stječe se dojam da su šumari jedan od većih problema Lijepe naše.Bolji poznavatelji prilika priznat će da je šumarstvo uz poljoprivredu nositelj opstanka preostalih ruralnih krajeva. Šumarstvo koje je najzastupljenije u ruralnim i manje razvijenim područjima osigurava egzistenciju zaposlenicima Hrvatskih šuma, zaposlenicima brojnih izvoditelja radova u šumarstvu te tvrtki i obrta u drvnom sektoru, posredno svima koji prodaju svoje proizvode drvnim tvrtkama, a čuvar je najvećeg dijela ekološke mreže Republike Hrvatske. Kroz zaštitu šuma i šumskih zemljišta od požara na krškom području važna je karika sačuvanja bioraznolikosti države, ali i kulise koja pomaže hrvatskoj grani gospodarstva od posebnog interesa – turizmu. U vrijeme Domovinskog rata šumarstvo je umjesto države gradilo i ceste kako bi povezalo dijelove Republike Hrvatske, gdje su nekada stanovnici putovali preko susjednih do matične države.U dragoj nam Hrvatskoj domovini danas postoji osam nacionalnih parkova i 11 parkova prirode u kojima je većina temeljnih fenomena šuma. Zaštita prirode u biti je sačuvana područja preuzela na upravljanje od šumara. Da se na tim područjima nije gospodarilo uz šumarske postulate i s ekološkim obzirom, ne bi se danas dičili s parkovima kao što su Plitvička jezera, Risnjak, Sjeverni Velebit ili Mljet. U krškom dijelu Hrvatske, gdje se nalazi većina zaštićenih parkova, nikad nije nestalo šume upravo zbog dva i pol stoljetnog gospodarenja s njom. Današnje generacije se ne sjećaju izgleda šuma u prijašnjim razdobljima. Većina najvrjednijih šuma hrasta lužnjaka posječena je kompletno između 1820-ih i 1920-ih godina. Danas stasaju nove generacije tih uzgojenih šuma koje su u biti proizvod hrvatskih šumara. Nakon Drugoga svjetskog rata sjeklo se količinski skoro kao i danas, jer nije bilo drugih resursa pa se država obnavljala i dolazila do potrebnih financijskih sredstava. Uz sve to zahvaljujući mudrosti i radu više generacija šumara, današnja je pokrivenost države pod šumama 44 posto, a sa šumskim zemljištima i 49 posto. Nažalost, većina javnosti ne može shvatiti pojam vječnih šuma koje nisu stalno u istoj dobi, jer jednako kao i druga bića imaju svoje razvojne stadije. Njihova vječnost se proteže kroz slijed generacija šume. Sječa starih zrelih šumskih sastojina preduvjet je nove generacija šume kojoj se svi iskreni šumari najviše vesele, jer je uspješno napravljena smjena generacija i sačuvana opstojnost šume na istoj površini. Taj prijelaz je u nizinskim šumama vidljiviji, no postoje i gorske šume na kojima se tako očiti prijelaz ne vidi, pa to i promatračima manje upada u oko.Neupućeni ili zlonamjerni ne znaju ili zaboravljaju na desetljetne pritiske ponajprije na državno šumarstvo radi pogodovanja pojedincima i tvrtkama u cilju podizanja nekad više maslinika i vinograda, a danas više gradnji vjetroelektrana i pašarenja na obraslim i neobraslim šumskim zemljištima. Hrvatski šumari baštine pojam potrajnog gospodarenja, pojma danas poznatijeg kao održivo gospodarenja, kojim su se borili da se površine pod šumom ne smanjuju. Tako, ako se u funkciji razvoja kojemu se nitko pametan neće protiviti ako je održiv i racionalan, negdje i krče šume radi prenamjene odobrene prostornim planom, smanjena površina pod šumama se nadoknađuje podizanjem nove šume na drugom mjestu. Koliko god se državno šumarstvo najčešće smatralo kočničarem razvoja, ono je zapravo bilo branitelj zakonskog djelovanja, dok su često pa i danas neki investitori, ali i državne institucije, vršili pritisak ubrzavajući proceduru u svoju korist bez pravne podloge. Hrvatske šume d.o.o. sa svim svojim prednostima i manama samo su dio slike koju danas imamo u Republici Hrvatskoj. Način kadroviranja i upravljanja jednak je kao i u ostalim javnim poduzećima i trgovačkim društvima u većinskom državnom vlasništvu. Kao u svakoj struci postoje previdi i pogreške, ali postulati hrvatskoga šumarstva su isprobani i dokazani kroz više od 250 godina. Današnje manje kvalitetne izvedbe u pojedinim šumama posljedica su raznih faktora i ne razlikuju se od pogrešaka koje se u svim djelatnostima događaju (zar se djelomično pogrešno ne obavi operacija, sagradi zgrada ili sastavi stroj?). Čak i u recentnom slučaju s vjetroelektranom Krš-Pađene Hrvatske šume d.o.o. pozitivno su odradile svoju zadaću naplatom duga investitoru za služnost ') INSERT INTO slTekst VALUES('202002290',2,'HR','u iznosu prema pravilniku važećem u vremenu pokretanja investicije. Hrvatske šume većinom su u svom djelovanju između čekića i nakovnja, s jedne strane pritisak korisnika drvne sirovine za što većom sječom i proizvedenom i plasiranom količinom ili korisnika prostora preko služnosti ili zakupa, a s druge strane sve veći pritisak za zaštitom staništa i jedinki što usložnjava i poskupljuje proizvodnju.Resorno ministarstvo, koje osim što je krajem 2011. godine prvi put nakon 1919. godine ispustilo u svom imenu naziv šumarstva, uz taj simbolički čin postalo je maćeha vlastitom čedu, budući resorni ministar/ministrica kao jednočlana skupština trgovačkog društva Hrvatske šume d.o.o. svojim nalozima prema upravi toga Društva djeluju u korist svih aspiranata na sve vrste proizvoda i usluga iz šume i šumskoga zemljišta. Tako se najvrjedniji trupci prodaju po dogovornim cijenama, koje već dugi niz godina nisu usklađene s tržišnim, čak ni s manje razvijenim susjednim zemljama, ogrjevno drvo i drvni ostaci se prodaju po dugogodišnjim ugovorima, bez obzira na promjene tržišnih uvjeta, a neobraslo šumsko zemljište, čak i tartufi, moraju se prepustiti svakome tko zaželi, čak i ako se ne pridržava zakonske regulative.Hrvatsko šumarsko društvo učestalo ističe politizaciju cijeloga sustava kao jedan od najvećih problema našega društva. Politike mijenjaju kompletne Uprave društva, garnirane s većom ili manjom kvotom uhljeba, svake četiri godine, a ponekad i u kraćim terminima. Tako postavljena vodstva dužna su provoditi naloge te iste politike, pa bile one i protuzakonite. Na taj se način tvrtke, kao u našem slučaju Hrvatske šume d.o.o., povlače po medijima kao kriminalne organizacije, ili se čak protiv njih organiziraju javni prosvjedi. Kako se pritom osjećaju zaposlenici, naše kolege koji s ljubavlju i odgovorno obavljaju svoj posao, možemo naslutiti?Prateći sva zbivanja postoji bojazan da se ne priprema teren kako bi se državne šume dale u koncesiju nakon što se trgovačko društvo Hrvatske šume proglase nesposobnim za upravljanje. Na brojnim primjerima poznato je kako koncesije uglavnom donose samo eksploataciju bez ulaganja u šume. Većina europskih država bogatih šumama imaju jake svoje državne tvrtke za gospodarenje državnim šumama i čuvari su tih šuma, ali i prostora kao i života na njima.Svrha ovoga teksta nije obrana bilo koga unaprijed, jer o nečijoj nevinosti i krivnji odlučivat će institucije kojima je to posao. U državi gdje se vode mnoge besplodne rasprave, koje se većinom tiču prošlosti, treba početi racionalnije sagledavati sadašnjost i ne povoditi se za huškačkom histerijom. Potrebno je popuštati okove politike i prepuštati struci da radi ono što najbolje zna, a to je u šumarstvu gospodarenje šumama i šumskim zemljištima. Uredništvo ; EDITORIALThe negative media campaign directed against foresters, and particularly against the representatives of the company Croatian Forests Ltd, has been going on for several years and has gained in intensity in the past two years. It all escalated recently with the scandal concerning the wind power plant Krš-Pađene. The media rushed to smear individual and collective entities involved in the event. Based on impromptu analyses the company Croatian Forests was criticised for all kinds of things, including temporary non-payment of forest contributions to cities and municipalities (at the time when the state was at a complete standstill due to the coronavirus epidemics these earmarked funds could not be spent on the construction and maintenance of forest roads anyway), as well as raising a loan to boost the company's liquidity. Namely, the company agreed to extend the payment period of the wood industry for the delivered raw material from 60 to 100 days from the date of issuing the invoice for all deliveries from the beginning of the year 2020. Let us not even mention all those remarks on the use of probably the most well-known parafiscal levy in Croatia related to non-market forest functions. There is not one entrepreneur or politician who has not requested the reduction or abolition of this levy as a way of helping the economy. Lay people are not even aware of the fact that the crisis plan of Croatian Forests envisages complete elimination of this form of financing forest management for 2020. At the time of the coronavirus crisis these are probably the best business moves aimed at preserving employment in the company, employment of the customers and suppliers, as well as the company's liquidity. But who wants to read about this when negative news and scandals are much more interesting? Most people do not know either that at times of crises forestry has always taken care not only of itself but also of others dependent on it. In all crises forestry has helped the wood industry, written off debts of various states and political systems reigning in these areas, but also borne the consequences of objective and subjective business risks of those working in the wood sector.The power of the texts published on websites and social networks is enormous. They reach large numbers of readers in a very short time. The majority of the published texts feature bombastic headlines and sub headlines. Only when the whole text is read does it transpire what is the truth and what is not. Usually the content of an article is softened towards the end, but the whole article is read only by the most persevering reader, while the majority retain only the negative information from the headlines and the beginning of the text. Social networks are full of individuals and associations whose comments, often anonymous, create a negative image of the forestry profession. All these comments give an impression that foresters are one of the biggest problems of Our Beautiful Homeland.Those better acquainted with the situation realize that forestry and agriculture are the pillars of survival in the remaining rural areas. Forestry, which is most represented in rural and less developed areas, provides a livelihood for employees of Croatian Forests, employees of numerous contractors in forestry and companies and crafts in the wood sector, and indirectly of all those who sell their products to wood companies. Forestry also guards and cares about the largest part of the ecological network in the Republic of Croatia. By protecting forests and forestland from fires in karst areas it forms an important link in the conservation of biodiversity in the state, but also creates a setting which helps the Croatian economic branch of particular interest - tourism. During the Homeland War it was forestry professionals who constructed roads needed to connect parts of the Republic of Croatia at the time when residents had to travel through neighbouring countries in order to reach their home country.In our beloved homeland there are eight national parks and eleven nature parks in which forests constitute the basic phenomena. Basically, nature conservation has taken over the preserved areas for management from foresters. If these areas had not been managed according to forestry postulates and ecological considerations, we would not be able to boast of parks such as Plitvice Lakes, Risnjak, North Velebit and Mljet. In the karst part of Croatia, where the majority of protected parks are located, forests have never disappeared thanks to two and a half century long forest management. Present day generations do not know what forests looked like in earlier periods. The majority of the most valuable forests of pedunculate oak were completely cut down between the 1820s and 1920s. Today we witness the growth of new generations of managed forests, which are essentially the product of Croatian foresters. After World War Two the quantities of forests that were cut down almost equalled present day quantities because there were no other resources and the state needed the necessary financial means for rebuilding and renovation. Moreover, thanks to the wisdom and hard work of several generations of foresters, the present forest cover in Croatia amounts to 44 percent and forestland to 49 percent. Regrettably, most people do not comprehend the concept of eternal forests, which are not always of the same age, because just like other beings they have their development stages. Their eternity extends through generations of forests. Cutting down old, mature forest stands opens the door to a new generation of a forest, and all foresters rejoice in it because it testifies to a successful change of generations and the survival of the forest in the same area. This transition is visible in lowland forests, but there are also mountain forests in which such an obvious transition is not striking, so it is less noticeable to observers.Those less well informed or malicious do not know about or close their eyes to decades of pressures on the state forestry. These pressures are aimed at enabling individuals and companies to receive different benefits: in the past it was olive groves and vineyards, today it is the construction of wind power stations and grazing in vegetation-covered or bare forest areas. Croatian foresters staunchly adhere to the concept of sustainable management, under which they fight against reducing forested areas. Thus, if forests are sometimes cut down for conversion purposes as regulated by spatial plans, reduced forested areas are immediately replaced with new forests in another place. Although state forestry has often been thought as a hindrance to development, it has in fact defended lawful activities in circumstances in which some investors, as well as state institutions, have exerted pressure by speeding up the procedure in their favour without any legal basis. Personnel recruitment and management is the same as in other public companies and state-owned companies. Just like in any other profession, there are omissions and mistakes, but one things is always the same: the postulates of Croatian forestry have been tested and verified for over 250 years. Present-day activities of lesser quality in some forests are the consequence of various factors and they do not differ from mistakes taking place in all other professional spheres (is not it true that sometimes a surgical operation may go wrong, or a building can be poorly constructed or a piece of machinery badly assembled?). Even in the most recent case of the Krš-Pađene wind power station, Croatian Forests Ltd have done their homework well by collecting the debt to the investor for easement in the amount according to the regulations valid at the time of starting the investment. In most of its activities Croatian Forests Ltd are between the hammer and the anvil: on the one hand, there is constant pressure by users of wood resources for more felling and more produced and sold quantities, and on the other, there is growing pressure to protect habitats and species, which all makes production more complex and more expensive. The relevant ministry, in addition to dropping the word forestry from its name at the end of 2011 for the first time after 1919, has also become an evil stepmother to its own child, since the line minister, as a one-member assembly of the company Croatian Forests Ltd, by his/her orders to the Company management acts to benefit all aspirants to receive all kinds of products and services from forests and forestland. Thus, the most valuable logs are sold at negotiated prices which have for years been out of touch with market conditions, fuel wood and wood residues are sold under long-term contracts regardless of changed market conditions, and bare forest land, and even truffles, must be given over to anyone who wants them, even if legal regulations are not complied with. The Croatian Forestry Association frequently points out that politicization of the entire system is one of the biggest problems of our society. Entire company managements are changed by politics every four or fewer years and nepotism is an inherent part of the system. Managements installed by politics in this way are forced to carry out the orders of the same policies, even if they are illegal. This is how companies, in our case Croatian Forests Ltd, are dragged through the media as criminal organisations; even public protests are organized against them. Can we even guess how the employees, our colleagues who do their jobs responsibly and lovingly, feel?All these events raise fears of the terrain being prepared for giving state forests for concession after the company Croatian Forests is declared incapable of forest management. There are many examples of concessions generating exploitation of forests without any investments in them. The majority of European countries with abundant forest areas have strong state companies which manage and guard state forests, their areas and the life in them.This text does not aim to defend anybody in advance: someone's innocence or guilt will be decided on by relevant institutions. In the state in which fruitless debates about the past are held, it is time to turn to the present in a more rational manner and not succumb to harangues and hysteria. Politics should loosen its grip and leave it to the profession to do what it knows best: in the case of forestry, it is the management of forests and forestland.Editorial Board
